ABSTRACTDesigned to assist Arizona community college and
university representatives from specific academic disciplines intheir discussions of articulation of degree programs, curricula,transfer of students, and other related topics, this handbookprovides information on how to implement statewide postsecondaryarticulation. Following introductory material on the state'sImproving the Articulation-Transfer Function between Two- andFour-Year Institutions Project, the handbook describes anarticulation task force (ATF), how to establish one, its functions,and its activities. This section indicates that an ATF facilitatesthe transfer of credits from the community colleges to theuniversities, develops methods to communicate accurate information tostudents, reviews and updates the content of the "Arizona HigherEducation Course rquivalency Guide," and establishes a communicationprocess regarding program changes. The handbook goes on to describethe responsibilities of the community college ATF member, theuniversity ATF member, the ATF chairperson, the ATF host, the HostCourse Equivalency Guide (CEG) Coordinator, and the CEG Editor. Next,the process for updating the CEG is diagrammed. INTRODUCTION
On February 4, 1983, the Joint Conference Committee of the Arizona State Board of
Regents and the Arizona State Board of Directors for Community Colleges establisried
the Academic Program Articulation Steering Committee (APASC). The APASC was
charged with planning and convening meetings of representatives from specific
academic disciplines at the public universities and community colleges to discuss
articulation of degree programs, curriculum, transfer of students, and other related
topics (see pages 22-25 for APASC Members, Goals, and Organizational
Relationships).
This ha.idbook is designed to provide basic information an how ig. implement
statewide postsecondary articulation. In addition, the chairperson's and members'
responsibilities before, during, and after the Articulation Task Force meetings are
outlined.

WHAT IS ARTICULATION?
Articulation is "the process of developing ongoing communication and agreementsbetween and among Arizona two- and four-year public postsecondary institutions."The articulation process is intended to ensure problem-free transfer from one institutionto another.
Why_is Articulation Important?
Articulation is important so that students who transfer among these Arizona institutionsdo not experience problems such as loss of credits within their programs of study. Inaddition, articulation assists faculty and administrators among institutions to establishand to maintain communications and better working relationships which benefitstudents.
What Is the Goal Of Articulation?
The goal of articulation is to serve students who transfer among Arizona two- andfour-year public postsecondary institutions by:
o ResoMng transfer problems
o Keeping communication channels open among faculty and administrators
o Providing accurate information on a timely basis to assist students in
planning for transfer

WHAT IS AN ARTICULATION TASK FORCE (ATF)?
An Articulation Task Force (ATF) consists of faculty members who represent Li,eirinstitution and their discipline. The ATF provides community colleges and publicuniversities with a forum to cooperatively exchange articulation information on a timelybasis. The issues discussed and the decisions and recommendations made by theATF will directly influence student transfer.
How Is an ATF Established?
1. The Academic Program Articulation Steering Committee (APASC) establishesan ATF or it delegates articulation responsibilities to an existing group.
2. The chlef academic officer of each community college and university mayappoint at least one ATF member. When an institution has only one memberfor an ATF, that person automatically becomes the lead member. If more thanone member is appointed from a community college district or a university, thechief academic officer will identify one person as the lead member.
3. The chief academic officer also submits a list of course prefixes and bachelor'sdegrees related to the ATF.
4. The APASC schedules the first meeting for a new ATF and coordinates theinclusion of articulation issues into meetings of existing groups.
5. The APASC selects an APASC facilitator who coordinates activities and workswith the ATFs.

How Does an ATF Work?
1. The APASC facilitator identifies a chairperson for a new ATE. Once an ATF isestablished, members determine the chairperson. Responsibilities are outlinedon pages 14 and 15.
2. The APASC facilitator identifies a host for the initial ATF meeting. Thereafter,e members determine who will host. Responsibilities are outlined on page
16.
3. The APASC recommends articulation items for the ag3nda. ATF membersdetermine other agenda items as well as the format, time, and location of sub-sequent meetings. ATFs may meet bi-annually, annually, or semi-annually.
4. The host Course Equivalency Guide (CEG) coordinator serves as a resourceperson for the ATF. Specific responsibilities of CEG coordinators are listed onpages 17-19.
5. The responsibilities of the CEG Editor are outlined on page 20.

