CHAIRMANS MESSAGE

It’s been a very hectic first two months of the year for your parish council,

and one that has seen several changes in the make- up of it.

You will recall that we posted the vacancy with Joe Hunters’ departure, and

we were delighted to receive no less than four applicants – we would like to

think that this is a testament to how important a role the parish council plays

within the village community. We felt that the best way to deal with this was

to hold informal discussions with each applicant, so my vice chairman Chris

(assisted by Amanda to make sure we did what we were told!) and I met with

all four applicants at our offices…but more of that later!!!

Following our January meeting, and in view of the unprecedented response

received, Cllr Adrian Young magnanimously took the decision to step aside

to allow a second applicant to be co-opted onto the council. I would like to

both applaud and thank Adrian for this gesture and also for his efforts during

his time on the parish council. So then there were two vacancies to

consider…but more of that later!!!

It most certainly was business as usual in the ‘day job’ though … we have

received many deputations and comments regarding the proposed

development at Grasmere Pasture. As the land is not within the parish

boundary, the parish council is not a statutory consultee, however, we

remain supportive of the action groups involved, and have offered our help

and advice based on our experiences gained during our successful fight

against the proposed Bodkin Farm development. We have also registered

our objection to the inclusion of the site for housing in Canterbury City

Council’s Local Plan and also our concerns on the recent environmental

impact assessment application registered with CCC.

It was lovely to see so many of our volunteers at the ‘thank you’ buffet held

in January at the cricket club. I am sure that you will all agree that it was a

very pleasant afternoon, and it really is our pleasure to extend this invitation

each year. My thanks to Amanda for her assistance in organising this, to The

Little Catering Company, and to Chestfield Cricket Club for providing a most

wonderful and homely venue free of charge. Without wishing the year away,

I’m looking forward to the next one already!

Talking of the cricket club, we are delighted to confirm that we have secured

a date with them to enable us to hold our second village fun day on Sunday

26th June. This will also coincide with the celebrations for Her Majesty’s 90th

birthday – therefore we would be delighted to hear from anyone who would

be prepared to help us with the organisation of what promises to be a great

day for all. We are also looking to organise a quiz night at the cricket club in

the near future, so please keep a look out on the various notice boards

around the village for details.

I am delighted to announce that the nominated Chairman’s Charity for 2016

has been ratified as the Kent and Sussex Air Ambulance, and would confirm

that all monies raised through our fundraising efforts this year will be

donated to this very worthy and vital service. For your information, we are

also delighted to announce that a representative from the organisation will

be giving a short talk at the forthcoming annual electors’ meeting on Monday

21 March 2016.

Sadly, we have also received the resignation of Cllr Eileen Watkins from the

parish council due to ongoing health concerns. As with Adrian, I would like to

thank Eileen for her time on the parish council – I am sure that those of you

that know Eileen, will join me in wishing her a speedy recovery and our best

wishes for the future.

So – there will be three new councillors on your parish council after our

March meeting – unfortunately and in line with procedures and due process,

I cannot at this stage divulge the names of those persons – the names of the

newly co-opted councillors will be posted on our notice boards once

formalised.

The names may change, but the resolve and aims of the parish council will

not… and that is to continue to provide you with a parish council that has the

interests of the community at heart.

A housing needs survey Whilst the issue of finding any land to build any affordable homes identified as being needed, is likely problematic in the village, a housing needs survey and write up report could actually help the parish council to inform (with evidence) any large planning development(s) that may come in to the village or adjacent to the village – and could steer what is actually needed locally. All households were sent the survey in February. This is being undertaken by the Housing Enabler at Action with Communities in Rural Kent – who also receives them back direct – so the parish council remains impartial and one step removed. The housing enabler will analyse and collate the information obtained and provide a write up report for the parish council. Please look out for the survey and covering letter explaining more, and please do complete it for us! Thank you Christmas lights winners Congratulations to the residents of Huntsman Lodge, at the junction of The Drive and The Drove, the worthy winners of the Christmas 2015 Christmas Lights competition. NEW – Councillor surgeries for residents Ever wanted to speak informally to a parish councillor? Chestfield Parish Council is going to trial ‘councillor surgeries’ for residents for three months. Come along between 6pm and 7pm to the WI hall in Chestfield Road to voice any concerns or give any comments to Cllr Fowler and Cllr Rabey – on 14 March, 11 April and 09 May 2016.

Speedwatch statistics Our thanks to our speedwatch volunteers who since November 2011 until Christmas 2015, have undertaken 141 checks recording a staggering 1,757 vehicles travelling at speeds in excess of 36 mph along roads in the village (whose speed limit is 30mph).

Charity for 2016

At their January 2016 parish council meeting Chestfield Parish Council resolved to have the Kent Air Ambulance Service as the chosen charity for 2016. A raffle had been held in aid of the Service at the Thank you buffet event for the village volunteers. Any Quiz night or Fun Day events this year will raise money in aid of the Service.

