HELSINKI - French radio groupNRJ has acquired a 33% sharein the Finnish capital's newestradio station FM96.8, whichhas now been renamed RadioEnergy Helsinki.

The move marks thegroup's first interests in Fin-land, and a further expansionof its northern European activ-ities, following the creation ofRadio Energy Stockholm in1993.

The former FM96.8, whichis a subsidiary of Capitec, wasestablished in July this yearand is targeted at listenersaged 20-35.

PARIS - Pierre Bellanger ishoping to. use a new financialinjection to expand all -Frenchmusic station Chante France.

Bellanger, who is presidentof EHR net Skyrock and 50% -owner of Chante France, isselling 48% of the latter'soperating company Telefun toFrench TV channel M6, with aview to developing it into anational network.

M6, which is partly ownedby CLT and already owns10.5% of Fun Radio, is set toacquire the share in Telefunfor a sum believed to be in theregion of tens of- millions offrancs. The acquisition is nowawaiting approval fromFrench broadcasting authoritythe CSA.

Skyrock is part of a sepa-rate operating company Vortexand remains unaffected by thedeal.

STOCKHOLM - The celebrat-ed Swedish film directorIngmar Bergman has joinedthe battle to stop cutbacksat Sveriges Radio's classicalmusic channel P2.

In an announcement inthe national newspaperDagens Nyheter, Bergman isjoined by more than 40 ofthe country's leading cultur-al figures in attackingplanned reductions in thechannel's services.

All have been upset byproposals to save at least11% of P2's budget, withrumours suggesting thatcertain sections within thechannel will be hit muchharder.

FFH Joins In Protests AtFrench Nuclear Plansby Christian Lorenz

FRANKFURT - EHR station FFHhas joined the Greenpeace fleetto protest against French plansto resume nuclear testing atMuroroa.

The station, Germany'sthird largest commercial net,has chartered a sail boat anddispatched reporter AndreasKohl to the Pacific Ocean.

The FFH ship Fai Manu car-ries a sail emblazoned with thenames of the thousands of lis-teners who have donatedmoney to make Kohl's atten-dance at protest rallies aroundMuroroa possible. FFH has so

far raised a total of DM150.000(app. US$98.000).

Kohl is reporting on theGreenpeace-organised protestactions from live on board theFai Manu. FFH head of promo-tions Jutta Lamy explains, ''Thereports are broadcast dailybetween 06:00 and 09:00. Dur-ing this time we reach more lis-teners than at any other time ofthe day."

The station is committed tocovering all protest actions onthe Pacific Ocean. "We will stayon the spot without any dead-lines," says Lamy.

According to Lamy the sta-tion has not received any feed-

back on its involvement fromthe French embassy. "On theother hand, our listeners havereacted very positively," saysLamy. "It's impossible to sayhow many actually back us upsince many donations are madeby groups of individuals."

Other stations are also mak-ing their own protests againstthe French government's plans.Berlin -based EHR station Ener-gy 103.4 has collected morethan 6.000 signatures from lis-teners objecting to the tests.

In co-operation with nation-al weekly magazine Stern thesignatures will be submitted tothe French government.

Meanwhile, in France reac-tions have been few, with mostFM networks seeing politicalcomment as beyond their edito-rial responsibility.

Many of the full -service sta-tions have invited guests intothe studio to discuss the issue ofnuclear testing, but none haveexpressed a station standpoint.Predictably enough, the mostoutspoken station has been thenon-commercial anarchist sta-tion Radio Libertaire in Paris,which has opened up some of itsvolatile talk programmes tostrong-minded opposers of thenuclear testing.

GWR Outlines Plans ForChiltern Relaunchby Jonathan Heasman

LONDON - GWR is set torelaunch the former ChilternRadio Network's FM services onSeptember 16 in a move whichwill see five stations move awayfrom their traditional EHR "HotFM" format to GWR's well -established ACE formula.

