EXECUTIVE DIRECTOR’S REPORT With the horrific events that have occurred over the past year and with the daily threat of further atrocities, it is sometimes difficult to remember the positive effect that sport can have on our children and our national psyche. Not long ago the world was united in the excitement and spectacle of the 2002 World Cup and prior to that the 2002 Olympic Games. Sport can be a big positive in our ever changing world! These events have also had far reaching implications for our sport. The issues of insurance and governance are consistently being promoted as issues requiring our full attention. It has also brought with it many unrealistic demands that claim our limited resources. As we pass the half way point before the 2004 Games in Athens, the focus will more and more be placed on the preparation of our elite divers. With the majority of our funding targeted on the high performance program we face the challenge of ensuring our key performance indicators are met to ensure continued funding and support through the AIS program. The highlight of the past year was the history making performances of Irina Lashko, Loudy Tourky and Mathew Helm at the 9th FINA World Championships in Japan. A Silver Medal by Irina in the Women‟s 3 Metre, a Bronze Medal by Loudy in the Women‟s Platform and a Bronze Medal by Mathew in the Men‟s Platform - a fantastic result with all three performances creating history. The National Team members remain totally committed and thoroughly professional in their approach to their diving. We can all be proud of the example set by our National Team athletes. The continued assistance of the Australian Sports Commission and the Australian Olympic Committee to our High Performance Program is significant to our success. The funding allocated for team preparation and the confidence in the sport to succeed is much appreciated. Also to be congratulated and thanked are the NSW Institute of Sport and South Australian Sports Institute for their input into the National Team results and for their continued support for Diving. It remains a concern for Diving Australia that our limited resources are directed on the elite program with little option to focus on our sport development role. Of more of a concern is the small number of volunteers who are available to support our programs and events. Solutions for these issues are a high priority for the Board and will require the combined efforts of state associations, clubs and DA to ensure our young athletes are totally supported and our sport continues to grow and succeed.

HIGH PERFORMANCE PROGRAM

The SEP Management Committee under the co-ordination of Andrew Heath continued its role of overseeing the high performance program as set out in the DA Selection Policy and Criteria. The high level of commitment by this committee to maintaining a professional approach to the management of the elite program has played a significant role in the continuing success of our athletes at international level. With the changes in the DA Rules and structure of the program the role of this committee will continue to be critical in determining the planning and direction of the high performance program.

SEP Committee members included: Andrew Heath HPM (co-ordinator) Hui Tong AIS Head Coach Salvador Sobrino State Elite Program representative Chantelle Michell/Loudy Tourky Divers‟ representative Philip Pullar ADA Executive representative Michael Murphy ADA Selection Committee representative Kylie Bloodworth ASC representative (non-voting) While reviewing the DA Strategic Plan in early 2002, concern was expressed that due to limited resources certain objectives of the High Performance Program were not being implemented to a level satisfactory to the committee. Specific expertise was required for the program and Bob Crudgington, former National Coach of the Softball Australia Elite Program, was approached to: Review the current structure of the National Elite Plan. Develop a comprehensive National Training Program based on successful coaching

principles that is endorsed by members of the NECP, including:

- Minimum requirements for an elite training centre - Testing protocols and standards - National camps program format - Sport Science/Sports Medicine program - Talent identification - Performance standards

Incorporate the National Elite Plan into Diving Australia formal agreements with NSWIS, SASI and other state high performance programs.

Bob commenced on a part-time basis in February 2002 keen and enthusiastic to work with Hui Tong and the NTC coaches to deliver the expertise he had gathered in his role with Softball over two Olympic campaigns. An Elite Program Workshop was conducted in Brisbane on 10 April 2002 to which all NTC coaches and a representative from each State were invited. An outline of the direction that National Coach Hui Tong believed was necessary to raise the standard of our programs was presented and discussed. The major outcomes from the meeting were: Management to be improved by combining the resources of DA along with the National

Coach and AIS to provide leadership through planning, monitoring and evaluating the performances of the NTP

Changes to the selection process through selection of a National Squad in August of each year based on year‟s performances

Establishment of a national network and register for all SS/M consultants Enhancement of the sports science component of the National Training Program Extensive monitoring and evaluation Bob and Hui would have a very busy few months before the group were to meet again and discuss progress.

Australian Institute of Sport Program After four months in the position of AIS Head Coach / DA National Coach, Hui Tong‟s family had joined him in Brisbane and Hui‟s understanding of the sporting environment in Australia had begun to take on shape. With the extensive knowledge and experience Hui had gained in China and Canada he gradually introduced changes which were readily embraced by the athletes in the program. The 2002 AIS Scholarship holders were: Robert Newbery (SA) Mathew Helm (NSW) Steven Barnett (NSW) Matthew Cooper (Qld) Chantelle Michell (Vic) Lynda Folauhola (SA) Nicole Ng (NSW) Liesl Ischia (Vic) The success of the program relies heavily on the administrative support of Andrew Heath and management support from the AIS in Canberra. Michael Scott, AIS Director, continues to make an impact on the structure and direction of the AIS. Of particular benefit has been the introduction of the Performance Enhancement Program (PEP) which is a program to provide a framework for a process of continuous improvement of AIS sports programs, management and service providers. At the same time that Bob Crudgington was appointed to assist the DA High Performance Program it was seem that he could also provide a service to the AIS by: Providing professional mentoring support to the AIS Head Coach. Enhancing the management of AIS program through special initiatives and projects. Of increasing importance to the AIS program is the valuable support from the SS/M team. Special thanks to Physiotherapist Kathy Mitchell, Strength and Conditioning Coach David Pickering, QAS Psychology Wendy Swift and QAS Biomechanist Lee Nicholson. The strength of the SS/M support has improved significantly over the past year and the AIS program would be far less effective without the support of these professional, committed individuals. National Training Program The DA High Performance Network continued with five programs in NSW, SA, Vic, WA and QLD. The NSW Institute of Sport and the SA Sports Institute continued with full status diving programs.

