The year 2004 will certainly be recorded as one in which we not onlyset ambitious goals, but one in which we managed to accomplishmore than I thought possible. The pace of the Institute notablyquickened and, given our commitment to task, I assume that themultitude of aims we are pursuing are leading us to making a tangibledifference in the ability of our client governments to more effectivelymanage their water resources. As is clearly demonstrated in thisannual report, we addressed priority issues that affected our principlemandates in education, research and capacity building. Additionallywe made substantive progress in clarifying our role andresponsibilities within the larger UNESCO context.

Let me begin by noting that our education programmes and our driveto maintain overall academic excellence underpin all other activities ofthe Institute. Without this pillar, we run the risk of losing theconfidence placed in us by UNESCO Member States and ourparticipants, and the Foundation and Governing Boards.

UNESCO-IHE welcomed 223 new participants in October, a 15%increase from the previous year. Together with support from theNetherlands Ministry of Foreign Affairs, the WaterMill projectinvolving 24 researchers for each of three years was initiated. Allinvolved will contribute to addressing research topics related to theMillennium Development Goals. No other educational institute in theworld has the opportunity we have to make such a tangiblecontribution in support of these goals as does UNESCO-IHE. We alsocompleted all preparatory work for launching several of our regularmodules in a distance-learning format with financial support from thePoWER programme. These two efforts represent innovation in oureducation programme. Nineteen new staff joined the Institute in2004, including three new professors, nine other academic and sevenadministrative staff. We will likely continue to expand at a modest ratein order to comply with our pledge to integrate new and innovativemethods into our delivery mechanisms while remaining cutting-edge.

Our research efforts also demonstrated the commitment of theacademic staff to continue to develop new and innovativetechnologies as well as subject the results of their investigations to thecritique of peers in top quality journals and other publication outlets.The ‘IHE family filter’ for removing arsenic from won the prestigious‘Holland Innovation Award’ in the water category, the first timeUNESCO-IHE has been so recognised. Ten PhDs graduated last yearand their dissertations stand up to those of any programme in theworld. We continue to expand our research efforts in many parts ofthe world and in many different fields covering all of our academicprogrammes. Finally, the academic staff continues to make strides interms of both the quality and quantity of publications. In 2004 severalimportant books were published and many staff produced scholarlycontributions to peer-reviewed journals. This progress bodes well forour academic reputation.

We also continued to make tangible strides in terms of our capacitybuilding activities, together with partner institutions and as a result ofour efforts vis-à-vis the PoWER partnership institutions, and indeveloping new projects and products. We made substantive progressin our partnerships with other institutions of higher education thatmay eventually lead us to issuing joint degrees, a long-standing goalof this Institute. We held regular videoconferences with a wide varietyof audiences on many important topics, convoked three leadershipconferences here and in the field through PoWER, hosted severalimportant international meetings including one launching the WaterCooperation Facility. We were invited to participate in developing thecapacity building components for ten universities as Indonesiaimplements its national environmental and development plansponsored by the World Bank. Negotiations were completed for anew MoU with the Technical University of Delft to be signed in early2005. We reached an agreement to host the Secretariat for thesecond phase of the Water and Climate Dialogue, and continue toengage in joint activities with our in-house partners – IRC, CapNetand NWP. We also continue to work closely with a number ofexternal public and private sector partners from the Netherlands suchas GeoDelft, Delft Hydraulics, Dura Vermeer, and also with the DelftCluster consortium, and elsewhere as with the WWF (World WideFund for Nature) and Suez. We secured funding for the second phaseof the project Capacity Building for Sustainable Development ofWater Resources and Environmental Sanitation in Ghana and the Sub-Region together with our long-time partner the Kwame NkrumahUniversity of Science and Technology.

I want to note several efforts that contribute to our continuing to bean Institute of excellence. For example we broadened our fundingbase for fellowships to include several countries. A part time alumniofficer was installed providing us the opportunity to really involve ourgraduates in the growth of the Institute. We restructured the FinanceDepartment, upgraded the accounting software, implemented thefirst phase of the Management Information System, and formalisedour tax-free status in our host country. We received formalrecognition from the International Hydrological Programme ofUNESCO as its ‘educational arm’ breathing life into what the DirectorGeneral said two years ago in terms of our Institute being a ‘hub’ forthe future of capacity building in the water sector. The 2005-2007Strategic Plan was completed and the library management systemupgraded. New personnel policies on staff development, absence andreintegration, childcare, flexi-hours, and smoking were set in place forfull implementation in 2005.

Two noteworthy events that took place in 2004 were the Promotionof UNESCO-IHE’s 50th PhD candidate and the Honorary FellowshipAwarding of William Cosgrove. Mr. Maher Abu-Madi from Palestinepromoted successfully on June 22, with a thesis entitled ‘IncentiveSystems for Wastewater Treatment and Reuse in Irrigated Agriculture

in the MENA Region: Evidence from Jordan and Tunisia’, and thusbecame the 50th UNESCO-IHE PhD participant to obtain a PhDdegree. Mr. Abu-Madi currently works at the Water Studies Instituteof Birzeit University, Palestine, and is closely involved with UNESCO-IHE’s PoWER Partnership.

William Cosgrove was awarded the Honorary Fellowship on theClosing of the Academic Year for his many contributions towardssolving the world’s water problems. He was involved in water policydevelopment aimed at improving water infrastructure and livingstandards in the poorest countries of the world for over 40 years, andbelieves that water should not compete with other sectors on theinternational agenda, but rather that the international communityshould come to grips with the reality that water is an essentialcomponent in realising the health, education, and agriculture prioritiesof the world’s developing countries.

Finally, I want to make it absolutely clear that the Rectorate iscommitted to the underlying goals of the Partnership for WaterEducation and Research - PoWER, both in support of the partners ofthe programme and to its underlying importance to this Institute. Ithas and continues to offer us a unique opportunity to transform ourInstitute, a luxury that few organisations enjoy. We know there is a lotyet to realise and it will likely take a second phase until we caninternalise the full range of PoWER aims, activities and outputs intoour overall programme and budget, but at least we know of itsimportance. And I commit myself to not squandering this opportunity.

All things considered, 2004 was a very busy year of tremendouschallenge and opportunity. We look forward to continuing to servethe interests of the Member States and in particular the needs ofdeveloping and transition countries in the water sector.

BACKGROUND & MISSION

UNESCO-IHE Institute for Water Educationcontinues the work started in 1957 when theInstitute first offered a postgraduate diplomacourse in hydraulic engineering to practicingprofessionals from developing countries.Over the years, UNESCO-IHE has developedinto an international education instituteproviding a host of postgraduate courses andtailor-made training programmes in the fieldsof water, environment and infrastructure;conducting applied research; implementinginstitutional capacity building and humanresource development programmes;participating in policy development; andoffering advisory services worldwide.

The Institute has gradually expanded itsacademic base to include disciplines such associology, economics, and environmentaland management sciences. Its range ofactivities has broadened, accordingly, fromidentifying solutions to engineeringproblems, to designing holistic andintegrated approaches in the developmentand management of water andenvironmental resources, and urbaninfrastructure systems. The Institute’sservices now also comprise integrated waterresources management, effective servicedelivery and institutional reform, all of whichaim to enhance full stakeholder involvement,equity, accountability and efficiency in watersector development and management.

In November 2001, UNESCO’s 31st GeneralConference decided to make IHE an integralpart of the Organisation. By March 2003, thenecessary treaties and agreements betweenthe IHE Delft Foundation, UNESCO and theNetherlands Government were signed,allowing for the entry into operation of thenew UNESCO-IHE Institute for WaterEducation.

