Hon‟ble Mr. Justice Bilal Nazki, Acting Chief Justice of A.P. High Court discharged the functions of the Chancellor between 5 th April, 2005 and 26 th November, 2005. Effective from 27 th November, 2005, Hon‟ble Mr. Justice Ganpat Singh Singhvi, who assumed office as the Chief Justice of A.P. High Court is at present the Chancellor of the University. 3. GENERAL ADMINISTRATION During the period under report, meetings of the following University authorities were held on the dates noted against each: Academic Council 14.07.2005 Executive Council 25.02.2005 and 15.07.2005 General Council 13.03.2005

1. INTRODUCTION This Annual Report on the working of the University is prepared and presented by the Executive Council to the General Council in pursuance of the requirement under Section 12(2)(iii)(a) of the NALSAR University Act, 1998. 4. 5. ACADEMIC PROGRAMMES B.A.,LL.B. (Hons.) The eighth batch of admissions for the B.A., LL.B. (Hons.) Degree Programe was made during the year under report. The All India Entrance Test was conducted on Sunday the 15th May, 2005 at Ahmedabad, Bangalore, Chandigarh, Chennai, Cochin, Delhi, Guwahati, Hyderabad, Jodhpur, Kolkata, Lucknow and Mumbai. Out of a total of 3,520 who applied for the test, 3322 candidates took the Test. 80 students were admitted including 34 Girls. Seven students from Bhutan and one from U.S.A. were admitted. The remaining 72 students come from 18 different States in the Country. The session started on 1st July, 2005. LL.M. Admissions for the fourth batch of the LL.M. Degree Programme were made during the year through the All India Entrance Test organized on 15th May, 2005. Eleven students were admitted including two students from Bhutan sponsored under SAARCLAW Trust. One Indian student was also selected under the SAARCLAW sponsorship. The selected students include four Girls. NALSARPro NALSAR Proximate Education launched its Fifth batch of admissions for the Post-Graduate Diploma programmes for the year 2005-06 in June 2005. The programmes received an enthusiastic response from candidates from various centres in the country. The Fifth batch admissions exceeded the enrolment figures of the previous batches. The breakup of enrolment for various courses for the year 2005-06 is as under: (1) P. G. Diploma in Patents Law: 252 (2) P. G. Diploma in Cyber Laws: 59 (3) P. G. Diploma in Media Laws: 25 (4) P. G. Diploma in International Humanitarian Law: 53 The First Round of Contact Seminar Classes for the Fifth batch commenced in September 2005. The first session was held at the Proximate Centre of Hyderabad for P.G.Diploma in Patents Law on 30th Sep, 1st & 2nd October 2005, which was conducted successfully, followed with classes organised at other centres – Delhi, Mumbai, Bangalore and Pune. NALSAR Proximate Education were the resource persons who participated in the seminar classes. The first round of Seminar classes for P.G.Diploma in Cyber Laws were held on 1st & 2nd October 2005 at Hyderabad centre followed up with classes organised at other centres – Delhi, Mumbai & Bangalore. Mr.Rodney Ryder, Advocate, Supreme Court, Mr.Na.Vijayashankar, Cyber Law Consultant, Chennai, Mr.R.Muralidhran, Patent & Trademarks attorney, Bangalore, Mr. V.K. Unni, Asst. Professor, Nalsar University and Prof. V.C. Vivekanandan were the resource persons who participated in the seminar classes. The first round of Seminar classes for P.G.Diploma in Media Laws were held on 19th & 20th November 2005 at Hyderabad centre. Mr.R.Muralidhran, Patent & Trademarks attorney, Bangalore, Prof.M.Sridhar, Professor, NALSAR and Prof. V.C. Vivekanandan were the resource persons who participated in the seminar classes. The examinations for the Fourth batch (2004-05) for P.G.Diplomas in Patents Law, Cyber Laws and Media Laws were held on 12th & 13th August 2005 simultaneously at five centers – Hyderabad, Mumbai, Bangalore, New Delhi & Chennai. The results have been declared and the following number of candidates has become eligible for award of the Diploma: Patents Law 128 Media Laws 1 Cyber Laws 28 The examinations for the P.G.Diploma in International Humanitarian Laws were held on 22nd and 23rd September 2005 simultaneously at five centres – Hyderabad, New Delhi, Kathmandu, Kuala Lumpur and Manila. The results have been declared and 8 candidates have become eligible for the Diploma.