DA recognised the crucial role played by these state elite programs by increasing its commitment to these programs to approximately $65,000 in financial support from HPP funding in the 2001-2002 financial year: NSW Institute of Sport $20,000 SA Sports Institute $20,000 VDA High Performance Program $10,000 QLD Elite & Development Program $10,000 WA Elite & Development Program $5,000 NSW Institute of Sport After the departure of his Assistant Coach, Salvador Sobrino had the hard task of coaching his full squad until a replacement coach could be appointed. The NSW Institute of Sport program continues to set a very high standard in program delivery and this has been enhanced with the appointment of Vyninka Arlow from WA to the position of NSWIS Scholarship Coach. SA Sports Institute The South Australian Sports Institute Diving Program with Head Coach Mike Martens and Assistant Coach Tania Paterson have combined to form a very effective team in Adelaide. The SA Sports Institute, particularly its sports science/medicine personnel, have assisted both the Diving program and the delivery of coach education for Diving Australia. This support is very much appreciated by the South Australia Diving Association and Diving Australia. Victorian High Performance Program Pavel Plotnokov, the Victorian High Performance Program coach, continues to drive the program in Victoria. Coming from the very strong Russian background, Pavel consistently promotes the importance of strong coaching skills and with the assistance of the Victorian Institute of Sport is making well earned inroads within Victoria. WA Elite & Development Program With the departure of Vyninka Arlow from the WA Elite & Development Program, the position of Head Coach was filled by Raelene Lyon. The program suffered a minor setback with the departure of a few of its divers to the NSWIS program but has rebuilt and continues to work to have the program included in WAIS. Queensland Elite & Development Program The Queensland program was unfortunate to lose the services of Kong Rong Li with his decision to live and work in the USA. The two squads were combined under the direction of Chen Wen who has continued to build on the strong work of Kong Rong Li.

INTERNATIONAL COMPETITION

The focus of the international competition program for 2001-2002 was the FINA World Championships and the FINA World Junior Diving Championships. 9th FINA World Championships, Fukuoka, Japan, 22-29 July 2001 A team of six females and 3 males represented Australia at the 9th FINA World Championships in Fukuoka. The team was accompanied by coaches Hui Tong, Salvador Sobrino, Peter Panayi and Dave Parrington from USA, massage therapist Andrew Zealand and team manager Andrew Heath. The competition was spread over eight days with the decision to stagger athlete‟s arrivals and departures working well. Highlights included:

Irina Lashko – Silver Medal, Women‟s 3 metre Loudy Tourky – Bronze Medal, Women‟s Platform Mathew Helm – Bronze Medal, Men‟s Platform

All three performances created history for Diving Australia – the only medal previously won at a World Championships was a Bronze Medal by Chantelle Michell in the Women‟s 3 metre event in Perth in 1998. It was an excellent result and great performances by Irina, Loudy and Mathew. Overall, Australia was ranked the number three nation with a further seven strong Top 6 performances and three Top 12 performances. The most successful World Championships ever! 21st Universiade 2001, Beijing China, 23-29 August 2001 A team of six made up of two female divers, two male divers, coach/manager Madeleine Barnett and judge Wendy Pullar travelled to Beijing for the 2001 World University Games. With divers from 22 countries competing in the event, the Australian Team had the unusual advantage of short travel time and only a small difference in time zone. The highlight for the competition was a 7th placing in the Women‟s 3 Metre event by Rebecca Gilmore. 2001 Goodwill Games, Brisbane, 29 August – 9 September In what has turned out to be an historic event in Brisbane – the first Goodwill Games to be staged outside of USA or Russia and the final Goodwill Games ever to be staged in the world, the Australian Team of Chantelle Michell, Irina Lashko, Loudy Tourky, Lynda Folauhola, Rebecca Gilmore, Steven Barnett, Robert Newbery and Mathew Helm enjoyed the relaxed and „elite‟ atmosphere of the Games in Brisbane. The highlights were:

Mathew Helm/Robert Newbery - Silver Medal, Men‟s platform synchro Loudy Tourky/Rebecca Gilmore - Bronze Medal, Women‟s platform synchro

It was a really solid performance by the Australian Team with a further four 4th placings.

4TH FINA Diving Grand Prix Super Final, Athens, Greece, 1-2 December 2001 Irina Lashko and coach Peter Panayi accepted the invitation of FINA to travel to Athens to compete in the 4th FINA Diving Grand Prix Super Final. Irina dived extremely well to finish in 2nd position in the Women‟s 3 Metre final with less than 10 points behind Olympic Gold Medallist Guo Jingjing of China. Another great performance by Irina! 2002 FINA Southern Cross Grand Prix, Southport, 1-3 February One advantage of conducting a Grand Prix event in Australia is that it gives Australia as the Host Nation the opportunity to enter six divers in each event. With performances by the Australian Team being taken into consideration for selection for the Manchester Camp and FINA Canada Grand Prix, 2002 FINA Diving World Cup and 2002 Commonwealth Games, competition at Southport was very fierce. Highlights included:

While the level of competition from the international competitors was not very high, the Australian Team performed very strongly and again ensured it was a very strong competition. 2002 Manchester Camp & FINA Canada Cup Grand Prix, Manchester & Montreal, 26 April – 5 May After 32 hours travel time, the Australian Team of nine divers held together unbelievably well to arrive in Manchester in very high spirits. Once there, coaches Hui Tong, Salvador Sobrino, Peter Panayi and Mike Martens supported by masseuse Xong Xu Hua and manager Julie Kent allowed the divers a short rest until lunch and then it was off for the first sighting of the 2002 Commonwealth Games pool. Four training days were held before a friendly competition was conducted with the English Team over the next two days. Highlights included:

The tour to Manchester to familiarise the team with the pool and environment was a great opportunity for the Australian Team to prepare for the 2002 Commonwealth Games. Our thanks to the Australian Commonwealth Games Association for providing the very generous funding to conduct the camp prior to the Games. Following the competition, the team left Manchester and flew to Toronto before carrying on to Montreal for the FINA Canadian Grand Prix. This event is always extremely well organised and attracts a high quality field. It also provided the Australian Team with excellent preparation for the 2002 Commonwealth Games with the opportunity to compete against our main rivals Canada and England. The highlight of the event was a Gold Medal by Robert Newbery in the Men‟s 3 Metre event. This was a very strong event and Robert dived exceptionally well to win followed by the two Chinese divers. Great performances included:

