01. PREAMBLE…

ASSIGNMENT : DISTRICTWISE SKILL MAPPING UNDER THE JURSIDICTION

OF MSME-DI MUMBAI :

The assignment of Skill Mapping was given by O/o. DC (MSME) New Delhi vide their

letter dated 20th May, 2016. The assignment was to be completed at the earliest, but,

not later than 15th June, 2016. It is to mention that the work of Skill Mapping was done

in September / October 2014 and the report was placed before O/o. DC (MSME). The

information of Skill Mapping has been now revised as per the current needs and

available resources of the districts.

METHODOLOGY ADOPTED:

MSME-DI Mumbai contacted all District Industries Centers (DICs) & Joint

Directorate of Industries (JDIs) in its jurisdiction. The information relating to skill

manpower requirements in the district and available resources was collected. In

some cases, official websites of concerned organization was referred to.

It is specially mentioned that the Institutions coming under the aegis of O/o.

DC(MSME) New Delhi viz. Institute of Designing Electrical Measuring Instruments

(IDEMI), Mumbai & Indo German Tool Room (IGTR) Aurangabad have done

exemplary work by introducing specially designed courses as per the manpower

requirement in micro and small enterprises. We have added initial two chapters

giving information of the Institutions in relations to their expertise in providing skill

development trainings. These Institutions have expertise to design customized

programmes as per local needs. It has been advised by the AS&DC(MSME) /

Chairman of these Institutions that all the skill development programmes run by

these institutions should be National Occupational Standards (NOS) and

Qualification Packs (QPs) complaint (NOSQPs Compliant)..

The information of Training Centers of KVIC is included in the report.

The information of Engineering Colleges, Polytechnics and ITIs is also included in

the skill mapping report.

The existing Industrial Clusters have been given importance while mapping the

training needs from the point of view of manpower requirement in the clusters.



In some of the districts, specific needs of skill mapping could not be identified. We

hope that state owned Maharashtra Centre for Entrepreneurship Development

(MCED) and R-SETIs (Rural Self Employment Training Institutions, set up by lead

banks) to organize micro level entrepreneurship development / skill development

programmes in such districts will meet the local requirements of entrepreneurship

and skill development.

Utility of the Report

Any Institution / NGO initiating training for skill development can refer to the skill

mapping report and design its own course curriculum taking inputs from the report.

The available infrastructure / training institutions in the district will help in taking

decisions with respect to skill development training.

We welcome the suggestions from users for further modification in the next version of

the report.

Shri Shivaji Patil, ISS, Deputy Director and Shri V.N.Joshi, UDC for preparation of this

02. SKILL DEVELOPMENT - RECENT POLICY INITIATIVES

National Policy on Skill Development and Entrepreneurship 2015

The objective of the National Policy on Skill Development and Entrepreneurship, 2015

will be to meet the challenge of skilling at scale with speed and standard (quality). It

will aim to provide an umbrella framework to all skilling activities being carried out

within the country, to align them to common standards and link the skilling with demand

centres. In addition to laying down the objectives and expected outcomes, the effort

will also be to identify the various institutional frameworks which can act as the vehicle

to reach the expected outcomes. The national policy will also provide clarity and

coherence on how skill development efforts across the country can be aligned within

the existing institutional arrangements. This policy will link skills development to

improved employability and productivity.

Preamble The Office of the Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and

Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes

for the development and promotion of the MSME Sector. The office also maintains liaison with Central Ministries

and other Central/State Government agencies/organizations financial institutions. The Development

Commissioner (MSME) have a network of 30 MSME-Development Institutes(MSME-DI), 28 Br. MSME-

In the state of Maharashtra, the support facilities and services of the Offices of the Development Commissioner (MSME) are rendered through the network of two MSME-Development Institutes located at Mumbai and Nagpur with a Branch Institute at Aurangabad. MSME-DI, Mumbai has been set up at Mumbai in Maharashtra in 1954.At present, it caters the promotional and developmental needs of MSME Sector of 23 districts of Maharashtra. Rest of the districts fall under the jurisdiction of MSME-DIs at Nagpur.

MSME-DI, Mumbai is known as the nodal institute for the state of Maharashtra. The institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and academic institutions, engineering colleges and Industry Associations. The support of the institute is basically in terms of –

MSME-DI, Mumbai – Organizational Structure and Services

The Institute is headed by the Director and supported by Deputy Directors, Assistant Directors, Investigators and other Staff members. It is the only Institute in the country having the post of an Industrial Designer. The officers are the experts recruited through Union Public Service Commission. They have all India transfer liability. The technical officers having expertise in the disciplines like Mechanical Engineering, Electrical Engineering, Electronics, Chemical, Leather and Footwear, Glass and Ceramics are available in the institute. There are officers from Economic & Statistical Services and Management and Training disciplines. The institute is having potential of giving Techno-economic and Managerial Consultancy Services to MSME Sector.