Post Graduate Diploma and Certificate Course in Alternative Dispute Resolution (ADR) and Post Graduate Diploma in Family Dispute Resolution (FDR) The presentation of Diplomas for the students of ADR and FDR was done on 13th March, 2005. Hon‟ble Mr. Justice Devinder Gupta, the then Chief Justice of A.P. was the Chief Guest and 26 candidates were awarded the P.G. Diploma in ADR while 7 candidates took the P.G. Diploma in FDR.

Also 63 candidates of P.G. Diploma in ADR (through Proximate Education) were awarded the Diplomas on 16th July, 2005 by the then Hon‟ble Chief Justice of India, Mr. Justice R.C. Lahoti. 6. THIRD ANNUAL CONVOCATION The Third Annual Convocation of the University was held on 16th July, 2005. Hon‟ble Mr. Justice R.C. Lahoti the then Chief Justice of India was the Chief Guest and delivered the Convocation Address. Hon‟ble Dr. Y.S. Rajasekhara Reddy, Chief Minister of Andhra Pradesh, Hon‟ble Dr. Justice P.C. Rao, Judge, International Tribunal for Law of the Sea, Hon‟ble Mr. Justice M. Jagannadha Rao, Chairman, Law Commission of India, Hon‟ble Mr. Justice U.C. Banerjee, Founder President, NALSAR, Mr. K.K. Venugopal, Senior Advocate, Supreme Court of India and other sitting and retired Judges of Supreme Court and High Court and academics besides a large number of Advocates, Judicial Officers were present on the occasion. Hon‟ble Mr. Justice Bilal Nazki, Acting Chief Justice of Andhra Pradesh High Court and Chancellor, NALSAR awarded the LL.M. Degree on two students and B.A., B.L. (Hons.) Degree on 53 students. One Gold Medal was presented to Mr. Merkineh Yigezu Barata, a student from Ethiopia, the topper in LL.M. (Human Rights) Degree Programme. 25 Gold Medals were also presented to the meritorious students of the B.A., B.L. (Hons.) Degree Programme.

7. CAMPUS DEVELOPMENT During the year under report the M.K. Nambyar SAARCLAW Centre for Advanced Legal Studies was inaugurated by the then Hon‟ble Chief Justice of India, Mr. Justice R.C. Lahoti on 16th July, 2005. The Centre has a State-of-the-art Moot Court Hall, a Big Lecture Hall and Seminar Rooms. Video-Conference facilities will be in place in due course of time. The construction of Teacher‟s Convention Centre has been taken up under the X Plan General Assistance Development Scheme of the University Grants Commission. Bitumen roads along with pavement for footpaths have been laid. Area of greenery is gradually extended by planting trees, flowering plants, carpet grass for lawns.

8. FINANCES During the period under report, the Government of Andhra Pradesh released Rs. 392 lakhs to meet the expenditures on buildings, other infrastructure facilities and for campus development. In addition, revenue receipts have been to the extent of Rs.342 lakhs. Also the University Grants Commission has released an amount of Rs. 80.00 lakhs out of Rs. 200 lakhs sanctioned under the General Assistance Development Scheme for the X plan period. The capital expenditure during the period has been Rs.405 lakhs while the recurring expenditure has been to the tune of Rs.388 lakhs.

9. LIBRARY This is a year to remember for the NALSAR law library. It was capped by a number of significant achievements specifically in the area of IT based infrastructure in the library. It is our objective to consolidate our role and profile as an active academic partner supporting and engaging in the scholarly activities of the University by creating an information architecture that would encourage information literacy and make our patrons self-reliant and life long learners.

Acquisitions

Printed There has been significant growth in the collection of printed as well as Electronic resources since last year. The growth in the printed resources was largely due to astute participation of members of faculty and library committee and regular liaisons with the subject experts. By the end of this December, the collection of printed resources totaled to 15035, which excludes the bound back volumes of Reports and Periodicals. Notable among New accessions are more than 500 titles from the World Bank, International Monetary fund and Corpus Juris Secundum, Encyclopedias, digests and other books of choicest publications on various subject areas of Law. Library expresses its gratitude for generous donations it received from its patrons. More than 750 titles from Registrar and Fifty titles Vice- chancellor of the University and Back Volumes of journals viz.. Economic and Political Weekly, Mainstream and Social Scientist from Prof V. Ramakrishna were added to its collection. Library has spent Rs 21,06245.75 on purchase of about 1700 titles.