The Men‟s Platform event was a sensational display of diving and Mathew Helm did extremely well to finish in 4th position. 2002 FINA China Grand Prix, Xian, China, 29-31 May AIS Coach Wang Tong Xiang and NSWIS Scholarship Coach Vyninka Arlow along with team manager Mary Godden accompanied a team of five younger National Team divers to Xian City in China to compete in the 2002 FINA China Grand Prix. In an event that was changed a number of times to fit in with the 2002 World Cup Soccer games, the Australian Team competed very well and returned to Australia with some worthwhile prizemoney. Highlights included:

Luke Jones/Matthew Cooper Silver Medal, Men‟s 3 Metre Synchro Louise Meek/Carlie Gidman Bronze Medal, Women‟s 3 Metre Synchro Luke Jones 4th placing, Men‟s 3 Metre Anna McIlwaine 4th placing, Women‟s Platform Matthew Cooper 5th placing, Men‟s Platform

19th International Youth Diving Meet, Waldkraiburg, Germany, 21-23 June Nine countries participated in the 19th International Youth Diving Meet in Waldkraiburg in June where competition was organised for Group A and B divers. The Australian Team of Chen Wen, Tania Paterson and divers Gene Kimlin, Adele Meagher, Vicky Linnell, Matthew Mitcham, Scott Robertson, Elise Ntoumenopoulos, Sharleen Stratton and Kathryn Blackshaw claimed 3 Gold Medals, 6 Silver Medals and 1 Bronze Medal to be awarded the trophy for No. 1 Nation.

The Organising Committee were delighted to have the Australian Team participate and are very keen for us to return.

INTERNATIONAL COMPETITIONS IN AUSTRALIA

2001 Goodwill Games, Brisbane, 29 August – 9 September The Goodwill Games staged in September 2001 was truly an historic event – not only was it the first Goodwill Games to be staged outside of Russia and USA and subsequently decided that it was the final Goodwill Games ever to be staged. The event was also an outstanding success for Diving Australia as a result of the excellent management of the event by Anna Carnerius-Foley while introducing to the diving community a more exciting and relaxed style of event presentation. Anna Carnerius-Foley is to be congratulated for her outstanding job as Event Manager. Anna has the ability to be gracious and friendly and at the same time to be aware of and ensure all aspects of the event are running smoothly and efficiently. She was extremely popular with all the FINA Technical Committee members, international visitors and wonderful volunteers who assisted with the event. Thank you to everyone who assisted in what turned out to be a very friendly and high profile event. In a very innovative move for an international diving competition, Australia was given the opportunity to introduce changes to the running of the event to increase its audience appeal. With very good attendances at every session Goodwill Games contracted Drew Morphett and Dean Pullar to present a running commentary of the dives for the audience. As well as replays on the big screen, the audience really appreciated the informative and entertaining commentary. The traditional method of diving commentary was definitely not missed and the audience enjoyed the change. Music was also played far more frequently giving the event a „carnival‟ atmosphere. The FINA Committee was very impressed with the presentation by Australia and indicated they may introduce a similar format for certain international events in the future. Thank you to the Goodwill Games Brisbane organisation for the opportunity to participate in this very successful event, to be given the opportunity to experiment with different ideas and to be given the expertise to carry it out and provide us with the very best divers in the world!

2002 FINA ‘Southern Cross’ Grand Prix, Southport, 1-3 February Southport was the venue for the 2002 FINA Southern Cross Grand Prix and international guests were accommodated at the Courtyard Marriott Hotel. While divers from Russia, New Zealand, Germany, China, Great Britain and Ukraine attended the event, unfortunately the quality of the divers was not really a match for the Australian Team. The poor attendances were partly a result of the events of September 11 and the fact that it was the first year after the Olympic Games. FINA Technical Committee member Ron Andrew travelled from South Africa to oversee the event on behalf of FINA. Thank you to the volunteers from QDA who assisted with the event, the management of the Southport Aquatic Centre, the Gold Coast City Council and particularly to Daryl Hocking and Sue Lewis.

NATIONAL COMPETITIONS

National Junior Challenge, Sydney, 1-7 October 2001 Sydney hosted the 2001 National Junior Challenge and as with all events conducted in the 2000 Olympic venue it was a very successful event. The inclusion of the „Knock Out‟ component of the competition was very popular with the athletes and provided great entertainment for the spectators. Thank you to the NSW Diving Association for hosting the event and particularly to Sylvia Blackshaw for her time and effort. National Diving Championships, Adelaide, 27-29 March (Open), 31 March-2 April (Junior), 4-7 April (Age) The South Australian Diving Association was presented with a major challenge in hosting the 2002 National Championships. Following major changes to the rules for the Junior divers a decision had been made to conduct a third event – the Age Championships. Fortunately for DA the South Australian diving community continually provide efficient and exciting events and this was no exception. Our thanks to all those volunteers who worked over the three events – I have never seen so many exhausted officials! The Open Championships was the selection trial for the 2002 Commonwealth Games and combined Manchester Camp and 2002 FINA Canada Cup. CAMPS

National Junior Camp, 10-14 December, Brisbane, Qld The 2001 National Junior Camp had two major objectives: 1. expose Australia‟s talented junior athletes to Diving Australia‟s national training centre

environment and 2. foster a national feeling amongst our talented junior divers. Seven athletes accepted the invitation to attend the camp which was conducted at the Chandler Aquatic Centre from 10-14 December:

Each diver received a performance evaluation by Hui Tong at the completion of the camp and a video of their training. All seven divers are to be congratulated for their enthusiasm for training and their excellent behaviour. A special thank you to our hosts at the Koala Inn who are always delighted to have the athletes stay and go out of their way to ensure the divers receive „special recognition‟ in the dining room each night. National SEP Squad Camp, 26-29 January 2002, Southport, QLD The 2002 year commenced with a National Camp for all athletes selected to represent Australia at the 2002 FINA Southern Cross Grand Prix. Sixteen divers, five coaches and team manager Andrew Heath enjoyed 4 days at the Sports Super Centre at Runaway Bay near Southport. In between training sessions at the Southport Olympic Pool, the team participated in goal setting and team building workshops. The highlight of the camp was a presentation by US Coach, Hobie Billingsley who gave the athletes a very entertaining talk on “winning”.