II. Vendor Development Programmes

The Institute organizes Vendor Development Programmes (National and State Level) for Government Departments/ PSUs / Railways /Defence / LSUs with objective of bringing Micro and Small units and Govt. Departments and PSUs on common platform for business promotion of MSEs.

The creation of database of capable Micro and Small Units and providing their details to Government Departments/PSUs / Railways / Defence / LSUs has special significance in the context of new policy.

The institute organizes Seminars and Workshops on Public Procurement Policy and brings awareness about the changes in the Policy. It also supports other organizations in their Buyer Seller Meets etc

III. Economic Investigation and Statistical Services

The objective of the Economic investigation and statistical services are –

- To conduct Industrial Potential Surveys of different districts and regions - To send recommendations to State and Central Government based on the survey reports - To collect credit flow related information from Banks/Financial Institutions and forward them to Headquarters

for monitoring - To keep liaison with the State Level Banking Committee and Empowered Committee and raise banking

related issues in the forum - To collect information of MSME Units from the Districts and State Directorate of Industries - To collect information related to production of MSME units - Census work of MSME units in the State

IV. Management Development Programmes and Consultancy

Under this activity, the Management Development Programmes are organized with the objective of improving managerial competence of MSME units. The areas of MDP include Industrial Management, Marketing Management, Industrial and Commercial Laws, Financial Management, Export Marketing etc.

The institute is capable of providing management consultancy to individual units.

V. Skill Development Trainings

The institute is organizing Skill Development Trainings in the Institute as well as in out reached areas for the benefit of educated unemployed youths. Some of the programmes are exclusively for SC/ST, Women and Weaker Sections. The activity includes –

- Industrial Motivation Campaigns - Entrepreneurship and Skill Development Programmes - Entrepreneurship Development Programmes - Faculty support to NGOs and Academic Institutions

VI. Export Promotion

Under this activity, trainings in Export Marketing, Export Procedure and Documentation and Export Management are provided to MSME Units. The export-worthy units are also motivated to participate in international trade fairs and apply for different awards to bring their achievements in limelight.

VII National Awards to MSME Units

The institute gives due publicity for the Scheme of National Awards and invite applications and places them before State Level Selection Committee for recommending the units from the State to National Level Selection Committee.



VII. State Level Advisory Board on MSME

There is a State Level Advisory Board for coordination work of offices working for MSMEs in the state of Maharashtra. The Secretary (MSE), Govt. of Maharashtra is the Chairman and Director, MSME-DI, Mumbai is a Member Secretary of the State Level Advisory Board. There are forty other members representing different Central and State Government departments / organizations including leading Industry Associations on the Board.

VIII. Library

The Library of the institute has more than 3800 books on Technical, Economic and Managerial subjects. The regular periodicals, journals and project profile are in addition to the books. Every year new books and periodicals are added in Library. More than 50% books are in Hindi. Library facility is available free for reference in the library.

(IDEMI)

IDEMI is an Organization established by the Government of India in the year 1969 as

a service to Instrument Industry Organization. The main objective of setting up this

Institute was to gear up the growth potential of indigenous instrument industry and

hence to meet the ever growing instrumentation needs of the country by augmenting

productivity quality control in industrial sector – be it in Electrical, Electronics or

05. INDO GERMAN TOOL ROOM, AURANGABAD (IGTR)

IGTR Aurangabad - an ISO 9001:2008, ISO 14001:2004 Tool Room & Training Centre established in the year 1990 is the vibrating symbol of Indo- German co-operation aimed at promoting purposeful technical education for the youth in India. The organization was actively supported with generous assistance from the GTZ, development agency of Govt. of Germany, the Government of India and the State Government of Maharashtra. 06. KHADI & VILLAGE INDUSTRIES COMMISSION (KVIC)

The Khadi and Village Industries Commission (KVIC) is a statutory body established

by an Act of Parliament (No. 61 of 1956, as amended by act no. 12 of 1987 and Act

No.10 of 2006. In April 1957, it took over the work of former All India Khadi and Village

Industries Board.

Functions :

The KVIC is charged with the planning, promotion, organisation and implementation

of programs for the development of Khadi and other village industries in the rural areas

in coordination with other agencies engaged in rural development wherever

necessary.

Its functions also comprise building up of a reserve of raw materials and implements

for supply to producers, creation of common service facilities for processing of raw

materials as semi-finished goods and provisions of facilities for marketing of KVI

products apart from organisation of training of artisans engaged in these industries

and encouragement of co-operative efforts amongst them. To promote the sale and

marketing of khadi and/or products of village industries or handicrafts, the KVIC may

forge linkages with established marketing agencies wherever feasible and necessary.