Electronic Resources Library has renewed the subscription to E- Databases Westlaw and Manupatra online. This year, one more database is added namely World Bank Online resources comprising the following three modules World Bank E-library a full text collection of books, reports and

other documents on social and economic development comprising 1400 titles published by the World Bank during the past several years plus every new title as it is published.

World development Indicators online, a premier database on the global economy. It contains comprehensive data for over 500 development indicators and time series data form 1960 for over 200 countries.

Global finance online offers external debt and financial flow data for the 138 counties that report public and publicly guaranteed debt to the World Bank debtor reporting system.

The subscription fee for the above three electronic resources package is Rs 53, 165.00 from January 2006 to December 2006 for 100 users. Initiatives on Open Access Archives are gaining momentum across the globe. Hyperlinks to such journals which are available for free on Internet are being compiled. Library is pleased to add Law journals from the Directory of Open Access Journals (http://www.doaj.org) in the library site. The main aim of DOAJ is to increase the visibility and ease of open access to scholarly journals thereby promoting their increased usage and impact. Click on the link Ejournals on library portal to browse full test of select journals on law. Visit the site for more information and complete title list. Economic and political weekly and Seminar journals are also available full text on the Internet. Click on the table of contents page and links to these two journals to view full text of current issues of both the journals.

CD-ROM resources Judicial decisions on CD-ROM is continued with renewal of subscription to SSC online (abridged version) while Grand Jurix is discontinued due to lack of local technical support. Library is actively considering subscribing AIR version on CD-ROM for all High Courts and Supreme Court.

IT INFRASTRUCTURE

Workstations Eight desktops with latest hardware configuration are procured to enable students to browse E- databases, CD-ROM resources, Online library catalogue and other information services.

Wi /Fi Wireless Network is made available in all the floors of the library. Students need to contact the facilities management team to get their laptops configured to access the Network and require a wireless data card to connect their laptop to the network.

RFID based Material flow management system Libraries are always enamoured by new technologies which improve the efficiency of operations and quality of services disseminated. RFID based technology offered potentially more than the barcode and electromagnetic systems. These solutions are still cost prohibitive for large libraries and it is advisable to implement when the collection is small as major chunk of the budget is usually spent on the tags which cost Rs 23.00 per tag. The major components identified for NALSAR library are the tags, staff and technical service stations for tagging and facilitating transactions, handheld inventory control for identifying the missing books and taking inventory and Aisles or security pedestals to alert the staff for any authorized checkouts. The whole solutions are being procured at the cost of Rs 12,50,000 which excludes custom duties and other charges.

Disability Access

In conformity to UGC guidelines for provision of library facilities for patrons who are differently abled, library procured the following hardware and software for visually impaired patrons.

JAWS (Job Access with speech) Jaws will read aloud information on the screen which can be used with the windows desktop, the Internet and standard software including word processors, spreadsheets and databases. JAWS can be customized to allow the selection of different voices and reading speeds.

Kurzweil 1000 This software is used in conjunction with a standard scanner, Kurzweil 1000 displays, and highlights and reads aloud scanned material on-screen. This software is particularly useful for those with dyslexia, sight and learning difficulties. It is intended to improve reading speed and comprehension. Index Braille

The Index Braille converts documents to Braille. This printer is imported from Sweden and Braille documents can also be produced on request. Library has converted the reading material of Jurisprudence and Administrative law into Braille script to facilitate Prof. Deshpande for study and teaching.

Launch of Library Website Academic libraries all around the world are struggling to cope with the deluge of online resources procured from various sources and information explosion triggered by voluminous print resources and relying on portal technologies that would act as an information hub with single point of access. In this context, it was decided by the Library to launch its own website to act as a mediator to engage the users and resources both in print and digital media in a network environment, as a single entry point of access. It will communicate to its community of patrons about the policies, resources, news, events and other happenings in the library. The site is being uploaded in the main university site hyperlinked as e-library. The design is outsourced to M/s Creative World at the cost of Rs 18,000 for development and maintenance. Criminal Justice and Human Rights (Library & Documentation Division) “Strengthening Criminal Justice and Human rights in India” is Ford Foundation project commissioned in NALSAR, University of Law to study the existing criminal justice system and human rights in India and suggest reforms if any to strengthen it. Under the aegis of the project, a Library & Documentation Division is established to acquire resources in appropriate formats, disseminate in usable form and store /preserve data for further research.