WHAT ARE THE OFFICIAL ACTIVITIES OF THE ATF?
1. Facilitates the transfer of credits among the community colleges and theuniversities.
a. Discusses and makes recommendations and/or resolves issues involvedwith accepting transfer credits to meet program requirements.
b. Provides a mechanism for anticipating and/or resolving transfer issues.
2. Develops methods to communicate accurate information to community collegestudents regarding degree program requirements of the universities and thetransferability of community college courses to those programs,
e.g., exchange rUitversitv Curriculum Check Sheets for Majors,(see page 38 for a sample).
3. Reviews and recommends changes for the 1987-88 Course Equivalency Gukic(see page 34 for a sample printout).
Evaluates the content of specific courses in order to facilitate transfer amonginstitutions.
4. Establishes a communication process for programmatic changes as they areunder development.
a. Identifies the impact of proposed programmatic changes underdevelopment at the community colleges or universities which may affectthe transferabifity of credits.
b. Identifies the impact on transfer students of recently approved communitycollege and university course and/or program additions, modifications,and deletions.
5. Gives consideration to the possibility of common course content, prefixes,numbers, and titles.
6. Reports to the APASC and appropriate institution administratom(see page 30 for a sample format).
a. Summarizes recommendations and decisions related to articulation.
b. Summarizes any unresolved issues.

The dissemination of the ATF summary is the responsibility of the ATFchairperson. The distribution of recommended CEG changes is theresponsibility of the host CEG coordinator.
However, as a representative of your institution, you are responsible for makingsure that your colleagues and other community college personnel concernedwith articulation have the most current information. Examples include:

Before the Meeting
1. Review the caluile Equivalency Guide at least 11 days Jj.Q.th e ATF,meeting. Look at your institution's course prefixes assigned to the ATF (seeAppendix G).
a. Get a copy of the current printout of the Course Equivalency Guide(CEG) for course prefixes assigned to the ATF (see page 34 for asample printout). The printout, which is updated throughout the year,can be obtained from your CEG coordinator (see page 33 for his/hername).

b. Review the universities' evaluations of the courses listed on the CEGprintout by doing the following:
1. Get a copy of your institution's catalog, together with any courseupdates made since it was printed, and the three state universities'1985-87 utalogs. Contact each university lead ATF member.Request a copy of the section from the pruposed 1987-89university catalog that contains the university prefixes assigned toyour ATF (see Appendix G). See your department chairperson orchief academic officer for additional information.
2. Compare each course description to the universities' 1987-89course descriptions (refer to page 35 for abbreviations used in theCEG).
3. Write the recommended changes for course equivalencies next tothe present evaluation. CHANGES MUST 3E LEGIBLE.
E.g., A university has evaluated a community college course asDEC (prefix), E., or N. T. However, based on thecomparison of course descriptions, a university courseappears to be equivalent. You would write the course prefix,number, and credits of the equivalent course on the CEGprintout as a recommended change.

C. Send the following to each university ATF lead member and ATFmembers in your District 30 daya prior, to the meeting:
1. a cover letter (see page 37 for a sample),
2. the CEG printout (with recommended changes, if any), and
3. a copy of the current course descriptions for the communitycollege courses listed on the CEG printout.
NOTE: Whether or not you recommend changes, send the printout andcourse descriptions to the university ATF lead member. He/shethen can use the most current course information to review theevaluations of community college courses.
During the Meeting
1. Before the end of the meeting, each ATF lead member for a district shall:
a. Sign and date the CEG printout only if changes are recommended.
h. Obtain the signature and date of the university ATF member.
c. Give a copy of the signed printout to the host CEG coordinator.
After the Meeting
1. Follow up with your community college CEG coordinator to ensure that CEGchanges recommended for each university are made.

