It is this departJ:lent' s policy that the deput:;· registrar offices accommodate each customer as c:ompl<-telr as possible. The following information is designed to pro­vide you with the necessary guidelines to imple:nent thi~ policy. The licensing procedures for snowmobiles and watercraft are outlined in the following pages of this booklet. The imme~iate sections below a:e provided to cover any areas of special interest not covered elsewhere in this booklet.

AREAS OF SPECIAL I:ITEREST

Decals:

Decals arc provided to the custOC1cr by this department upon the completion of the processed boat or snow~obile license application, and are sent with the license through the 111ail.

Replacement Deca,ls:

There is no charge for replacement decals. This request ~ay be called in to this office or wr1tten acros~ the top of the llcPnse application if one is being submitted. This office will mail replacc.~ent decal1 upon.request after verifying that the boat or snOWC10bilc ls validly registered.

Boat and Snowmobile Guides:

Encourage each customer to pick up a copy of the boat and/ or i:;nm.-:oobile guide 'oJhen in yo·.lr offic~. The custo::t.ir ::l..li'

also write or call this office for a copy.

'You must submit-seoarate checks !or ~oat and sn~A"::IObilc transactions. If a custc~er's personal chec~ is ~ub­mitted with the transaction, please staple it to the back of the application. -

All transactions must be listed on the dailv reoort for.:i. This listing includes the na.~e. address, and zip code of the customer as well as the receipt- num..~r of the appli­cation and the fee paid.

Although you do send in ORV reports in the ;;:.r.:~ envelo~ as bo:it and snowmobile reports, they are ha:id~·:i by ~ separate division within this department. Fe; - !iis rea-son, separate report fon:is ~nd separate checks must be submitted for these transaction~. You should have infor­mation to this effect from Steve Seefeldt~

Information Concerning Validated, 60 Oay Receipts Issued to Watercraft and Snow-:r.obile Owners:

A validated r~ceipt is always issued when an application is submitted and a fee paid for a boat or •nO\o-::i.obile transaction. A receipt ~ay not be issue~ NO FEE unless it is approved by this o!fice in advance. The following list explains any exceptions to the issuance of a validated receipt other than a nor.t11al boat or snowmobile transaction:

A. Lost or Destroyed Oricinal Receiot: ~1len a cus­tomer loses Qr destroys his/her ~riginal, vali­dated receipt, he/she must apply\for a duplicate regiGtration card and pay the appropriate fee because the original receipt is in li~u of the registration card. If the original trannaction involved an unregister~d boat er sncw:nobile, the customer must fill out an application for a dupli-cate registration card and write •Ni::w• on the line requesting the registration number. In both cases, a second registration card will be sent.

B. Expired Receipt: If a custo~er brings in nn criginal receipt that: h'.ls CY.?i:-ed, please tr:; to :::intact thi:; office for instructions. If this office cannot be reached, you cay re-validate the receipt. Instruct the customer that she/he must contact this off ice (give them our toll-free nwr.ber if nccess~ry) so

Receiot Requests When Oriqinal Aoolication Is Sent Throuqh The Hail: If a custot:1er has sent 1m i'.l~,.ilication through the mail and requests a validated receipt from your office, they cust register the boat ox sno-Ai::obile again (a double registration). You JnUSt write•sECOND APPLICA­TION• on the top of the card, and infon:i the customer that a refund will be forthcoming in six to eight weeks after the' . .original transaction has. cleared. In this way;, '.the ·c.ustomer will be 'able · to use the boat or snowmoblle legally until the · original application is completed.

County Codes:

This office is requesting a county code number on all watercraft and snvomobile transactions. The applicant should refer to the standard county code list when pro­viding this infonnation. I have enclosed a copy of this list, and urge you to make it available to your personnel for use.

Sailboards:

Exception&: Ru!:>ber rafts may place the license nw:iber and the decals on tvo pieces of board and attach them to the tow ropes of the raft on the outside of the raft.

Toll-Free Number:

Sailboards must affix' the eecals to the stern or the prow of the boat. If it will not adhere to the boat, the owner should contact this off ice for instructions.

l. Watercraft currently registered in another state and not kept in Minnesota for lllO~e than 90 consecutive da"3.

2. ~atercraft from a country other than the u.~. and not kept in Minnesota for .-ire than 90 consec~tive days.

3. Watercraft owned by tm. t' S. government, ex;;ept those used for recreational p\;rposes.

4. Watercraft doc~ented with the U.S. Co~st Guard. s. A ship's lifeboat. 6. Duc:ltboats during the duck ~unting season, rice boats

during the h3rvest sea:<On and seaplanes. 7. Non-motorized watercraft 9 feet in length or less.

B. All snowmobiles must ~ licensed by the Department of Natural R'!sources. ExceptL"\£ to this law are as follows:

l. Snowmobiles owned and used by the~. S •• anott.er state, or a political subdivision thereof.

2. SnOW1110bile1 re9~stered in a country other than the u.s. teAporarily used within this state.

3. Snovmobile1 covered by a valid license of another ~tate and which have not ~een within ~hi• state for o..~re th•n 30 consecutive Gays.

4. Snowmobiles used exclusively in organized track racing events. (The co11111is1ioner of natural resources may issue special pen:iits to out of state sno~biles from a state or country wher& registration i• no~ re~~ired to operate in Kinne•ota for limited periods of time not to exceed 30 days in connection with organized group outin9s, trailrides, r~ces, rallies and ~ther promotional events.)

C. SERIAL NUMBERS

l. Watercraft - Serial numbers (or Hull ID numbers) on boats are requested and this cff ico urges you to obcnir. one wher..ever possible. However, some older boats or hooem3da boats ~ny not have then, and may, therefore, be registered without them.

*Any motori:ed canoe or sailboat does not require a special license. The owner must simply put the assigned license number on the canoe or sailboat as shown for a pleasure watercraft.

••Pleasure watercraft are defined as utility boats (includ­ing fishing), runabouts, cruisers (hardtop cabin), pontoons (twin-hulled), houseboats (except pontoons), rafts (inflatables except canoe-shaped" inflatables), water sports crafts (jetski, vet bikes), and •other• (otherwise unspecified watercraft).
