Dear Parent/Guardian,

On behalf of the staff at Safe Harbor Adolescent Recovery Program (SHARP), we would like to thank you for allowing us the opportunity to work with your child and give them the skills and motivation to lead a clean and healthy lifestyle.

It is our mission to provide the best clinical practices to serve individuals and their families in the treatment of co-occurring conditions. Our integrated treatment program is designed to meet the multifaceted recovery needs of individuals with co-occurring issues, both mental health and addiction. We offer a variety of evidence-based treatment practices.

My commitment to you is that you will have a compassionate team of highly skilled professional staff members working with your child to create treatment goals and a solid after-care plan. It is our intention to not only find a recovery path that works for your child, but to strive toward actualizing a plan that will support an extraordinary life. No one deserves to live in pain or despair. Safe Harbor Adolescent Recovery Program is here to guide and support the journey of healing and wellness.

We do not dictate how youth must live; rather, we support them in choosing a path that will serve them as they move forward in life. By balancing physical, intellectual, medical, spiritual and emotional well-being, they will have the opportunity for greater self-understanding, allowing them to see themselves and their relationships from a new and clear perspective.

Through the integrity of taking personal responsibility for their choices, they will learn to free themselves from the self-sabotaging beliefs and behaviors that may have undermined their success in the past.

Our setting and their daily experiences are integral parts of the healing process. As a member of our community, we want them to get what they need while they are with us. Our primary focus is their experience.

1.1. Vision Statement The vision of SHARP is to increase public safety by providing a comprehensive system of treatment services, judicial supervision, and the integration of court and community services which will result in reduced recidivism, increased school attendance, increased employability and sobriety while protecting the rights of juveniles.

1.2. Mission Statement Provide the best clinical practices to serve individuals and their families in the treatment of co-occurring conditions. Our integrated treatment program is designed to meet the multifaceted recovery needs of individuals with co-occurring issues, both mental health and addiction. We offer a variety of evidence-based treatment practices.

1.3. SHARP OverviewSHARP is a 90-120-day program. When youth are ordered into placement our counselors spend the first weeks developing a treatment plan based on numerous assessments and the 90-120 window. As we reach the 90-day mark with the youth, contact will be made to the referring agency informing them of where their client is in their treatment goals. At that time a decision will be mutually agreed that the youth will be returned to their referring agency to complete the remaining goals, or remain in programming until the goals have been completed. If the referring agency chooses to have the youth return, we will outline goals that need to be addressed and completed in order for the treatment plan to be fulfilled.Our program utilizes the Seven Stages of Change developed by Prochaska & DiClemente. Youth often move up and down in these stages and a weekly report will provide information on where your client is in that week. What we use to advance them within the program is very similar to what many Drug Courts use;Orientation 1 week conducting assessments, academic placement, acclimation Freshman 3 weeksSophomore 1 monthJunior 1 monthSenior 1 monthEach level of the SHARP has a checklist of what must be accomplished prior to level advancement. Once the prerequisites for the level have been reached the youth may request a level advancement.

When a youth requests level advancement they will prepare a narrative on why they feel advancement is warranted. This will be presented to the SHARP team by the youth, in an informal, nonthreatening environment.

When a youth advances to “Senior” they will be given a project that must be completed prior to their completing placement. This assignment will be assigned by the SHARP Team.

A graduation certificate will be awarded to all youth who successfully complete placement.

The treatment program covers youth attending over 96 hours of recovery educational and support time. They also receive one-on-one counseling sessions each week to discuss individual issues. In addition, all teens receive regular drug tests to assure their recovery stays on track.

Youth reside in foster homes licensed by the Charlevoix County 7 th Probate Court-33rd

Circuit Court Family Division (Juvenile), through the State of Michigan Department of Human Services. These foster parents are trained to care for youth in recovery. Their homes are drug and alcohol free, and equipped to provide a safe home environment.

Youth attend Round Lake High School, a fully accredited school operated under the direction of Charlevoix Public Schools and the 7th Probate Court. This school is located in Charlevoix, and maintains a highly-structured environment where student have the opportunity to earn high school credits and get back on track with their education before returning to their regular school. An extended summer school program is offered for 8 weeks from June – August where students are able to earn additional credits, participate in field trips and enrichment activities. The SHARP office and staff are located on-site at Round Lake Education Center.

Participants are transported to and from the SHARP Program by the Charlevoix County Transit Bus System. This allows for safe, reliable transportation between daily activities for the youth. Courtesy Rules are explained and the student is responsible for his/her compliance in following the rules. Failure to follow the Courtesy Rules could result in disciplinary action. An adult SHARP staff member rides along as an attendant on every bus pickup/drop off.

Specialized therapy sessions which may include art therapy and additional individual or family counseling is available through local treatment providers for substance abuse. Social and recreational activities are incorporated into the youth’s weekly schedule. Completion of community service hours are also available while in SHARP.

Family visitation is allowed and encouraged. A visitation schedule is provided to the referring court and the parents of the youth. A crucial component is the ability of the youth to slowly transition back to their home environment. This gradual exposure to past triggers, pressures and situations allows the youth to be more stable for a final transition home, increasing their success in recovery.

