1 EXECUTIVE SUMMARY

Dobbie DN 80 and DN 100 spring hydrant valves are coated and assembled by MIL

Trading (P) Ltd in Chennai India exclusively for Dobbie Dico Meter Co (WA) Pty Ltd to

comply with the requirements of AS 3952:2002 Water supply - Spring hydrant valve for

waterworks purposes.

The spring hydrant valves are intended for use with drinking and recycled water supply and

are operated by means of attachment of a standpipe.

The spring hydrant valve design allows the spring supports, which house the helical

compression spring and dome, to be removed, allowing for direct full bore access to the

pipeline for insertion/removal of swabs.

The spring hydrant valves are flanged to AS 4087 Fig B5, DN 80 or DN 100.

Dobbie and MIL Trading both hold ISO 9001 quality management system licences and a

product certification licence (ISO Type 5) for AS 3952:2002 Water supply - Spring hydrant

valve for waterworks purposes has been issued to Dobbie for their spring hydrant valves.

MIL Trading has also been issued with a product certification licence (ISO Type 5) for

AS/NZS 4158:2003 Thermal-bonded polymeric coatings on valves and fittings for water

industry purposes.

Dobbie has fulfilled all of the quality assurance and type testing requirements of WSAA

members and associates.

MIL Trading sources supply of ductile iron castings and other components from local Indian

based companies in accordance with Dobbie drawings and specifications. The ductile iron

components are coated by MIL in Rilsan Nylon 11 and assembly and testing is also

completed by MIL at their Chennai facility.

1.1 Recommendations

It is recommended that WSAA members and associates accept/authorise Dobbie DN 80

and DN 100 spring hydrant valves, listed in the Schedule to the StandardsMark Licence

Certificate No SMKP 21749 referenced in Appendix ‘B’, for use in water supply pressure

pipelines designed and installed in accordance with applicable WSAA Codes, WSAA

member integrated Codes and the manufacturer’s requirements, where specified.

2 THE APPLICANT

2.1 The Supplier

Dobbie Dico Meter Co (WA) Pty Ltd was established in Western Australia in 1940 as a

manufacturer of water meters and fire valves. The company has extended its scope to

include gate valves, hydrants, reflux valves, air relief valves, swing check valves, a

comprehensive range of fire protection equipment and ferrous and non-ferrous castings.

Dobbie is a distributor of ductile iron fittings and a manufacturer and supplier of water

reticulation infrastructure components in Western Australia. Dobbie also operates an in -

house ferrous and non-ferrous foundry, a machine shop and testing facility.

2.2 The Manufacturer

2.2.1 MIL Trading (P) Ltd

MIL Trading is an associate company of MIL Industries Ltd. The company, situated in

Chennai India, was established in 1996 and is a leading manufacturer of rubber, PTFE and

plastics based engineering products.

The Company was originally established with technical collaboration from Societe

Chimique de Gerland, France. The company was initially engaged in the manufacture of

corrosion and abrasion resistant rubber linings, but quickly diversified to providing high

quality product solutions to other clients including OHJI Rubber & Chemical Co Ltd in

Japan.

With expanding clients both at home and abroad, MIL Trading diversified into the plastics

engineering business within 10 years of establishment and is now a leading exporter of

PTFE and other plastics based engineering products and services. Manufacturing

capabilities include PTFE lined pipes, spargers and thermowells. The company has also

enjoyed success with its recent introduction of high pressure PTFE braided hose, which

has gained a successful entry into a number of overseas markets.

MIL Trading’s association with the Dobbie Dico Meter Co began in 2004, initially as a

provider of thermally bonded coating services for Dobbie’s ductile iron fittings, which were

cast locally in Tamil Nadu. Since that time the range of services has expanded to include

the manufacture and testing of civil products including hydrants, valves and a large range

of custom designed rubber seals and gaskets.

2.3 The Sub-Suppliers

MIL Trading sources the supply of machined ductile iron castings and other components

from local Indian companies.

The components are inspected and tested at the MIL Trading facilities for compliance to

Dobbie drawings and specifications. Rilsan Nylon 11 coatings are applied by MIL Trading

in their coating plant in accordance with AS/NZS4158, utilising the fluidised bed technique.