COACH EDUCATION

Mike Martens continued in his position of part-time National Coaching Director and with the small amount of time he has available has ensured the delivery of a significant number of coach education opportunities. Mike has established a strong presence within the diving community in relation to coaching issues. Mike attended a National Coaching Conference in Canberra where he was able to discuss coach accreditation courses with a number of other sports. Mike returned with a recommendation to scrap ongoing work on the Level III coach accreditation course and follow the example of gymnastics whereby coaches would be identified for Level III accreditation and would be set a 2 year mentoring type program with set assignments and practical work rather than the traditional 5 day course. An objective of the DA Strategic Plan is to standardize the content and delivery of the Level I course across Australia. Mike has been steadily working on reviewing the Level I course and course delivery guidelines which will be completed later in the year.

LEN Coaching Clinic, Rome, 13-14 October 2001 World renowned diver Klaus Dibiasi from Italy invited Wang Tong Xiang to be the Expert Presenter at a LEN Coaching Clinic conducted in Rome from 13-14 October 2001. Coaches from all over Europe attended the Clinic with Mr Wang concentrating on dryland training techniques. It was a particularly stressful time for Mr Wang as he was scheduled to travel to Rome the day after the USA commenced military activities with Afghanistan.

National Coaching Clinic, Adelaide, 1-4 November 2001 Mike conducted a National Coaching Clinic in Adelaide from 1-4 November which attracted twelve coaches from around Australia. Mike utilised sports science personnel from the SA Sports Institute as well as National Coach, Hui Tong to enhance the skills of our coaches who work with our elite junior athletes. FINA Coaching Clinics, Adelaide, Melbourne, Brisbane, January As part of the FINA Development Programme 2002, Diving Australia submitted an application to conduct a Diving Coaches Clinic in Southport from 3-6 February with US Coach Hobie Billingsley as the Expert Presenter. Following approval from FINA to conduct the course, a plan was devised by Mike Martens to fully utilise Hobie by conducting a further two clinics in different locations while he was in Australia. While Hobie was in Australia he enthusiastically participated in: 10 days working “hands-on” with the coaches in Adelaide Coaching Clinic, Adelaide, 10-12 January Coaching Clinic, Melbourne, 18-20 January Coaching Clinic, Brisbane, 3-6 February Motivational talk to National SEP Squad Hobie‟s clinics were generally well accepted by the 30+ coaches who participated in the workshops. Our thanks to Hobie for accepting so good naturedly the change of plans which he was unaware of until his arrival in Australia. Thanks also to Mike Martens and Tania Paterson for their organisation of the clinics. Coaching Clinic, Adelaide, 3 April The 2002 National Championships were conducted in Adelaide and as part of the many meetings and workshops offered to members was a Coaching Workshop. Conducted on 3 April between the Junior and Age Championships, the workshop presented by Mike Martens was open to all coaches of junior athletes with the focus of the workshop on skill development. 2002 National Coaching Scholarship Program As part of the Australian Sports Commission‟s 2002 National Coaching Scholarship Program (NCSP), Diving Australia was one of 17 sports awarded a scholarship position in 2002. These positions were in high demand, with 25 sports and 129 coaches applying for the 2002 NCSP.

The proposal submitted by Diving was a joint application between Diving Australia (DA) and the New South Wales Institute of Sport (NSWIS). The position would initially be for a 2 year period and funded 50% by the ACC NCSP and 50% by the NSWIS Women in High Performance Sport program. NSWIS would fully fund the position following the completion of the 2 year scholarship program. This was a great opportunity for a young member of Diving Australia to work alongside NSWIS Head Coach, Salvador Sobrino. Vyninka Arlow was appointed to the position and left her position as WADA Head Coach to commence in December 2001.

OFFICIATING

The National Technical Officials Co-ordinator, Wendy Pullar, has worked very hard throughout the year to improve the standard of officiating and implement much needed policies. Wendy has managed the allocation of panels and assessment of judges at national events and has conducted judging workshops at those events. Many tapes have been used videoing the events with the aim of using to discuss and enhance the judging process. FACILITIES

On a positive note, the diving facilities in two of our country areas are receiving attention – Mildura and Wagga. We look forward to visiting these country areas in the near future. It has been a very stressful situation in South Australia with the threat to convert the Adelaide Aquatic Centre to a total leisure facility. The outcome of this decision would have spelt the end of diving in South Australia. The issue has been discussed at many levels over many months with the aquatic sports in Adelaide forming a lobby group which has been very successful in their approaches to both the State Government and Adelaide City Council.

PROMOTIONS & MARKETING

Margaret Pierce has been assisting DA by supplying the media and the diving environment with information on the happenings and competition results from around the world and nationally. The DA website remains our primary tool for keeping the community informed about the Association. DA is investigating upgrading the website to make more interactive and manageable. Unfortunately sponsorship remains elusive for the association. Thank you to TYR Performance Swimwear for their continued support for our Australian Teams.

MEETINGS/WORKSHOPS

A Participation Workshop was conducted on 30-31 January 2002 at Southport. Representatives from each State Association were included in the workshop which included much discussion on a program to highlight the „fun‟ element of diving. Daryl Hocking co-ordinated the workshop and created very elaborate drafts for discussion.

GENERAL

The past year has been a mixture of successes and challenging events. The changing sport environment has impacted on the sport and it has made us reflect on where we are and what direction the sport should be going. Diving is extremely fortunate to receive support from the Australian Institute of Sport for the elite program in Brisbane. Equally, the support from the NSW Institute of Sport and the SA Sports Institute is invaluable in the development and profile of the sport. Many people deserve our thanks and appreciation.

The OAP Management Committee – This committee has a major role in the management and success of the National Teams.

The National Elite Coaching Panel – The five elite coaches from the high performance programs around the country – Mike Martens, Pavel Plotnokov, Salvador Sobrino, Hui Tong and Wang Tong Xiang. Their leadership in directing essential change in all matters associated with elite athletes will ensure ongoing success for the association.

Michael Martens, DA Coaching Co-ordinator. Mike in a part-time capacity has created many opportunities for coaches in Australia to improve their expertise. He does this with creativity and enthusiasm and has established himself very credibly within the diving community.

The DA Selection Committee – Michael Murphy, Mike Martens and Hui Tong.