The only exceptions to therelaunch will be Galaxy 101/Bristol (which GWR is having tosell) and the recently -launchedSt Albans station, Oasis Radio,which will reviewed after theFM relaunches.

The stations to be relaunchedin September are ChilternRadio/Dunstable, ChilternRadio/Bedford, Severn Sound/Gloucester, Horizon Radio/Mil-ton Keynes and NorthantsRadio/Northampton.

The GWR Group rubber-stamped its take-over of theChiltern Radio Network in July(Music & Media, July 29).

GWR Group PD SteveOrchard explains that the ex -Chiltern FM sations will all bemoving in the direction of adultcontemporary, although the pre-

cise mix of ACE and EHR musicwill vary according to the localpreferences.

A further key element of therelaunch will be to introducewhat Orchard describes as a"tighter presenter discipline",although in most cases the pre-senter pack will be re -shuffledrather than cleared out.

Orchard pays tribute to the

high standards of presentationdeveloped by Chiltern, whichhas nuturqd the likes of PaulMcKenna, Martin Collins andNeale James. "Presentationstandards are very high; theyhave a good pedigree," he says.

Orchard adds that none ofthe former Chiltern stations willchange their core names for therelaunch.

MILAN - Undine-based nation-al web Italia Network hasrevealed that it is negotiatingthe buy-out of two regionalstations to expand its existingcoverage.

The company has also con-firmed rumours that it hasbeen negotiating with severalparties interested in buyinginto the operation.

However, Andrea Gandolfi,president of Italia Network'sholding company Finworks,denies that an agreement hasalready been signed to sell alarge stake of the company torecord producer Claudio Cec-chetto, who is also proprietorof the Milan -based regionalRadio Capital.

"According to rumours, sofar this year we have sold outto the BMG, Media, Dig It andExpanded record companies,"comments Gandolfi, adding, "Ican confirm that we have metwith Cecchetto on one occasionregarding an eventual collabo-ration. However, nothingdeveloped from this meeting

and we are not up for sale."Cecchetto, who is looking to

expand his Lombardy -basedregional stations into a nation-al network following his depar-ture from Radio Deejay lastJanuary, was unavailable forcomment.

Industry sources, however,claim that Cecchetto has metwith Italia Network executiveson several occasions, and thatthey are also in negotiationwith other interested parties.

The dance/EHR formattedItalia Network currently cov-ers 70% of Italy and the com-pany is negotiating to extendits signal.

"This winter we hope to addthe southern region of Puglia,and improve our signal inLombardy through the buy-outof two regional stations inthose areas," Gandolfi says.

In the past four years ItaliaNetwork has been one of thefastest -growing networks inItaly, registering a 1.6 milliondaily average audience in thissummer's Audiradio ratings.

COLOGNE - Record promotershave hit out at tightly -format-ted German radio stations,accusing them of stiffing newtalent with rigid views on songstructure and content.

Speaking as part of the Pop-Komm panel on music research,the promotion teams claimedradio was attempting to tellartists how to arrange theirsongs.

But, as emotions ran high,radio programmers bit back,arguing that A&R managerscontrol the development ofyoung artists and tunesmithsmore than any form of media.

BMG Ariola Munich head ofpromotion Biggi Hamer told thepanel she was bewildered bythe fact that radio stations arenot content to accept finishedreleases. "Programmers ask meto take out guitar solo, replaceintros and change fade-outs."

However, Radio NRW headof music Jeff van Gelder replied,"We have an audience to serve.If our experience tells us thatour listeners prefer a certainsound, we naturally want tocommunicate that to the indus-trY."

Why should radio refrainfrom comment on artistic out-put, he asked, when A&Rdepartments already controlwhich artists and what songs.are recorded and how?

Hamer and Sony Music Ger-many central promotion man-ager Bernd Weiss criticisedradio's music research, whichoften sees new titles tested withlisteners before they are everused on air.

"Testing new singles foraudience approval even beforethe song is ever played on air isa slap in the face of the artists,"he feels. "What we end up with

in Germany are over -agedplaylists which are not in tunewith the actual trends in themusic scene."

