This report is based on the results of a studyconducted in San Francisco in cooperation with the"New Life for Old Schools" project of The ResearchCouncil of the Great Cities Program for SchoolImprovement. The Great Cities Research Council isan organization of the school districts of the largecities of the United States whose primary purpose isto conduct studies of unique problems faced by theGreat Cities in their efforts to meet the compre-hensive public school needs of their citizens. Theoriginal study and the publication of this report wasmade possible by a grant from Educational FacilitiesLaboratories, Inc.

Both phases of the San Francisco project werecoordinated by Ben E. Graves, formerly schoolfacilities project director for The Research Counciland now consultant on the staff of EFL and itsdirector of the continuing "New Life for OldSchool" project.