UNESCO-IHE envisions a world in whichpeople manage their natural resources in asustainable manner, and in which all sectorsof society, particularly the poor, can enjoythe benefits of basic services.

The mission of the Institute is to contribute to the education and training of professionalsand to build the capacity of sectororganisations, knowledge centres and otherinstitutions active in the fields of water, theenvironment and infrastructure, indeveloping countries and countries intransition.

Within the UNESCO mandate and themission statement, the Institute executes thefollowing functions:• Functioning as an international standard-

setting body for postgraduate watereducation programmes and continuingprofessional training;

• Building human and institutional capacitiesthrough education, training and research;

• Setting up and managing networks ofeducational and water sector institutionsand organisations world-wide;

• Functioning as a 'policy forum' forUNESCO Member States and otherstakeholders; and

• Exercising an advisory function on watereducation to partner organisations andother members of the UN water family.

Within the framework of UNESCO-IHE’sendeavour to contribute to the UNMillennium Development Goals, theInstitutes primary strategic objectives includemaintaining academic excellence andmaintaining effectiveness in a changingworld. These objectives will be strengthenedand facilitated by a tier of operationalobjectives including further developingpartnerships and networks, encouragingentrepreneurship in an academic setting anddiversifying and stabilising the Institute’sfunding base.

Degree programmes offered at UNESCO-IHE in 2004 were the 12-month Master of Engineering (MEng), the 18-month Master of Science (MSc), and the 4-year Doctor of Philosophy (PhD)programme. The institute also organises various short courses and group training courses throughout the year.

In the Academic Year 2003-2004, the Institute offered the following Masters Programmes:

In 2004, 45 research fellows were enrolled in the PhD programme,and 226 participants joined the various short courses of which 80were alumni participating in Refresher Seminars. One hundred andtwenty five MSc degrees were awarded during the year.

In addition to the Delft-based programmes, UNESCO-IHE assistedpartner institutes in Ghana, Palestine, Yemen, Zimbabwe, Kenya, Egypt and Colombia to deliver postgraduate education and training.Through various guest-lecturing assignments, UNESCO-IHEcontributed to the education of professionals in a large number ofcountries.

ACCREDITATION

Early in 2004, UNESCO-IHEreceived feedback from theexternal Quick Scan reviewcommittee, which evaluated theMasters programmes at the endof 2003. An internal procedurewas started to decide how tocontinue these programmes.Based on a thorough analysis,the Institute decided to onlyoffer the MSc degreeprogramme per the academicperiod 2005-2007, and toabolish the MEng degreeprogramme.

The Parliament and the Senateapproved the so-called’Aanpassingswet HogerOnderwijs’ during the secondhalf of 2004. It gives theinstitute the legal right to issueMSc degrees until December2007, after which date theMaster programmes need to beaccredited by the NVAO. TheInstitute initiated preparations toobtain this accreditation. In2004, this entailed a descriptionof the domain the programmesoperate in and an outline of theself-evaluation report based onthe protocol supplied by QANU.In December 2004, twoinformation sessions wereorganised for key staff membersinvolved in the accreditationprocess and in writing the selfevaluation report. In addition tothe accreditation defined byQANU, the SAIL institutes haveproposed to have theirprogrammes assessed on theextra criteria of DevelopmentRelevance, which has to beapproved by QANU.

AQA

The Academic QualityAssurance committee (AQA) –responsible for formalising aninternal quality assurance systemfor educational, research andproject activities throughout theInstitute – prepared the first draftof a quality assurance manual.The chapter on the frameworkof a Quality Assurance systemwas extensively discussed in theInstitute. In December 2004 aworkshop for select staff wasorganised to kick-off thedescription of various processes.

PHD MATTERS

In 2004 a handbook forpromovendi and promoters wasdeveloped, describing allactivities and responsibilitiesrelated to the PhD promotion. Adirective was prepared to definethe maximum duration of a PhDstudy programme. Guidelineswere developed on the use ofPhD promotion funds, which theInstitute receives from theUniversities graduatingUNESCO-IHE candidates. Thesefunds will be used forprospective PhD research.

ADMINISTRATIVE MATTERS

At the end of the academic year2003-2004 all graduatesreceived a diploma supplementto their diploma. The diplomasupplement replaced theacademic transcript, and wasdeveloped according to theguidelines of UNESCO-CEPESand the European Commission.

RESEARCH

The Institute continued to pursue research aspart of its commitment to train skilledresearchers from developing and transitioncountries, and to support improved watermanagement as well as the educational andcapacity building activities of the Institute.Individual research projects addressed issuesrelated to the primary thematic thrusts for theInstitute’s academic activities.

A major success of the Institute’s researchduring 2004 were the field trials of the‘family filter’ for removal of arsenic incontaminated drinking water. The filter,which consists of iron oxide coated sand, wasdeveloped as a result of more than 20 MScand PhD research efforts. A patent is pendingand further applications of the process areplanned. The technology behind the filterwon the ID-NL Award 2004 in the WaterTechnology category.

Other successes have accumulated through anumber of EC and other sponsored researchprojects. This year was notable for the largenumber of successful PhD defences (seeAnnex 2).

MSc participants are encouraged to dotheir research projects in topics that are ofdirect interest to their home situations. Tothis end some participants return to theircountries to collect data. Increasingly morePhD fellows are carrying out their researchon a sandwich basis where half their time isspent at UNESCO-IHE and the remainderback in their country. This encouragesresearch relevant to their home country andemployer, involves local professionals insupporting the research work, and providesgreater assurance of continuity.

Publications are an important indicator formeasuring the research output of theInstitute. Quality publications lead to betterdissemination of the generated knowledge,extend the networks of the individualresearchers, and improve the reputation ofthe Institute as a serious contributor toacademic research in water. For a list ofpublications produced in 2004, please referto Annex 5.

The Institute uses a portion of its own fundsto support ongoing research activities,through matching funds as well as internal,fully funded projects. In 2004, the Institutecosponsored 10 research projects throughthe internal research fund. TheEUROMARKET project is one such project,and has the objective to determine theconsequences of and formulate policyguidelines for the liberalisation of the watersector in economic (water prices), ecological(sustainability) and social (employment)terms. Another example, the ‘SmallholderSystem Innovations in Integrated WatershedManagement’ project, has the objective ofstudying the hydrological, environmental andsocio-economic impacts of up-scaling watersystem innovations in rain fed agriculture atwatershed scale.

The projects fully funded by UNESCO-IHEare designed to catalyse research intoparticular, innovative topics that promoteinterdisciplinary cooperation acrossdepartments and cores. Examples of internalprojects are ‘Integrated modelling ofwetlands’ and ‘The development of a multi-level analytical framework for the integratedassessment of the exploitation of water andenvironmental resources.’

The Institute is a partner in the DelftCluster research programme, and as suchactive in preparing proposals forimplementation during 2005. Theseproposals include a number of PhD positions.A number of other research proposals havealso been prepared and submitted to the EC6th Framework Programme.

The promotion of internationalcollaborative research is a priority of thePartnership for Water Education andResearch (PoWER) programme. PoWER issupporting ‘Developing tools forcharacterising water quality problems in theNile Basin’, a project involving the HydraulicsResearch Institute (HRI) in Egypt and theMakerere University, Institute forEnvironmental & Natural Resources, Uganda.

The annual PhD seminar was held in March2004 and attracted 30 PhD fellows. Anumber of research seminars were also heldin each department throughout the year.Together these provided opportunities fordissemination of research results and a meansof informing colleagues on what research isbeing done.

Four new full time professors wereappointed during 2004, and another fourprofessorial chairs were in the process ofbeing filled. This marks a significant changein the constitution of the Academic Board,which is expected to result in new researchinitiatives in the coming years. Also, onMarch 22nd, Prof. Joyeeta Gupta held herInaugural Address entitled ‘(Inter)nationalWater Law and Governance: Paradigm Lostor Gained?’

