Way back in 2003, Vedanta Aluminium Ltd. chose Lanjigarh, a very backward region ofKalahandi district of Orissa for setting up the Alumina Refinery. Initially, Lanjigarh wasidentified as a place characterized by stark poverty, abysmally low literacy, inaccessibility,inadequate access to health, education, lack of livelihood opportunity and lack of accessto basic services. In fact, the people of the locality who mostly belong to the socially andeconomically backward communities and were staying both on the hill slopes and on thefoot hills were found to be leading a very poor quality of living. Due to poor communitysanitation, low sense of personal hygiene and lack of safe drinking water facility the areawas infested with malaria, diarrhea and many water borne deadly diseases. The ruralcommunity was overtly reliant on land based activities for their livelihood options. Drudgeryof women was largely attributed to miles of walking to fetch much needed drinking water and fuel wood. Menwere indulging in alcohol and such other practices which resulted in poverty, mal nutrition, illiteracy and things ofthe like.
At that point Vedanta in collaboration with the State Government extended a number of developmental initia tivesin the area to improve the overall Quality of life of the people of the region. Fulcrums of such partnership forsustainable development were Health, Education, Livelihood and basic rural infrastructure facilities criticalfor holistic improvement in Quality of life. The major challenges of VAL in the Tribal dominated area was topenetrate in to the core social fabrics and get their trust for facilitating social transformation. VAL launchedoperation of the Mobile Health Units and has reached out to all the core villages with free Health care services,free Medicines and malaria diagnostic kits. Awareness camps and provisions for safe Drinking water largelycontrolled Malaria and waterborne diseases. In order to minimize the mal nutrition level of the Children, VALpartnered with the Govt for providing nutrition supplement to the pre- school children and imparted pre schooleducation for facilita ting 100% enrolment of children. As an enabling condition for the welfare activities to succeed,support was provided to Government departments for laying approach road to the inaccessible tribal villages.Besides, perennial spring water was diverted, treated and delivered at the door steps of the tribal families in thenearby villages of the locality which in fact mitigated the drudgery of women and enabled them to give adequatetime for the upbringing of their children as well as taking up income generating activities. Child care centers wereopened to provide nutritive food and pre school education to the children. Minor forest produce and minorhorticulture based activities were encouraged and supported with capacity building measures and market linkagesto generate sustainable livelihood options for the people. Income of the tribal women dramatically multipliedmore than 10 times from Rs.250 / pm to 3000/ pm on account of leaf plate making Units.
Much has been achieved but much more remains to be done. The work has been challenging but satisfying andPartnership with the Govt. is gradually emerging stronger and stronger. Upgrading Lanjigarh Hospital in a PPPmode, Mid Day Meal Centre catering to the need of over 25000 children, Organic Cotton Cultivation, Irrigationand water harvesting structures are some such happenings and upcoming success stories. Lanjigarh Project AreaDevelopment Fund under the SPV, as per the mandate of the Hon’ble Supreme Court is another big opportunityfor Sterlite Industries India to partner with the Govt and the People for pursuing the mission of Sustainabledevelopment in consonance to the Vision of Vedanta resources as a whole.
This booklet is a modest attempt to document some of the visible welfare activities executed by Vedanta in andaround the project area for the benefit of the Tribals with the support of the state government and districtadministration. Hope this document will give a glimpse of the intent of Vedanta Aluminimu Limited and theextent of discharging its responsible business behaviour towards the people of the locality.

Operational Area of the Project

Approach
Lanjigarh Project Area Development Foundation
(LPADF) will be supporting the infrastructure
and all other capital expenses for equipping and
furnishing the Hospital. An amount of Rs.300
lakh has been approved by the LPADF board
towards the above said purpose.
The operational expenses supported by VAL and
Government of Orissa.
Entrusting the responsibility of running the Hos-
pital by an experienced, trustworthy expert
Agency.
MHU services at present run by the VAL-L will
be activated as the Outreach mode for
Lanjigarh.
Lanjigarh Hospital(Upcoming project approved by the Government of Odisha in a PPP Mode)
Vision
To provide secondary Health care to the Com-
munity through the Lanjigarh Hospital.
To achieve and maintain an acceptable standard
of quality of health care and to make the ser-
vices more socially responsive and sensitive.
To upgrade the facilities in the Hospital so that it
becomes a reliable/effective First Referral Unit
from which the cases are referred to Sub divi-
sional/District Hospital.
To convert this PPP mode as one of the repli-
cable model for both the partners, State Govern-
ment and Vedanta (as a Group).
Catering to the day to day health needs of the
people in curative mode both in the hospital and
through MHU.

will be administered through NKBT.
Gradually other 3 Dispensary Outlets (Rehab

First Aid Centre / Medical unit in the Plant will
operate within the Plant under the direct Con-
trol of the Plant.

hospital fully equipped (to support by LPDAF)
and other support services and human resources
support constituting the operational cost to be
borne by VAL This will be reviewed each year
by the Government of Orissa and can be renewed
on mutual agreement.

Vision
To improve the quality of life of the local people,

Lanjigarh Project Area DevelopmentFoundation (LPADF)
A BriefAs mandated by the Supreme Court of India, the
State of Orissa floated a Special Purpose Vehicle
(SPV) registered as 'Lanjigarh Project Area
Development Foundation' to undertake
development projects in the schedule area i.e., 50
km radius of Mines + Refinery.
LPADF is a joint venture Company with Share
holding of GoO, OMC and Sterlite Industries.
Sterlite Industries to deposit INR 10 crores per year
or 5% of the profit of Lanjigarh Project before tax
whichever is more for area development with focus
on health, education, livelihood, communication
and cultural heritage.
So far Rs 20 crore deposited with the SPV (SBI,
Lanjigarh). Process of additional Rs. 10 crores has
been initiated.
Major Projects in ProgressWater supply scheme in Lanjigarh and
Biswanathpur.

Project UJALA
Objective
To provide electricity to the 'zero power villages'
within the immediate periphery of the Refinery and
thereby facilitating the quantum jump in their
quality of life and making the community directly
relating to the changes happening in their life
through industrialization

Pisciculture
Vision
To enhance the production of f ish in the area and
also to provide proper and timely fooding to the
fingerlings for their timely and extra growth.
Enhancing per capita income of the farmers by
providing them an alternative to subsistence
farming.
Modus of Operandi
Training camps at regular time intervals are
conducted to sensitize the farmers with regards to
various aspects of Pisciculture
Farmers are taken for demonstration and site-visit
to State Fishery Ponds in nearby localities

Vision
Utilization of waste from the alumina refinery such
as the red mud, fly ash, lime waste bricks
To promote red brick as an alternate to burnt clay
bricks in the construction sector in India
Creation of inclusive business opportunities which
will provide a healthy environment, small business
and employment generation.
Benefits
Manufacturing cost of one red mud brick is Rs 1.50
and the Selling price of red mud brick is Rs. 2.50 to
Rs. 2.70, which is cheaper than conventional clay
brick which costs around Rs 4.00.
Monthly income ranges from Rs 0.8-1.5 lakhs
against the capacity of brick making which ranges
from 500-900 bricks/hr.