Each week the SHARP Team, consisting of the program coordinator, foster parents, treatment provider staff, probation officers, and a school representative meet to discuss each teen’s progress. Decisions regarding a youth’s stability in recovery and other progress notes are determined as a collaborative group. Incentives and sanctions are utilized in response to program compliance or infractions. Potential local sanctions

include day treatment, placement in SHARP’s Intensive Respite Care (IRC) program and community service.

1.3.1 Intensive Respite Care (IRC)SHARP prides itself in resolving discipline issues at the lowest level possible; however, there are times when a youth needs a more restricted “time-out”. SHARP has within its infrastructure a program called “Intensive Respite Care” (IRC). IRC is used by the SHARP Team when a consequence is needed and all other avenues to change a behavior or action have failed. Youth are laterally moved from their assigned foster home to Horton Bay Foster Home, allowing a more structured, monitored home where privileges are limited; however, youth can continue working on recovery skills and other materials/assignments given by the SHARP Team. Length of stay varies from 1 to 5 days. Concurrence from the youth’s court is obtained prior to placement.

1.3.2 Extended Recovery Care (ERC)Many times, completing the Safe Harbor Adolescent Recovery Program (SHARP) is just the beginning to sober living. There are many pitfalls that can sabotage recovery. Immaturity, old friends, dysfunctional family members, dangerous educational settings, and emotional trauma. ERC is designed as an alternative for youth that cannot be placed back home either short-term or long-term. For those youths who require extended recovery support SHARP offers Extended Recovery Care. Teens must meet specific criteria to be accepted into this part of the program. Per diem rate is reduced to $70.00; however, depending upon the length of stay, referring courts should be reminded that as youth continue to grow and change, clothing allowances must be made available. The program will work within the referring court’s structure and policy but SHARP is restricted from extending any living expenses other than what is identified in the Service Agreement plan received at the time of intake.

While in ERC, youth are assessed as to their readiness to mainstream back into the public-school setting or whether they would continue to benefit from the structure at Round Lake High School for their education. Teens may participate in up to five healthy recovery related meetings each week, may obtain employment and/or participate in extracurricular activities while stabilizing their recovery.

Home visits during this time are set up based on individual needs and time available in cooperation with families and/or their courts. Teens earn trust, and have an opportunity to exhibit their life skills, show their commitment towards substance free living and become a productive member of the community.

Male & Female

Minimum age of 13 at time of referral; Maximum age of 17 at time of referral.

Must not be charged with violent offenses or have a violent history. Sexual assault criminal histories and criminal histories involving a weapon during the commission of a crime will be evaluated on a case by case basis.

Court referral, pre-or post-adjudication.

The juvenile does not have a serious emotional impairment.

Primary diagnosis of chemical dependency with documented substance abuse history.

Abstinence from all mood-alternating chemical for 72 hours prior to admission.

Mentally and physically capable, as well as willing to participate in the program.

All documents requested in the Referral & Intake Packet must be submitted to SHARP prior to the youth arriving.

1.5. Payment InformationUpon admission, the referring agency agrees to pay the daily program rate directly to the Charlevoix County Family Court for every day the participant is in the program, including home visits up to five days. Transportation cost to and from home visits are NOT included in the SHARP per diem rate. This would be considered extraordinary expense. For details please see the Purchase of Services Agreement in the referral packet.

1.6. Family SupportWe require that family members and other "healthy support" become involved in the client's treatment process. Addiction is a family disease and it has an impact on everyone who is close to the addict. For this reason, anyone wishing to be involved in the recovery process here -- whether through phone calls, mail, visits or weekend overnights -- must attend two family support meetings every month. For those living long distances, one of these required "supports" can be completed over the phone by the client's counselor.

1.7. Referral information Call (231) 547-8191 for verbal information regarding current availability for new

youth. A 6 page Initial Referral will be emailed to the referring probation officer or court

official – to be returned with supporting substance abuse assessment information. Email the referral w/supporting doc’s to: [email protected] or FAX it

to 231-547-3244. A SHARP staff member will call you back after the team has reviewed the

information and assessed if the youth is appropriate for the program. If the youth is tentatively accepted for admission, please complete and return the Intake Packet.

After all documents from the referral checklist have been received, an intake appointment will be set at the referring agency’s convenience.

At the intake meeting, the youth, referring worker, and family members are welcome and encouraged to attend. SHARP staff and foster parents will also attend intake. At that time, the youth begins SHARP, including residing in foster care, participating in all programming, and educational classes.

1.8. Weekly & Review Hearing Reports During your youth’s placement, you will receive weekly progress reports that score the youth in their performance in the foster home, school and treatment. A report will be filed with each youth’s court prior to any scheduled review hearings. In addition, the SHARP Coordinator will accompany the youth to all hearings to testify on progress. We do ask that if possible courts allow the use of the PolyCom system for Review Hearings when distance or weather is a factor.

1.9. Insurance/MedicaidCourts and Families should be aware that upon entering foster care each child is enrolled in the State of Michigan Healthy Plus Medicaid program. Per the State of Michigan foster care guidelines all youth will receive a medical physical, dental check-up, vision care and if indicated upon arrival of any back pain or skeletal issues chiropractic care is also provided (a one-time $35.00 x-ray fee will be billed to the court for chiropractic services). Foster parents are not allowed to deny medical, dental, vision or chiropractic care to youth who indicate a need.