With the aim to further the impact of itscapacity building operations, the Institutetook the decision to develop an academicquality assurance (AQA) system for allprojects undertaken. In a series ofbrainstorming sessions, existing procedureswere reviewed and updated, and new onesdesigned. Particular attention was paid tothose processes that directly affect theacademic outputs of projects. The role ofindividual Professors and of the AcademicBoard in the design and implementation ofprojects was also clarified.

The year 2004 marked an importanttransition period during which theinstitutional development programmeof the Ministry of Foreign Affairs of theNetherlands was substantially changed. Thisresulted in the phasing-out of six multi-yearinstitutional development projects funded bythe SAIL Project Programme (SPP). The SPPwas terminated by its sponsor, and replacedby the more competitive NPT-programme(Netherlands Programme for the InstitutionalStrengthening of Post-Secondary Educationand Training Capacities). The NPT is set upas a strongly ‘demand-driven’ programme,which means that the participating countriesdefine the projects, which are subsequentlytendered in the Netherlands.

All six SPP-projects (in Ghana, Kenya,Egypt, Zimbabwe, Colombia, Palestine) –largely aimed at consolidation and achievinginstitutional self-sufficiency – successfullyestablished education and research capacitieswith partner organisations in the South, andenabled the Institute to build solid relationswhich will continue to be strengthened in thefuture. The PoWER partnership proved anexcellent environment to further developcommon activities and serves as a platformfor enhancing South-South cooperationbetween the former SPP-counterpartinstitutes. Universidad del Valle in Colombialaunched the ‘Strategic Alliance’ withUNESCO-IHE in April 2004; this representsa close partnership between both institutes,aimed at developing joint project andadvisory activities for the benefit of the Latin

American market. The Institute’s SPPprojects received a good evaluation during anexternal review of the SPP programme mid2004; the ESEE project at Univalle inColombia received the highest score of allprojects evaluated under this review. In viewof the lower number of NPT projects(compared to SPP) coordinated byUNESCO-IHE, the Institute developedtargeted efforts to attract other sources offunding for its capacity developmentprojects. These efforts are likely to result inadditional projects in 2005.

In 2004, UNESCO-IHE was a lead partner inthree tenders under the NPT Programme,two of which were successful and resulted innew projects. The first project providesassistance to the National University ofRwanda in establishing a Master of ScienceProgramme in Water Resources andEnvironmental Management. The secondproject concerns a continuation of thecooperation with the Kwame NkrumaUniversity of Science and Technology inKumasi, Ghana. The new NPT-funded phasebuilds on capacities established under theSPP project and aims at broadening thescope of expertise and at establishing a newMSc-specialisation in Integrated WaterResource Management. Both projects willrun from 2004 to 2008. Another NPTproject with two Hydro-meteorological

Colleges in Vietnam was approved late2003, but due to administrative proceduresin Vietnam will only start activities in early2005. The project is developed in apartnership with Saxion (lead partner) andITC.

The UNESCO-IHE PoWER Programmeis the largest of the Institute’s ongoingprojects. The PoWER project – a partnershipbetween 17 member institutions throughoutthe world – made substantial progress in2004, initiating the development of jointeducation and training packages with partnerinstitutes. PoWER also developed initiativesto mobilise the alumni networks ofUNESCO-IHE and its 17 regional partners.The partnerships and alumni networks willalso be instrumental in acquisition and jointimplementation of projects and advisoryservices.

In the context of decreasing the dependency of the Institute on Netherlandsfunding, acquisition from EuropeanCommunity sponsored programmeswas intensified. This has resulted inparticipation in two integrated projects:‘Demonstration of a European knowledgemanagement framework for a procedure onwaste- and drinking water assetmanagement’ (2004-2006) and ‘IntegratedFlood Risk Analyses and ManagementMethodologies’ (2004-2008). TwoEuropeAid tenders were also successfullysubmitted. Both support Eastern Europeancountries in implementing the EU WaterFramework Directive. One addresses themanagement of the transboundary SavaRiver in Croatia, Bosnia and Herzegovina,and Serbia and Montenegro. The otherconcerns the training of civil servantsworking for regional authorities of theHungarian Ministry of Water Resources.Sponsoring by the EC-CRAFT programmewas received for research on an innovativetool for multi-element analysis of ground andsurface water.

Two EC-Alfa network projects,coordinated by the Universidad del Valle inColombia and UNESCO-IHE, were started in2004. The network will develop a number ofjoint educational modules for incorporationinto the curricula of partner institutions.

Another EC project on ‘WaterLiberalisation Scenarios, an EmpiricalAnalysis of the Evolution of the EuropeanWater Supply and Sanitation Sector’ wasstarted. This project is implemented by aconsortium of ten institutes, lead byUNESCO-IHE, and extends over a period ofthree years.

An important acquisition is the project‘Water Sector Capacity Building inSupport of the MillenniumDevelopment Goals’. With support fromthe Netherlands Ministry of Foreign Affairs,the project will enable the Institute toinvestigate water-related topics addressed bythe MDGs and increase the capacity to findsustainable solutions. The research is done byprofessionals from different developingregions, of which some 50% are from Africa.The project ‘Real-Time Monitoring &Management System for Water Resources inthe Yellow River Basin (China)’ will developa basin wide water resources monitoringsystem and therewith provide basicinformation for strategic planning. The toolwill also serve as an early warning system ofdroughts.

Another success in 2004 was the acquisitionof three group training projects (forChinese and Iraqi professionals), including44 participants in the Masters Programme.

Major ongoing capacity buildingprogrammes include the Water for AfricanCities training component, the assistanceprovided for the establishment of aGroundwater Information Centre in Chinaand the Middle-East EXACT project onwater treatment and re-use.

Various smaller capacity building projectsand advisory service activities werecarried out in 2004. Examples include theperformance of a feasibility study on arsenicremoval in Hungary, a tailor-made training inFinancial Management for UrbanInfrastructure Development in China,capacity building at the Syrian NationalWater Training Centre, support toIndonesian universities to establish acooperative network and joint trainingmodules, a review of the Master DrainagePlan for Pakistan, and advice in wetlandsrestoration in the Aral Sea region. Theseprojects are particularly important as they areaimed at specific target groups and generatenew knowledge within a local context. For acomplete overview of ongoing and newlystarted projects in 2004, please refer toAnnex 3.

CORE ACTIVITIES

PARTNERSHIPS AND NETWORKS

Within the broad UNESCO mandate, theInstitute fosters the establishment andmanagement of networks of educational andwater sector institutions and organisationsworldwide. To the Institute, both networksand partnerships are of strategic importancein terms of access to and sharing ofinformation.

In 2004, ties with UNESCO Headquartersand Centres were intensified. Products ofthis cooperation include a pilot trainingneeds assessment for water experts in theframework of the MDGs, the drafting of thechapter on ‘Capacity Building andKnowledge Management’ for the 2006World Water Assessment Report, anddeveloping a proposal for involvement in theDecade on Education for SustainableDevelopment.

The Institute continued to expand its scope ofactivities within the global capacity buildingaims of the PoWER programme. Thepartnership – registered with the UNCommission for Sustainable Development –concluded a governance document, approvedby all partners early in 2004. With thisdocument in place PoWER is prepared towelcome new partners, and negotiations arecurrently taking place with IIT Roorkee,India.