Acquisitions Printed The resources which were acquired for the project comprise an assortment of both printed and digital and encompassed varied literary forms. Apart from books Legislations, statutes, case laws to reports, Digests, commission and committee reports, socio-legal resources, statistical information, pathfinders, project reports, theses and dissertations, index of case laws and journal articles, websites and an array of electronic resources were procured. All the above resources covered the area of Criminology, Criminal Justice, Human Rights and allied areas. Notable among the printed resources are Encyclopaedias on Crime and Justice, Criminology, Human Rights, Prisons and Correctional Facilities, Constitutional law, Labour and Industrial law. All the printed resources are shelved as Special Reference collection with closed access system.

Electronic a) EBSCO – Academic premier

Academic Search Premier is a collection of three databases EBSCO, Legal Collection and Current Abstracts comprising active full text peer-reviewed journals. Academic Search™ Premier contains indexing for 8,200 publications, with full text for more than 4,650 of those titles. PDF back files to 1975 or further are available for well over one hundred journals, and searchable cited references are provided for more than 1,000 titles on Social Sciences and Law.

b) Criminal Justice Abstracts

Criminal Justice Abstracts is the bibliographic database from SAGE publications, on Criminology and allied areas. The content includes comprehensive coverage of International journals, books, reports, dissertations and unpublished papers on Criminology and related disciplines.

Both the databases are subscribed at the cost of $ 12,500 and sponsored by the project.

In addition to the E- Databases, Judicial decisions on CD-ROM from Manupatra online for 5 users was also subscribed to enable the project team for browsing of case laws

Technical processing All acquisitions were done in the acquisition module of the software

with location as CJHR. An Online Database for project resources was created with bibliographic details. Indexes were created for case laws and journal articles found relevant for the project

CJHR Clearinghouse

A web portal to function as a central agency for collection, storage,

and dissemination was designed to act as a single point of access to assist the project team by maintaining records of information resources for referral process is created. The site is hyperlinked to library website and patrons can view the resources of the project. It also has full text of Major Criminal acts, Special Legislations. More and more resources are being added to it.

Library would continue to focus on the providing accessibility to more

resources and focus on developing content and assisting students in their project work in the coming years.

10. OTHER ACADEMIC AND RESEARCH ACTIVITIES NALSAR – GRIFFITH Exchange Programme: Under the Memorandum of Understanding signed by NALSAR and Griffith University, one student from Griffith spent one semester at NALSAR during January – May, 2005 and two students from NALSAR spent one semester during February – July, 2005. The student exchange programme is very satisfactory with the Griffith University. The School of Law, King’s College, London The University has signed in January, 2005, a Memorandum of Understanding with the School of Law, King‟s College, London for staff exchange and also for collaborative research. School of Law, University of Warwick, U.K. A Memorandum of Understanding was signed on 30th March, 2005 with the University of Warwick, U.K . for exchange of Faculty and for collaborative research. Microsoft Scholars Programme A Memorandum of Understanding was signed by NALSAR with Microsoft Corporation of India Pvt. Ltd. on 30th September, 2005 for „Microsoft Scholar Programme‟ under which three final year Under Graduate students will be supported by Microsoft for undertaking fundamental research and author papers on pre-approved topics related to Intellectual Property Rights. Alumni Accomplishments The third batch comprising of 53 students graduated in May, 2005. Some of these graduates are currently pursuing higher studies at The University of Michigan Law School, U.S.A., Missouri University, U.S.A., University College, London, U.K. and Mc Gill University, Canada. Placement Training Students of the B.A.,B.L.(Hons) course are placed with non-governmental organisations, national and international institutions and organisations, lawyers and law firms. The placement is arranged by the University by liasioning with these various organisations. The liaison aims to find out what the requirements of the organization are, what the expectation from the students is and also the extent to which these expectations were later in fact fulfilled. Before the