The National Technical Officials Co-ordinator, Wendy Pullar, who has embraced the task of educating and assessing officials at national events with real fervour.

The divers' representative up to the 2001 Goodwill Games, Chantelle Michell, and new divers‟ representative, Loudy Tourky, for presenting the views and ideas of the divers.

The ongoing work of the State Diving Associations in ensuring the healthy growth of the sport and their ongoing support of national events.

I again would like to single out Sue Lewis and Daryl Hocking who continued to provide enormous assistance in the conduct of national events.

HIGH PERFORMANCE PROGRAM REPORT

INTRODUCTION

Following the great results of the 2001 World Championships in Japan, it would have been easy to sit back and rest on our laurels. Rather, a review of the High Performance Program and the DA Strategic Plan gave us a reality check. The Olympic Games in Athens was just two years away and the HPP priority must be to focus on the preparation of our Olympic athletes and maximizing their performances. Another priority was to implement one of the major objectives of the HPP, a comprehensive National Training Program to enhance our long term chances of Olympic success in 2004 and 2008. With limited resources available to DA a decision was made to source outside personnel to carry out this work . In February 2002 Diving Australia appointed Bob Crudgington in a consultancy role to work closely with National Coach, Hui Tong, on the following:

Review of the current structure of High Performance Program

Development of a comprehensive National Training Program based on successful coaching principles that were endorsed by members of the NECP, including:

Minimum requirements for an elite training centre Testing protocols and standards National camps program format Sport Science/Sports Medicine program Talent identification Performance standards Incorporation of the HPP into Diving Australia formal agreements with NSWIS, SASI and

other state elite and development programs. It was also recognised that it was a crucial time to address our future campaigns in Melbourne 2006 and then Beijing in 2008. Recent performances by our junior divers in Aachen, Germany have supported the fact that our pool of younger and talented divers may be limited.

It is clearly time to focus on this next generation of divers while allowing the current national program to run its course. A clear athlete development pathway with training and competition elements underlying the National Training Program was identified as critical along with a periodised (at macro level) annual plan. Bob Crudgington embarked on a visitation program to all state programs to meet with the various stakeholders in the program and to collect data on the daily training environment, SS/M support and monitoring and evaluation processes. The outcome of this program will be a comprehensive review of the DA HPP. A National TID Program has also been discussed and is recognised as an area that requires urgent action. While acknowledging TID as a priority, because of the lack of resources and other priorities it may be some time before progress commences in this area. To facilitate the success of our HPP and to ensure the objectives of the DA strategic plan are achieved, it is important that all diving stakeholders work together to maximise the benefits of limited resources. This can be achieved by effective planning, improved communication, coordinated competition and standardised use of sports science and modern coach methodology.

THE PLAN

GOVERNANCE

DA Board The role of the DA Board is to act on the recommendations of the HPP Management Committee in establishing the strategic direction, development and monitoring of policies while working closely with the Executive Director to ensure the HPP‟s objectives are met. One member elected by the Board sits on the HPP Management Committee representing the Board.

MANAGEMENT

Executive Director The Executive Director has the role of overseeing and monitoring all aspects of the HPP and is responsible for the financial administration and co-ordination of the HPP. High Performance Program Management Committee (HPPMC) The role of the HPPMC is to:

develop recommendations for the DA Board concerning the establishment of the HPP Strategic Plan and policy on all matters relating to the HPP, National Training Program, Competition & camps program, Selection policy and procedures, Sports Science/Medicine program, Evaluation and Monitoring

monitor the ongoing implementation of the HPP Objectives

The HPP Management Committee will consist of: National Coach High Performance Manager ASC Consultant Board Member Representative of SIS/SAS National Coach The National Coach has a significant role in the development, implementation and management of the High Performance Program in consultation with the HPP Management Committee, NTCP and HPM. DA Selection Committee After reviewing statistics reflecting performances of major events, fitness levels and training effort, the DA Selection Committee is responsible for the selection of:

the National Squad in August of each year with the capacity to add athletes to the National Squad during the year (based on performances)

a Development Squad based on the potential for athletes to perform at a world class level in the future. This squad may be named later in the year than the National squad depending on the timing of various events (Junior and Open)

National Teams using criteria set out in DA Selection Policy and Criteria SS/SM Advisory Committee The SS/SM Advisory Committee will:

have input into the development of a comprehensive Sports Science/Medicine program specific to diving

liaise with SS/M personnel in other NTCs with the aim of establishing a communication register for the High Performance Program

NSW SPRINGBOARD & PLATFORM DIVING ASSOCIATION INC

Another year has past with it‟s own unique challenges and projects undertaken by all of our members. We saw an increase in participation across the state, both in metropolitan and regional areas due to the hard work and dedication of our many coaches, officials and volunteers. Congratulations to Glen Binney for his part in the establishment of the Diving Program within the Riverina Academy of Sport. This is an Australian first as the only regional Academy of Sport Diving Program conducted outside a Capital City in Australia. We have also initiated a Regional Athlete Development Program within the New South Wales Institute of Sport Diving Program for exceptionally talented country athletes. We have been very fortunate to establish strong partnerships with the Riverina Academy, the New South Wales Institute of Sport and the Department of Sport & Recreation and I must take this opportunity to thank them for their support as part of our mission to provide development opportunities, a fair and equal playing field for all athletes and to have a clear delineated athlete pathway throughout our State. We had a total of 11 clubs, 6 City and 5 Country. The increase in numbers had a flow-on effect in competition participation and officials. FINANCE We acknowledge and appreciate the NSW Department of Sport & Recreation for their financial assistance. Mr John Crocker has been our Treasurer over the past 12 months and has effectively managed the Associations finances. The Social Committee members have also assisted with fundraising efforts throughout the season and we are very grateful for their contribution.

