DoD/DAU Acquisition PortalSummary and Recommendations
• Plan executable within resources budgeted/provided by OSD
• Minimal technical risk – BPCh developed in MOSS 2007
• DoD Knowledge Providers Network established – Three meetings to date and workspace in ACC
• Will ensure maximum sharing and integration with DAUNet team, with status briefings by both teams at monthly KM team meeting
• Will report to Council in August 2008 prior to Beta release and public launch in March 2009
• Request change to Annual Plan target, adding Beta release milestone (31 Aug 08) and revised public launch of V1.0 (1 March 2009)
• Request approval to proceed with plan and inform Mr. Anderson on 25 March at FJA/eLTC offsite.

DoD/DAU PORTAL Development Plan Phase 1
• Requirement• Develop architecture and navigation schema pursuant to the transition of the “Big A” focus for content now in the AKSS to MOSS 2007 for deployment as the DoD/DAU Acquisition Portal
• Strategy• Convert current AKSS assets to MOSS 2007, accounting for elements and factors of the “Big A” acquisition process • Develop necessary web services/parts for the additional functionalities that define the Big Acquisition process (on Going)• Work with OSD, Services, and agencies to identify and import services/web parts promoting Big Acquisition (On Going)
• Task Considerations• Maintain content of current AKMS and identify the rest of Big A process content in services/web part format• Use logical taxonomy to classify and display content• Prepare for user manipulation of services/web parts to create a “My Acquisition Portal” capability• Identify DoD/DAU content owners to maintain content of web services/parts.
• End State for Phase 1 (31 August 2008) • An Alpha Demo of the DoD/DAU Acquisition Portal with access to all current AKMS content, to DAU and DoD Knowledge Providers Network (KPN) by 30 June 2007)• A Beta Demo will be ready for Steering Committee evaluation by 31 August 2007• Ready for phase 2 (in addition to creation of some selectable Big A web parts)
DoD/DAU PORTAL Development Plan Phase 2
• Requirement• Re-engineer the DAU Home Page and Site to a portal format utilizing MS MOSS 2007, and complete all D&T tasks leading to public launch
• Strategy• Convert the current DAU Front Page Portal content to MOSS 2007 format• Identify content to remain in DAU homepage site and content to be hosted and provided through the DoD/DAU Acquisition portal• Develop groupings which present that content as distinctly defined and well organized services/web parts
• Task Considerations• Capture all current content of the DAU Home page site• Use logical taxonomy to classify and display content• Continue development of “My Acquisition Portal” capability• Establish DAU asset owners and permissions for web part management
• End State for Phase 2 (IOC March 2009)• Expanded DoD/DAU Acquisition Portal “Beta” with all DAU front Page content and newly developed Big A Process integrated into a logical selectable taxonomy for DT and usability testing by 31 January 2009.
DoD/DAU ACQUISITION PORTALParallel Initiatives
• Advanced Search - Upgrade to ACQuire – Including Video Search
• ACQuipedia – Knowledge Gateway like the IFC and DAG, based on Wikipedia - focused on Acquisition Topics – All DAU faculty are contributors/editors
• ACC Upgrade to include Web 2.0 Tagging and Social Networking tools
• New JCIDS and Updated DAG in the ACC (JCS/OSD driven schedule)
DoD/DAU Acquisition PortalFY 2008 Performance Task/Target
Performance Task1.2.1 Develop personalized portals for AT&L workforce in support of Engaged Learner Architecture (ELA)
Present Performance TargetDevelop, test, and launch DoD/DAU Acquisition Portal, supporting all Big “A” elements, with personalization, export of 'services' capability, and minimal sign-on by 1 December 08
Suggested New Performance TargetDevelop, test, and launch DoD/DAU Acquisition Portal, supporting all Big “A” elements, with personalization, export of 'services' capability, and minimal sign-on by 1 March 09; with Beta Demo by 31 Aug 08.
DoD/DAU Acquisition PortalRisks Issues and Mitigation Plans
Users may desire a collaboration capability within the portal without going to the ACC – The initial portal will utilize the ACC for collaboration capability. If demand warrants, then we will develop a CONOP for using the MOSS 2007 collaboration application
Need to develop a CONOP for management of the DoD/DAU portal – DoD AKMS content management will continue to be managed by the DAU support staff. The new DAU portal content can now be managed by the content developer. i.e. DAU faculty and staff
Users require better search results – Several new advanced search features will be presented. i.e. automatic pop-up of suggested search terms based on DAU taxonomy, and top 5 search results in various object categories
Availability of IT staff to coordinate Intranet Portal development effort with DoD/DAU Acquisition Portal development is at risk do to funding of intranet effort – IT staff will still be able to assist in design and content issues of DAU content, as well as issues regarding access and planning for user sign-on for future personal portal
DoD/DAU Acquisition PortalRisks Issues and Mitigation Plans (cont)
Users may desire to import web parts from the DoD/DAU Portal into the intranet Portal – As web parts are developed for the DoD/DAU Portal, the Intranet Portal team will be consulted to ensure that import protocols are included in design
Need to develop a CONOP for single sign on and authentication authorization – One manageable solution is use the ACC authorized users list as authentication for log-on to the DoD/DAU Portal. Personal Portal planning will take place in phase 1, but execution of “my Portal” will be a follow-on phase 3 task
Need to re-engineer the DAU Home Page to eliminate duplication of Performance Learning Functions – eLTC, CSDC, and LCIC to review proposed DAU Home content taxonomy to ensure intuitive and logical functionality
Branding issues with the new DoD/DAU Portal – On the tab that provides the view of the revised DAU Home Page content, utilize the DAU branding. On the view that portrays the DoD AKMS Big Acquisition, utilize DoD branding similar as portrayed on the Best Practices Clearing House.
