The other suspect, a 16 ½ year old boy from Red Creek Village, was similarly charged four days earlier. Due to his age, we are legally prohibited from publishing the name and the photograph of the accused minor. Both accused persons are now both behind bars on remand at the central prison in Hattieville until their next appearance in San Ignacio’s magistrate court on Thursday, 29 March 2012. The information reaching us indicates that a major break in the investiga- tion came when finger prints lifted from the crime scene effectively placed the minor on the scene. door in her face. The investigation revealed thatthe intruders demanded gold andUS dollars and that the wifeinformed that there was no goldin the house. She offered and theyreportedly took the only $50bill she had while one of herdaughters offered and they tookpossession of her piggy bankbefore escaping into the darknessof the late night hours leavingtheir father and Diana’s husbandseriously injured on the floor andshots in the air from a neighbor’sgun. While a police quick responseteam was the first to arrive on thescene, Mr. Grant McPherson,Administrator at La Loma LuzHospital, accompanied by thehospital’s armed security guardarrived shortly thereafter andabout 15 minutes afterMr. McPherson’s arrival, acolleague, Dr. Lazo, arrived onthe scene. Dr. Lazo was allowed immedi-ate access to the injured victimand about 15 minutes later heemerged from inside the housewith the body which was rushedto the Loma Luz Hospital foremergency medical attention.Mr. McPherson informed that100% of the hospital’s availablestaff immediately respondedto the call by reporting to thehospital where Sylvan wasattended by five doctors and sixnurses. Despite their very besteffort for over 45 minutes, theypainfully watched as theiresteemed colleague slipped away. While Sylvan has beenassociated with La Loma LuzHospital for many years, Mr.McPherson informed that he hasbeen engaged as the hospital’sDirector of Imaging Servicesince 1 January 2006 a servicehe selflessly likewise provided

at government hospitals inBelmopan and in Dangriga. The obvious senseless murderof Sylvan is in itself a tremen-dous tragedy and loss to thefamily, the Adventist Church andthe community. Investigators saythat the murderous home invasioncould have probably been muchworse if the initial alarm was notraised by the wife’s brother,Dalhart McFadzean, a studentnurse at the University of Belizeand part-time carpenter at LaLoma Luz Hospital, who uponhearing the commotion insidethe house, escaped through aback window and began makingtelephone contact with friendsand associates including thehospital Administrator Mr. GrantMcPherson. The 2:00 pm, Wednesday, 28December funeral serviceconducted by Pastor Nembhardat the Santa Elena CentralAdventist Church for SylvanRoberts Jr. was easily the largestin the community in many years.He was laid to rest in the nearbyCarmen Memorial Cemetery inSanta Elena. The soul of Sylvan Roberts Jr.is, beyond the shadow of anydoubt, now resting in eternalpeace. While the church and thecommunity continue ask: “WhySylvan, Why” we all join inprayer for the young family heleaves behind. We pray that the family mayfind comfort in the many fondmemories they shared as afamily in service to the Almighty,their church and the community. While it is yet a bit early todetermine the effect, a seniorcrimes investigator informedthat since Casildo’s detention,there has been no incident ofhome invasion in the communitywhich presiously recorded atleast one per week.

This year’s racefeatured 80 riders in the variouscategories. Magistrate Morgan wasappointed as a magistrate inBelize on 5 December 2011.Being new to Belize, she spentthe first few days in one of BelizeCity’s magistrate courts onorientation before taking on thesubstantive position in SanIgnacio on 14 December. She is a May 2011 UWI lawschool graduate. Immediatelyafter graduating she moved eastto the Caribbean Island of Nevisin the Federation of St. Kitts &Nevis, where she spent the firstfew months of her new career inprivate practice. She worked fora law firm in Nevis until shereceived confirmation of herappointment as a magistrate inBelize having applied for theposition shortly after completingher legal studies in Jamaica. Magistrate Morgan is marriedand with her husband, resides inSan Ignacio. While this is her first

time in Belize, she says that shefeels at home because Belizebears many similarities to herhome country, Jamaica. She saidthat she is excited about the