placements the students are oriented to the set up and activities of the organisations. They are sent with express placement goals and are required to submit a report on the placement to the University which is evaluated for research competence, sensitivity and understanding. Students have been given placement with Hon‟ble Judges of the Supreme Court; of the High Courts in couple of States; Senior advocates of the Supreme Court and different High Courts; Attorney General of India, New Delhi; Chairman, Bar Council of India, New Delhi; couple of UN organisations in New Delhi; well known Corporate Law Firms, several Non-Governmental Organisations (NGOs) doing work in law related areas; other financial and law related organisations. The commitment and hard work demonstrated by the students at these places have uniformly received recognition and praise. Scholarships Two students from Bhutan and one student from India were selected for the LL.M. Programme under the M.K. Nambyar SAARCLaw Centre for Advanced Legal Studies meeting all their expenditure on tuition and other fees. The University extended financial assistance to 21 students to the extent of Rs. 3,55,000/-. The Ministry of Education, Department of Adult and Higher Education, Bhutan has sponsored seven students for the B.A., LL.B. (Hons.) course. Coaching for Junior Civil Judges Examination The University has conducted training classes for advocates who were taking the Junior Civil Judges Examination of the A.P. High Court. The programme is intended to help the candidates belonging to Scheduled Castes and Scheduled Tribes. 99 candidates were benefited out of whom 28 belong to S.C. and 9 were from S.T. category. The University has charged a nominal fee of Rs. 500/- per candidate for S.C. / S.T. while Rs. 5000/- was collected from General Category Candidates. The programme was conducted from 25th September to 21st October, 2005 on the topics relating to Transfer of Property, Law of Evidence, Indian Penal Code, Law of Contracts, Civil and Criminal Procedure Codes, Civil and Criminal Rules of Practice, Specific Relief, Easements and Negotiable Instruments. Teachers’ Sensitisation and Training Programme The four day Teachers‟ Sensitisation and Training Programme on „Human Rights Protection for Refugees‟ and „International Humanitarian Law‟ was organized by the University in collaboration with United Nations High Commission for Refugees (UNHCR) and International Committee of the Red Cross, New Delhi

during 25 – 28th October, 2005. The programme was inaugurated by Hon‟ble Mr. Justice K. Ramaswamy, Former Judge, Supreme Court of India and Former Member, National Human Rights Commission of India, New Delhi. The programme mainly focused on the key issues relating to Human Rights Protection for Refugees and the importance of International Humanitarian Law in the present day context and its inclusion in the course curricula. 37 law teachers from various Universities / Colleges in Andhra Pradesh were benefited. Seminars / Conferences Emerging Trends in Air and Space Law Two day National Conference on Emerging Trends in Air and Space Law was organized by NALSAR on 8th – 9th October, 2005. Prof. S. Bhatt, the Honorary Professor, Jawaharlal Nehru University and Hamdard University, Mr. R.K. Maheswari, Director (Regulations) Directorate General of Civil Aviation, Mr. T. Nandakumar, General Manager (Legal), Air India, Capt. S.N. Reddy, Mr. P.V.K. Reddy, I.G. and Director, Central Industrial Security Force, Mr. Tulsi Kesharwani, Asian Institute of Transport Development, Capt. G. Pattabiram, Dr. T. Vijayachandra, Dr. D.P. Rao and Mr. Rajeev Lochan were among Principal Speakers who also chaired some sessions. Sensitisation Programme on Abatement of Pollution Under the Project entrusted by the Ministry of Environment and Forests, New Delhi the University conducted Sensitisation Programmes on Abatement of Pollution, in different districts of A.P., to promote research activities and to spread awareness of environment protection throughout Andhra Pradesh. During the year NALSAR conducted programmes in Srikakulam and Bhimavaram also. The University is awaiting the approval of Ministry for its continuation in the remaining Districts of A.P. Protection of Human Rights – Judicial Officers Under the Memorandum of Understanding signed by NALSAR with Amnesty International (India) Foundation, the University has organized the Symposia on “Protection of Human Rights – Judicial Officers” at Hyderabad, Visakhapatnam, Tirupathi, Guntur and Warangal for the Judicial Officers in the State of Andhra Pradesh.

Research Projects Editing and Translation of Booklets on Human Rights The University has successfully completed the Project entrusted by The National Human Rights Commission, New Delhi to edit, translate, print and publish booklets on Human Rights Literacy on the following themes in English, Telugu, Tamil, Kannada and Malayalam:

Bonded Labour: Child Labour; Manual Scavenging; Rights of Persons with Disability; Human Rights and HIV/AIDS; National Human Rights; Sexual Harassment of Women at Work Place; International Human Rights Convention.

