Street Cleaning
Information 2018
STREET CLEANING
Street cleaning removes dirt and debris
from city streets to provide an aesthetically
pleasing and healthy environment for city
residents. Street cleaning reduces the dirt
and debris going into storm sewers, thus
enhancing the quality of storm water and
prevents physical damage to pavement.
SCHEDULED TIME PERIOD
The time period for Downtown street
cleaning is Monday April 16, 2018 to
Friday, September 21, 2018.
AREA COVERED
During the night time, 171 kilometres of
street curb in the Downtown area is
scheduled to be cleaned.
The boundary of this area is basically the
same as defined by the Snow Clearing By-
Law with the addition of The Boulevard,
Carnell Dr, Clancey Dr, Lake Ave, Lake View
Ave and the lower part of King’s Bridge Rd.
Please see the map in the center of the
booklet. However, unlike the Snow Clearing
By-Law, the only exclusions are streets that
don’t have curbs or can’t be accessed
safely by the mechanical broom. All other
streets in this area will be swept on the
dates specified.
DOWNTOWN STREET LISTING
Streets Are Listed Alphabetically
In order to reduce confusion, Downtown
streets scheduled to be swept have been
listed in alphabetical order.
Side of the Street to Be Swept Is
Determined By Street Numbers
In the alphabetical list, the streets to be
swept have been designated as Odd, Even
or Both. This refers to the civic number on
your house. The terms North, South, East
and West are not used.
Streets May Not Be Swept on the Same
Day of the Week
The day of the week on which a street will
be swept may change throughout the
street cleaning period. This has been done
to equalize the number of times streets
are swept.
PRIORITIES The City’s Department of Public Works has
a comprehensive plan in place for street
cleaning in the Downtown area. There are
28 predefined routes. They have been
grouped as follows:
Downtown Central Business District
All streets bounded by Hamilton Ave, New
Gower St, Duckworth St and Temperance
St, with the exception of the section of
Duckworth St from Cavendish Sq to Signal
Hill Rd.
Downtown Arterials & Collectors
Those major streets that handle the most
traffic, plus secondary streets and
connector streets that lead to major
commercial, tourist and residential areas.
Downtown Residential Streets
Those streets that have the least traffic.

All sweeping takes place in the early morning between midnight and 7 a.m. on the date specified. Do not re-park your
vehicle(s) in any area that is scheduled for cleaning. Streets may not be cleaned on the schedule dates due to parked
cars, extreme weather or mechanical breakdowns.
ON STREET PARKING RESTRICTIONS During the period from Monday, April 16 to Friday, September 21, 2018, as defined by
the Department of Public Works, the City will provide for the night time cleaning of
Downtown streets based on the following defined schedule. On-street parking is
permitted throughout this period (unless prohibited by signage) except on the specific
streets which are scheduled for street cleaning operations. Vehicles which are not
removed from the streets scheduled for street cleaning between midnight and 7 a.m.
on the day(s) indicated will be ticketed.

ST. JOHN’S STREET CLEANING BY-LAW Under and by virtue of the powers conferred by Sections 188 and 189 of the Highway Traffic Act,
R.S.N., 1990, Chapter H-3, and pursuant to
a delegation of power by the Minister of Works, Services and Transportation dated the 27th day of
April, 1990, the City of St. John’s in regular session convened on this 2nd day of April, 2001, hereby
passes and enacts the following By-Law relating to the control of parking for the purpose of
facilitating street cleaning in the City of St. John’s. BY-LAW
1. This By-Law may be cited as the St. John’s Street Cleaning By-Law.
2. (1) No person shall park an unattended vehicle on a specified street between the hours of
12:01 A.M. (0001) and 7:00 A.M. (0700) on the dates designated by the Director of
Public Works and Parks.
(2) The Director of Public Works and Parks shall cause a list of specified streets and the
dates upon which they are to be designated in accordance with subsection (1) to be
posted on the City's website. (04/13/2009; #1528)
3. When under this By-Law the parking of vehicles is prohibited on one side of a street, vehicles
may, during the period when parking is so prohibited, be parked on the other side of the street,
notwithstanding any direction to the contrary contained in signs erected on that side of the
street.
4. (a) The provisions of this By-Law shall not apply to vehicles of:
1. the City of St. John’s
2. the Royal Canadian Mounted Police
3. the Royal Newfoundland Constabulary.
(b) The provisions of this By-Law shall not apply on any Statutory Holiday proclaimed by the
Lieutenant Governor in Council.
(c) The provisions of this By-Law shall not apply to any street or portion of a street which
does not have asphaltic surface.
5. (a) Any person who violates or contravenes any provision of this By-Law is guilty of an
offence and is liable to a minimum fine of $20.00 for each offence.
(b) Offences under this By-Law may be prosecuted by means of a traffic ticket under the
provisions of Part II of the Provincial Offences Act, P-31.1, S.N. 1995.
6. The 2000 St. John’s Street Cleaning Regulations enacted by Council May 8, 2000 are
repealed.
IN WITNESS WHEREOF the Seal of the City of St. John’s has been hereunto affixed and
this by-law has been signed by the Mayor and City Clerk on behalf of the St. John’s
Municipal Council this 2nd day of April 2001.
WHAT CAN I DO TO HELP? • Please remove all vehicles from the street at the scheduled times. Any vehicle left on the street during a scheduled cleaning will be ticketed.
Please note, all sweeping takes place in the morning on the dates specified, between midnight and 7 a.m.
• Do not re-park your vehicle in any area that is scheduled for cleaning even if the street sweeping machine has been by as it may make
several passes on your street.
• Arrange with a neighbour or friend to move your vehicle(s) if you will be out of town on the dates your street is scheduled for cleaning.
