We are honored to have the opportunity to submit our qualifications and vision for the Old Federal Courthouse. It is my humble belief that we have assembled an impeccably qualified and collaborative team with a strong track record of success executing catalytic developments of this magnitude. Our depth of experience leveraging the range of federal and state incentive programs that support the mixed-use rehabilitation of historic sites make us particularly well suited to maximize the economic, social, and environmental benefits that this opportunity presents.

The historic character of the buildings on this site represent a tremendous opportunity. Preservation of these structures is good for the environment, a smart financial move, and will contribute to the historic character and cultural cachet of Downtown Lafayette for decades to come. Our proposal to renew these structures as The Federal House and The Federal Market creates a critical mass of workforce housing and a culinary destination that will spur economic revitalization and further downtown development.

While this submission contains preliminary concepts for the phased development of the site, our ultimate success will be dependent on local stakeholder input. We eagerly await the opportunity to begin a community engagement process with residential, business, and governmental stakeholders to identify how this project can best meet local needs and aspirations, while maximizing long term economic benefits to Lafayette Parish and the region as a whole.

The company was founded by architect Stephen Ortego after his service as a legislator in the Louisiana House of Representatives. The firm has recently delivered or is under construction on a number of design oriented residential and commercial office projects in Lafayette. SO Studio is currently partnering with Wisznia|Architecture+Development on the development of a permanent home for a French Immersion Charter School in a historic school in Sunset, Louisiana.

CARBO is a nationally recognized landscape architecture and planning firm established in 1995 as Jeffrey Carbo Landscape Architects. Their experience consists of a continuum of successfully completed works, including: urban streetscapes, institutional, corporate, and academic campuses, environmental education venues, large scale planning initiatives, botanical gardens, and residential and estate gardens.

CARBO’s work embraces a thoughtful and resolute mission: clear purpose and artful execution within the ideology of classic simplicity. They have garnered extensive peer recognition and have received over 70 design awards on the state and national levels. In 2014, the firm was awarded the prestigious National ASLA Award of Excellence for the Woodland Rain Garden near Shreveport, Louisiana. Most recently, CARBO was awarded a 2016 National ASLA Honor Award for the St. Landry Parish Visitor Center, a 2016 National ASLA Honor Award for Destination: The Lakes (in association with SWA Group), and a 2016 National AIA Education Facility Design Award of Merit for the Indian Springs School (in association with Lake | Flato Architects) in Birmingham,

TEAM HISTORY

The members of The Federal Joint Venture Team have substantial experience collaboratively delivering innovative and catalytic mixed-use developments on urban infill sites in Louisiana and throughout the Southern United States.

Wisznia | Architecture+Development was founded in Corpus Christi by Walter Wisznia in 1947. At the beginning of the 1960’s, Walter pioneered a new building type in Texas, residential condominiums. The concept was so new for the area that legislation had to be written to allow for this building type. Although it was unusual at the time, Walter Wisznia not only acted as Architect, but also as Real Estate Developer.

Marcel Wisznia, following in his father’s footsteps as an Architect/Developer, has a long history of partnering with governmental entities to bring transformative projects to market. He was awarded the Tony Goldman Award by The National Trust for Historic Preservation for his leadership in modifying federal regulations to enable HUD guaranteed loans to be utilized in conjunction with other federal and state incentive programs. The pairing of these key programs with others contributed to the development of Union Lofts, a $12-million mixed-use development; The Maritime, a $38 million mixed-use development; and The Saratoga, a $42 million mixed-use development in the New Orleans CBD. The success of these developments led Marcel to bring the model to other markets, including the award winning Pizitz Redevelopment in Birmingham, Alabama and the soon to be underway 600 Building in Corpus Christi, Texas. Wisznia is partnering with The Lemoine Company on the 600 Building as well as on a $50 Million re-development currently under construction in the New Orleans CBD called The Garage.

Headquartered in Lafayette, Louisiana, The Lemoine Company is one of the most respected full-service general contracting and construction management firms in the Southeast. Lemoine constructs and manages projects ranging from minor interior renovations to some of the most complex commercial, education, healthcare, public and industrial landmarks in the Gulf Region. Founded by Lewis L. “Hoss” Lemoine in 1935 as The Cottonport Lumber Company, the organization remains family owned and operates today as The Lemoine Company.

Throughout Lemoine’s 40+ years, they have provided general contracting and construction management services on our region’s largest commercial office, mixed-use, multi-family, retail and cultural/performing arts spaces. Lemoine has completed over $250 million of multi-family and mixed-use projects across the gulf south region. This experience represents 1.4 million square feet of multi-family construction, with an occupancy of over 4,600 persons. Lemoine’s most notable multi-family project to date is the 24 acre Nicholson Gateway Development located in Baton Rouge. This project consists of 7 new student housing buildings, parking, and retail space. Lemoine is proudly partnered with CARBO Landscape on this project, and look forward to growing the team experience through this project.

His commitment to design excellence has remained consistent throughout 45 years of practice; from his first commission, an award winning residence, to his most recent completed development, The Pizitz, which was honored with ENR Southeast’s Best Restoration Award in 2017.