Dutch radio consultant AdRoland agreed and warnedagainst relying too heavily onthe results of these tests.

"Take 104.6 RTL in Berlinand OK Radio in Hamburg, forinstance. Both stations hadsophisticated test routines fornew songs. Nevertheless, bothhave lost serious numbers of lis-teners over the past year."

Radio NRW reacted to thisdanger at an early stage. Themost popular commercial broad-caster in Germany now teststitles which have been playlist-ed for more than a few weeks.New additions to the playlistare made by programmersbased on their professional feel.

"We only test for burn -out,"says Van Gelder. "And we don'tbelieve in anonymous telephonetests."

The panel failed to answerthe question of who exercisesmore control over Germany'smusical output-the labelswhich finance recording andproduction, or the media whichdistributes the product to theconsumers.

However, one conclusiondrawn was that listening habitshave changed over the past 10years and many radio insidersbelieve label executives have notrealised the full extent of thisphenomenon.

"The time spent listening tomusic on the radio has stayedfairly constant," observes pub -caster SWF's head of musicresearch Walter Klingler. "Butmusic now plays a different rolethan before. The MTV genera-tion sees music as a soundtrackfor other activities-listeners nolonger focus their full attentiononto the music."

Authority Throws OutPlans For Nazi Stationby Charles Ferro

COPENHAGEN - The local radioauthority governing four smalltowns south of Copenhagenhas rejected an application fora broadcasting licence fromthe Danish National SocialistMovement (DNSB), the localNazi organisation.

The authority says theinformation on the applicationconflicts with statementsabout programming made bythe DNSB leader to the press,during which he said the sta-tion would contain music withracial purity themes anddebates from which Jewishpersons would be excluded.

ANTWERP - A compilation CDfeaturing favourite tracksfrom the BRTN programme"Radio Rijswijck-De MooisteMomenten" will be releasedmid -September.

Warner Benelux has gath-ered together 18 tracks forrelease on the Magnum labelbased on the popular Radio 2programme whose title means"Radio Rijswijck's Most Beau-tiful Moments."

The programme airs on

Saturdays from 14:00-17:00and has a marketshare of justover 50% according to the mostrecent ratings.

"Unlike hit -compilations orthematic albums we have beenable to catch the show's key -tracks on one CD," says RadioRijswijck host Rino Ver Eecke.

The CD comprises interna-tional repertoire from LauraPausini, Seal and the Pre-tenders, alongside Flemishsongs by Clouseau, Will Turaand Dana Winner.

According to the authority,the proposed station wouldbreak laws prohibiting racism.An earlier application hadbeen tentatively rejected andsent back to DNSB for revision(Music & Media, August 12).

Kurt Hockerup, mayor ofone of the towns and also amember of the authority, toldthe Danish media, "If our deci-sion is overruled by the min-istry of culture [the highestbody governing broadcasting]then we will give the Nazis alicence to broadcast for 15minutes at 04.00.

"We cannot give free rein tosuch extreme opinions."

The issue of refugees andimmigrants in Denmark hasbeen a subject hotly debatedfor several years.

When it emerged earlierthis year that the Nazisplanned to start a radio sta-tion there was some opposi-tion, but the official explana-tion was that the group hadthe same rights to freedom ofspeech as other citizens.

Suggs Wakes Up After An Eight -Year Hibernationby Robbert Tilli

LONDON - Hey you! He's only one stepbeyond. Suggs (a.k.a. GrahamMcPherson), the ex -idiot -in -chief ofMadness, has finally got out of bed tostart his solo career on WEA UKwith a happy ska version of theBeatles' I'm Only Sleeping. Hecan go back to bed again withoutworrying, as in week 35 it wasthe highest entry in Music &Media's EHR Top 40 at number29.

In the UK the news of Suggs'sudden resurrection incited aninstant radio summer hit. "Whata good song Suggs has chosen,not just the obvious Beatlestrack," expresses Forth RFM/Edinburgh head of music JayCrawford. "It fits him like aglove, as it has a touch ofMadness by nature-it almostcould've been one of their songs."