1.10. *Clothing, including-shirts, must not have writing or artwork referencing sex, drugs, gang relevance, violence or any wording of an inappropriate or negative meaning.

1.11. Restricted Items Any aerosol products, including perfume and colognes. Mouthwash and any products containing alcohol, including hand sanitizer. Pens or markers. Any jewelry, including watches, necklaces, rings, earrings, etc. Items of religious or

sentimental significance must be approved by the referring court PRIOR to arrival. Bandanas of any kind. Electronics of any kind. Money

If any of the above items are found they will be confiscated and returned to the youth’s probation officer.

1.12. Optional Items: Stationary and stamps to write home. Basic Toiletries- Foster parent does provide these; however, youth are allowed to

bring items of their own; such as hair brush, comb, blow dryer, curling iron and curlers, electric shaver, shaving cream, dental floss, fingernail clippers, Q-tips, etc. These items will be handed over to the foster parent upon arrival and provided each day for use or as necessary.

Week 1 -4: Youth begins working in the program and completing various assessments. No visits during this time.

Week 5: 4 hour visit with parent/ legal guardian; not to return to his/her home or community. The following criteria must be met: 1. Achieve 75% overall on weekly progress report.2. All assessments completed by Treatment provider.

3. The youth displays stable behavior as evaluated by the counselor.

Week 6: Youth will continue to work within program. No visits scheduled.

Week 7: Day visit with parent/ legal guardian; not to return to his/her home or community. The following criteria must be met: 1. Achieve 80% overall on weekly progress report.2. Must have successfully attended 4 hour visit.3. Negative drug screen from previous visit, including nicotine.4. The youth displays stable behavior as evaluated by the counselor.

Week 8: No visits scheduled. The parent/guardian will be required to attend a family session. The following will be covered in the session:1. Youth’s progress in treatment.2. Youth’s behavior during previous visits.3. A home Contract (Appendix 1) will be established to prepare for a home visit. Parents/guardians must attend this session prior to the youth receiving a home visit.

Week 9: Overnight home visit. The following criteria must be met:1. Achieve 85% overall on weekly progress report.2. Home contract completed and signed.3. Negative drug screen from previous visit, including nicotine.4. Must have successfully completed day visit.5. The youth displays stable behavior as evaluated by the counselor.

Week 10-program completion: Friday-Sunday home visit. The following criteria must be met:1. Achieve a 90% overall on weekly progress reports.2. Negative drug screen from previous week, including nicotine.3. Must have successfully completed overnight visit.3. The youth displays stable behavior as evaluated by the counselor.

SHARP Staff reserve the right to cancel any/or all visits if the youth is determined to be a risk to themselves or to the public. Any/all visits may be changed according to what is deemed to be in the best interest of the youth and/or parent.

When a youth is made aware of their scheduled visit, they notify family that evening. Parents/guardians have 24 hours to confirm with the foster parent their intention for the visit.

Pick-up times at the start of a visit are flexible with parent’s schedule, but they must be prearranged.

Maps of the area and lists of local, free or low cost activities are available from the SHARP staff or office upon request and can also be found on our web site.

1.14. Commercial Transportation use for Home VisitsCommercial transportation is defined as “Travel by Bus” and because of the restrictions placed on minors traveling unaccompanied, SHARP does not permit youth to travel to or from visits utilizing this means of transportation.

1.15. Home Visit Guidelines1. Teens must be supervised by parent at all times.

2. The family home must be drug and alcohol free.

3. For weekend home visits, teens must attend a 12-step meeting. They may do this by personally attending a meeting, documenting the address, date and time and obtain a signature from the individual leading the meeting or they may attend a SMART Recovery meeting online. Registration is necessary and must be done prior to the youth having a home visit.

4. Teens will have no contact with friends.

5. NOTHING is to be brought back to the foster home without approval from foster parents.

6. Teens are NOT to be in possession of ANY medication. All medications are to be kept locked up and are to be transferred from adult to adult only. Follow guidelines for dispensing medication to teen (see foster parents or SHARP Staff for instruction).

7. Pick-ups and Drop offs for home visits must be prompt and timely. Any change to the scheduled times require adult contact. Drop-offs must have adult to adult contact.

8. Internet use is prohibited, including ALL social media. The only exception is if the youth is participating in a “Smart Recovery” AA/NA meeting, which must be documented, and supervised by parents. Verification email MUST be sent to the director; [email protected] .

9. No phone usage except to speak with immediate family members and to call into foster parents or probation officer.

10. Rules of probation still apply when teens are on a home visit.

11. Any concerns during home visits need to be shared with foster parents or SHARP Staff.

In case of an emergency during a home visit, contact the foster parent or SHARP Coordinator. If you are unable to reach either, contact the Charlevoix County Sheriff’s Department at (231) 547-4461 and request that the on-call referee for the Charlevoix Family Court be paged. If you need a return phone call, please leave your name and number so they can reach you. As always, in an emergency where immediate action or intervention is needed call 911.

1.16. Succession PlanIn the event the SHARP Coordinator is unavailable; the Charlevoix County Probate/Family Court Administrator will receive all calls normally directed to the coordinator. The administrators contact number during normal hours is (231)547-7214. After hours, contact Charlevoix County Sheriff at (231)547-4461 and ask that the on-call referee be paged.