Citizens‟ Guide on Access to Justice; Handbook on Service Laws and Enabling Legislations for Good Governance The reports for the above three projects were submitted to Centre for Good Governance during this year. The main objectives of the projects are Citizens‟ Guide on Access to Justice:

to raise legal awareness among citizens by introducing them to laws in a simplified, comprehensive manner devoid of legal jargons through a citizens guide;

to facilitate the citizens‟ access to justice by making them aware of proper redressal mechanisms and procedures involved;

to empower the citizen through legal awareness by making them aware of their rights and duties.

Handbook on Service Laws:

The preparation of Handbook on Service Laws, introducing the government employees to the service laws affecting their daily lives in their work places thereby enhancing their knowledge of their rights and duties in their work places. The handbook shall also bring out the benefits and amenities to which they are entitled at their work places. This would facilitate the employees‟ access to justice and make them aware of proper redressal mechanisms and procedures involved in employment disputes

Enabling Legislation for Good Governance

To conduct an analysis of the legal system in the country and give recommendations for improvement and change. The main objectives of this project are

To ensure accountability and transparency in the working of the governance institutions at all levels.

To suggest a legal framework for administrative action.

To study the interplay between the three pillars of the constitution-legislature, judiciary and executive.

To promote good governance in the country. Strengthening Criminal Justice and Human Rights Under the project on Strengthening Criminal Justice and Human Rights sanctioned by Ford Foundation, New Delhi the University has organized twenty nine intensive workshops with Judicial Officers, Disability Rights Activists, Human Rights Activists, Adivasi groups, Senior Journalists and IAS Officers on a range of issues related to the Criminal Justice System and Human Rights. The impact of deliberations with the Judicial Officers has been encouraging. In the subordinate judiciary, the University has been able to use the resource materials effectively to release children from prisons and bonded labour. At the other level, the Chief Justice of Jammu and Kashmir has requested the University to hold similar symposia for Judicial Officers in that State and the same will be done in collaboration with Amnesty International in March/April this year. The offer from the Chief Justice came through Mr.Justice Bilal Nazki, Judge, A.P.High Court with whose help the University has organized the meetings in Andhra Pradesh. With the Adivasi groups, the discussions around issues of land and displacement have led to a consolidated mobilization around the Polavaram dam and a more informed conversation with the Government on question of rehabilitation. The A.P.State Legal Services Authority has recognized the participants at our Disabilities Rights Workshops as para legal volunteers and has notified the same to various district authorities. Also, at the end of the 12th meeting with these groups the University had a discussion with a Senior Government Official Mr.Raju on ways in which the persons with disabilities could be included in the employment guarantee scheme at the district level and hope to be able to identify people in various districts who will take responsibility for overseeing implementation. These networks have been the direct outcome of the workshops in different districts on issues of disability rights as human rights. At the South Asian level, Dr.Kalpana Kannabiran visited Bangladesh where she met with groups from Nepal, Pakistan and of course Bangladesh and working out the modalities of long term collaboration on legal aid advocacy and public interest litigation with Nepal on one side and Bangladesh Legal Aid Service Authority

(BLAST), Kathmandu School of Law, Nepal and PAWLA, Pakistan on the other. On a larger international level, Prof.Ranbir Singh visited Canada, Israel, Egypt and Singapore under the project. The documentation on Criminal Justice and Human Rights is also noteworthy endeavour. The University achieved excellent results within a short span of two years and made a major impact in the State through these meetings. Also contributions to a volume on Criminology as part of the project has been finalized. In the first phase of the project i.e., in 2004, Dr.Kalpana Kannabiran had worked on an edited volume of Essays on Violence against Women and Human Rights as part of this project among others. That volume is now in print. It is called The Violence of Normal Times : Essays on Women’s Lived Realities, Women Unlimited in association with Kali for Women 2005. Project on Sub-national Governance The Inter-State Council, Ministry of Home Affairs, New Delhi has entrusted Two projects on Sub-national Governance under 5th and 6th Schedules of Constitution of India. The study includes Indian experience with reference especially to administrative, judicial and socio-economic impact of models of sub-national governance under 5th schedule and 6th schedule areas, Panchayats and urban local bodies with reference to impact on core issues like

University, Bangkok, Thailand held on 26-27 May, 2005 and presented a paper on “Globalization, Asia and Emerging Challenges of Law”.