For 96.4 -FM BRBM/Bir-ming ham head of music it wasan easy decision to go with thetrack. "Madness songs have goneconsistently well with ouraudience, and we spotted the massappeal right away. You'll find anybody ofany age group or demographic hummingalong to it."

At the end of its existence Madnesswas desperately trying to shake off its

ska/rocksteady stigma in favour of pureBeatle-esque pop, and see what happensas soon as Suggs goes solo? Indeed, youguessed it: it's a ska record and aBeatles cover at the same time! "Toaccuse him of selling out is pointless,"

says Sadler, "Madness was too prolific aband for that. I wouldn't call it a stepback, rather a return to form!"

Recording this song as his solo debutsingle was a concept thought out byWarner Music UK chairman Rob

Dickins who personally signed him."Yeah, that was just me. I always likedthat song, especially those lyrics 'pleasedon't wake me, no don't shake me, leaveme where I am.' I thought those tongue-in-cheek words suited Suggs even better.

Before he cut it, you could alreadyenvision him singing it It's aneasy opener for somebody who hasbeen away so long. It's very muchhim and the song is familiar to acertain generation." Missionaccomplished, as Suggs on hisown is already established with aUK top 5 hit single.

Dickins is one of those old-stylerecord industry executives whostill like to be involved in A&R-ingnow and then. "I take thecorporate side very seriously, butthe A&R side of business is whatreally excites me. I love music, butas I couldn't play an instrument, Idid the next best thing."

Signing Suggs was the climaxof a mutual friendship that datesback to 1979, when Dickins, in hisrole of publisher, gave the band a£200 (app. US$317) loan to recordtheir first single The Prince after

which they signed to Stiff Records. Therest is history.

In between Madness' split and now,Dickins and Suggs remained onspeaking terms. "I tried to get him backinto music, because he was too young to

retire. It would've been a waste not to doit," Dickins looks back.

Once signed the real work began asSuggs is a perfectionist. He rejected awhole list of candidate producers withgreat reputations, until "big brother"Dickins bought him the famed Jamaicantandem Sly & Robbie-an offer hecouldn't refuse. "Those were the onlyproducers he was willing to listen to,"Dickins laughs.

All in all the "Taxi Gang" has onlyproduced half of the album The LoneRanger, to be released on October 16.The other half has been handled by Mr.McPherson himself, who also (co-) wrotethe nine originals on the 11 -track album.One of these will be the second singleCamden Town-out on October 2-aboutthe part of London he hails from and somany others wish they did. To shoot thevideo Suggs had to go on a "dreadlockholiday" to Jamaica.

Not all of the album is reggae -tinged.The Beatle-esque sound of the lastMadness albums returns on a fewtracks, like the closing track She's Gone,featuring a string quartet. Theremaining cover, a strikingly differentversion of Simon & Garfunkel's 1970hit Cecilia, will be the fourth single.

Dickins describes the album as "veryEnglish with Jamaican influences. Thereggae element is tougher than onMadness albums. Also, using samples,it's more modern."

On September 1 the Veronica story came full circle. The broadcaster's switchfrom a time-share on the public system to operating as an independent stationmarks a return to the spirit of independence which launched it 35 years ago.With an FM frequency on cable and two nationwide terrestrial AM frequencieson 828 kHz and 1224, Veronica is "back on the air and on the water" accord-ing to its Dfl 5 million advertising campaign. And, true to its sea -faring history,one of the transmitters is located on the MV Communicator, once the home ofoff -shore station Laser 558.

"Young, passionate and rebellious"is how many of the Veronica pio-neers describe the atmosphere onthe original pirate ship, which wasone of the earliest of the North Seapirate broadcasters to start broad-casting on April 21 1960.