The resilient seat is also manufactured by MIL Trading to AS 1646.

MIL Trading carries out the assembly and testing of the hydrants in accordance with AS

3952.

Dobbie has provided copies of ISO 9001 certificates for all sub-suppliers together with

typical material test certificates for each of the components.

3 THE PRODUCT

Dobbie DN 80 and DN 100 spring hydrant valves comply with the requirements of AS

3952:2002 Water supply - Spring hydrant valve for waterworks purposes.

The valve design includes removable spring supports, which house the helical

compression spring and dome, to allow for direct full bore access to the pipeline for

insertion/removal of swabs.

The resilient seat is 6 mm thick, which complies with WSA PS-267 minimum requirements.

The Dobbie spring hydrant valves are flanged to AS 4087 Fig B5, DN 80 or DN 100.

All internal and external surfaces of the Dobbie spring hydrant valve body and yoke are

coated with Rilsan Nylon 11, supplied by Arkema, and applied by MIL Trading using the

fluidised-bed technique, in accordance with AS/NZS 4158:2003 Thermal-bonded polymeric

coatings on valves and fittings for water industry purposes. MIL Trading has a

StandardsMark licence for the application of polymeric coatings to AS/NZS 4158.

The spring hydrant valves are rated to PN 16 with an Allowable Operating Pressure (AOP)

of 1600 kPa.

For recycled water identification options, Dobbie can also provide spring hydrant valves

with coated lilac coloured yokes.

Ancillary products such as flange gaskets, fasteners and jointing lubricant are also

available.

4 SCOPE OF THE APPRAISAL

The scope of this appraisal is as described in Section 3 and detailed below in Table 1:

5 APPRAISAL CRITERIA

5.1 General

Appraisal criteria is determined by the WSAA Infrastructure Products and Materials (IPAM)

Network and regularly reviewed to ensure that the criteria reflect the requirements of

WSAA members.

5.2 Quality Assurance Requirements

The WSAA product appraisal network accepts spring hydrant valves manufactured under

cover of a third party certified management system complying with AS/NZS ISO 9001 and

having ISO Type 5 product certification in accordance with AS 3952:2002 by a JAS-ANZ

accredited Conformity Assessment Body (CAB) or by a CAB accredited by international

accreditation system recognised by JAS-ANZ.

5.3 Performance Requirements

Dobbie spring hydrant valves have been appraised for compliance with AS 3952:2002

Water supply-spring hydrant valves for waterworks purposes. The following Product

Specifications are also relevant to this application:

WSA PS - 267 Hydrants (Spring) for Pressure Applications - Water Supply

WSA PS - 312 Flange Gasket and O-rings

the WSAA website.

6 COMPLIANCE WITH APPRAISAL CRITERIA

6.1 Compliance with Quality Assurance Requirements

Certificates have been submitted by Dobbie to support the following:

(a) Dobbie Dico Meter Co (WA) Pty Ltd has a Quality Management System in compliance

with ISO 9001:2008 certified by SAI-Global and a StandardsMark licence for AS

3952:2002 Water supply – Spring hydrant valve for waterworks purposes, issued by

SAI-Global

(b) MIL Trading Private Ltd, the manufacturer of the spring hydrants, has a Quality

Management System in compliance with ISO 9001:2008 certified by TUV Nord and a

StandardsMark licence for AS/NZS 4158:2003 Thermal bonded polymeric coatings on

valves and fittings for water industry purposes, covering the application of polymeric

coatings, issued by SAI-Global.

(c) Each of the component suppliers is licensed to ISO 9001.

Refer to Appendix ‘B’ for details of primary suppliers quality certifications.

6.2 Compliance with Performance Requirements

6.2.1 Type testing

Dobbie has provided Type Test results from Plumbing Testing Laboratory, a NATA

accredited laboratory, to demonstrate compliance with AS 3952-2002. Copies of test

reports are available upon request from the WSAA Product Appraisal Manager.

6.2.2 Suitability for contact with drinking water

Dobbie has submitted test reports to verify that the EPDM seals and Rilsan Nylon 11

coatings comply with AS/NZS 4020:2005 – Product for use in contact with drinking water.

6.2.3 Components material list

The basic minimum material requirements for each hydrant component are detailed in AS

3952 Table 2.1. Material test certificates have been submitted by Dobbie to demonstrate

conformance for each of the spring hydrant components. See Table 2 below.

