6) New Business A) Downtown Website Pope said the City recently hired the firm Civic Plus, who will be redesigning the City’s website, and there is an opportunity for the DMB to purchase a Department Header Package that allows the downtown page to have a unique navigation bar. The Marketing Committee reviewed it with Ami van Antwerp from Communications, who has been working with Civic Plus. Pope said the cost is $3,500, with a $650 annual fee to maintain it. There will be a meeting next week with Civic Plus to discuss a Department Header Package for the Downtown if the Board wants one. Pope said the Board had budgeted $13,810 for a downtown app, and the $3,500 and the $650 annual fee would come out of that account. Walsh moved to approve the allocation of $3,500 for a Downtown East Lansing Department Header Package to be developed by Civic Plus; Krueger seconded the motion to. Vote: All yeas. Motion carried unanimously. B) Gift Card Program Pope said a couple of weeks ago she attended a Downtown Main Street conference in Detroit and met a gift card program vendor who sells gift cards online for downtown districts. There would be no costs to the merchants. The setup/annual fee is $495, and the consumer pays $2.95, $3.95 or $4.95 per card, which includes shipping. She said merchants have the option to purchase their own cards for their store. This will be referred to the Marketing Committee. C) GLCVB Dues for FY14-15 The Board discussed the GLCVB membership dues and what services are being received for being a member. Pope indicated as part of their co-op dollars the Downtown Management Board provides $25 towards the membership fee for new GLCVB members. Walsh moved to approve the dues in the amount of $250; Frarey seconded the motion. Vote: All yeas. Motion carried unanimously. 7) Old Business None. 8) Committee Reports

A) Marketing Committee i. Synopsis of May 21, 2014 meeting No further report. B) Business Relations i. Synopsis of May 22, 2014 meeting Kusler reported they will move Girls Day Out to October 11, 2014 to coincide with the Nurses Association being in town. They will work with Dean Transportation to have transportation from the Kellogg Center to the downtown for the nurses. They may offer welcome bags and have trunk shows.

Pope said she is looking into getting permission from the Board of Water and Light to have ribbons installed on light poles for cancer awareness. Kulser indicated the MSU/U of M game is on October 25 this year and Pope will be scheduling a meeting with members from City departments such as the Responsible Hospitality Commission, PACE, MSU, the Police Department, and the Department of Public Works to prepare for the game. Kusler said they sent letters to businesses about Sidewalk Sales, which are from July 17-20. Pope said we will have a page on the City’s website listing business specials and will also use Facebook to advertise. Jester left at 8:32 a.m. and turned the meeting over to Vice Chair Kusler. C) Downtown Maintenance Committee Pope indicated Soliday is working on rescheduling the downtown maintenance walk. D) Parking Update i. Parking Task Force Next Meeting June 12, 2014 Kusler indicated he will be attending the meeting in June and will appoint another Board member to serve on the Parking Task Force since Chilenko resigned. Krueger volunteered to serve on the Parking Task Force. 9) Reports from Chair and Board Members A) Economic Sustainability Steering Committee Kusler indicated the Committee has not met recently. Their information is on The Bigger Picture webpage. B) Urban Form Steering Committee No report. C) Housing Steering Committee No report. 10) DDA Liaison Report Pope indicated the DDA has been working with DTN on the Park District project, which has changed from what was originally proposed as it will not include the former Citizens Bank Building. She said because of the change in the timeline for this project, the DDA will be able to rent the Evergreen properties and lease them through May. At their meeting the DDA also reviewed site plan applications which came through the Planning Commission and will be reviewing the Gateway mixed-use project this month. Krueger mentioned that it was discussed at the Planning Commission meeting last Wednesday.

11) Staff Reports A) Strategic Planning Sessions Kusler indicated the next meeting is June 10 at 8 a.m. Pope mentioned only four members attended the Strategic Planning meeting last month, so a fourth meeting will have to be added in order for the Board to complete the work. B) Urban Design Guidelines Update Pope asked the members to review the draft, which is on the Planning Department webpage. She said a draft was available at the Meet and Greet, and they are still looking for feedback. C) Ribbons in the Downtown Pope indicated she is looking into getting permission from the Board of Water & Light to be able to install ribbons on light posts. She noted the City of Lansing allows organizations to have their ribbons up for two weeks and charges them a right-of-way fee. It is the responsibility of the organization to put the ribbons up and take them down. Pope said the City may have to amend its banner policy. D) Sidewalk Sales Event July 17-20 Pope asked businesses to e-mail her their specials and indicate whether their sidewalk sales will be held indoors or outdoors. She said the specials will be listed on the downtown website, and there will be Facebook advertising. E) Be a Tourist in Your Own Town Pope indicated there were eight items in the scavenger hunt. Over 300 cards were picked up and close to 50 were turned in. A winner will be drawn from the 50 cards submitted from people who completed the scavenger hunt. Goddeeris suggested next year we give flyers to participating businesses that day so all employees are aware of the event. 12) Written Communications A) Resignation letter from Nick Chilenko Kusler indicated Chilenko opened up an office in downtown Grand Rapids and had to resign from the Board. Goddeeris mentioned that we now have another vacancy as David Olson is no longer with CRMC.