Veronica was a child of the early`60s. It was driven from the heartand the guts, and nowhere wasthat more obvious than in the stu-dio. "The team putting together theVeronica show was like a largefamily," recalled shareholder BullVerwey in 1974. "Quite often flam-ing rows would break out over pro-gramming. But they soon blewover."

The brainchild of transistorradio importers "Bep" Slootmans,Max Lewin and Henk Oswald,Veronica began life as the VRON,an acronym for "Free Radio Broad-caster of Holland."

The consortium was inspired bythe activities of Scandinavianpirate broadcasters Radio Mercurand Radio Syd. Once outsidenational waters a radio stationwas untouchable, beyond nationaljurisdiction. Although clearly visi-

ble from the Dutch coast, the sta-tion could broadcast what it want-ed!

The. VRON was to provide. acombination of popular music andradio advertising-until thenunknown in Holland-whichwould stimulate the sales of radiosets and provide attractive adver-tising possibilities for the consor-tium's network of business rela-tions around Europe.

The concept was unprecedent-ed, and a huge challenge. A shipwas bought, fitted out with thenecessary equipment, and beforelong a team of enthusiastic youngDJs was working on a program-ming schedule. Excited by the pos-sibilities, few of the presenters hadradio experience and most werewilling to work for as little as Dfl150 (app. US$90) monthly.

"When we started we had veryfew records," writes then -pro-gramme director Rob Out in hishistory of Veronica's pirate days.In fact the station started out with50 singles and 50 LPs. Recordcompanies were initially wary ofbeing linked with an illegal broad-

caster, but CBS was the first tosend product to the station-viaan anonymous go-between.

The sales influence of Veroni-ca's adventurous music program-ming soon become very clear, how-ever, and record companies saw abenefit in supplying product. It didnot take long before record plug-ging had become a phenomenon.Soon it was big business. Formany listeners Veronica was theonly way of hearing the wealth ofyoung vibrant music coming out atthe time.

On January 2 1965 Hollandsaw its first official chart-theVeronica Top 40-which wasbased on sales details phoned infrom a handful of retailers. Atnumber one was The Beatles withI Feel Fine, with Roy Orbison'sPretty Woman at number 3.

The chart reinforced Veronica'smaverick image, with widespreadrumours about it being open to"persuasion." However, Dutchrecord companies enjoyed Veroni-ca's loyal support of home-growntalent, and the chart led to a peri-od in which Dutch talent bloomed

at home, and sometimes interna-tionally-with acts such as TheCats and Shocking Blue.

"Better Than In The States" wasone of the favourite taglines givento Veronica at the time. Andindeed, the station brought a newway of radio presenting to theDutch airwaves. When Willem vanKooten was made programmedirector in 1964 he made a trip tothe US and was struck by therelaxed style of presention. DJsimprovised rather than reading offtheir words, and presented sec-tions of two hours rather than the15 -minute sections he had beenused to.

Veronica's future seemed uncer-tain in 1974 when the pirate chap-ter ended. A new Dutch law for-bade broadcasting from the sea,and the Veronica ship was hauledin. However, the pioneering spiritrefused to die. A strong campaignsucceeded in rallying enough pub-lic support to allow Veronica tojoin the public broadcasting sys-tem in 1975, where it has contin-ued to broadcast almost uninter-rupted for 20 years.

A Broadcasting Tradition ContinuesThe move to 24 hours a day broadcasting for Veroni-ca has been a dream come true for the station's DJs.For veterans it means the chance to expand therebellious Veronica style, and for newcomers it hasbrought the opportunity to present their own shows.

I became aware ofsays, "The first time

US breakfast showsin the early '80s it

changed my view of what was pos-sible on radio.

"When I joined Veronica in 1983Dutch radio was dry and sobre.Nobody dared poke fun at any-body. DJs never swore, let theirhair down or really expressedthemselves."

Hence his decision to give hiscolleagues a taste of how radio ismade in the US. He asked Veroni-ca's US correspondent to tape avariety of different morning showsand post them to Holland. "It helpsto work for a big media network,"laughs Van Inkel.