Unsung heroes In the December edition of this magazine, Chestfield Parish Council invited residents to nominate an exceptional person or persons in the village; someone who lives in the parish and who has made a significant contribution or made a difference to their local community. We received the following:

“Just over 3 years ago John and Sonia Turner moved into Shepherd’s

Walk whereupon they became acquainted with their neighbour, Mrs

Mavis Preston, who owned a dog, which for personal reasons she

could no longer exercise herself. John and Sonia immediately

offered to walk the dog for her, and did so every single day up until

the pet’s recent demise last year. During their daily strolls around

the village they made a point of picking up litter and were often seen

returning home with bags full of rubbish that they had collected.

Their altruistic efforts have helped improve our village environment,

keeping it a cleaner and tidier place for us all to enjoy. They still go

round picking up litter to this day.”

Mr and Mrs Turner will be presented a glass etched vase in recognition

for their efforts. If anyone else would like to nominate ‘a hero’ contact us.

Community Survey for Chestfield Many of you may remember the survey to all households in 2004 which culminated in the parish plan document of 2006. From April, the parish council is going to lead a repeat of this Community Survey to highlight the good and bad about living here and find out local people’s views on what future changes are needed to improve that area, and what residents want from and for the community. PLEASE take the time to complete this survey. Your views are important to us! And do not confuse this second survey with the Housing Needs Survey delivered to you all in February 2016 – they are different with different aims and outcomes. Our survey will : - Give everyone the chance to express views - Ensure local needs are identified. By taking stock of what the

community has and has not, features missing or services needed can be highlighted.

- To enable access to all services and facilities in the community, and make community members more aware of what is already currently available.

- To influence local authorities and grant making organisations. Evidence of what is most important to people in an area is collected to support decision makers, such as Canterbury City Council, the Police and health service providers.

What you tell us, will steer the initiatives that the parish council will strive to achieve over the next five years or so. Change is perhaps inevitable, but an appraisal gives you the opportunity to influence that change, and work towards a thriving community for present and future generations. Could you help us with this survey project? If you would like to get involved to deliver and possibly also collect the survey from residents, or if you are able to spend some time to help us analyse the results, and draw up an action plan, we would like to hear from you! Probable roads without volunteers as we go to print are Charnwood, The Drive, Meadow Drive, Molehill Road, The Ridgeway and some of Primrose Way. CENSUS 2011 RESEARCH The last census of all households in the UK was undertaken in 2011. The statistics are now generally available. Some general key interesting points are:

On census night the population in England and Wales was 56.1 million, 53.0 million in England and 3.1 million in Wales. This was the largest the population had ever been.

The population of England and Wales grew by 3.7 million in the 10 years since the last census, rising from 52.4 million in 2001, an increase of 7.1 per cent. This was the largest growth in the population in England and Wales in any 10-year period since census taking began, in 1801.

The median age of the population in England and Wales was 39. For men, the median age was 38 and for women it was 40. In 1911, the median age was 25.

The percentage of the population aged 65 and over was the highest seen in any census at 16.4 per cent, that is one in six people in the population was 65 and over.

There were 430,000 residents aged 90 and over in 2011 compared with 340,000 in 2001 and 13,000 in 1911.

In 2011, there were 3.5 million children under five in England and Wales, 406,000 more than in 2001.

What is Whitstable parkrun? - It is a free weekly 5km run for adults and 2km run for children - it's you against yourself. It is not a race against other runners, but a 5k timed run and it can really be whatever you want it to be, whether that's for fun or as part of a training plan. About Us - It offers an opportunity for all the local community, male or female, young or old, to come together on a regular basis to enjoy our surroundings and get physically active into the bargain. We want to encourage people to jog or run together irrespective of their ability – this event is truly open to all and best of all it really is FREE. When is it? - Every Saturday at 9:00am for adults and Sunday's 9.30am for children aged up to 14 years Where is it? - It's run on Whitstable Promenade and Tankerton Slopes. The start is on the promenade opposite St Anne's Road.

What does it cost to join in? - Nothing - it's free! but please register before your first run. Don't forget to bring a printed copy of your barcode each time. Go to www.parkrun.org.uk/register/ to register. You only need to do this once. Once registered you also have the choice of over 400 parkruns located all over the country. How fast do I have to be? - We all run for our own enjoyment. Please come along and join in whatever your pace!