4. In October 2005 Vice-Chancellor visited Canada attended an International

Conference on “Administering Labour Law” organized by the University of Western Ontario, London (Canada) and also had discussions with the Dean and other legal academics of the Law School, UWO. Vice-Chancellor visited USA between 16 and 31 Oct. 2005, under the prestigious „International Visitors Programme‟ organized by the U.S. State Department visited various prestigious law schools in USA to explore possibilities for exchange of faculty and for collaborative research activities between NALSAR and these law schools.

5. Vice-Chancellor attended the Asian Law Institute (ASLI) Symposium on

“Reflections on Legal Education in Asia” organized at National University of Singapore held on 10-11 November, 2005 and presented a paper on “Legal Education in India – Opportunities and Challenges”.

6. Vice-Chancellor also attended the International Conference on “Sharing

Quality Higher Education Across Borders” organized by International Association of Universities at Alexandria (Egypt) between 13-15 November, 2005.

At Washington School of Law, American University from 14th to 22nd October, 2005

The trip was intended to examine the faculties for experiential learning that the

law school had been working on for many years and see what models could be

adapted in India. Experiential learning, though not completely new in India, is still

in its nascent stage and there are exciting possibilities for growth. The

programme in Washington was a weeklong and was structured to fit in as many

models as possible. We were exposed to broadly four types of experiential

learning for law students: 1) Clinical Legal Training 2) Externships 3) Student-led projects 4) The Marshall-Brennan Fellowship Program

The concept of clinical legal education is rooted in the politically active 1970s which saw the swell of the civil rights movement in the US and the anti-Vietnam war movement. These movements helped develop the ethic of social justice, that law schools too should be accountable to the people and help in providing the poor with access to the courts. 12. STUDENT ACTIVITIES Student Bar Council During the year under report the Student Bar Council was reconstituted by a joint method of election and nomination for the eight functional Committees namely: Academic; Cultural; Hostel and Campus Welfare; Literary & Debating; Mess and Hospitality; Moot Court; Sports and Student Welfare. The new office bearers for the year 2005 took oath of office on 13th July, 2005. Each committee consists of a General body and an Executive Council. The General Body of each committee consists of such students who opt to join the General Body of that functional committee. However no student should join the General Bodies of more than two committees. The Executive Council of each committee comprises five elected members one from each class of the B.A.,B.L.(Hons). Each committee has a Convenor. The Executive Council of the eight Functional Committees forms an Electoral Collegium which elects from among themselves five office bearers of the SBC. The office bearers of the SBC are Mr. Anup as President, Mr. Aniruddha J. as Vice-President, Ms. Priyanka as Secretary, Mr. Alok P. as Joint Secretary and Mr. Parameshwar K. as Treasurer. Commonwealth Moot Court Competition – South Asia Rounds During the year under Report the University hosted the South Asia Rounds of Commonwealth Moot Competition, 2005 orgainsed by the Commonwealth Legal Education Association (CLEA) from 22nd to 24th April, 2005. The programme was inaugurated by Hon‟ble Mr. Justice Bilal Nazki. 15 teams from the best of law schools in India including two from Sri Lanka participated in the competition. The West Bengal National University of Juridical Sciences, Kolkata and the Sri Lanka Law College teams were selected for participation in the finals representing India and South Asia respectively. Hon‟ble Mr. Justice B.P. Jeevan Reddy, Former Judge, Supreme Court of India addressed the valedictory function. Moot Court NALSAR students participated and earned accolades in the several Moot Court Competitions during the year under report; more important among them being the following:

Law Fest - Summons 2005 (September 14 – 17) Summons is the annual cultural and literary festival conducted by NALSAR students. This year it was organized from 14th to 17th September, 2005 with over 20 teams from all over the country participating. The events at Fest include Open Dance, to Kachrakala (art WITH rubbish, not art that IS rubbish), to JAM, DumbCharades, assorted Quizzes (including the Mastermind, which is exactly the same as the BBC), Antakshari, Painting, Creative Writings and the Parliamentary Debate. Sports like Penalty shootouts, 3 point basketball, three legged race are also part of the event. The overall Champion‟s Trophy was awarded to Symbiosis Law College, Pune. NALSAR organized a music concert for the first time with over 1000 people attending the concert. The fusion band Indian Ocean performed at the concert.