Together with fellow VeronicaDJ Adam Curry he put some of theUS -inspired ideas into practiceduring their Friday afternoon showon Radio 3.

"We had Friday, which was thebest radio day of the week,"remembers Van Inkel. The week-end was just around the cornerand Adam and I would go wild inthe studio. With its sound effects,gags and hot music, our show wasunique in Holland."

And the crazy antics of the twoDJs received full support fromVeronica's management. "[Thenprogramme director] Lex Hardingwas a great help," says Van Inkel."Only if we really lost it and start-ed rambling on would he ask us tocalm down. I am sure he saw thepotential in the style we devel-oped."

Curry moved over to VeronicaTV in 1985, after which Van Inkelchristened his new afternoon drivetime show Rinkeldekinkel and oneof Holland's most popular radioprogrammes was born. Ten yearslater the programme has finallyreceived the day slot which suits itbest-the breakfast show.

Rinkeldekinkel-Good Morningkicks off the weekday at HitradioVeronica. "Right now the show stillfeatures 70% music and 30%talk," says Van Inkel. "But I will beslowly increasing the talk content.The optimal breakfast show mix is60% music and 40% talk."

Van Inkel, who started his radiocareer at Amsterdam pirate stationRadio Decibel in the early `80's,can live with Veronica's credo tofollow trends and not to set them.

"We have to win a solid listenerbase first. That's why we avoidbeing too progressive or experi-

However, hepoints out, 'We are explicitlylaunching Kink FM as a forum formore trendy styles like alternativerock and certain dance music gen-res. Hitradio is and will remain apop station."

Hitradio Veronica's closest com-petitor will be [dance station]Radio 538 group. But, as 538caters to a younger target, it doesnot pose a great problem, believesVan Inkel. A more pressing prob-lem for him is the drop in audi-ence from Radio 3-with its 22%market share-to Hitradio Veroni-ca, which will start with a 0.6%market share.

"At a big station like Radio 3everything you say has an enor-mous impact," he says. But thesheer excitement of setting up acompletely new station with itsown identity is stronger than mar-ketshare-related worries. "I am notbothered by the fact that I make ashow for fewer people than Ireached through Radio 3. The kickI get out of being involved in Hitra-dio Veronica is simply too big."

Meanwhile, for budding new DJRob Jensen, Veronica's decision togo commercial gave him the breakhe was waiting for; the chance totry his DJ skills on Hitradio.

At Hitradio Jensen presents the18.00-20.00 show "Jensen'sEvening Romp". "My own show at

a young EHR station is what Ihave always wanted," admitsJensen. "And the Veronica housestyle suits me. It's daring, freshand gives me the freedom to devel-op my show."

A Three -Pronged Radio AttackT

HE strength ofVeronica's new 24 -hour station HitradioVeronica will lie in itsability to offer a

clear-cut format, according toHMG/Veronica MD Unico Glorie.

"There is as yet no station witha clearly distinguished format inHolland," he says, pointing to hishopes for the channel.

The path is clear, he believes,for a station with a format target-ing 13-35 year -olds with up -tempoprogramming.

"To be successful we have tooffer advertisers a clearly -definedtarget group and prove that weactually reach it. I believe this willwork as we can adhere to a muchstricter format after leaving Radio3."

With other formats in thepipeline for the three stations inthe HMG and Veronica group, thebroadcaster is planning a three-fold attack on the Dutch radiomarket.

"We start with Hitradio Veroni-ca-a young and brash pop stationtargeting 13-35 year olds. In Octo-ber RTL Rock Radio will be trans-formed into Kink FM, an alterna-tive rock format targeting 20-40year olds. Finally, we will be goingon air with news/talk stationNieuwsradio 1395 later this year."

DJ personality will be a vitalelement in Hitradio, which seemsfitting for a broadcaster withVeronica's strongly independentimage. "Our format is basicallyEHR, but the playlist very muchbears the signature of our DJs,"says Glorie, who aims to makeHitradio into Holland's most per-sonality -based station.