1.17. Telephone UsageYouth are allowed one call per week to their probation officer during the hours of 9am and 3pm, Monday through Friday. Calls are limited to 15 minutes. Days are by first letter of last name.

Mondays: A thru E Tuesday: F thru JWednesday: K thru O Thursday: P thru TFriday: U thru Z

Probation officers, case workers, attorneys may contact the program anytime between 9am and 3pm to speak with their youth.

Calls home are not allowed during school hours (incoming or outgoing) unless it is an emergency; defined by grave illness or death in the immediate family. These calls are reserved for the foster home. Youth may contact family up to three times per week for a maximum of 15 minutes. These calls are subject to speaker phone monitoring to ensure conversations remain appropriate.

1.18. Youth Dress Code“You may be the only Big Book that others read”. This profound statement has much to do with your appearance. How you present yourself to your community, both verbally and physically, can be a testimony to sobriety. What you wear says much. SHARP feels that it is important that you establish successful grooming and dress habits. To be clear, we would like to express our expectations.

The first expectation is to be clean. Your body, breath and clothing should not be dirty. Not only is this a distraction, it can be offensive to those around you.

The second expectation is to be properly attired. Defining the word “proper” can be as vast and diverse as the youth we serve; however, the following areas are not subject to negotiation.

Safety First- Your shoes (footgear) must be designed to cover your toes. This means you are

not to wear opened toed sandals, flip flops, etc. Socks must be worn at all times during the treatment day. (Exception: This does not apply if you are in the foster home.)

- No shorts are to be worn in the kitchen.- Wear a coat, hat and gloves outside during the cold weather months. If you need

any of these items, then see your foster parent. Help may be available.

Presentation - Slippers and pajamas are to be confined to the foster home.- Hats are not to be worn in the building. They are to be worn straight (forward or

backward), not tilted. No “Do-Rags”, bandanas or head bands are to be worn at any time.

- Sunglasses are not to be worn on the property unless they are for medical purposes and cleared by staff.

Hygiene- Tattoos

Everyone admitted into SHARP may not acquire any new tattoos; this includes any “self-tattooing.

- Piercings Once admitted into SHARP all piercings must be removed. No new piercings are allowed while in SHARP.

- Nails Nail polish is not allowed while in SHARP. Nail polish remover is not permitted. Artificial nails are not permitted, including those done professionally.

Jewelry - Piercing – Not permitted while in placement.- Chains, rings and necklaces, earrings, watches – Not permitted while in

placement.

Clothing- A SHARP shirt must be worn from the time you step on the bus until you arrive

back in the foster home. Each youth is provided three shirts upon arrival. - NO shirts are to be worn under the SHARP polo shirt.- During cold weather SHARP will provide blue sweatshirts, which are to be worn

over the top of the polo.- Attire that is deemed to be dirty or tattered is unacceptable.- T-shirts or other garb that is attention seeking, shocking or glorifies destructive

behaviors is unacceptable. These include, but are not limited to… Alcohol or drug ads / logos. Self-defeating material. Sexual, racial or religious offensive materials.

- No Gang related items – no “colors”, uniforms or symbols, which includes accessories and paraphernalia.

The staff has the final say about any attire at any time and they reserve the right to ask a resident to change his clothing if it is deemed incendiary, dirty, distracting or offensive. If a youth has a medical situation that contradicts these guidelines, the staff will address those specific needs.

1.19. House Rules and Behavioral Guidelines

General Operations

If at any time the staff of SHARP feels that a youth’s behavior is unsafe or counterproductive to recovery, that youth could be discharged from the program. This includes willful negligence, destruction of property, harms to self and others and toxic behavior. The following rules address the more common procedures and behaviors that arise.

General Rules1. There is only one dumb question and that is the one you don’t ask. When in

doubt, ASK.2. Listen to other people who have been here and try to have an open mind.3. Be helpful. When applicable, help your peers with assignments or assist them in

gaining tools for recovery.4. Show others respect. Treat people the way you want to be treated. We are to here to

learn how to get along and gain tools for recovery.

5. You are your brother’s keeper. If you know a peer is breaking a rule and do not hold him accountable, then you are enabling or covering up their behavior. Your silence in the matter makes you just as guilty as the rule breaker.

6. When you move into your room at the foster home, you are responsible to clean it. Make sure that it is free of contraband. When you move out of your room, you are responsible for ensuring that the room is clean for the next person moving in.

Procedural RulesDaily check-in procedures1. When arriving at school, exit the bus in an orderly fashion, enter the building and line up

within the green taped area; young ladies on the right young men on the left.2. When instructed to approach the security gate, do so quietly.3. Prior to passing through the detector students will be asked to empty pockets and

turn inside out.4. The following items are to be removed prior to passing through the metal detector.

a. Jackets / sweatshirts / gloves / hatsb. Beltsc. Shoes & Socks

5. Students will place any bags, notebooks, etc. into the tray on the table next to the metal detector.

6. Staff assigned will control the flow of students through the detector to allow each student to register as they pass through the device.