COMPETITION & UNDERPINNING PROGRAM During the summer months we conducted 5 Interclub graded competitions, State 1M, 3M and Platform Championships. We thank The Australian Institute of Sport athletes who participated in our 3M & Platform Championships. This not only provided our younger athletes the opportunity to see some the best athletes in Australia compete, but it also gave our open athletes the benefit of a very high standard of competition. Country, Metropolitan, Parkes and Restricted Age Championships were also held during the summer. During winter we conducted 2 Interclub graded competitions, State 1M, 3M and Platform Championships. Several Indoor and Outdoor facilities were utilised as well as 2 private school venues. We continue to support the schools competitions and this year were able to register Presbyterian Ladies College as a club in our program. We assisted with running the diving events at the 2001 Australian University Games held at SAC, Homebush. Construction of the Lightning Ridge facility is still not complete, however we will be looking forward to expanding our program to include Lightning Ridge as soon as possible. DEVELOPMENT AND COACH EDUCATION Our tireless State Coaching Director, Mr Eric Brooker has conducted a number of workshops, seminars and coaching clinics throughout the season. A development clinic was conducted with the Riverina Academy and Newcastle divers, which proved to be very productive and will now be conducted on an annual basis. Mrs Madeleine Barnett provided assistance with a coaching clinic also conducted in Wagga Wagga for the Riverina Academy of Sport athletes. Mr Chava Sobrino has been conducting holiday clinics at the Sydney Aquatic Centre resulting in an increase in registrations and competition participation. After two level one coaching clinics there were 10 new accreditations, 4 updates and 16 pending. An officials‟ seminar/forum will be conducted in October, 2002 at the Sydney Aquatic Centre to cater for our new officials and for judges to resit exams etc. The Talented Athlete Camp held at the Sydney Academy of Sport was once again a success with many athletes increasing their DD‟s and gaining valuable information on Nutrition, Drugs in Sport, Fitness and Psychology. NSW HIGH PERFORMANCE CENTRE We welcomed Vyninka Arlow to the NSWIS Diving Program as Assistant Development Coach. Already she has proved to be a valuable asset to the Program resulting in additional scholarship opportunities offered. The current scholarship holders are: Rebecca Gilmore, Loudy Tourky, Anna McIlwaine, Louise Meek, Christian Brooker, Luke Jones, Carlie Gidman, Adele Meagher, Craig Gaffney, Peter Hill, Joss Paling, Krystle Hitchcock and Kathryn Blackshaw.

Some excellent results were posted by both Junior and Open athletes which resulted in divers being selected in the World Championships, Commonwealth Games, World Junior Championships and other Australian Teams. At the Junior National Championships, Matthew Cooper won the Junior Male Diver award and Queensland won the State Challenge. Queensland also won six of the 12 individual gold medals at Junior Nationals along with three silver and two bronze. Chen Wen was awarded Junior Coach of the Year. Queensland is currently hosting the National Junior Invitational meet.

HIGH PERFORMANCE PROGRAM Unfortunately the HPP has finished and coach Chen has taken up a position with England and we wish him well. COACHES We have four level two and eight level one coaches currently registered. A level one course was carried out during the past year. OFFICIALS One parent from every Junior diving family is now registered as an official and we are training the parents to operate the table etc.. We currently have a limited number of judges, due to accredited judges no longer participating in the sport. COMPETITIONS Queensland endeavours to run one grades competition per month for which all divers may attempt to qualify. We are also holding our State Championships in November and one age group competition, the „Reg Sellars Memorial‟. FACILITIES An extra one metre board has been added to our one indoor venue and a new Head Coach Fiasz Marikar has taken up the coaching position on the Gold Coast at Southport. FUTURE PLANS Queensland is still looking at the possibility of having QAS as a partner to reinstate another HPP.

It has been a year for rebuilding the sport in Tasmania with moves to increase our profile, particularly in Hobart, and the launch of a State Development Squad and Elite Athlete Program for our most talented divers.

The year has also represented a steep learning curve for myself as your new President, and it is a role that I could not have fulfilled without the support of my fellow Board members and other officers of the Association. In particular I would like to thank Sue Clifford, Lisa Verrier and Max Swain for their guidance and valuable assistance.

The following report will hopefully provide you with an overview of the year‟s events, and some thoughts on how the sport will develop over the next year.

COMPETITIONS

A full calendar of events was conducted in the State during 2001-2002. These included a number of trials giving our athletes an opportunity to qualify for our various competitions:

National Competitions

2001 National Diving Challenge 1-7 October 2001 – Sydney A good representation of divers from the State including Bridget Verrier, Rosie Marshall, Ellie Mullins, Browyn Kidd, Tegan Radin and Lockhart Brownlie. Heath Hughes, although training with the South Australian Institute of Sport Squad was also representing the State. By all accounts our divers performed well with Lockhart again showing his potential at the National level with wins in all his individual events. National Diving Championships 4-7 April, 2002 – Adelaide Again, the State was well represented with the following divers enjoying the great facilities in Adelaide. Rosie Marshall competing in the 11 & under 1m and 3 m events, Tegan West, Tegan Radin and Melanie Clifford in the 14/15 1m and 3m events, Michael Keley in the 1m, 3m and 14-18yrs 3m Syncro, and finally Lockhart Brownlie in the 12/13 yrs 1m, 3m, Platform and 14-18yrs 3m Syncro.