The KVIC is also charged with the responsibility of encouraging and promoting

research in the production techniques and equipment employed in the Khadi and

Village Industries sector and providing facilities for the study of the problems relating

to it, including the use of non-conventional energy and electric power with a view to

increasing productivity, eliminating drudgery and otherwise enhancing their

competitive capacity and arranging for dissemination of salient results obtained from

such research. Further, the KVIC is entrusted with the task of providing financial

assistance to institutions and individuals for development and operation of Khadi and

village industries and guiding them through supply of designs, prototypes and other

technical information. In implementing KVI activities, the KVIC may take such steps as

to ensure genuineness of the products and to set standards of quality and ensure that

the products of Khadi and village industries do conform to the standards.

The KVIC is authorized to establish and maintain separate organisations for the

purpose of carrying out any or all of the above matters besides carrying out any other

matters incidental to its activities.

8.1 National Skill Development Corporation (NSDC)

The National Skill Development Corporation, (NSDC) is a one of its kind, Public Private

Partnership in India, under the Ministry of Skill Development & Entrepreneurship. It aims to

8.2 Maharashtra State Skill Development Society

Maharashtra State Skill Development Society has been registered on 15th February 2011

under the Societies Registration Act 1860. The Society is established under the chairmanship

of the Chief Secretary and is the Single Nodal Agency for planning, coordination, execution &

monitoring of Skill Development Initiative of Government of Maharashtra. The society is

functioning under the Skill Development and Entrepreneurship Department, Government of

Maharashtra.

All the Skill Development schemes of various departments of Government of Maharashtra will

be integrated and implemented through the active coordination under the single umbrella of

this society.

The key functions of the Society are as follows :

Prepare Maharashtra State Skill Gap Assessment Report & Skill Development Action

Plan.

Support State Departments & District Skill Development Committees in formulation

and implementation of Annual Skill Development Plan.

Empanel & ensure suitable accreditation & gradation of the public & private skill

training providers and conduct concurrent assessment of training providers to ensure

quality of training.

Support and provide assistance to Directorate of Employment & Self-Employment in

establishing a dynamic labour Market Information System & launching of the

stakeholder's web portal.

Implementation of innovative skill development programs.

Support counselling activities, awareness & guidance programs for the workforce in

unorganized sector.

Arrange workshops and brainstorming session for the key stakeholders.

Enter into partnership with national & international agencies working in the field of skill

development.

Organize study tours for understanding of the best set of national and international

practices and experiments in the field of skill development.

Encourage active participation of the public sector undertakings, private sector and

civil society through feasible and productive partnerships.

Appoint a “Maharashtra Skill Mission Ambassador” for the representation of the Skill

Development Initiative.

Support all initiatives with the objective of motivating the youth towards vocational

stream of education from pre-SSC level onwards.

Take all appropriate initiatives and actions in line with the state skill development

mission.

8.3 MAHARASHTRA CENTER FOR ENTREPRENEURSHIP

DEVELOPMENT (MCED)

MCED has been a pioneer in espousing social and economic entrepreneurship since

1988. It is a training institute in the core area of entrepreneurship development. It

works as a facilitator and guide for the creation and cultivation of the entrepreneurial

spirit and the concept of ‘self-employment’ in a nation that is largely driven by third

party employment.

8.4 ADVANCED TRAINING INSTITUTE (ATI)

The Advance Training Institute is a field unit of the Directorate General of Training,

Ministry of Skill Development & Entrepreneurship, Government of India. The institute

began in 1957 as ‘Central Training Institute for Instructors’ at Aundh, Pune. In the year

1963 shifted to present premises at Mumbai.

With the incorporation of Chemical Trades under Apprentices Act 1961. A Basic

Training Centre for imparting basic training and related instructions was started in

1970 for chemical trade apprentices. To contribute towards industrial development of

the nation, Advanced Vocational Training System (AVTS) was launched jointly by the

Govt. of India, United National Development Programme (UNDP) and International

Labour Organization (ILO) in 1977, to meet the needs of the industries of the fast

changing technology. With vast expansion and diversification of its training activities.

To make it more effective the institute was upgraded and renamed as Advanced

Training Institute in May 1982.

The institute has completed more than 50 years of skill building by conducting short

term and long term courses. Many industrial establishments, institutions and

organizations have utilized the know-how of this institute and benefited in achieving

higher production with quality.

8.5 RURAL SELF EMPLOYMENT TRAINING INSTITUTE

(RSETIS)

RSETIs stand for Rural Self Employment Training Institutes. RSETIs are managed by Banks with active co-operation from the Government of India and State Government. Dedicated institutions designed as to ensure necessary skill training and skill up gradation of the rural BPL youth to mitigate the unemployment problem. These are promoted and managed by banks with active cooperation from state governments RSETI concept is based on RUDSETI (Rural Development and Self Employment Training Institute), a society established jointly by three agencies i.e. Syndicate Bank, Canara Bank and Sri Manjunatheswara Trust based at Ujire in Karnataka. One RSETI is established in every district in the country. Concerned bank is the lead bank in the district takes responsibility for creating and managing it. Government of India will provide one - time grant assistance, upto a maximum of Rs. 1 Crore for meeting the expenditure on construction of building and other infrastructure.