SAN IGNACIO TOWN, Friday,30 December 2011: An 18 year old Guatemalan man,charged with trafficking in 1,732grams of marijuana, was todaysent to prison on remand untilFriday, 3, February 2012. Police reports that at around4:30 on the evening of Thursday,29 December, a team of alertpolicemen on patrol in SantaElena Town spotted a suspiciousmale person on George PriceAvenue near Trapiche. It isreported that upon seeing thepolice, the man is said to havetaken something out of the blackknapsack he was carrying on hisback and hid the parcel undernearby bushes. The man was accosted and whensearched nothing incriminatingwas found on him. He wassubsequently taken to the nearbyspot where he was allegedly seendisposing of the parcel. A searchled to the discovery of themarijuana secured in a black plas-tic bag which was inside a trans-parent plastic bag. The man was instantly detainedand transported to the policestation in San Ignacio where he

was identified as Guatemalanfarmer, Eber Adan Gonzalez,18. He told the police that he wasliving in the New Area of BenqueViejo Town. The marijuanawas weighed in his presenceamounting to 1,732 grams. Thedetainee was subsequentlyarrested and charged for drugtrafficking. He appeared in court on Friday,30 December where the chargewas read to him by magistrateNardia Morgan. Contrary of hisinitial statement to the police,upon being questioned he toldthe court that he was residingin Arenal Village. He pleadednot guilty to the charge. Theprosecution objected to thegranting of bail because ofthe flight risk he presented.Magistrate Morgan concurredwith the prosecution resultingin the accused being remandedto jail until Friday, 3 February2012.

SAN IGNACIO TOWN,Tuesday, 3 January 2012: A team of policemenconducted a search at a residencelocated on Negroman Road,Cayo resulting in the discoveryof two sacks of marijuana andthe arrest of a Guatemalan,naturalized Belizean couple. At around 3:30 pm on Friday,30 December 2011, the policeteam arrived at the NegromanRoad residence of StevenArguelles and Erlinda Cocomwho were the only ones athome at the time. The searchled to an outdoor woodenbathroom where two brown sacksmarked “Distribuidores De SacoEl Quetzal” were found. Thesacks were opened in thepresence of both accused andwere found to contain suspectedmarijuana. The couple were detained and

transported to the police stationin San Ignacio and when placedon the police scale, the illegalmerchandise weighed in at acombined 64 pounds (29,029.91grams). Steven Arguelles, 36, and hiscommon-law wife, ErlindaCocom, 22, both Guatemalan,naturalized Belizeans, farmerand housewife respectively,

SAN IGNACIO TOWN, Friday,30 December 2011: Police are today stillwondering what could have beengoing through the mind of a SantaElena man when, during the midmorning hours on Thursday, 29December, in the presence ofseveral workmen, he walked up toa culvert construction site,jumped in a parked Mack Truckand sped off. It was around 10:00 am onThursday 29 December whenPeter Klassen, 36, BelizeanMennonite called the police andreported that someone had justdrove off with the forty fivethousand dollar Mack Truck hedrives for Norman Reimer.Klassen informed that thetruck, with Cayo license platesCY-A-3352, was parked at theworksite on Requena Streetwhere he was working on aculvert drainage systembehind the football field inSanta Elena. Police immediately rushedto the area, and with thecomplainant on board the policevehicle, they set off on theWestern Highway headingtowards Belmopan. Uponreaching between the villages ofBlackman Eddy and Ontario, theyspotted the truck headingeastwards. Upon being signaledto stop by the police, the driverstopped the truck, jumped out andwas running away when thepolice caught up with him.He reportedly put up a strugglebut was eventually subdued andescorted back to the truck he leftparked on the highway. He wassearched but nothing incriminating was found on him. Asearch inside the truck, however,led to the discovery of a blackplastic bag which, when opened,was found to contain marijuana.The detainee was identified asFrancis Vasquez, 44, Belizean,unemployed of a CarilloPuerto Avenue address in SantaElena. The truck was checked by thelegitimate driver and nothingwas found missing, it wassubsequently returned to Klassenwhile Vasquez and the weed weretransported to the police stationin San Ignacio. The weed,weighed at the police station inthe presence of the accused,tipped the scale at 173.5 grams.

As is standard police procedure,a sample of the substance wasplaced in an envelope and sealed.The envelope was presented tothe accused for his signaturebut he refused to sign the

exhibit. In this instance, policereported that Claude Frazer, thebus driver caught the accusedstealing the fuel from the bus.He was detained and laterformally arrested and charged fortheft. SAN IGNACIO TOWN,Wednesday, 28 December2011: The discovery of a gun abullets in their village home haslanded a soldier in jail on remandand his wife spared similartreatment because she is nursingan infant child. Although not legally necessarywhen searching for arms andammunition, acting upon thestrength of a search warrant,police conducted a search on theBilly White village residence ofBelize Defense Force CorporalGerald Francis August, 34 andhis wife, Loida Eunice August,24. The police search party arrivedshortly after the midnight hourson Thursday, 22 December 2011where they found the couple inthe house along with 4 children.It did not take long for the partyto find a black 9 millimeter,Beretta brand pistol with anempty magazine, inside a woodenbox in a room. A further search in the yard ledto an area behind a kitchen wherethe police came upon a commodeand when it was lifted, six 12gauge, Sellier & Bellot brand, redcartridges were found underneathit. The soldier was subsequentlyasked about the presence of othersuch items on the premises. Heindicated that there were othersuch items buried in the yard. Hereportedly instructed his wife toshow the area to the police. Sheled the police to a hole in theground in an area near the