7. All personal items placed in the tray or on the table will be searched.8. When instructed, the student will pass through the metal detection unit. If the

student activates the detector they will again be asked to remove any additional items from their person and pass through a second time. If the student again activates the metal detector they will be moved to the side where a handheld scanner will be used by a member of the same sex as the student. The scanning will begin at the toes and continue to the head in all directions without touching the students body. If the student continues to activate the handheld detector and a reasonable explanation is not substantiated, a pat-down search may be required. This is to be done in private by a member of the same sex as the student and with the permission of the director/coordinator.

9. Under no circumstances will SHARP or school staff conduct a strip search of any student.

10. If no warning sounds, the student will be given back their personal effects and they may proceed to their locker to put away all items not needed for the school day, and immediately return to the green taped area just after the metal detector where they again will line up within those markings.

11. If a student refuses to go through the metal detector or refuses to remove objects from their pocket, local law enforcement shall be notified as well as the youths probation officer.

1.20. Drug ScreeningSHARP youth are drug screened randomly by contracted screeners, provided by Charlevoix County Probate & Family Court.

Urine screens must contain a minimum of 45ml of urine - to the line indicated on the urine cup. Temperature should be 90-100 °

Drug screeners should always be aware of their surroundings and check the area they are using to ensure it is free from contraband or other potential distractions

When a screener is observing the client for the purposes of guaranteeing the collection of a valid specimen, the screener shall NEVER have any physical contact with the client. In the event that the screener has a concern regarding the client concealing, on his/her person, substances/fluids/apparatuses for the purposes of altering a specimen, the screener will ask the client to expose those areas of concern.

Under no circumstance should youth be in possession of money.

Pick-ups and drop-offs of home visits must be prompt and timely. Any changes to the scheduled times requires adult contact. Drop-offs must have adult-to-adult contact. (Contact required between foster parent and family). Please be mindful that foster parents have other youth and family; noncompliance in this area is impolite.

If returning late from a visit, SHARP must be notified within 15 minutes of scheduled return time. (231) 675-3803.

Parent/guardian(s) are responsible for ensuring that the youth takes their medication. The youth is not allowed to be in possession of any medication. Youth is not allowed to take any medication not prescribed to them.

If the youth requires medical attention while on a visit, attending physician must be notified that youth is in a substance abuse recovery program prior to any prescriptions being written.

Upon return, youth will be dressed appropriately. Any jewelry, piercings, false nails, etc will be removed as these items are safety concern and not permitted in the program.

No additional clothing or food may be brought back to the foster home without expressed permission of the foster parent.

ConsequencesAny infractions of the above rules may result in the visit being recorded as unsuccessful. Youth will not advance to the next visit level and will have to repeat previous visit until it is successful. In addition the following may be imposed:

2.1 Introduction

All foster homes will comply with policies and regulations as detailed by the State of Michigan Bureau of Regulatory Services. The policies in this manual are in addition to, not in place of, state licensing rules.

2.2 Program Overview

The SHARP foster homes are located in or near Charlevoix County, Michigan, and are licensed to serve four to six youth each. These facilities are licensed by The State of Michigan Bureau of Regulatory Services as foster family homes and foster family group homes. The youth served by these homes must possess at least minimal behavior controls in order to function in an open setting in a residential area of the local community. Youth most effectively served by the foster homes have experienced substance abuse or behavioral and relationship problems in their homes, schools, and/or their communities.

The foster homes are not equipped to care for youth who are overly psychotic or dangerously assaultive. They are also not equipped for the severely handicapped or the severely visually or hearing impaired.

Youth of all races and ethnic backgrounds are accepted in foster homes licensed by Charlevoix Probate and Family Court. The homes are licensed to accept youth ages thirteen to seventeen. There are no geographical restrictions regarding referrals.

SHARP foster homes are trained to work with youth involved in the court’s substance abuse programs and/or to provide a foster home for youth with current or past court involvement who are unable to live at home.

Charlevoix Probate and Family Court have a need for up to six foster homes for the SHARP program. These can include homes for specialized care and for respite care.

All foster homes are provided with 24-hour support by contacting the on-call worker for Charlevoix Probate and Family Court. In addition, a licensing supervisor is assigned to monitor and provide services to all foster homes. SHARP foster parents participate in team meetings with SHARP and the court staff.

These foster homes pride themselves in being non-locked facilities with security being provided by motion sensors and camera systems along with the professionalism of the trained foster parents. Foster parents regularly receive updated in-service training to improve their skills and techniques.

Referrals are made by contacting SHARP and completing a SHARP Referral Packet, which is then submitted to the SHARP Team. A court order for placement is necessary

for court adjudicated youth. A written agreement of placement is necessary for private placements.

2.3 Foster Parent relations

2.3.1 BEHAVIORAL MANAGEMENT In addition to the discipline guidelines outlined by state foster care licensing rules, the following types of punishment are prohibited:

➢ Physical force or any kind of punishment inflicted on the body, including spanking➢ Confinement in an area such as a closet or locked room➢ Withholding necessary food, clothing, rest, toilet use, or entrance to the foster home➢ Mental or emotional cruelty➢ Verbal abuse, threats, derogatory remarks➢ Prohibiting approved visits or communication with a youth’s family➢ Denial of necessary educational, medical, counseling, or social work/court services

A foster parent may use reasonable restraint to prevent a foster child from harming him or her self; However, the incident shall be immediately reported to the court on-call worker, and documented in detail.

