Task Force Initial Findings• LED boards enhance vitality of District• Should be permitted in retail sub district • Each block face needs to be evaluated as to
appropriateness• Maximum effective area should be 150 s/f to be viable• Hours should be limited to 6:00 a.m. to Midnight M-F
6:00 a.m. to 2:00 a.m. S-S• Streaming video should be allowed if it does not interfere
with traffic signals• Require some amount of time to be devoted to public and
district activity messages• Allow non-premise advertising to be viable

Task Force Initial Findings• Only permit on buildings with 70% of building area leased
and 70% of ground floor area leased• Allow audio only in association with special events and then
only during limited hours• All faces of sign must include advertising (backside of LED
sign on one way streets must include advertising if not LED)
• Investigate appropriate glare and brightness standards for LED signage
• Should not be permitted on historic structures

Proposed TXDOT Rules• Each message must be displayed for at least 8 seconds• Change of message must be accomplished in 2 seconds• Change of message must occur simultaneously on entire
sign face• No more than 20 displays per cycle• Contain a default mechanism that freezes image in one
position in case of malfunction• Automatically adjust intensity of display based on natural
ambient light conditions• Must be able to respond to a malfunction or safety issue
within one hour of notification

Staff Concerns• Should not allow additional non-premise advertising in
ROW, may be appropriate on flat attached panels• Should adhere to TXDOT proposed rules for all video board
signs except during special events when streaming video could be permitted
• With the exception of marquee style signs, the orientation of larger projecting signs is typically vertical (taller than wider)
• Larger flat attached video board signs, such as permitted in Victory and Harwood International, may be appropriate.
• Must not conflict with downtown retail signage

(Next meeting April 28, 2008)• Continue to research other cities’ ordinances
and State and Federal guidelines • Have at least one general meeting with
downtown residents and retailers• Report back to Council• Process formal SPSD amendment• Continue to address other sign issues