With dedicated hands-on leadership, his firm has designed and developed an extensive portfolio of civic, office, residential, retail, hospitality, cultural and planning work. Hurricane Katrina was a turning point for Marcel and his firm. While others were leaving New Orleans, Marcel doubled down on development in the city’s downtown.

In the wake of the storm, Marcel led $92 million of investment in three downtown mixed-use historic restoration projects: Union Lofts, The Maritime, and The Saratoga. These developments were pioneering, not only in bringing residential vitality to the CBD, but also in the unique combination of federal, state, and local incentives that were necessary to bring the projects to fruition. Marcel was awarded the Tony Goldman award in 2011 by The National Trust for Historic Preservation in recognition of his persistence in creating the financial structures necessary to rehabilitate these historic buildings. Since then, Marcel has exported the model beyond New Orleans, as exemplified by the recently completed Pizitz in Birmingham and by the soon to be under construction 600 Building in Corpus Christi. Most recently Marcel began construction on Stephens Garage, the innovative repositioning of a mid-century car dealership as a one of a kind residential community.

Marcel is a graduate of the Tulane University School of Architecture and remains a strong supporter of its mission. He currently serves on the Dean’s Advisory Board and played a key role in the 2011 launch of the Masters of Sustainable Real Estate Development program. He is also heavily engaged in numerous civic and professional associations and served as the president of the New Orleans Chapter of the AIA when the city hosted the 2011 National AIA Convention.

Stephen J. Ortego, AIA is the founder and principal of SO Studio. In his role as principal, Stephen oversees projects from their schematic phase all the way into construction administration and close out. His specialties include historic preservation and adaptive reuse projects, new contem-porary designs for office buildings and mixed-use buildings and master planning for neighborhoods and townhouse typologies.

Stephen is a graduate of the Tulane School of Architecture. While at Tulane, Stephen spend time in Central America where he studied tropical architecture in Guatemala and Belize through Tulane’s study abroad pro-gram and he built his thesis five times on the coast of Honduras.

From 2012 to 2017, Stephen served as a member of the Louisiana House of Representative. While a legislator, he served on the Commerce, Natural Resource and Municipal committees. He also focused on French Immer-sion education initiatives, environmentally friendly initiatives, and health-care. Notable to the practice of architecture, he co-authored and led the bill that adopted the new Louisiana plumbing code for buildings (IPC).

Stephen is an active board member of the US Green Building Council, Louisiana Chapter and is a LEED accredited professional. He has over-seen the design and construction of several LEED certified houses and previously worked in construction administration in 2007 for Make it Right in the Lower Ninth ward of New Orleans following hurricane Katrina.

More recently Stephen has led the charge to create a French Immersion Charter school in St. Landry Parish and has overseen the team to develop the construction documents, code research and schematic design for the rehabilitation of a historic school building in Sunset, Louisiana, adapting the building to new codes and methodologies of teaching.

Simcha “Sim” Ward is an Architect and Development Project Manager at Wisznia|Architecture+Development. He is a strong believer in the triple bottom line and strives to work on developments that deliver positive results economically, ecologically, and socially. Sim is constantly seeking opportunities to integrate the latest in technology and project delivery methodology in order to work smarter and deliver greater value. Michael Whitehead has been with Wisznia | Architecture + Development for three years and is responsible for the financial aspects of Wisznia’s projects. He has been working in real estate and tax credit consulting since 2008 and specializes in historic and low income housing tax cred-its. Prior to joining Wisznia, Michael worked for a New York City based affordable housing development firm, where as a development associate he oversaw the financial and logistical aspects of LIHTC projects, coordi-nating banks, tax credit investors, state agencies, architects and contrac-tors. The company’s main project during his tenure was the rehabilitation of a 65 unit affordable senior housing building in Newburgh, NY which layered low income and historic tax credits along with HOME funds.

Before moving to New York, Michael spent several years abroad in the UK and the Caribbean. During which he earned his MBA and Volunteered for Junior Achievement of Grenada, which teaches high school students basic finance, accounting and marketing to facilitate operating their own business. As a historic tax credit consultant in Louisiana, he has suc-cessfully secured credits for multi-family, office and hotel projects.

As Vice President of Commercial Construction, Mike provides overall guidance of the Construction Manager, Project Manager, and Superintendent. His responsibilities include the management, operations and profitability of all construction projects within their assigned geography or sector. Shannon Blakeman is a Partner and Director of the Baton Rouge office of CARBO and native of Lafayette, LA. André J. Carr joined SO Studio in January 2017. He holds a Bachelors of Interior Design from the University of Louisiana at Lafayette. André acted as designer for a home builder supplier for four years before joining the firm.

While at UL, André was awarded the Design Excellence award in 2014 and also participated in the UL School of Architecture and Design’s study abroad program in Paris. Before joining the Interior Design program at UL, André studied two years of Landscape Architecture at LSU at Eunice.