Appropriate discipline may consist of:➢ Loss of privileges➢ Additional age appropriate chores➢ loss of points for weekly report

In SHARP, most behavior issues are reported to the SHARP Team or the program staff. After discussion, the foster parent follows the recommendation for behavior management per the SHARP Team.

2.3.2 MEDICAL, DENTAL AND EYE CARE Upon arriving in the foster home, foster parents should review the medical information provided by the youth’s parents and court and if indicated the youth has not had medical, dental or vision care within the last 12 months, appointments should be scheduled within 30 days of the youth’s arrival. Whenever possible foster parents are expected to work with the parents, referring worker and court to provide routine medical care.

The Placement order gives the foster parent permission to seek emergency medical, surgical and dental care. The Court’s on-call worker, as well as the referring worker, and the child's parent should always be notified. Once emergency personnel are treating the youth, the foster parent should provide notification to the SHARP Director and/or Charlevoix County Family Court Administrator.

If a youth has not had a physical exam in the past twelve months prior to placement, the foster parent is responsible to see that one is completed within ninety days of placement.

Documentation shall be provided to the court's licensing worker, as well as placed in the child’s file.

A physical exam must be completed every fourteen months while the child is in foster care. Documentation shall be provided to the court’s licensing worker, as well as placed in the child’s file.

A dental examination shall be obtained at least every eighteen months, unless a greater frequency is indicated.

2.3.3 GRIEVANCE PROCEDURE FOR FOSTER PARENTSAll foster parents are to be given a copy of the Ombudsman Act upon becoming licensed as a foster home for the Charlevoix Probate and Family Court.

If a foster parent has a grievance they are to first contact the licensing worker.

If the licensing worker is unable to resolve the grievance, the foster parent may contact the court administrator.

If the foster parent wishes to proceed with the grievance, the judge may be contacted.

Foster parents may request a support person during the complaint process.

2.3.4 UNUSUAL INCIDENT REPORTWhen any of the events listed below occur, the Court Administrator or On-Call Worker for the Charlevoix Probate and Family Court is to immediately be notified:

➢ When a youth is missing from the foster home➢ Any illness or injury that requires hospitalization of a youth➢ A youth’s involvement with law enforcement authorities➢ Attempted removal of the youth by any person not authorized by the court, program

or placing agency

In the case of the death of a foster youth, the foster parent is to immediately contact the Court. The Court will contact the youth’s parents, referring agency, and department licensing authority.

2.3.5 EMERGENCY Foster parents must have agency-approved written procedures for the following emergencies:

❖ Fire❖ Toronado❖ Serious accident or injury

Foster parents shall submit a written evacuation plan for a foster home that provides care for a person who requires assistance to evacuate the home.

2.3.6 TRAVELING OUT OF THE AREA WITH YOUTHFoster parents shall not take a youth more than seventy miles one way or off the mainland without the permission of the Charlevoix Probate and Family Court. Foster parents shall not transport a youth of the opposite gender for more than a radius of seventy miles from Charlevoix Court unless they have permission of the court and another adult with them. Such transports are to be documented and kept in the foster file in the foster home. It is the responsibility of the foster parent to obtain and file such documentation.

2.3.7 SCHOOL TRANSPORTATION Youth placed in the SHARP program will be transported to Round Lake High School in order to meet their academic needs. The foster parent will provide transportation, or make approved arrangements for transportation, to and from Round Lake High School. If there is an emergency situation, transportation will be arranged by the foster parents.

2.3.8 APPROVED TRANSPORTERSWhile youth are in the custody of the foster parent, only the foster parent or RH staff will provide transportation unless they have obtained prior approval from Charlevoix Probate and Family Court or SHARP staff.

2.3.9 LAW ENFORCEMENT INTERVIEWSCharlevoix or Emmet Family Court youth are never to be interviewed by law enforcement unless approved by the custodial parents. Out of county youth may only be interviewed at the written direction of the referring worker or referring court administrator.

2.3.10 ALLOWANCE Youth in care due to participation in the SHARP program may receive a personal allowance. (However, Policy mandates that participants in SHARP are NOT allowed to have or be given any money during their treatment program.) If foster parents choose to give an allowance these must be written permission from the parents, approval of the Court Administrator, and a ledger of disbursement kept in the youth’s file. (All money must be maintained and accounted for by the foster parent.)

2.3.11 ALCOHOL USE/SUBSTANCE ABUSE Individuals licensed by the Charlevoix Probate and Family Court to operate a foster home will not consume or serve any illegal substance or alcoholic beverage on the premises of the foster home. A licensee will not be on the premises if under the influence of alcohol or any illegal substance. If allegations arise regarding the use of alcohol or illegal substances, the licensee may be asked to complete a substance abuse assessment and make the findings of such assessment available to the Charlevoix Probate and Family Court and Child Welfare Licensing.

2.3.12 RELIGION Upon placement in the foster home, foster parents will review the Religious ….. noting the religious preference of the youth. The youth will be asked if they would like to have contact with the clergy of their faith, or attend services. If they would, the foster parent will make arrangements for them to have contact with the clergy of their faith and make arrangements for them to attend services. Youth may attend religious services with the foster parents but are not required to actively participate, youth may sit quietly, read and/or remain respective. At no time will any child be made to participate in a church service nor will they be forced to talk with a member the clergy.