The partners Hohai University and NHRIboth based in Nanjing, China, organised thefirst UNESCO-IHE PoWER workshopon Creative Learning Methods & Techniquesin Nanjing. This workshop trainedprofessionals from PoWER Institutions,enabling them to design and facilitatecreative learning or brainstorm sessions intheir respective organisations. UNESCO-IHEplans to transform one of its lecture roomsinto a creative learning room, designed andequipped to host learning events,brainstorming sessions, negotiations, anddialogues in a stimulating environment.

During 2004, UNESCO-IHE and its PoWERpartners developed eight on-line courses.These courses are true examples of joint

products in the PoWER context, and consistof a blend of learning methods, includingface to face, videoconferencing and internet-based interactive distance learning. Thesecourses will be launched in 2005.

Concepts fostering connectivity for lifebetween the PoWER institutes and its alumniis thought to be essential to achieve thegeneral objectives of PoWER. In this contextthe Virtual Alumni Community (VAC) – apowerful Web-based tool to enhanceinteractions among UNESCO-IHE alumni, aswell as alumni from other PoWER institutes –was developed. The VAC, which will belaunched early 2005, on World Water Day,combines the Distance Learning Centres ofthe World Bank’s Global DevelopmentLearning Network (GDLN) and enables theInstitute to efficiently organise special eventsfor alumni worldwide. One example in 2004was a series of seminars on AuthenticLeadership consisting of a face-to-faceseminar in Delft and three videoconferencingseminars facilitated by GDLN.

UNESCO-IHE supports educational andwater sector institutions worldwide throughregionally established networks andpartnerships. One of these networks isWaterNet, the capacity building network forintegrated water resources management inSouthern and Eastern Africa. Activities werecentred on the key objective to level theplaying field through regional cooperation. In2004, activities included running acooperative Masters Programme in IWRM,developing new modules, joint research, staffdevelopment, and drafting a proposal for asecond phase of the programme. In the Nileregion assistance was provided to the NileBasin Capacity Building Network for RiverEngineering (NBCBN-RE), which consists ofkey institutes in all ten Nile RiparianCountries. Main achievements were thecreation of thematic research clusters, jointresearch and training activities, a governancestructure and secretariat that ensurecontinuity in the network’s operations, and apowerful Internet-based platform facilitatingthe work of communities of practice.

In Latin America, Africa and the Middle East,UNESCO-IHE successfully completedcooperation projects with Universidad delValle (Cali, Colombia), Kwame NkrumahUniversity of Science and Technology(Kumasi, Ghana), University of Zimbabwe(Harare, Zimbabwe), Institute forMeteorological Training & Research(Nairobi, Kenya), Hydraulics ResearchInstitute (Cairo, Egypt), and BirzeitUniversity (Birzeit, Palestine). Education,training and research capacities weredeveloped at all these locations andcollaboration will continue in the frameworkof PoWER and various bilateral programmes.

In the Netherlands, close relations aimed atcooperation in the field of educationand research – in particular on joint PhDgraduations – exist with the Delft Universityof Technology, the Free University ofAmsterdam, and Wageningen University.The International Water and SanitationCentre (IRC) and UNESCO-IHE are partnersin information, training and capacity buildingactivities. Cooperation focuses on financialaspects of water management, knowledgemanagement, and sewage & sanitation. Theinitiative to integrate UNESCO-IHE and IRCwas suspended, as a result of the Boards notreaching an agreement.

Participation in knowledge networks suchas the Cooperative Programme on Water andClimate and those set up by CAPNETcontinued. An important development wasthe Netherlands Government’s approval ofthe proposal for a second phase of DelftCluster, a partnership between six prominentNetherlands-based institutes cooperating inresearch on sustainable infrastructuredevelopment in densely populated deltaareas. The new phase will run from 2004 to2010. UNESCO-IHE’s primary contributionsfocus on various aspects of improving watermanagement, modelling for water securityand protection against floods. Knowledgedissemination and broadening thegeographical scope of the research willreceive future attention.

The concept and use of Communities ofPractice as knowledge units has beenfurther developed, tested and promoted. In2004, a number of new web-basedplatforms were launched. Beneficiariesinclude participants in UNESCO-IHE’sdegree programmes, alumni attendingrefresher courses, wetlands professionals andmembers of the NBCBN-RE network.

In the framework of its cooperation with theWorld Water Council, UNESCO-IHE isactively involved in the preparations of thecrosscutting Capacity Building and SocialLearning theme for the World Water ForumIV to be held in Mexico in 2006.

WATER SECURITY

Mainstreaming watersecurity in thespecialisations of waterengineering continued in2004, with an emphasison floods and droughtmanagement. Theresearch initiative forurban flash floodsmanagement was furtherdeveloped ending with aninternational seminar inIndia in December. Expertgroups from China andKorea visited UNESCO-IHE with the aim to studyflood management in theNetherlands and the

Institute’s involvement in this field. The activities related to water andclimate continued with the initiative to submit a proposal for Waterand Climate East Africa with the EU Water Facility early 2005. Mainpartners here are Wageningen University, Alterra and the CooperativeProgram on Water and Climate.

A Refresher Seminar on water scarcity was organised incooperation with HRI Cairo in July and an institute wide researchproposal for water harvesting was submitted in December. Importantgroundwater monitoring activities continued under the Exact projectin the Middle East. A book with a description of the main results ofthe NATO SfP project ‘integrated water resources management underconditions of water scarcity in Central Asia’ was published inNovember. Work on effects of drainage and groundwater monitoringin irrigated areas under arid and semi conditions in Pakistan continuedand will lead to new research activities in 2005. Trans-boundary surface or sub-surface water resources can eithercatalyse development on a bi-national or sub-regional basis or lead tocompetition and even conflict. Regional agreements which focus onshared responsibility and investment can help nations avert conflictsand related water security issues. The European Union through theEuropean Water Framework Directive and international developmentbanks and other donor organisations are increasingly supportinginvestments in shared basins or aquifers with the riparian nationsactively involved in the planning process. On a global scale UNESCOand UNESCO-IHE responded to these developments with theinitiative for the establishment of the International Water CooperationFacility in 2004.

By the end of 2004 UNESCO-IHE was involved in trans-boundaryriver basin management in some very important river basinsthrough the following projects: • River Jordan: continued support to the EU funded Exact project

with the aim to jointly monitor groundwater resources in theMiddle East. In 2005 UNESCO-IHE will participate in the EUfunded Water Data Banks project which will focus on water re-usein the Middle East;

• River Sava: education and training on the guidelines forintroduction of the EU Water Framework Directive in Croatia,Bosnia-Herzegovina and Serbia Montenegro. Provide support tothe Sava River Interim Commission and the InternationalCommission for Protection of the Danube;

• Nile Basin: continued support to the Nile Basin Capacity BuildingNetwork for River Engineering and to the Nile Basin Initiative. In arelated initiative a proposal is submitted to the EU Water Facilitywith the objective of capacity building for mainstreaming of climatevariability into integrated water resources management in EastAfrica and the Nile Basin;

Related initiatives were taken within the framework of theEnvironment and Security (ENVSEC) initiative, which is a newjoint activity of UNDP, NATO and the OSCE in Geneva. The project isproviding support to trans-boundary water and environment projectsin post conflict and potential conflict areas. Examples are the BalkanRegion and Fergana Valley in Uzbekistan. UNESCO-IHE is presentlyinvolved in the development of a trans-boundary river basinmanagement project in the Aral Sea Basin in Central Asia. Thedevelopment of capacity in conflict management, international waterlaws and protocols and of concepts and tools for integrated planningand decision making will contribute to increased capacity andpresence of the Institute in these projects. The establishment of theWater Cooperation Facility is an example of how these activitiesculminate in new and important fields of management science thatUNESCO-IHE contributes to the international water community.