A number of our divers performed above expectations, again highlighting their potential to successfully compete at the National level. Lockhart, although now diving in an older age group, excelled to take out the Diver of the Meet for the 12/13yrs age group, and has been subsequently invited to an „elite‟ competition in Queensland in early October. State Competitions State Winter Championships State Summer Championships – Held in Hobart at the Tattersal‟s Hobart Aquatic Centre. A disappointing number of entries, considering the status of this event, in the annual diving calendar. State Levels Championship – Held in Hobart. Tasmanian All Schools Diving – Held in Hobart with very disappointing number compared to the previous years record number of entries. As previously mentioned, a number of trials were held in Launceston and Hobart throughout the year. COACHING Two judges courses were held this year, with one being an update for current judges. As a result of these courses we have a number of new judges, including Claudia McArthur, Jessamy Vialle and Sue Clifford. Other judges who participated in the course included Heath Blare, Rebecca Castle, Tiana Phillips and Wendy and Peter McCullogh. We have had interest from two people from Burnie to form a club and to participate in a coaches course. Hopefully this will occur in this coming year. OFFICIALS It is pleasing to see that a number of parents are now proficient in the running of competitions, particularly the operation of the computer „meet setup‟ and scoring system. This has resulted in the smooth running of our competitions, and has no doubt reduced the load on our coaches. Hopefully, this will continue to develop with the aim that one of our parents will take on more of the responsibility for competition registration and organising the event. FACILITIES An agreement has been brokered with the THAC for access to their facilities by visiting coaches and squads. This was an issue that had not been satisfactorily resolved by the previous Board, and was finally achieved by meeting with Peter Fox and working through the issues that had been „sticking points‟ for resolution of the matter. I was particularly pleased to resolve this issue because if we are to grow the sport of diving in this State, greater use must be made of the fantastic facilities we have in the THAC. Harry Quick, Federal Member for Franklin, and Greg Kay, Director of Sport & Recreation attended and spoke with enthusiasm about the move by the TDA to establish a Development Squad. With the National Elite Coaches Panel agreeing that many of Australia‟s junior divers lack proficiency in the basic skills such as body-alignment, boardwork, take-off‟s, initiation of rotation and kickouts – when compared to some of our foreign counterparts, Diving Australia has instituted a number of changes to the operation of National Competitions. Effectively the „bar has been raised‟ to the extent that the TDA saw a need for the establishment of an Elite Athlete Program. Monthly training sessions are planned both in Hobart and Launceston, involving sports psychologists, nutritional experts, and others who might give our divers that additional edge in competitions. Our intention is to ensure continuing representation at the Junior National Championships. FUTURE PLANS We have much to look forward to in 2002/2003. Diving in Hobart has received a boost with a number of initiatives underway. Lisa Verrier has been active in promoting the sport, and together with Wendy and Peter McCullogh the Hobart Spring Board Diving Club has been „reinvented‟. The THAC is also running a „learn to dive‟ program and is committed to growing the sport with a view to making greater use of the fantastic facilities we have in Hobart. However, funding to achieve the above programs continues to be a major issue for the Association. With our low numbers involved in the diving compared to some of the other pool-based sports, funding is always going to be an issue. Plans are in place to attract „grant funding‟ and, hopefully, additional corporate sponsorship can be found. Already we have seen support for the Development Squad by Finance Brokers of Tasmania, with their funding of uniforms for our Development Squad Divers. The THAC is the venue for the Summer National Diving Championships in early 2003, and should result in good publicity for diving in the State. Every effort should be made to promote the activities of our member diving clubs in an attempt to grow the sport. We have a number of challenges to over come in the next twelve months. However, with the support of my Board and other Officers of the Association, I am confident we will see a growth in the number of divers, and therefore some measure of financial stability.

HIGHLIGHTS OF THE YEAR Once again Diving SA has had an eventful and challenging year. Two major events dominated the proceedings, bringing their own problems, rewards and positive endings. Adelaide was the venue for the National Championships, with the added spice of including both the World Junior trials and the Commonwealth Games trials. It was the first time, and possibly the last(?), all three had been held simultaneously and the organisational skills of many volunteers were well and truly tested. By all accounts they passed the test, as reports from all visitors were full of praise for the staging of the competitions and social events. The other mountain we had to climb was far trickier. Adelaide City Council, the owner of Adelaide Aquatic Centre, stated it was no longer prepared to have its ratepayers subsidise the running costs of the facility. In an attempt to force the State Government to pick up the tab, it issued new pool hire charges, knowing full well none of the sports groups involved could possibly afford the massive increases. It took months of negotiation, political lobbying and manoeuvring before we finally achieved a moratorium on the increases, the State Government picked up the shortfall over the next two years, whilst deciding what to do. We are well aware this is a temporary measure and still face a long struggle to ensure the continuity of the sport and upgrading of facilities. The most positive aspect to emerge from all this was the establishment of a consortium of all aquatic sports using the Aquatic Centre, which has now been incorporated on a permanent basis to work together in mutual interests and goals. The downside was a drop in membership, not aided by numerous pool closures for maintenance purposes, which gives the new Board just one more challenge for the coming year. Despite the diversions created by these events, Diving SA coaches worked constantly and hard to achieve their goals for the year, and are to be congratulated for achieving so much in difficult circumstances. Diving SA sincerely thanks Diving Australia for the excellent support it constantly receives and also has similar gratitude to express to SASI for the huge role it plays in our sport. Two first places in Lightning invitational, St. Louis, USA. World Junior Championships 4th in platform, 10th in 3M. Vicky Linnell – 2nd place in 3M at Junior Nationals, selection into World Junior squad. She placed 22nd in World Junior Championships. Coaches Mike Martens – Selected as coach/manager for WJC. Coached Nicole Boukaram in the CWG. Tania Paterson – Selected as Coach/Manager for junior team in Waldkraiburg. Coached Vicky Linnell into WJC team. INITIATIVES SASI continues a formal relationship with biomechanist and former gymnastics coach, John Gormley. John has been of great practical value in working with the SASI divers, particularly with handstand dives. John has produced an excellent presentation on the backward armstand dives. This was used in the Adelaide clinic, November 2001. It has become part of the curriculum of the Level 2 course. The seeds have been planted for a formal link with SA Gymnastics. Mike and Tania have met with the Executive Director, Denzel O‟Brien and she is agreeable to formalizing a referral network. Mike and Tania are formulating a proposal. COACHING South Australia has 10 accredited coaches – six level one and four level two. Level 1: Allan Whellum, Kerri Benn, Wayde Masters, Sue Beeby, Sally Treziak. COMPETITIONS Local competitions held in SA 2/4 and 5 August 2001 – Levels 6/8 and 9 September 2001 – State Levels 31/1, 2/3 February 2002 – Summer Levels 21/2, 23/24 February 2002 – State Age 28/2, 2/3 March 2002 – State Open and Synchro 22 March – SAPSASA 23 March – Shell Age Work started on the new format which will take effect after Nationals. New format for Levels and Age to fall in line with Nations (Junior/Age etc) All competitions went well with numbers a little low in August and September 2001. Increase in numbers just before our Nationals and when summer came around. Judges are very hard to come by at the moment. More judges courses are needed and parents encouraged to help FACILITIES Through the great efforts of the Aquatic Coalition diving and other aquatic sports have had a reprieve from the Council‟s attempts to move towards a leisure only centre. The Government will undertake a review of the current facilities during the next 12 months. MARKETING & PROMOTION/FUTURE PLANS