Attached please find the GLCVB 2015 Visitor Guide proposal for purchasing a one page ad in the 2015 GLCVB Visitor Guide. The cost of a one page ad is $3,540. In past years, the DMB has purchased a one page ad and provided co-op opportunities for business to place their own ad on the DMB page. The cost to the business is $250. I have attached a copy of the 2014 ad. Staff is recommending that Board approve the proposal in the amount of $3,540. The funds would come out of the marketing budget. attachments

Downtown Management Board Marketing Committee Meeting

Wednesday, June 18, 2014 - 3:45 p.m. Conference Room A, City Hall

Synopsis

Committee Members Present: Jeffrey Kusler, Vivian Keeney, Brandon Bussa Staff Present: Heather Pope, Terri Soliday, Ami van Antwerp

1. Downtown Gift Card Conference Call with GiftCards.com Rep. Pope indicated the Board referred this to the Downtown Marketing Committee. The Committee spoke with Russell Hartzog from GiftCards.com via speakerphone. He explained that you can buy the gift card on the City’s website, and businesses can also have a link to their websites. He said they offer complete administration of a community’s gift card program; the DMB would need to just provide the branding and content for the card and a landing page and promote the card to local merchants. The gift card would be a Discover credit card. The company offers point-in-time reporting capabilities. He said after an agreement is signed with the DMB, it just takes a couple of weeks to implement the program. The annual fee is $495. A business may purchase its own landing page for $199. The Committee recommended the purchase of a downtown gift card, and Pope said this will be on the Board’s July agenda.

2. Downtown Website Discussion with Civic Plus

Ami van Antwerp, the City’s Communication Coordinator, led a discussion via speakerphone with Brandon Bear, the representative from Civic Plus, the company which is updating the City’s website, about a Navigation Header Program for the downtown. The Committee discussed what the downtown’s page would look like and determined there would be five categories—Shopping, Dining, Services, Parking, and Events & Festivals. There will be direct links to downtown businesses. Bear will get back to the Board regarding how often the spotlight photo can be changed, how the navigation bars will work on Android Smartphone browsers, if there is the capability to do key word searches, and if there is the capability to have a dashboard of recent Tweets and Facebook posts. Bear said there can be a graphic link to purchase a gift card, and the Board needs to determine what other graphic links they would like. The final layout cannot be finished until after the final design for the City’s website is approved in September. Pope said this will be on the DMB’s July Agenda.

3. Sidewalk Sales Facebook Advertising Pope said for the mid-winter sales event the Board authorized up to $150 to be spent on Facebook Advertising. The Committee approved spending up to $200 in Facebook advertising for Sidewalk Sales.

4. 2014-2015 Visitor Guide Printing Proposals Pope reported she received three quotes for printing of the Visitors Guides, and Spartan Printing came in with the lowest quote of $1,239. She said they have printed the guides in the past. The Committee recommended that Spartan Printing be used. Kusler suggested that staff also reach out to a printing company located in East Lansing. This will be on the Board’s July agenda for action. Kusler asked that a URL for the Downtown and Committee Appointments be put on the July agenda.

FROM: DMB Marketing Committee DATE: June 25, 2014 SUBJECT: Downtown Gift Card At the DMB June Board meeting, the Board reviewed a downtown gift card program available through Giftcards.com. The gift cards are purchased online through the downtown webpage. The Board referred this item to the Marketing Committee for further review. The Marketing Committee held a conference call with Russell Hartzog with Giftcards.com. Mr. Hartzog explained the gift card program has an annual fee of $450. The cards are purchased online and mailed to the purchaser or whomever they would like it mailed to. The following is the card load/fee schedule: $20 - $74.99 card fee is $2.95 $75 - $249.99 card fee is $3.95 $250 - $500 card fee is $4.95 (This includes fulfillment and shipping costs.) The gift card is a Discover card and the DMB provides the graphic for the card. There is no additional fee for the merchants to accept the card. All participating merchants can have their own page on GiftCards.com for free. Merchants also have the option to have their own card branded with their logo that can only be used at their location, for an annual fee of $199 to that merchant. They would still be able to accept the downtown gift card as well. The program also provides reporting capabilities. The Marketing Committee is recommending the DMB approve the gift card program. The funding for the gift card program would be paid from the contract services budget line item. If the Board approves the gift card program, it will take approximately two weeks to set it up. The Marketing Committee will also begin working on a marketing campaign for the gift card program. Staff would begin processing of having merchants sign up for the program. Attachment