Water security deals with thedevelopment and management of asustainable balance between wateravailability and water demand. Itinvolves protection against waterrelated hazards (floods anddroughts), wise use of waterresources and the safeguarding ofwater functions and services. Theworld water agenda has translatedthese key issues to balancingincreasing human requirements foradequate water supplies andimproved health and sanitation withfood production, transportation,energy, and environmental needs.Major developments in this fieldinvolving UNESCO-IHE are inintegrated river basin management,conflict management and in themainstreaming of climate variabilityissues in integrated water resourcesmanagement.

The WWF Chair inFreshwater Ecosystemswas filled in October2004. This has givenimpetus to the partnershipbetween the WWF andUNESCO-IHE to exploreareas for cooperation forthe years to come. As afurther developmentunder the WWF chair,research and capacitybuilding efforts willincreasingly focus onfreshwater and coastalecosystems at thecatchment scale.

The new Masters Programme in Environmental Science startedin 2003, continued into 2004 with only minor modifications. Under thePoWER programme, three on-line learning courses were develop-ed: ‘Integrated River Basin Management’, ‘Wetland Management’and ‘Cleaner Production and the Water Cycle’ for delivery in 2005.

Two Refresher Seminars for UNESCO-IHE alumni were organised:‘Modelling for Water and Environmental Resources Management’with Eduardo Mondlane University in Mozambique and ‘Wetlands,Water Quality and Nutrient Re-use’ with Makerere University inUganda. Under the MoU with UNEP/GPA the training course‘Improving Municipal Wastewater Management in Coastal Cities’ wasdelivered in South Africa, the Philippines and twice in Sri Lanka.Training of Trainers sessions were included, to enable local partnersto implement the course themselves. As a result, the course was alsodelivered in Brazil, Mozambique and Turkey.

Four PhD candidates successfully defended their theses. Ms. Tiwi (Indonesia) with a thesis entitled ‘Improving environmentalimpact assessment for better integrated coastal zone management,’analysed the Present EIA guidelines in Indonesia and their practice inan economic strategic region and formulated a set ofrecommendations for improvement. Mr. El-Shafai (Egypt) with athesis entitled ‘Nutrient valorisation via duckweed-based wastewatertreatment and aquaculture,’ developed a sustainable wastewatertreatment scheme to recycle sewage nutrients and water in tilapiaaquaculture. Mr. Moussa (Egypt) with a thesis entitled ‘Nitrification insaline industrial wastewater’ studied the effect of salinity onnitrification to improve the sustainability of wastewater treatmentoperating under salt stress. Mr. Nhapi (Zimbabwe) with a thesisentitled ‘Options for wastewater management in Harare, Zimbabwe’developed frameworks for managing wastewater at on-site,decentralised and centralised levels taking into account optimal use ofwastewater components and minimising pollution.

The Chinese-Dutch research project on Integrated WatershedManagement resulted in concrete recommendations to improveenvironmental and water resources management in LincangPrefecture (Upper-Mekong). Although Integrated WatershedManagement is a relatively new concept in China, recommendationswere fully endorsed during the concluding workshop (Kunming,November 2004) as a key approach to environmental and waterconservation and poverty alleviation.

In November 2004 the EU financed ‘E-textile’ project was finalisedresulting in a web-based tool for training textile professionals in Indiaand Vietnam. This tool provides three types of training: Generaltraining on Cleaner Production and how this can be applied in thetextile industry; a step-by-step training package on practicallyapplying Cleaner Production in the textile industry; and a databasewith hundreds of proven Cleaner Production measures for the textileindustry.

The Capacity Building Project on Sanitary and EnvironmentalEngineering with Univalle, Cali, Colombia was successfully finalisedin July 2004. This project received an excellent external evaluation bythe donor (Nuffic). A Strategic Alliance between UNESCO-IHE andUnivalle was signed in Cali in May 2004, and provides a frameworkfor continued cooperation between both partners.

Sponsored by the NUFFIC/NPT programme, the project‘Establishment of an MSc Programme in Water Resourcesand Environmental Management at the National Universityof Rwanda’ was initiated. UNESCO-IHE leads the consortium ofpartners responsible for implementation of this project, which will rununtil 2008.

During the 7th INTECOL International Wetlands Conference, aspecial session entitled ‘Development of tools for wetlandecosystem resource management in Eastern Africa’(ECOTOOLS) was organised. Nine presentations were given on theprogress and results of the EU-INCO funded ECOTOOLS project. Atthe same conference, an internet-based platform for wetlandprofessionals was launched (www.wetlandprofessionals.org). Thedevelopment of this platform was carried out under the MoU with theMinistry of V&W.

Another web-based platform (www.waterfootprint.org) wasestablished on the relation between consumption behaviour of peopleand their associated water use or ‘water footprint’.

Based on a request from WWF an evaluation was made of theeffectiveness of a proposed centralised wastewater treatmentfacility in reducing nitrogen pollution of coastal waters onBonaire in the Southern Caribbean Basin. A decentralisedapproach has been proposed as an alternative cost-effective solution.

THEMATIC DEVELOPMENTS

ENVIRONMENTAL INTEGRITY

The theme of environmental integrityaddresses the balance betweenhuman development and quality ofthe environment. Central issues ofconcern are the efficient, equitableand sustainable allocation and use ofnatural resources, pollutionprevention and control and wise useof aquatic ecosystems. UNESCO-IHEbelieves that these issues can beaddressed only following aninterdisciplinary approach which hasbeen adopted in its research, trainingand educational activities.

The new MastersProgramme inMunicipal Water andInfrastructure started in2003 includes fourspecialisations: WaterSupply Engineering,Sanitary Engineering,Integrated UrbanEngineering, and WaterServices Management.Under the PoWERprogramme, the on-linelearning course ‘Watertransport and distribution’was developed, and isready for delivery in 2005.

Several short courses and refresher seminars were alsoorganised, dealing with priority themes including water distributionand transport (Delft), solid waste management (Delft), membranetechnology in drinking and industrial water treatment (Delft andOman), and current practices and challenges in the water supply andsanitation sector (Bosnia & Herzegovina). Some tailor made courseswere carried out in Delft for participants from different regions,among others: water supply and sanitation specialisation forKOWACO staff (South Korea), technologies for urban infrastructuredevelopment (China), and brackish groundwater use for drinkingwater production (Middle East).

The Institute reinforced and expanded its presence in capacitybuilding projects in Africa. The UN-Habitat Managing Water forAfrica Cities programme was continued. More than 120 people from7 cities have been trained in the field of water demand management,pollution control and water awareness. A second batch of training willbe given in 2005. The UN-Habitat/UNEP Sustainable CitiesProgramme continued, strengthening environmental planning andmanagement through demonstration projects on sustainable urbanmobility. A project aimed at building the capacity of the water enenvironmental sanitation sector and sustainable development inGhana with the Kwame Kkrumah University of Science andtechnology was successfully completed. UNESCO-IHE will beinvolved in the follow-up of the project starting in January 2005.

The assessment of urban water problem and strategicplanning study in Central Asia and the Middle East has beencompleted. This study carried out for UNESCO/RCUWM assessedthe present situation in terms of urban water and sanitation challengesin Middle East and Central Asian cities and presented a guideline forstrategic urban planning in the region.

Another activity carried out for UNESCO in 2004 was anassessment of global water sector capacity needs, a firstattempt to identify the gap in term of professional capacity forplanning, design, construction, operation, maintenance andmanagement of existing water infrastructures and services to makethe Millennium Development Goals a reality.