2.3.13 EDUCATION Youth placed in the foster home will attend Round Lake High School from 8:00 am until 3:00 pm. while school is in session. They will participate in a teacher led; computer based educational system that will allow them to continue their education as they go through treatment.

The home will provide a study area for the child, with access to such educational materials as dictionaries, reference books, calculators, paper, pencils, etc.

If a youth is removed from the normal classroom, they will be sent to the focus room where they will be given appropriate work that defines the unauthorized action and how they will correct that action and prevent it from happening in the future. Additional sanctions may also be imposed.

2.3.14 FOSTER PARENT TRAINING Each individual foster parent must complete twelve hours of training prior to the end of the first six month licensing period and before the placement of a child. Orientation cannot count for more than six hours of the twelve hours required.

Following the initial training, as outlined above, each individual foster parent is required to complete six hours of training annually.

2.3.15 COURT HEARING ATTENDANCE & TRANSPORTATIONFoster parents will cooperate fully with Charlevoix and Emmet Courts regarding transportation of their youth to court for required court hearings. Foster parents may be present for the court hearing, but are not required to attend.

Foster parents will not transport youth outside of Charlevoix and Emmet Counties for court hearings without special permission granted by the SHARP Program Coordinator and the Court Administrator of Charlevoix County Family Court.

Foster parents will keep records in accordance with state licensing rule 400.9506. Youth files will be kept by the foster parent and Charlevoix Probate and Family Court for the length of time dictated by the State of Michigan licensing rules for child placing agencies and foster homes.

2.3.17 RESPITE CARE PROVISIONAll individuals working with youth in any foster home licensed by Charlevoix Probate and Family Court must have court approval. The following guidelines must be followed:

➢ Before an unsupervised individual may have contact with a child who is in foster care the individual shall have completed a record clearance check with documents that he or she has not been named in a central registry as the perpetrator of child abuse or child neglect.

➢ All individuals will complete a record check regarding traffic violations and a lien check for criminal activity.

➢ In addition, individuals will have to receive documented clearance from the Court Administrator.

Foster Parent Guidelines for using Respite Care:

Respite care is the responsibility of the foster parent. The foster parent must complete a Respite Authorization Form and obtain approval from the SHARP Director that the respite care worker has received and passed all clearance checks before allowing access to any foster child(ren).

Prior to Payment: (for the caregiver to stay at the Foster Home) $12.00 per hour minimum Childcare – foster parent is out of the home for several

hours but not overnight $75.00 per night minimum One RPC worker / one overnight stay only – no meal

responsibilities $125.00 per night minimum

Should the foster parent require respite care where the caregiver will not be staying at the foster home of residence on file with SHARP Program, the following terms and conditions apply:

The foster parent forfeits the $55.00 per night fee for each foster child staying outside of the home.

The entire fee for the foster child to stay outside of the home will be paid in advance to the caregiver prior to leaving the foster child with the caregiver.

Medications and instructions will be handed adult to adult (foster parent to caregiver) and a personal count done and signed for by both parties for every medication. All medications are required to be up to date and quantity sufficient to last the youth for the duration of respite care.

Respite caregivers will agree to follow the guidelines set forth by the foster parent(s).Respite caregivers will agree to not spend monies with the expectation of being reimbursed

without prior approval of the foster parent(s).Respite caregivers will maintain 24/7 visual contact with the foster youth residing in the foster

home and will not allow foster youth to give direction or instruction without prior instruction from the foster parent to the caregiver.

2.4 Youth Guidelines

2.4.1 HYGENETattoosEveryone admitted into SHARP may not acquire any new tattoos; this includes any “self-tattooing.JewelryNo one is allowed to wear jewelry without foster parent permission.PiercingsOnce admitted into SHARP all piercings must be removed. No new piercings are allowed while in SHARP.NailsNail polish is not allowed while in SHARP. Nail polish remover is not permitted. Artificial nails are not permitted, including those done professionally.Haircuts & hair stylesNo drastic hair styles which change the physical appearance of anyone’s identity. Any hair style changes, or haircuts must be preapproved by the foster parent. No hair dying or color changes. Hair extensions and hair weaves will not be allowed while in placement.

2.4.2 TELEPHONE USAGEParent and caseworkers will have reasonable access to the youth by phone. Calls may be restricted by the SHARP Team’s recommendation. Both the referring worker and the parent shall be notified of the reason for such an intervention. Foster parent shall monitor all calls and may use their discretion to end a phone call. When this occurs it should be mentioned in the weekly report. Youth will not be allowed to call friends without special permission of the referring worker and the SHARP Team. Caseworkers shall approve calls to family members other than the youth’s parents. The youth will be allowed to call home upon arrival. From that point on they are allowed 2-3 phone calls per week home. An individual phone plan may be approved with prior approval.

2.4.3 MAIL Youth are only permitted correspondence from immediate family. Any others must be approved by the youth’s probation officer/case worker. Youth placed in the home will be allowed to receive mail. However, all mail shall be opened by the foster parents and reviewed to ensure that there is nothing in the letter or package, which by its nature or intent might lead to failure in the SHARP program.