A single Veronica group imageis unlikely, says Glorie, who

emphasises that Hitradio will becreating its own image and listenerexpectations, separate from its TVcounterpart.

ergies with partners in holdingcompany Holland Media Group(HMG). Kink FM will replace HMGpartner RTL's Rock Radio nation-wide on cable, for example, whileHitradio will be marketing itsadvertising time through thegroup's sales house IP.

With the stations in place, themain concern for Glorie is toensure that contents and soundquality are optimal. With technicaland musical limitations, this isgoing to be a challenge. But one heis willingly prepared to face.

All three stations are limited tocable and AM frequencies. Whilethe news station will not sufferfrom being available only on mono,an EHR output in particular willbe at a disadvantage. 'We will con-tinue to fight for an FM frequen-cy," says Glorie.

Meanwhile, a musical obligationto play 50% Dutch language music

poses another limitation whichhas been easier to circumvent."Between 06:00 and 20:00 westick to the Veronica mix of inter-national hits and brash presenta-tion," says Glorie. "From 20:00onwards we increase the share ofDutch language songs to fulfill thequota for the day."

HMG: Holland's Largest Single TV, Radio OperationVeronica's new mother companyHMG became a legal entity on Sep-tember 1, and is the largest com-mercial television and radio net-work to come into being in Holland.

Negotiations were in progress forsome six months before a deal wasstruck between backers Veronica,pan-European broadcasting com-pany CLT, giant Dutch publisherVNU, arid independent productioncompany Endemol Entertainment.

On the television side, theagreement created a three -channelcommercial network consisting ofVeronica, Dutch commercial mar-ket leader RTL 4 and its sisterchannel RTL5. On the radio side itgrouped together CLT-backed RTLRock Radio and Veronica -owned

Hitradio Veronica, [formerly Ende-mol-owned Holland FM) to createHolland's largest radio operation.

But worries about the integra-tion of the backers, some ofEurope's most powerful players,ended with calls by Dutch legisla-tors for an investigation. The ques-tion was whether Luxembourg -based HMG would create apowerful advertising and produc-tion cartel in Holland, corneringthe market on rates and program-ming.

Late last spring the Dutch gov-ernment asked the European Com-munity to assess whether HMGwas legal under European compe-tition and anti-trust regulations.

A response came in July, saying

that the structure of HMG could beproblematic. A hearing was held onAugust 7 in which HMG presentedits case, but a final commissionruling on the matter is not due outuntil mid to late September.

Unico Glorie is adamant that"Whatever the outcome, Veronica'sactivities will not be affected."HMG, meanwhile, has publicallystated that it will work with theCommission until it comes up witha solution which abides by EU reg-ulations.

A spokesman for Endemol, oneof the parties, has said that it ispossible that HMG may berequired to take additional part-ners in order to satisfy the com-mission's concerns.

For themoment the song-written by R.Kelly and not Jackson himself-isselling in 10 territories with thefollowing chart positions; Den-mark number 4, Finland 10,France 15, Germany 41, Ireland9, Holland 13, Norway 15, Swe-den 33, Switzerland 7 and in theUK at number 3.

LONDON - UK record sales con-tinued to rise in the secondquarter this year with a climbof 13%, according to figuresreleased by the BPI.

Album unit sales rose by17%, thanks to strong releasesby major artists such asMichael Jackson, Wet WetWet, Take That, Bon Jovi andPink Floyd.

Veronica Mega Top 50 Deal Angers TROSIn the same week that it went commercial (see special supple-ment), Veronica has surprised the industry by signing a deal tobroadcast the Mega Top 50 chart on Hitradio Veronica. Present-ed by Gijs Staverman, the Mega Top 50, one of Holland's twoexisting sales charts, will be broadcast on Saturdays from 15:00-18:00. The move has angered pubcaster TROS, which claims tohave an exclusive agreement with the Mega Top 50 foundation.TROS is considering legal steps against the foundation andbroadcasts of the chart on TV and radio has been stopped. MegaTop 50 MD Sieb Kroeske, however, denies any exclusivity. "Wenegotiate with a lot of stations and have always intended thebroadest possible exposure for our charts. The TROS has alwaysknown this."