UNESCO-IHE recently conducted research on an innovativeapproach for arsenic removal at household level, which can bean adapted as an affordable answer to the ongoing arsenic problemworldwide. In November 2004 the UNESCO-IHE technology wasawarded the Dutch Innovation Prize in the Water category. Theproject aiming at the development of a point-of-use device (‘familyfilter’) for Arsenic removal in rural areas of South East Asia anddemonstration-scale application in a selected village in Bangladeshwas successfully completed. In Hungary, a project on the design andtest of a pilot installation for Arsenic removal – making water suitablefor drinking – will be completed in 2005.

The WATERTOOL project to develop an innovative tool for multi-element analysis of ground and surface water with partners fromGreece, Cyprus, Germany, Slovakia, Finland and the Netherlands wasinitiated. This new tool will provide water quality analysis at asubstantially lower cost compared to traditional monitoringtechniques.

Another research project: ‘Removal of reactive dice from textilewastewater’ funded under the EU Marie Curie fellowship wassuccessfully completed in 2004.

THEMATIC DEVELOPMENTS

URBANISATION

The rapid pace of urbanisationthroughout the world exertsenormous pressure on localenvironments and availableresources. This generates a highdemand on infrastructure servicessuch as water supply, sanitation,transport and housing. Bothtechnological and integratedapproaches to the provision ofinfrastructure services andmanagement are important aspects of urbanisation. For years, UNESCO-IHE hasemphasised the engineering aspectsof several sectors such as watersupply treatment and distribution,wastewater collection and treatment,solid waste, transport and mobility.Integration and exchange ofknowledge with a wide array ofdisciplines is currently becoming amore important focus for theUNESCO-IHE water professional.

The new MastersProgramme in WaterManagement, with thespecialisations WaterResources Management,Water ServicesManagement and WaterQuality Management,addresses the theme ofwater management andgovernance. Based on agood understanding ofthe physical system theprogramme is cross-sectoral and multi-disciplinary with the aimof helping professionalsdevelop the broad view

required for water management and governance. Notable innovativedevelopments were the new modules on Public Private Partnershipsand International Water Law and Institutions. Both modules are alsooffered in an on-line learning format. Theme relevant, tailor-madeshort courses were organised for participants from Egypt, Ethiopia,South Korea, China and Indonesia.

Eleven PhD candidates from six different countries are addressingthe theme water management and governance. In addition, a total often MSc theses dealt with the theme. The World Bank fundedresearch project on ‘Public modes of engagement with publicsector WSS in developing countries’ was completed. The projectset up a theoretical framework for performance analysis andinvestigated the performance of 15 public utilities in 11 countries.The project concluded with a proposal on how to incorporate itsfindings in World Bank policies. A PhD thesis on this topic will befinalised in 2005.

UNESCO-IHE coordinates the EU funded EUROMARKETresearch project. A total of 9 institutes from 7 European countriescarry out research on water liberalisation scenarios: an empiricalanalysis of the evolution of the European water supply and sanitationsectors. Six scenarios were developed which are now being studiedfurther. The research project aims to make recommendations forpolicy development on liberalisation of the water services within theEU.

UNESCO-IHE also coordinates in the multi-donor funded‘Smallholder system innovations in integrated watershedmanagement’. A total of five institutes from five countries cooperatein six integrated research projects and involving eight PhD researchfellows. The project studies strategies for food and environmentalsecurity in drought prone tropical and subtropical agro systems inTanzania (Pagani basin) and South Africa (Thukela basin).

The DGIS funded ‘PPP Dialogue’ aims to develop and initiate a(model) process to generate more private capital for essentialinvestments in the water sector in developing countries, leading to atleast two viable commercial business plans in the short term. Theproject started in 2004 in collaboration with the Netherlands WaterPartnership.

The CGIAR funded ‘Challenge of integrated water resourcemanagement for improved rural livelihoods: managing risk,mitigating drought and improving water productivity in thewater scarce Limpopo basin’ consists of six inter-linked researchprojects in three countries involving 17 institutions in total. Theprogramme is coordinated by WaterNet Southern Africa; UNESCO-IHE supervises three PhDs studies and gives overall scientificguidance.

Staff contributed to the UNESCO initiative ‘From PotentialConflict to Cooperation Potential’ (PCCP) by developingeducational material and organising sessions in the PCCP conferencein Zaragoza. The Institute hosted the ‘Water Conflict Facility’ (WCF)conference in 2004.

Staff was engaged in several smaller research and advisorymissions in support of knowledge development for thetheme of water management and governance. Notableassignments were the Dutch funded project ‘Support toDecentralisation in Southern Africa,’ the EU funded feasibility study‘Finance access to water and water purification’, the advisoryassignments in policy support to the EU Water Initiative policyformulation for water sector reform for the Federal Ministry of WaterResources, Nigeria; Integrated Water Management Policies for Egypt;EUWI formulation of an approach for trans-boundary river basinmanagement for the Niger and Volta river basins, and Training ofTrainers in IWRM for CAPNET in Southern Africa and Sudan.

UNESCO-IHE also provides substantive guidance to thedevelopment of WaterNet for Southern Africa, a network of 39knowledge institutions and professional organisations from 11countries in the region. It primarily delivers a joint Mastersprogramme in integrated water management, organises a yearly waterconference and carries out collaborative research.

THEMATIC DEVELOPMENTS

WATER MANAGEMENT AND GOVERNANCE

Water Management and Governancecovers the linkages between thebiophysical dimensions, the social-institutional dimension and thecognitive dimension of waterresources. Important aspects are theglobal imperative of goodgovernance, since water crises areoften crises of governance requiringincreased allocation efficiency andthe involvement of the private sectorin water services provision, which inturn necessitates innovativeinstitutional and regulatoryarrangements.

The HydroinformaticsSpecialisation wascontinued as an integralpart of the newlyestablished MastersProgramme in WaterScience andEngineering. The on-line module ‘FloodModelling forManagement’ wasdeveloped and focuses on the role of modellingin dealing with variousproblems related to flood management.The on-line module willbe offered in 2005 both

as an elective module for the participants in the Institutes regularMasters Programmes, and as a stand-alone course.

Significant contributions to hydroinformatics research, primarily bythe successful finalisation of four PhD theses was forthcoming in2004:- In his doctoral thesis Mr. Velickov designed a novel framework for

modelling the non-linear dynamics of water-based systems usingchaos theory and Bayesian networks, exploring systems such assurges generated by storms over the North Sea, the dynamics ofrainfall over the Netherlands and flows resulting from rainfall run-off in the river Huai in China.

- Messrs. Maskey and Jemberie studied aspects of uncertainty in amodel representation of processes in natural systems, as well as theuncertainty in human behaviour in relation to these systems. Mr.Maskey concentrated on determining uncertainty in flood forecasts,introducing an improved probabilistic method and applying it torivers in Poland and France. Mr. Jemberie studied the uncertaintyinherent in physically based modelling and the ability to quantify it,using data-driven techniques. His applications ranged fromforecasting flows in the rivers Rhine and Meuse to determiningconfidence bounds on physically based model forecasts of stormsurges in the North Sea.

- Mr. Chen developed his research in the area of ecohydraulics, andmore specifically the application of novel data-driven modelling andartificial intelligence techniques for modelled dynamics of algalblooms, some of which cause serious toxic effects on fish and otheraquatic life.

In 2004, the Institute offered a significant expert contribution to theproduction of chapter 13 ‘Developing Knowledge and Capacity’of the 2nd edition of the World Water Development Report(WWDR-II). The responsibility of the overall production of theWWDR-II lies with the World Water Assessment Programme(WWAP). The WWDR-II will officially be presented during theWorld Water Forum IV in Mexico in March 2006.

In 2004, the PoWER project finalised the implementation of aspecific information system known as the ‘Knowledge Map’.Serving as a navigation aid, the Knowledge Map enables theidentification of core competencies and specific fields of expertise ofthe PoWER partners, as well as their relationships and overlaps. Mainelements of the map are people, organisations, educationalprogrammes and projects.