The body thickness of the resilient seat is 6mm as required by WSA PS - 267. Refer to

Appendix C for complete details.

6.2.4 Flanges and flange gaskets

Flange dimensions conform to AS/NZS 4087-2011 Figure B5 (PN16) DN 80 or DN 100.

Dobbie offers flange gasket materials separately.

6.2.5 Coatings and lining for hydrants

Clause 4 of AS 3952:2002 requires all internal and external surfaces of the body and yoke

to be coated with a polymeric coating in accordance with AS/NZS 4158 Thermal-bonded

polymeric coatings on valves and fittings for water industry purposes .

The coatings for the Dobbie spring hydrants are applied by MIL Trading utilising Arkema

Rilsan Nylon 11, applied by the fluidized bed technique.

MIL Trading has a StandardsMark licence to cover the application of polymeric coatings

and Arkema has a StandardsMark licence to cover the Rilsan Nylon 11 powder material.

Arkema has also issued an “Approved Coating Applicator” certificate to MIL Trading. See

Appendix A.

6.2.5.1 Coatings repair kit for valves

Dobbie recommends Jotacote 605 as a coating repair material. Jotacote 605 is a high build

two pack epoxy coating, suitable for repair of minor damage to polymeric coated surfaces.

Refer to Appendix A for field repair instructions.

7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION

Spring hydrant valves are standard water industry products and general specifications are

shown in Appendix A.

9 PACKAGING AND TRANSPORTATION

Each spring hydrant is individually packed into a cardboard box and labelled with the

description of the hydrant e.g. 80 mm Spring Hydrant Valve.

10 PRODUCT WARRANTY

The products are covered by the normal commercial and legal requirements of Competition

and Consumer Act 2010. Details of Dobbie’s warranty are included in their terms and

conditions of sale.

11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING

REPORT

Dobbie spring hydrant valves are considered standard products and installation trials were

not required as part of this report.

12 DISCUSSION

Dobbie has provided copies of all quality certificates, product schedules, copies of test

reports and a complete set of product drawings. Much of this material is ‘commercial in

confidence’ to which reference only is made.

13 SUMMARY

Examination of the submitted documentation provides an expectation that the range of

spring hydrant valves manufactured by MIL Trading on behalf of Dobbie, as outlined in this

report, are ‘fit for purpose’ in water supp ly and recycled water supply pipeline networks.

14 LIFE EXPECTANCY

Subject to the pipeline design and installation being in accordance with the manufacturer’s

requirements and the relevant WSAA Codes the following life expectancy ratings are

nominated:

For water supply, with fusion bonded coatings to AS/NZS 4158, life expectancy in excess

of 50 years before major replacement.

These ratings are only a general guide to life expectancy and may increase or decrease as

a result of the system operating conditions, preventative maintenance programs, operating

environment and other geographical and site specific factors.

15 FUTURE WORKS

There are no outstanding future works items.

Coating Field Repair Procedure:

Jotacote 605

1. Product Description

Jotacote 605 is a high build, high solids surface tolerant epoxy coating. It may be used with either a standard cure hardener (STD) or fast cure hardener (FC). Standard colour to be used for Dobbie Fittings is “Valve Blue” 2. Health & Safety Warnings

Please observe all precautionary notices & instruction displayed on the product container. Use under well ventilated conditions. Spillage onto the skin should immediately be removed with soap & water. If eyes become contaminated they should be well flushed with water and medical attention should be sought immediately. All surfaces should be clean, dry and free from contamination. If applied to bare metal, abrade with grade 80 grit paper and clean thoroughly. If applied on top of old coated surface, thoroughly clean and dry application area. 4. Application conditions

The temperature of the substrate should be at least 3ºC above the dew point of the air and preferably 5ºC above dew point. Good ventilation (especially in confined areas) is required to ensure correct drying. 5. Jotacote 605 Preparation

Mixing ratio 1:1 Mixing – 1 Part Compound A to be mixed thoroughly with 1 Part Compund B (Std or FC as required) Pot Life (23ºC) Std Compound B - 3 Hrs, FC Compound B - 1.5 Hrs. 6. Application Methods