Mail may be sent by youth to appropriate persons deemed acceptable by the court. Foster parents will read the letter before mailing it for the youth.

2.4.4 MUSIC Music that has a parental advisory warning or a strong reference to sex, drugs, gangs or violence will not be allowed. IMP’s, CD players, Cellphones (with music downloads) are all prohibited in the program during treatment.

2.4.5 HYGIENE PRODUCTS STORAGE Youth cannot have aerosol, cosmetic or hygiene products in their possession at any time. All such products must be stored in a locked cabinet, and dispensed by a foster parent for use. Perfumes, colognes, & aftershaves are prohibited. Nail polish, nail clippers, files, tweezers, eye drops, razors, etc. are only to be used under direct supervision of the foster parent.

2.4.6 CLOTHING AND PERSONAL PROPERTY A clothing inventory will be completed upon arrival of the youth in the SHARP program. All clothing will be clearly marked with the youth’s initials or ‘mark’ to identify the owner of the clothing. Should the youth not have the appropriate clothing a completed Inventory will be turned into the SHARP Director within 72 hours of the youth’s arrival to the program..Clothing inspections are to be done upon arrival to the program and also upon return from any visit.

Personal property or possessions are only allowed per the program guidelines. No prohibited items will be allowed in the program, nor will the program be responsible for any items or personal property

2.5 Structural requirements

2.5.1 ALARM SYSTEMSSHARP is not a locked program. However, for the safety and well being of the youth, full time foster parents are required to install an alarm system, and have it be operational 24 hours a day, that, at a minimum, provides the foster parent with knowledge that a youth has exited a window or door. Foster parents with co-ed youth must install a system which allows for the foster parents to ensure that youth of the opposite sex do not have contact without their knowledge.

2.5.2 CEILINGSFoster parents will complete all ceilings in bedrooms and common rooms. The only areas allowed to have an exposed ceiling will be those in a storage room or laundry area.

2.5.3 HAZARDOUS MATERIALS/FIREARMS Dangerous and hazardous material, objects or equipment that may present a risk to youth placed in the foster home shall be stored securely, and out of the reach of youth, as appropriate for the age and functioning level of the youth.

Firearms shall be trigger-locked or fully inoperable and stored without ammunition in a locked area. Ammunition shall be stored in a separate locked location. A handgun shall be registered. Documentation of the registration of the handgun shall be available for review.

3.1 Transporter Guidelines

Outside of normal RDSS transports, there are occasions when a transport is needed to facilitate an appointment for a youth in SHARP.

1. Transporters should not make any unplanned stops while transporting a youth. If there is an emergency, and an unplanned stop is required for medical attention, call 911 and then notify the SHARP coordinator.

2. Transporters should not make purchases for youth of any kind. Transporters are also not allowed to give youth gifts of any kind, even as minor as a pop or candy.

3. Transporters should not allow the youth to use their cell phones for any calls.

4. Transporters are not allowed to mail any letters or make contact with anyone for the youth.

5. If youth are asking the transporter for requests of inappropriate nature (as listed above), the transporter is to contact SHARP coordinator in a timely manner.

6. If youth are misbehaving while being transported, or causing other problems, the transporter is to contact SHARP coordinator or Court staff immediately. IF they are unavailable call 911.

7. Transporters are required to make contact with the SHARP Coordinator/Round Lake High School/BASES staff person or a foster parent EACH time they pick up or drop off youth for transportation. Communication regarding the number of youth being transported and any additional information should be passed on from transporter to staff/foster parent, not through the youth.

8. Youth should not have access to any substances in the transporter’s vehicle, including air freshener or any other aerosol containers; White-Out, permanent markers, highlighters or and other materials that could be inhaled or “huffed.” Back seat should be clear of anything the youth can cut with or use as paraphernalia at a later date (i.e., Paper clips/pens/pencils/knives/scissors/cash).

9. Transporters are not allowed to have any physical contact with a youth. In addition, youth are not allowed to touch one another while in the transporter's vehicle.

10. Transporters should only broadcast acceptable music or radio stations in the vehicle. Music or talk radio with high level of sex, drug/alcohol, violence or bigotry content should not be broadcasted.

11. Transporters are not allowed to release a youth to anyone other than the designated person/location.

12. Youth are never allowed to carry personal medication. If a medication needs to be transported with a youth, it is only allowed to be passed from adult to adult. If a youth has medication of any kind with the, the transporter should take the medication and tell SHARP staff (or the person you are releasing them to) immediately.

13. Transporters are not allowed to have other occupants in the vehicle with the youth during transportation unless they are approved RDSS volunteers or it has been approved in writing by the Charlevoix Probate Court or SHARP Staff.

14. Transporters are not allowed to use tobacco products in the presence of the youth. Drugs or alcohol can not be used prior to or during the transportation of youth.

15. Youth are required to wear their seat belts and engage in safe behaviors in the vehicle at all times.

16. It is the transporters duty to keep their vehicle a clean and safe environment for the youth, as well as in good working order with adequate fuel, maintenance precautions, and insurance coverage.

17. On occasion there may be orders from the SHARP coordinator/ Charlevoix Probate Court that restraints are necessary when transporting a youth. In such case the transporter will follow the RDSS protocol for restraining a youth.