Within the context of the Delft Cluster research programme asubstantial contribution was made in the design and implementationof DeltaLinK, the programme’s portal platform. DeltaLinK facilitatesthe workflow for Delft Cluster through an integrated environment forproject administration, people-base and research teamcommunication.

Previous developments in collaborative platforms have beenconsolidated into the portal concept. This concept includes awebsite with a collaborative platform, together with a knowledgemap database and an open forum. It supports global Communities ofPractice (CoPs), distributed project teams, and a variety of knowledgesharing activities, including automated sharing of educational material.In 2004, the Institute supported about 20 such communities. Onehighlight was the development and implementation of the WetlandsProfessionals Platform carried out in collaboration with the Institutefor Inland Water Management and Waste Water Treatment RIZA, theNetherlands.

The 5-year EU project ‘Integrated Flood Risk Analysis andManagement Methodologies’ (FLOODsite) was started, with theparticipation of 44 partner institutions. The project seeks to identifytechnologies and strategies for sustainable flood mitigation anddefence in the context of global change and societal advance.UNESCO-IHE is particularly involved in developing the frameworkfor the influence of uncertainty, and Web-based Knowledge Transfer.The research activities started in the area of reviewing of methods ofquantifying uncertainty in flood models, and the development of thenovel methods based on the computational intelligence techniques.

THEMATIC DEVELOPMENTS

INFORMATION AND COMMUNICATION SYSTEMS

The thematic area of Information and Communication Systems (ICS)deals with the modes of enabling and facilitating the processes ofacquisition, analysis, archiving,application and dissemination ofwater-related information by makinguse of the advances of Informationand Communication Technologies.UNESCO-IHE recognises theessential role of maintaining theknowledge base on water resources,and its adequate application in localconditions. The development contextand the specific focus on achievingthe Millennium Development Goalsdetermine most of the activitiesundertaken under this thematic area.Through its knowledge managementactivities the Institute also offersexpert organisational and technicalsupport in establishing andfacilitating networks andpartnerships involved in water.

PERSONNEL AND ORGANISATION

On 31 December 2004, a total of 148 people wereemployed by the Institute,compared to 142 at the end of 2003. Of these, 72 wereacademic staff members and 76 were supporting staff.

ORGANISATIONALCHANGES

In 2004 the “Role DevelopmentProgramme”, which focused onChange Management, Planning& Control and the individual andcollective responsibilities of theManagement Team members,the Director and the DeputyDirector, was completed. Allmembers were interviewed toinvestigate possible follow-upactions.

In the beginning of 2004,UNESCO-IHE analysed thepresent structure of theacademic departments. Thereview recommended that thecurrent structure of the academicdepartments remain unchanged,but that preparation of theAcademic Plan of the Instituteshould be undertaken. This planwill propose how the Instituteinterprets its specific mandateand how this translates into thecomposition of the academiccore groups, the substance of theeducation, research and capacitybuilding activities, and thenumbers and names ofdepartments.

The Institute undertook a fullevaluation of the Value-AddedRewarding System (DutchAcronym BTW: Beloning voorToegevoegde Waarde). Thissystem aims to develop staffcompetencies and rewardsperformance based onpredefined criteria. This resultedin recommendations andimprovements that have beensubmitted to the PersonnelCouncil for their agreement.

PERSONNEL POLICIES

In 2004, the Institute wrote andimplemented a number of policypapers and renewed severaloutdated arrangements. Themost important of these werethe recruitment procedure forsenior staff, the absence andreintegration policy, the non-smoking policy, the staffplanning policy, and the policyon staff development.

UNESCO-IHE executed a RiskInventory & Evaluation to makean inventory of the risks withinthe company for safety, healthand well-being. To this end visitswere made to all offices andconversations were held withmost employees. Also allemployees received aquestionnaire about their well-being. This inventory ended in areport with recommendationsand a plan of approach, whichwill be presented to theRectorate and the PersonnelCouncil beginning of 2005.

From January a new salarysystem and an integratedpersonnel information andregistration system wereimplemented. The transitionwent very smoothly, but alsoresulted in some changes in thetype of activities and an increaseof workload. Also in 2004 thereorganisation of all personnelfiles was finalised.

The major acquisition challenge in 2004 wasto secure sufficient numbers of fellowships insupport of participants in the MastersProgrammes. Despite the dramatic decreasein the number of fellowships received fromthe Netherlands Fellowship Programme(NFP) – 50 instead of an annual 129 inprevious years – the Institute welcomed anew batch of 223 participants in the MasterProgrammes, representing an increase of10% from the previous year. UNESCO-IHEalso received over 1400 applications for theMasters Programmes. The decision toabolish the 12-month Master of Engineeringprogrammes was communicated successfullyto the outside world, leading to encouraging– though preliminary – numbers ofapplications for the next academic period(2005-2007).

Many activities contributed to the recordnumber of applications. High-qualitybrochures to market UNESCO-IHE’sproducts were adapted to reflect the house-style. UNESCO-Headquarters, decentralisedUNESCO offices worldwide, as well asSouthern (PoWER) partner organisationsactively supported the dissemination of thesematerials. Netherlands Education SupportOffices (NESO’s) in Beijing, Hong Kong andJakarta facilitated the outreach to the Asianmarket. The institute was represented atinternational education fairs in Syria,Indonesia, Latvia and Korea.

An objective for 2004 was to increaseUNESCO-IHE’s visibility on the Internet.Statistics show that the number of visitors tothe Institute’s website rose by 25% in 2004.This was achieved by intensifying Internet-based advertising and by paying substantialattention to refreshing the Institute’s web-based information. A new homepage wasdesigned to allow special features to behighlighted and to prompt to ‘latest news’.

A new line of marketing materials wasdeveloped to promote UNESCO-IHE’s first on-line courses, including a special ‘I-learning’ logo, a series of eight brochuresand comprehensive course outlines on thewebsite. A PoWER logo was also designedfor products that are offered in the context ofthe partnership.

In order to be more efficient in themanagement of external contacts and tostreamline communications, the Instituteintroduced a centralised Customer RelationsManagement system. The full transfer ofdata to the new database will be completedin 2005.

The Institute’s presence in national andinternational media steadily grows. This is aconsequence of a more pro-active approachto the press, and the UNESCO-brand attractsprofessional media. Cooperation withUNESCO Headquarters and their Bureau ofPublic Information also contributed toincreased public exposure.

In 2004, three refresher seminars wereorganised for UNESCO-IHE alumni. Thesecourses were held in Bosnia & Herzegovina,Mozambique and Uganda. The topics were‘Water Supply and Sanitation’, ‘Modellingfor Water & Environmental ResourcesManagement’, ‘Use of Wetlands for WaterQuality’ and ‘The Impact of Re-use ofNutrients’ respectively. A total of 80participants joined the courses. Innovativelearning concepts were introduced with theaim of increasing the impact of the courseand to stimulate interactions between alumniand other participants.

Project acquisition proved successful in2004. The Institute maintained its high-levelinvolvement in various capacity buildingactivities. Particularly successful were theacquisition of group training projects forChinese professionals from the Yellow RiverConservacy Commission and the Ministry ofWater Resources, for Iraqi civil servants fromvarious Ministries dealing with water andenvironment, and for an international groupof professionals doing research in support ofthe Millennium Development Goals. Othermajor acquisitions are multi-year projectsaiming at strengthening postgraduateeducation at the National University ofRwanda and at the Kwame NkrumaUniversity of Science and Technology inKumasi, Ghana. More information onprojects is available in the capacity buildingsection of this report, and a list of ongoingand newly started projects can be found inAnnex 3.