If current Check Sheets are not available, send information onprogrammatic changes that have been made or are in the process of beingchanged since the last ATF meeting. Programmatic changes for 1987-89are most informative.
2. Review the Course Equivalency Guide (CEG) printouts, cover letter, andcourse descriptions sent by the 11 community college districts by doing thefollowing with the person at your institution who is authorized to make CEGchanges (see page 39 for a list of the colleges):
a. Get a copy of the section from the proposed 1987-89 universitycatalog that contains the university prefixes assigned to your ATF (seeAppendix G).
b. Check that course equivalencies in each community college printoutreflect the courses listed in the proposed 1987-89 catalog. Do this bycomparing university and community college course descriptions. Youmay encopnter situations such as the following:

e.g., A community college has made a recommendation to change auniversity course equivalency based on the description in the1985-87 university catalog. However, the university has changedthe course in the 1987-89 catalog.
c. Write the recommended changes for course equivalencies next to thepresent evaluation. CHANGES MUST BE LEGIBLE.

What Are the Responsibilities?

Before the Meeting
1. If you are hosting the ATF meeting, arrange for meeting location, map,refreshments, host or no-host meals, parking, etc. Otherwise, contact theATF host 45 days prior to the meeting to make the arrangements (seepage 16 and the last page of Appendix G).
2. Collect and develop agenda items. Then, send the ATF agenda, includingthe date, time, and location, to the following:
a. ATF members (see Appendix G),b. host CEG coordinator, andc. chief academic officers (see pages 31 and 32).
During the Meeting
1. Ensure that notes regarding recommendations, decisions, and unresolvedissues are recorded.
2. Conduct the business on the agenda (see pages 27-29 for a sampleagenda).
3. Ensure that University Curriculum Check Sheets fo..E Majors have beenreviewed and changes, if any, discussed.
4. Facilitate the discussion related to community college course and programchanges, additions, or deletions since the last ATF meeting.
5. Facilitate discussion related to articulation issues.
6. Ensure that the host CEG coordinator has collected the community collegeCEG printouts with recommended changes.

1. Prepare a summary of the ATF recommendations, decisions andunresolved issues (see page 30 for a sample.)
2. Send a copy of the ATF summary to the following:
a. ATF members (see Appendix G),b. host CEG coordinator, andc. chief academic officers (see pages 31 and 32).
3. Represent the ATF in any further discussions or meetings related toarticulation.

What Are the Responsibilities?
Before the Meeting
1. If you are not the chairperson, work with him/her in making the meetingarrangements.
2. Confirm the date and time for the ATF meeting.
3. Schedule a room for the ATF meeting, preferably one with tables.
4. Make arrangements for ATF members to park.
5. Provide maps indicating meeting room and parking locations.
6. Refreshments and/or lunch are optional. Make necessary arrangements.
7. Make arrangements for a secretary to take notes for the ATF meeting.
NOTE, Community college ATF hosts should contact their chief academicofficer (see pages 31 and 32) if secretarial services are not avail-able in their department.
8. Be sure to inform the CEG coordinator for your ATF about the meeting.
9. Provide name tags for ATF members at the meeting.

HOST CEG COORDINATOR
What Are the Responsibilities?
The host CEG coordinator is selected by the APASC facilitator in consultation with theCEG Steering Committee chair and has the responsibilities listed below:
Before the Meeting
1. Communicate with ATF chair.
2. Community college CEG coordinators should contact the CEG Editor threeweeks before the ATF meeting. Request a copy of the most current CEGprintout for all 11 community college districts for the prefixes assigned to theATF (university CEG coordinators have current printouts).
3. Take printouts to the ATF meeting.

1. Distribute printouts to lead community college ATF members.
2. As needed, provide information on the Course Equivalency Guide (CEG)process.
3. Collect from the community college lead ATF members the communitycollege CEG printouts with recommended changes. The members involvedwith any recommended changes must sign and date the printouts.SIGNATURES AND DATES MUST BE LEGIBLE.
4. Label the printouts:
"Tentative: Pending University Approval."
5. Write the ATF meeting date on the printouts.

1. a. Recommended CEG Changes;
Immediately following the meeting, send copies of the CEG printouts,together with a memorandum, to the CEG Editor and the CEGcoordinators for the community colleges and universities affected by therecommended changes (see page 33 for names) (see page 36 for asample memorandum). Send a copy of the memorandum to the ATFchair and the ATF members affected by the changes.