Pavel Plotnikov is the overall coach and is assisted by Svetlana Mickhalch and Macarena Alexanderson. Svetlana has a background in tumbling and Macarena was a high board diver and competed for Mexico at the Barcelona Olympics. It is anticipated that this combination of skills will enhance the program and benefit all the divers. COACHING Over the past few years some of Victoria's coaches have retired - Shirley Panayi, Marty Galea and Belinda Graham. Jenny Donnet is coaching in schools. This left a gap in the number of experienced coaches active at state and national level. It is now being rectified by some of the newer coaches becoming more active, Dean Murphy, Kevin Hall, Paul Ormrod, Jarrod Heriot, Elizabeth Howard, Luke Aitkin, Cassandra Falcke and Andrew Creighton. COMPETITIONS The VDA runs a full competition calendar catering for beginners through to National level divers and Masters. It has been hampered this year by changes to the National calendar and pool bookings complications at MSAC. It is important that the National Calender is set well in advance so state calendars can be worked around national and international competitions and allow coaches and divers time to plan their training and competition program. The 2002 Melbourne World Masters Games diving program commences on Tuesday 8th October at MSAC. There are approximately 95 divers competing over 4 evenings and a teams event on the Saturday. This is a big program and the 30 volunteer officials will be working hard. We are looking forward to welcoming all the competitors from around Australia and internationally knowing that it will be a great event because of all the work put in by the WMG organizing committee. FACILITIES The Melbourne Sports & Aquatic Centre is being revamped for the Commonwealth Games. We would like it to include a dry land area but as yet have not had much success in this area. MARKETING & PROMOTION Victoria is funded by VicHealth and our sponsor is SunSmart. Currently proposals are being put together by John Hillard and Kevin Hall and we are hopeful that these will be successful in getting sponsorship for our State Titles and other events.

FUTURE PLANS The main focus for Victoria over the next few years will be the 2005 Pacific School Games and the 2006 Commonwealth Games. We have a great state and excellent facilities and we would like these two events to be successful. Although we can no longer call Carlie Gidman and Adele Meagher our own, as they dive under the colours of the New South Wales Institute of Sport they only transferred their membership a few weeks before the Nationals. Both also train with Vyninka Arlow who was coaching the High Performance Program here in W.A. until December. Vyninka, herself is a very decorated W.A. diver, who will now make a major contribution to the sport through coaching. Both Carlie and Adele were selected to Australian teams, Carlie winning a bronze medal in the Synchro in China and Adele winning two silver medals in Germany. Adele was also the overall Junior Australian Champion this year. HIGH PERFORMANCE PROGRAM WADA is extremely lucky to have Raelene Lyon as Head Coach of Senior Elite Program in Western Australia. Raelene took over when we sadly farewelled Vyninka Arlow, who left in December to take up a position with the NSW Institute of Sport. Members of the Elite squad are: Sarah Simmonds, Lisa Fiévez, Christine Parfitt, Elise Ntoumenopoulos, Natalie Burford, Olivia Meagher, Lucy Johnston, Laura Boomer, Natasha Cocker, Courtney Pietsch. Members of the Development squad are: Nicole Bender, Annabel Hall, Kerri Doggett, Madeline Mulholland, Ben Goldshmit, Eliza Cole, Catherine Verran, Mackenzie Ellis, Alex Kitchen, Sanch Zev-Weinstein. COACHING In December 2001 a level one course was conducted at Challenge Stadium and the Ministry of Sport. The following are now level one coaches: Jordana Ripp, Adele Meagher, Claire Isaachsen, Fleur Gugich, Amy Ntoumenopoulos, Lisa Fiévez, Melanie Williams, Sarah Simmonds, Christine Parfitt, Karen Parfitt. These coaches were invaluable in running our new Learn to Dive programs throughout the holidays and school terms. Congratulations and thanks to Lisa Tucker and Rebekah Stevens for the development of a new diving program in Port Hedland. The region of the North-West is challenging due to distance and lack of suitable facilities, however they are upgrading their pool and we look forward to a long term relationship. Later in this year we will be running a similar course in the South-West of the state. OFFICIATING Raelene, the head coach of our Elite program since January, attended the Commonwealth Games in her capacity as judge. Judging at that level requires great skill and we applaud Raelene for her selection. Several officiating courses were run during the year sponsored by Healthway and the Ministry of Sport. We now have many more parents familiar with event and officiating duties.

COMPETITIONS State Winter and Summer Championships, Interclubs, Warrilow Sproule, Robyn Bradshaw / Raelene Tilbrook competitions, were all very well attended and WADA ran the All Schools Diving Championships at Challenge Stadium in March Hec Goudy - cumulative totals awarded over the season resulted in: Open: Elise Ntoumenopoulos 16-18: Lisa Fiévez 14-15: Elise Ntoumenopoulos 12-13: Natasha Cocker and Laura Boomer 11/U: Madeline Mulholland / Joe Parfitt FACILITIES WADA received two Department of Sport and Recreation grants to improve facilities:

Beatty Park – replacement of Bubble machine. This will mean increased usage of the pool by Learn to Dive and Holiday Clinics

Challenge Stadium – new covered outdoor land training area. MARKETING & PROMOTION I thank all our major sponsors, without whom our progress would not be possible. The Department of Sport and Recreation, Healthway, ORO Farms, Share Analysis Systems, Kings Hotel, Lifecare, Sunsmart and of course The Sports Centre Trust with Challenge Stadium, under the management of Mr Robert Verboon and his friendly helpful staff who provide us with a World Class facility to enjoy our sport. FUTURE PLANS We are planning to bring our Elite & Development Programs totally in line with the National Program and hopefully have more success with our re-entry into WAIS. In our Development and TIP areas we hope to expand facilities available with the new land training area and our electronic equipment and training programs. Judging and officiating courses are in the pipeline A major expansion of our Learn to Dive and Holiday Clinics is underway with the re-opening of Beatty Park and several other facilities. Further development is anticipated with Port Hedland and Albany establishing Clubs. A MAJOR SPONSOR NIGHT AND FUNDRAISER In closing I would like to thank the WADA Committee, which will be the last of its kind since its formation in 1957 for its dedication and hard work. It has been a privilege to work with such a motivated and dedicated team. Whilst we now move forward to a new management structure I am certain the qualities that have brought us to this point will continue to develop a stronger Association for our athletes.