His professional experiences include leading the design for restroom remodels of multiple office buildings, millwork design, knowledge in fur-niture specifications and layouts as well as coordination of lighting design with engineering consultants.

Nouf AlBalushi joined SO Studio in January 2017. Originally hailing from Oman, Nouf moved to Lafayette to attend the University of Louisiana at Lafayette. While at UL, Nouf was awarded the Alumni Award for her Bachelor’s final project. She also took part of the study abroad program in Paris that was focused on Architecture History and urban design.

Nouf’s professional experience includes office building new construction design and coordination of construction documents. Her experience in detail drawings, building sections and renderings gives clients an encompassing visualization of the firm’s concept of each project.

Nouf serves as a member of the faculty at UL Lafayette as an adjunct professor, teaching first and second year architecture studio classes.

Alex Strader joined the Baton Rouge office of CARBO in the summer of 2014. A graduate of LSU’s Robert Reich School of Landscape Architecture in 2011, he practiced with Reed Hilderbrand in Cambridge, Massachusetts for three years before joining the firm.

While at LSU, field trips and studies of urban design in Jacmel, Haiti, regional planning on the U.S.-Mexico border, and explorations of the unique landscape of coastal Louisiana contributed to his education. He graduated Magna Cum Laude, receiving the Academic Excellence Award upon graduation.

The area surrounding the site has an abundance of publicly owned parking facilities that are not fully utilized. Our preliminary analysis indicates nearly 900 off-street parking spaces exist within one block of The Old Federal Courthouse site. These facilities see the most use during traditional business hours and minimal to zero usage on nights and weekends. The proposed redevelopment aims to maximize the utility of these public assets by creating midblock pedestrian connections to three existing parking facilities. The contrasting schedules of existing users and new residential users mitigates against a potential capacity crush and benefits the public through increased parking revenue. Further, the encouragement of residences amongst the mix of uses downtown will diminish reliance on automobiles and encourage other modes of transportation.

FINANCING

The project aims to maximize federal and state incentive programs before seeking resources from the Lafayette Consolidated Government. The first phase of the redevelopment would leverage multiple federal and state incentive programs. The courthouse and library buildings qualify for federal and state historic tax credits which will make up approximately 25% of the capital stack for first phase. The project will be applying for the 9% low income housing tax credit, which can generate approximately $10MM in equity or 39% of the capital stack. The remaining capital will be obtained through construction financing and cash equity. Phase one and future equity investments have the potential to leverage new Opportunity Zone regulations.

DISPOSITIONIn conjunction with Lafayette Consolidated Government, The Federal Team proposes to enter into a comprehensive agreement to purchase the Old Federal Courthouse site and city owned parcels across Jefferson Street at an agreed to price. The transaction shall be contingent on the allocation of certain Federal and State incentives. A portion of the proceeds from the purchase will be utilized during Phase 1 to fund necessary infrastructure and streetscape improvements surrounding the site.

ECONOMIC IMPACTSThe renewal of the Old Federal Courthouse site will have both immediate and long-term economic benefits for the Lafayette Consolidated Government.

In the short term, the construction of Phase 1 of construction will create 150 Temporary FTE Jobs and an estimated $7,200,000 of material expenditures. The projects lead design and construction teams are based in Lafayette and will endeavor to utilize local engineers, consultants, and subcontractors, bolstering the local workforce.

Over the long term the commercial and residential portions of the development will create numerous permanent employment opportunities. A portion of The Federal Market will serve as a business incubator for culinary artists in conjunction with the CREATE Lafayette initiative, sparking further entrepreneurial activity. The commercial components of the development will create substantial additional sales and property tax revenue for the Lafayette Consolidated Government.

The project will have catalytic impacts on the local economy beyond those that can be directly attributed to the site. Increased residential population in the downtown will be beneficial in attracting additional employers to locate in the area, and further the success of surrounding entertainment and culture amenities. As evidenced by our recent redevelopment of The Pizitz in Birmingham, a mixed-use residential building with a successful ground floor food hall will spur further development of nearby under-utilized parcel and serve as an attractive amenity for local employers and educational institutions such as the University of Louisiana, Lafayette.

Our analysis of the Unified Development Code (UDC) zoning ordinance is best illustrated through our proposed phase model above. In our proposal the historic library and the historic federal building are rehabilitated though adaptive reuse as addressed in the section 3.89-34 of the UDC, providing a base grounded in history for the site. Outdoor dining is encouraged in section 2.89-13 (b)(1)c2 of the UDC; and the proposal includes two outdoor dining plazas. The UDC requires in 2.89-13 (f)(1)h that all blocks over 300 feet be transected by a pedestrian corridor; we propose this connection as an extension of Stewart St. and a connection to the existing parking structure on Buchanan. The interface with the street in both setback and glazing requirements will be followed for all new construction buildings while the historic buildings will be brought towards the spirit of the UDC by removing and reusing the screen on Main Street as a shading trellis that defines the urban edge on Jefferson Street. While off-street parking is not required, this project provides the city with the ability to further activate and better leverage nearby existing off-street parking structures.