Can you spare a hand? I have recently ‘discovered’ the Playhouse Theatre in Whitstable High Street. The Theatre is a registered charity, owned and operated by a local group called the Lindley Players. Although people principally think of acting when theatre is mentioned, this is only one of a wide variety of roles found in theatres. The Playhouse operates in exactly the same way as any other theatre except that all jobs are carried out by volunteers. The jobs are very varied and range from helping ‘front of house’, serving behind the bar, manning the box office, to the more technical tasks involved in putting on a production. One skill that is particularly in demand is for people with basic DIY skills who can help with building scenery. The level of practical skill required doesn’t need to be extensive, and if you can use hand tools and items like battery powered drills, then you have the skills needed. There is usually a three week window for a set build, and you would be part of a team working during the day or the evening depending on your availability. Even a few hours work a week would be appreciated. I joined the group last autumn, and while writing this article I am helping build the set for their January Pantomime. Most of the set is built with lightweight plywood, and there is a well-equipped workshop next to the stage. I think that particularly for the annual Pantomime the design team at the theatre let their imagination run wild and it has been great fun being involved. Another new volunteer who has been working with me said he had spent much of Christmas talking about the theatre, and has brought several members of his family down to show them what he had been building. There is a core team of around six of us working on the set, all from different backgrounds, and some have been working at the theatre for many years, Overall, I would say that for me being involved with the Lindley Players has been a very rewarding experience, and I have got a lot more from the process of being a volunteer than I had expected. I have no previous experience of theatre work, and I have found there is something quite refreshing about starting a completely new work area, and certainly in this theatre there is a real emphasis on harnessing peoples’ creativity. Despite being classed as an amateur group, the Lindley players have a reputation for putting on productions of a high standard, and they have won many awards for their productions. If you think you might be interested in volunteering in the theatre, the best time to visit is 10.00 – 12.00 on a Saturday, when there is a regular coffee morning for members, and there will be people available who will be pleased to give you more information, and show you around. Roadworks Get Better Communities these days rely heavily on services which run under (and occasionally above) our streets; water, gas, electricity, telecommunications etc. Essential maintenance or improvements to these can cause considerable disruption to road users. It is the job of Kent County Council Highways to reduce inconvenience and delays by working with utility companies to minimise the effects of roadworks. Legislation continues to assist them in doing this through use of two different approaches:

The Kent Permit Scheme requires those working on the highway to apply for a permit, to which conditions can be applied. The scheme has delivered considerable improvements over recent years, reducing roadwork disruption by 1 day in every 15 across the county, lowering complaints by 26% and ensuring that 98% of works are completed on or before target dates.

Additionally Kent is one of only two authorities in the UK piloting a Lane Rental Scheme, aimed at further cutting congestion on key routes by providing clear financial incentives to reduce the scale and duration of roadworks on the county’s busiest roads. This, it is estimated, has achieved a 90% reduction in occupation of strategic routes at the busiest times.

Officers from the Highways Department also operate a comprehensive inspection regime to help ensure that roadwork sites are reinstated properly once repairs are complete. Restorative Approch – a national lottery funded local project Chestfield Parish Council received a presentation in January about a project that will deliver training to young people, partner organisations and volunteer mentors in Shepway, Dover, Canterbury, Gravesham, Swale. Awarded three year funding from the National Lottery, this exciting and innovative community based project aims to help build a more restorative community by engaging key people, including young people and providing them with the skills, knowledge and confidence to better resolve conflicts in their own community. 1. The project will deliver an amount of one day training programmes to local partners and wider organisations about how to facilitate restorative practices. Through this, 100 members from partner organisations will support the embedding of this work throughout the community. Then the project wil become sustainable within community practice; communities as a whole may benefit from reduced conflict and improved cohesion. 2. This project will train, equip, support and motivate young people (through a three day Restorative Practitioner Accredited Training) to tackle local community conflict and anti-social behaviour. Using entirely restorative principles young people will be supported to drive change and achieve positive solutions for the whole community. These young people will be at risk of isolation either through school exclusion, risk of NEET or risk of engaging in offending behaviour. This specifically adapted programme is tailored to meet the needs of young people, and promotes, empowers and up-skills young people to tackle their own issues in a long term and self-sustaining form. 3. Identify and recruit volunteer mentors to the project, delivering Restorative Approaches Practitioner Accredited Training to all. This 3-day programme tailored to meet the needs of volunteers, promotes, empowers and up-skills individuals to help young people tackle their own issues in a long term and self-sustaining form. Previous experience has shown young people want to feel empowered to help repair conflict and knowing that they had a support network in place would help lead to longer-term feelings of safety in the community and a stronger community overall. Once trained, volunteer mentors will be able to mentor the trained young people and help facilitate restorative meetings in their communities. Canterbury City Council’s Annual Parking Review 2015 At the request of some residents Chestfield Parish Council asked that a proposal for double yellow lines be considered in Chestfield Road, Chestfield, from the WI hall up to Polo Way. The Annual Review Panel is made up of the Chair and Vice-Chair of the Joint Transportation Board, and the Council’s Enforcement Manager, Transportation & Environment Manager and Senior Transportation Officers. The Clerk was advised at the end of January 2016 that this panel considered all of the requests for changes to parking restrictions that the city council received during 2015 and decided which of the proposals should be progressed and which should be turned down. The panel considered the parish council’s request for changes to the parking restrictions in Chestfield Road, Chestfield. However the panel decided that this proposal should not proceed any further and the city council will therefore not be able to take any further action with this request. The panel’s decision was made for the following reason: The panel is concerned that removing parking would lead to an increase in traffic speeds.

Increasing Neighbourhood Watch Membership in the village In 2015, two new schemes have opened in the village recently bringing the total to 20, covering 31 of our roads. Despite that the under mentioned roads remain outside of current schemes.