Government Agrees Sales House Mergeby Emmanuel Legrand

PARIS - Competition within theFrench radio industry is likelyto change radically followingthe merger of Europe l's andRMC's sales houses, which hasbeen given the go-ahead byFrench government.

In a letter dated August 25,the French ministry of financegave its blessing to the merger

of the two sales houses, declar-ing that the newly createdstructure "is not bound to affectcompetition."

The decision came as a reliefto the managements of bothEurope 1 and RMC, whoviewed the merger as a way tocounter arch rival IP and tooffer a wider scope of radio ser-vices and demographics toadvertisers.

Once completed, the movewill create Euro GEM, the mostpowerful sales house in France,with a market share of 46% ofthe total radio market-aheadof current leader IP, with 43%.

Europe 1 sales houseEurope Regie, which has a 30%market share, sells ad space forfull -service Europe 1, ACEEurope 2, EHR Skyrock, ACERFM and the group of indepen-

dent stations Les Indepen-dants. RMC's sales houseGEM, meanwhile, sells for full -service RMC, ACE Nostalgieand Radio Montmartre.

IP (which sells for RTL, FunRadio, RTL2, Sud Radio) andNRJ (NRJ, Cherie FM, Rires)have strongly voiced theiropposition to the merger, whichcomes just as the governmentis about to privatise RMC.

This is the sixth EHR hit for Mick Hucknall'sband since the chart was launched in December1990. Their last one was 1992's Your Mirror, buttheir biggest success on the format was 1991'sSomething Got Me Started, which topped the chartfor four consecutive weeks.

The new single, produced by Hucknall and SimplyRed's regular producer Stewart Levine, serves asthe taster for the band's fifth album Life (due forrelease on October 9)-their first to be issued in fouryears. Fairground is already playlisted in 14European countries, while getting the bestpenetration figures in Austria, Switzerland andIreland (75-100%). The UK, Germany, Spain,Denmark and Greece are next in line (33-41%),whereas Italy, Sweden, Belgium, Finland and Polandare well on the way with as yet less spectacular, butnonetheless significant figures.

Michael Jackson takes home the Radio Activeaward for the second consecutive time this week, asYou Are Not Alone cracks the top 3 with 95 reportersby its side, including 22 first -timers. The ballad isgetting spins in no fewer than 24 territories, the UK,Ireland and Switzerland being most supportive, withpenetration ratios ranging between 82 and 100%.Italy, Holland, Denmark and Norway are next in line(67-75%).

Sister Janet, in the meantime, snatches thesecond highest new entry in the chart, as Runawaystarts at number 25, boosted by 41 EHR stations(including 13 adds), spread out over 12 countries.The UK leads the way with a 76% acceptance leveland is followed most closely by Sweden andSwitzerland (50% each). Half Dutch/half British quartet Caught InThe Act enters the Border Breakers chartat number 23 with Let This Love Begin, a sul-try ballad, produced and co -written by SteveMac. It is the third single to be taken from thegroup's debut album Caught In The Act OfLove and the follow-up to the Rick Astleycover My Arms Keep Missing You, whichcharted for eight weeks earlier this year (witha peak at number 14).

The new single by the HKM-signed teen acthas accumulated an 11 -station roster, as itcrosses over to four territories outside homebase Benelux. Especially in Germany, Let ThisLove Begin meets with good initial radio sup-port. In that country, five reporters are havingit in rotation this week, including four newadditions. These are heavyweights such asEHR oulet Orb/Fritz/Potsdam, ACE -format-ted Radio NRW/Oberhausen and Hundert6/Berlin, as well as national music stationBerlin 88.8, also in Berlin. Key dance broad-caster Hit Radio N 1/Nuremberg has alreadybeen championing the track since it was apowerplay record at the station three weeksago.