Notify the CEG Editor and ail CEG coordinators that no CEG changeswere recommended.
2. When you receive the ATF summary, send copies to all CEG coordinatorsand the CEG Editor (see page 33 for names).

CEG COORDINATOR
What Are the Responsibilities?
After the Meeting
Following every ATF meeting, the host CEG coordinator will send to you communitycollege CEG printouts with recommended changes (see page 36 for a samplememorandum).
University CEG Coordinator
Within 60 days following the meeting (date noted on printouts), the university CEGcoordinator will do the following:
1. Obtain the approval or disapproval of recommended changes, signa-ture and date from the university person authorized to approve CEGchanges. This person may or may not be the same as the university ATFmember. SIGNATURES AND DATES MUST BE LEGIBLE.
2. Crc uut "Tentative: Pending University Approval."
3. Send copies of the CEG printouts to the CEG Editor and the CEGcoordinators for the community colleges affected by the changes.
Community College CEG Coordinator
Within 45 days following the ATF meeting, the community college CEG coordinatorswill do the following:
1. Notify the appropriate university CEG coordinator if you have not receivedapproval or disapproval of recommended CEG changes.
If no changes are recommended, you will receive a memorandum without printouts.

What Are the Responsibilities?
Before the Meeting
1. Respond to the request of community college host CEG coordinators toprovide a copy of the most current CEG printout for all 11 communitycollege districts. Requests will be sent three weeks before the ATF meeting.
After the Meeting
The host CEG coordinator will send community college printouts with recommendedchanges (see page 36 for a sample memorandum).
1. When you receive approval of the recommended changes from theuniversity, make the changes in the CEG.

LONG-RANGE GOALSOF ACADEMIC PROGRAM ARTICULATION STEERING COMMITTEE
The Academic Program Articulation Steering Committee (APASC) was established bythe Joint Conference of the Arizona Board of Regents and the Arizona State Board ofDirectors for Community Colleges to promote articulation among Arizona's communitycolleges and state universities for the purpose of improving the student transferprocess.
The goals of APASC include the following:
1. Establish Articulation Task Forces which will accomplish the following:
a. Exchange current information regarding requirements for academic degreeprogram majors and course transferability and determine methods forconveying this information to students and faculty.
b. Plan for the exchange of information regarding proposed programmaticchanges under consideration.
c. Encourage complete catalog descriptions for all academic degree programmajors and courses.
d. Consider the possibility of common course content, prefixes, numbers, andtitles.
e. Discuss, recommend, and, where appropriate, implement additional activitiesdesigned to promote articulation and cooperation.
f. Review and provide information to update the Course Equivalency Guide.
g. Provide a summary of meetings to the APASC and other appropriatecommunity colleges and university administrators.
2. Develop methods of communicating the state university admission requirementsto community college students and address issues that may arise as a result ofthe new requirements.
3. Encourage studies and programs which attempt to identify factors whichcontribute to and those which impede the successful transfer of communitycollege students to state universities.

4. Develop plans to utilize the information gathered under item 3 to increase thenumbers of community college students, especially minority students, whocomplete a baccalaureate program and to resolve problems impeding thetransfer process.

Encourage the development of Associate of Arts degree programs designed tomeet the general education requirements of the universities or the Colleges ofArts and Sciences of the universities and encourage faculty discussion of therole and significance of general education within both two- and four-year degreeprograms.
6. Encourage the development of two-plus-two or similar programs between theuniversities and community colleges.
7. Review the credit by examination policies of the community colleges anduniversities to determine their effect on the transfer process.
8. Encourage the use of common assessment instruments for introductory coursesin mathematics and English among and between institutions whore largenumbers of community college students transfer to the state universities.
9. Develop mechanisms for community colleges and universities to define theirrespective roles in the areas of basic skills.
10. Encourage the establishment of statewide computerized networks for purposesof information sharing in such areas as curriculum, financial aid, and studentrecords.