FROM: DMB Marketing Committee DATE: June 26, 2014 SUBJECT: Downtown Webpage At the June 18, 2014 DMB Marketing Committee meeting, the committee held a conference call with Civic Plus to discuss the new downtown webpage design. The committee reviewed a “blueprint” (attached) of how the City's website will look as the downtown webpage will have the same layout. The Marketing Committee discussed what the global navigation buttons across the top of the page and the graphic buttons should include. The Committee has come up with the following for the global navigation buttons: Shopping, Dining, Services, Parking, Events & Festivals For the three graphic buttons that will be in the area to the right of the photo, the DMB could include items such as the Visitors Guide, Business Information, Economic Development, downtown newsletters. There will be two different ways the businesses will be listed on the webpage. First, businesses would be listed under Shopping, Dining and Services under the global navigation. The business name would be listed with a link to the business website. The second way that businesses would be listed is to have a business directory that is searchable and provides the business name, address, phone number and a link to the business website. We would not include the business hours or a description because that information is difficult to track when it is changed by the business. DMB BUSINESS RELATIONS COMMITTEE Synopsis

Thursday, June 19, 2014 9:00 A.M.

1. Strategic Planning Process

a. Prioritization of Items The Committee began the process of reviewing the items assigned to them through the Strategic Planning Process. The Committee will continue working on the list over the next couple of months. Staff will begin working on a postcard that can be mailed to the downtown businesses regarding the DMB Co-Op Advertising Program.

2. Fall Girls Day Out Event, Oct. 11

The Committee discussed the event. Staff is to begin putting together a list of activities for the event.

3. MSU/U of M Game The Committee discussed items that should be discussed at the meeting. Staff will schedule a meeting for the end of July to discuss the game.

PARKING TASK FORCE June 13, 2014

MEMBERS PRESENT: Councilmember Kathleen Boyle, Laura Goddeeris, Jeff Kusler, Eric Sudol, Doug Jester, Mike Kusler CITY STAFF: Dan O’Connor (Parking), Tim Dempsey (Planning) Tom Fleury (Parking), Heather Pope (Planning), Amy Schlusler (Planning), Lori Mullins (Planning), Mary Haskell (Finance), Jill Feldpausch (Treasury), Eldon Evans (PACE)

FY 14/15 Budget O’Connor shared the current FY 14 budget. To date, the entire Parking Division is up by 70,000 vehicles parked. He stated that overall, he believes the financial state of the Parking Division is strong. Dempsey stated staff believes the new restaurants that have opened in the downtown have contributed to the influx of vehicles. In addition, O’Connor presented the proposed FY 15 budget that was approved by City Council on May 20, 2014. He noted that no large budget changes existed, aside from continued Capital Improvements within Parking Garages. Update on Lighting Upgrades/Elevators in Parking Garages O’Connor said that the installation of new elevators will begin in both the Division Street Parking Garage and Grove Street Parking Garage in August. O’Connor noted that the Division Street Parking Garage will have an elevator operating at all times during the installation period. He said that the Grove Street Gallery Parking Garage will not have an elevator in commission for a few days while the new elevator is being installed. Both elevator installation projects will be complete prior to the college student move-in. O’Connor also said that the bid opening for proposed lighting upgrades in the City’s parking garages is scheduled for June 19, 2014. O’Connor noted this is the second time that the lighting upgrades have been bid as the first bid came in over budget. Master Plan Update Dempsey said the Parking Division is due for the Master Plan Update. Dempsey stated it is the City’s intent to work with a consultant to update the plan. $20,000 has been budgeted to complete this project in FY 15. It is staff’s intent to have the Parking Task Force members review the proposals and select a consultant for the fall of 2014. Parking Technology Opportunities Doug Jester, member of the Downtown Management Board (DMB) and Downtown Development Authority (DDA), shared with the committee that the City is developing webpage updates and mobile

apps to align with various webpages. Jester suggested that the Parking Task Force and Downtown Management Board work together to consider creating an app, which would provide patrons with information regarding where parking spaces are available in “real time” throughout the downtown. Jester also mentioned that the DMB is interested in seeing if there are any feasible, financial options to have new parking meters installed that would accept credit cards or online payments. He mentioned that in some cases, parking software will notify patrons when their meters are about to expire, thus being able to avoid tickets. O’Connor stated that City staff has researched new models of parking meters that would accept credit cards. He noted that the software is quite expensive, but available. He mentioned that the Planning Division will be taking part in a “trial study” of meters that accept credit cards. If the system works well, and could be financed, City Council might consider the purchase of some new meters in the downtown. Kusler noted he believes there is a common misconception amongst residents and downtown patrons that parking is difficult to utilize throughout the City. Sometimes patrons are unfamiliar and perhaps even anxious to utilize the parking garages. In addition, patrons feel there is not a lot of parking available. He stated he is willing to chat with staff members of the MSU Federal Credit Union’s Information Technology Division, to see if they might have insight on the type of software that could be developed, to help educate patrons on available parking in the downtown. Dempsey noted that Planning and Parking staff members, as well as members of the DMB, DDA, and Parking Task Force Committee, will continue to discuss potential upgrades in parking technology throughout the next calendar year. The meeting adjourned at 8:37 a.m. The next Parking Task Force Meeting is scheduled to be held on Thursday, September 11, 2014 at 8:00 a.m. in the Court/City Council Conference Room of City Hall.
