This Regulation is issued under the authority of DOD Directive 4500.34,“DOD Personal Property Shipment and Storage Program.” Its purpose is toprescribe uniform procedures for the movement and storage of householdgoods, unaccompanied baggage, mobile homes, privately owned vehicles,and. firearms. .

DOD 4500.34–R, “Personal Property Traffic Management Regulation, ” May1986, is hereby cancelled.

This Regulation applies to the Office of the Secretary of Defense, theMilitary Departments, the Chairman of the Joint Chiefs of Staff and theJoint Staff, and the Unified and Specified Commands (hereafter referredto collectively as “DOD Components”) . The term “military service, “ asused herein, refers to the Army, the Navy, the Air Force, the MarineCorps and the Coast Guard.

This Regulation is effective immediately and is mandatory for use by allDoD Components. No supplements or changes may be issued without theprior approval of the Commander, Military Traffic Management Command( MTMC ) . Any regulatory document issued by a DOD Component thatconflicts with this Regulation shall be rescinded.

2. Accessorial Service. A service apart from the linehaul transportationincident to the movement of personal property. Examples of accessorialservices include packing and containerization, provision of cartons,containers and crates, and extra labor.

3. Administrative Support. Support such as finance and accounting services,personnel administration, mail pickup and delivery, and legal and computerservices.

4. AKency AKreement. A legal instrument that defines the terms and scope ofthe relationship between a carrier and its agent.

s. Azent. Carrier’s. A business firm, corporation, or individual acting foror in behalf of a carrier. A bona fide agent of a personal property carrier,as distinguished from a broker, is a person who or a business enterprise whichrepresents and acts for a motor carrier or freight forwarder and performs itsduties under the direction of the carrier pursuant to a preexisting agreementwith the carrier, providing for a continuing relationship between them.

a. Booking Agent. An agent designated on the letter of intent (LOI) bya carrier as the single point of contact to act in its behalf.

b. General Agent. A general agent is a business entity employed as acarrier’s representative in a country or specified geographic area. A generalagent cannot act as a local agent unless so designated on the carrier’s LOI.The carrier, not the general agent, is responsible for all payments, ratingfilings, and control of shipments.

6. Atmliance Servicing. Preparation of household appliances at origin towithstand handling-in transit or in storage and reversal of the process atdestination.

7. Area of Oueration. A specifically defined geographic area established bya PPSO within an area of responsibility for traffic distribution purposes.Areas of operation are established in response to the specific economic andtransportation sectors existing in an area of responsibility to facilitate anefficient working relationship with DOD-approved carriers.

8. Area of Responsibility. A specifically defined geographic area where one“military installation has been designated the responsibility for acquisitionof transportat-ion, storage, and related services.

*54 - Intrwtate Rate Aktmct. An abstract of rates shaving all I/Ffiling sukrnissions forwarded to the PPSOs for carriers to use in determiningwhat Rate Adjustmnt Tenders will be filed. The rate abstract is posted in alocation convenient for the carriers for a period of not less than sey~ (7)calendar days prior to the Rate Adjustment filing periods.

55. Imrastate Shirxmznt . Any personal property shipment originating in astate destined for the same state and transiting only that state.

56. Intzatheater mvem?nt . I%vement of psrsonal property frcm an originpoint in an overseas theater to a destination point in the same overseastheater.

57. Item (or articlel. The terms item and article used in the Regulationshall be interchangeable. Each ship_@ng piece or pckage and the contentsthereof shall constitute one item. For determining liability for items, thetotal weight of the item shall be utilized.

58. Kilociram. One kilogram is equal to 2.2046 Founds. To convertkilograms into pounds, rultiply kilcgraw by 2.2046 factor. To convertpounds into kilograms, multiply pounds by 0.453 factor.