ICT

Automation related activities include theprovision of technology services, access toinformation and supporting educational andadministrative systems for UNESCO-IHEparticipants, and staff, and the creation andmaintenance of the technology infrastructureto support electronic communication anddocument sharing.

The Customer Relation Management (CRM)System – which started as a pilot in 2003 –was tested and further customised and isready for full implementation at the Institute.The academic departments started to transfertheir local databases into the central system.In 2005 the CRM will be made accessibleonline, so staff members on mission canaccess the information.

The pilot for the Document ManagementSystem (DMS) was successful, and thesystem is now in full operation. The agendaand supporting documents of the RectorateMeeting, Management Team and AcademicBoard can be found in the system’s digitalarchives, and plans are to use it for the digitalarchiving of lecture notes in 2005.

At the end of 2004 the formalimplementation of the collaborative workingspace system BSCW was started. The BSCW-system has already been experimented withfor some time; it is used by severalUNESCO-IHE related working groups.Quickplace is offered as collaborativeworking space for VAC users and has beenused as a platform for the ‘Watershed andRiver Basin Management module’, theplatform for ‘Sustainable Urban Mobility’and the PoWER platform since 2004.

Two systems, originally initiated by PoWERwere further developed and implemented:the ‘Knowledge Map’ and the ‘TaiwaneseLearning Management System’ (LMS) forthe application of distance learning. A newtime writing system (Sumatra VT Weburen)was implemented in 2004, and has a directlink with the financial bookkeeping system(EXACT). Together with the time writingsystem a very powerful financialmanagement reporting system (Sumatra VTOffice) was implemented.

BIBIS, the library administration andliterature search system was completelyrenewed in 2004. The new version of BIBIShas a modern web-based interface and apowerful Online Public Access Catalogue(OPAC) for literature searches throughIntranet. Together with this upgrade, thescientific publications database wasintegrated into the BIBIS system. Thepublication database is stored in BIBIS as aseparate catalogue, which is also accessiblefrom Internet.

STUDENT AND EDUCATIONAL AFFAIRS

The main activities in the field of student andeducational affairs are admission, registration,care and welfare for the participants, contactswith alumni, planning support and contactswith guest lecturers for the educationalprogrammes.

Participants in UNESCO-IHE’s postgraduateprogrammes originate from 51 differentcountries. In December 2004, the totalnumber of registered participants came to371 for the Master of Engineering, Masterof Science and PhD programmes, and afurther 226 attended UNESCO-IHE’s regularshort courses.

SALSA, the participant registration andeducation management software, wasupdated, and changes resulting from the newMasters Programmes were successfullyincorporated into the system. The guestlecturer and marks administration wasintegrated into SALSA, leading to a muchmore efficient and better-formalisedinformation flow throughout the Institute.

Throughout the year, social evenings withinternational themes were organised, whereparticipants performed and introduced theirculture to fellow participants, staff andfriends. Social excursions this year includedtrips to the Keukenhof in the Netherlands,Belgium and France.

In 2004, UNESCO-IHE’s participantsactively participated in the InternationalEducation Sports Day. Ten Internationalinstitutes were present to compete for thechallenge cup in March. The UNESCO-IHEteams were, unfortunately, not able toprolong the challenge cup in Delft, as theoverall winners.

FACILITY MANAGEMENT

Facility Management deals with themaintenance of UNESCO-IHE’s buildings andfacilities, the restaurant, print shop andtransportation.

In 2004, the reconstruction of the ICThelpdesk and repair workshop wascompleted, enabling better service to theparticipants, guest lecturers and staffmembers. The new workshop is largeenough to store and maintain the computersfor the student hostels, which was done inone of the hostel accommodations before thenew set-up.

As a result of the national law prohibitingsmoking in public buildings and smoking wasrestricted to a special a special smoking roomconstructed for staff and participants.

During the year, long term contracts of theproviders of copier and cleaning serviceswere reviewed, and possible new supplierswere invited to submit proposals. Aftercareful consideration, new providers ofcopier and cleaning services were welcomedin the Institute.

Based on a request of the Netherlands WaterPartnership for more office space, a majorinternal move took place in August. All in-house partners, except IRC, are now locatedon the second floor of the Oude Delft 95building.

The process leading to the reconstruction ofthe kitchen area was initiated. Several kitchensuppliers were invited to submit tenders anda pre-selection was made. Final selection andconstruction will take place in 2005.

FINANCE AND BUDGET

FINANCIAL RESULT 2004

Operations in 2004 show a decrease in bothincome and expenditures compared with2003. The balance between the income andthe expenditures in 2004 shows a surplus,while the work plan assumed a zero result.The positive operating result in 2004 islower than in 2003. In 2004, however, anamount of € 685,000 is being charged asextraordinary negative result. This is mainlydue to accelerated depreciation on ICT assetsand an extra onetime cost due to a settlementof an outstanding 1999 lease agreement.The overall result 2004 shows a € 608,000loss.

INCOME (INCL. PROGRAMME EXPENDITURES)

The income consists of three major sources.The proportions are shown in the graphsbelow. The subsidy from the Ministry ofEducation is subject to an indexation on costsof salary and housing. Due to a strategicagreement of the Dutch government theindexation increases roughly 1% less thencould be expected. The tuition fee incomeconsists of the fees participants pay for theeducational programme and the income fromfellowships. Compared with the degreeprogramme 2002/2003 the intake2003/2004 of participants was markedlyless. Compared with the work plan 2004 theincome on non-degree programmes was alsoconsiderably less, due to postponed orcancelled short courses.The project income consists of capacitybuilding projects, advisory services, policyforums and research projects. The income ismarkedly less than in the previous year. Thiscan be explained by a similar decrease of theprogramme expenditures (out of pocketcosts) of the projects. The researchcomponent of the project income wasconsiderable less than planned due to thepostponement of the contracts with DelftCluster under the new BSIK regulations ofthe Dutch Ministry of Education. Increasedincome for capacity building and advisoryservices compensated for this setback.

NON-PROGRAMME EXPENDITURE

In general the most important reason for themarginal decrease in non-programmeexpenditures is the changed VAT regulation,which exceeded the negative result of thecosts of inflation. The staff and managementcosts include the salary costs. The number ofstaff compared with 2003 increased marginalto 129.88 FTE at the end of the year. Thecosts of temporary employees were morethan planned. The costs of building kept pacewith 2003 due to the mentioned VATadvantage and savings in the costs of cleaningand maintenance inventory, which exceededthe overspending of real estate tax, insuranceand maintenance immovables. The costs offacilities were significantly higher due to ICTnecessities, reproduction costs and the costsof catering.The education related costs in 2004 werelower because of the large donation to theFellowship Trust Fund in 2003. Without thiscomponent the costs kept pace with 2003 inspite of higher costs in student housing dueto fewer participants, overspendings in thecosts of social activities for participants andthe revised NFP rules. The delay in theaccreditation and the postponement ofrelated costs compensated for these setbacks.The costs of Acquisition and Marketing andthe general costs both were sharply lowerthan in 2003, due to postponed (marketing)actions, fewer consultants and reduced boardmeeting costs and the costs of auditing andmemberships.

BALANCE SHEET

The balance sheet shows a proportion of16/84 between equity and borrowedcapital (solvency 16%), which is slightlylower as compared to 2003 (17%) dueto the extraordinary charges. Theborrowed capital includes the provisionand the current liabilities. In the currentliabilities a reservation was made for thecosts of lease, because of the one-timepayment of the lease terms. Theprovisions noted are for buildingmaintenance and redevelopment. Thecurrent ratio is 1.21 (2003: 1.18), whichmeans that in the short term UNESCO-IHE is creditworthy.