kitchen. The hole, about 8 inchesbelow the surface, was foundcovered with three pieces ofboard. After the boards wereremoved, the police found amagazine containing 27 live

rounds of 5.56 ammunitionsalong with three metal clips eachcontaining 10 live rounds of 5.56live ammunitions all found insidetriple black plastic bags . No onein the house could present

license neither for the gun northe bullets. The accused were transportedto the police station in SanIgnacio where they were arrestedand jointly charged for the crimesof a) kept firearm without a gunlicense b)kept ammunitionwithout a license and keptprohibited ammunition. They appeared in court onWednesday, 28 December 2011where they plead not guilty to allthree charges. Magistrate NardiaMorgan proceed to remandthe husband to prison whileconsideration was afforded to thewife after it was revealed in courtthat she left four small childrenat home one being a 6 monthinfant. The wife was offered andmet bail in the sum of eightthousand dollars. They will bereappearing in court on Thursday,26 January 2012.

The route of the race was fromin front of San Ignacio ResortHotel enroute to Benque ViejoDel Carmen return to the BelizeNatural Energy compound andconcluded atop of the famousCement Hill in San Ignacio. The race began at 8:30am sharpwith 35 cyclistsin starting lineup. While there were severalattacks on the ride to BenqueViejo the peloton remained intactall the way into Benque ViejoTown. The same however could not besaid for the return from BenqueViejo as brothers Frank andPhillip Burns of Team CayoRental along with Andrew“Pawpa” Brown of TeamHorizon established a break andshared the station prizes all theway into San Ignacio. The main peloton ecentuallycaught the breakaway in SantaElena, but not for long as anotherbreakaway was established byPhillip Burns followed closelyby Andrew Brown. Burns and Brown quicklyopened a three minute breakwhich eventually ballooned toseven minutes. Both ridersshared the station prizes along theway until they got into Esperanzavillage on the return leg of therace to the finish line, wherePhillip Burns attacked Andrew

BWS submits Annual Review Proceedings (ARP) application

On December 23, 2011, Belize Water Services Limited (BWS) submitted its formal notification for an Annual Review Proceeding(APR) to the Public Utilities Commission (PUC) for the determination or confirmation of the regulated values, rates, tariffs, fees andcharges for the period April 1, 2012 through to March 31, 2013.

This submission is being made in accordance with Section 27, Part IV of Statutory Instrument 67 of 2002. The submission officiallycommences the company’s Annual Tariff Review Proceeding.

BWS has informed the PUC that the company is not seeking any change in tariffs.

BWS’s submission is available for viewing at the branch offices of BWS and on its website at www.bws.bz, and at the PUC office at 41Gabourel Lane, Belize City, and the PUC website at www.puc.bz.

Members of the public may participate in the ARP by submitting written comments on BWS’ submission to the PUC by January 13,2012, by email at [email protected] or in writing at the PUC office.

Where any person submits comments or information purported to be factual, such comments or information shall be accompanied by asworn affidavit.

Three copies of all applications, reports, documents, comments or information provided by members of the public shall be filed at thePUC’s office and a copy shall be provided to BWS at its principal office of business on the same day.

The PUC is required to issue an Initial Decision on the submission by January 23, 2012.

The licensee or an interested party representing users of at least 10% of the water supplied in the preceding year may submit writtencomments on the Initial Decision within 15 days.

Where there is no objection to the Initial Decision the PUC shall adopt it as its Final Decision.

UPDATE ON THE BELIZE MUNICIPAL DEVELOPMENT PROJECT FOR SAN IGNACIO AND SANTA ELENA TOWN

Under the World Bank Infrastructure Project three(3) streets will be rehabilitated in the twin towns of San Ignacio/Santa Elena: - 18th,Street(San Ignacio) -West Street(San Ignacio) -Eden Road( Santa Elena) • The project has been approved by the Project Steering Committee (PSC).

• The Subproject Agreement has been signed. This agreement outlines the respective responsibilit ies,

rights and obligations of the Social Investment Fund and the San Ignacio/Santa Elena Town Council.

• The San Ignacio/Santa Elena Town Council has deposited an amount equal to 1% of the estimated cost of the project as a counterpart contribution.

• Anthony Thurton and Associates, an engineering consultancy firm, have been hired to prepare the designs, costs estimates and technical specificat ions for the four streets and work have begun on the designs etc. which is expected to be completed by the end of January 2012
