Board Policy AE Local

Board Policy AE Local provides the overview of the District’s goals, which are aligned with the State’s objectives and goals outlined in the Texas Education Code. The District’s strategic goals are based on the Board’s goals and appear in the District Improvement Plan.

11 State Objectives• Objective 1: Parents will be full partners with educators in the

education of their children (Parents as Partners).• Objective 2: Students will be encouraged and challenged to meet

their full educational potential (High Expectations).• Objective 3: Through enhanced dropout prevention efforts, all

students will remain in school until they obtain a high school diploma (High School Completion).

State Objectives• Objective 4: A well-balanced and appropriate curriculum will be

provided to all students. Through that curriculum, students will be prepared to succeed in a variety of postsecondary activities, including employment and enrollment in institutions of higher education (Rigorous and aligned curriculum) .

• Objective 5: Educators will prepare students to be thoughtful, active citizens who have an appreciation for the basic values of our state and national heritage and who can understand and productively function in a free enterprise society (Productive citizens).


State Objectives• Objective 6: Qualified and highly effective personnel will be recruited,

developed, and retained (highly qualified staff).• Objective 7: The state's students will demonstrate exemplary

performance in comparison to national and international standards (exemplary performance).

• Objective 8: School campuses will maintain a safe and disciplined environment conducive to student learning (Safe environments).


State Objectives• Objective 9: Educators will keep abreast of the development of

creative and innovative techniques in instruction and administration using those techniques as appropriate to improve student learning (Current Instructional Practices).

• Objective 10: Technology will be implemented and used to increase the effectiveness of student learning, instructional management, staff development, and administration (Technology to improve).


State ObjectivesObjective 11: The State Board of Education, the agency, and the commissioner shall assist school districts and charter schools in providing career and technology education to students (Career and Technical Education).


District Vision Statement

CISD is a learning community united in its commitment to ensuring all students graduate with confidence and competence. The schools and communities work together to provide performance standards that can be applied to the real world. This is achieved through the implementation of quality instruction, operations, and leadership.

District Mission Statement

The mission of the Conroe Independent School District is to ensure that all children have access to a quality education that enables them to achieve their potential and fully participate now and in the future in the social, economic, and educational opportunities of our community, state, and nation.

CISD School Board Goals & Objectives

1. CISD will be an exemplary District.2. To ensure that all students master rigorous academic

standards that prepare them for higher education and post-high school experiences through a challenging curriculum, effective instruction, and state and national assessments.

3. To continue closing the achievement gap between minority, special education, economically disadvantaged, limited English proficient, at-risk, and other students.


4. To continue a school and community drop-out prevention program that ensures the successful completion of high school for all students with zero dropouts.

5. To provide a safe school environment, while fostering mutual respect for all students, through a comprehensive plan for violence and crisis prevention and intervention.

6. To enhance and enrich the education of students by increasing parental involvement and maximizing community resources.


7. To enhance two-way communications within feeder zones and at all levels throughout CISD.

8. To ensure that all school communities interact seamlessly through emerging technologies in instruction, operations, and leadership.

9. To ensure the recruitment, development, retention, and support of highly qualified faculty and staff.

Goal 2: Fiscal Responsibility

CISD will maintain efficient and effective fiscal management of resources and operations to maximize learning for all students.

Goal 3: Recruitment, Development, and Retention of Staff

CISD will employ, develop, and retain highly qualified staff to maximize learning for all students.

Goal 4: Parent and Community

CISD will work jointly with parents and the community to maximize learning for all students through collaborative partnerships and unity of purpose.

CISD will strive to ensure a safe and orderly environment conducive to learning for all students and staff.

CISD will provide technology infrastructure, tools, and solutions to meet the administrative requirements of the District and to maximize learning for all students.

To prepare all students for graduation and post-secondary success, CISD will ensure that all students have access to:

• high quality curriculum that is TEKS-aligned, relevant, useable, and consistently delivered

• resources to engage in learning at appropriate levels of rigor• assessments that maintain rigorous standards of achievement

CISD will recruit, develop, and maintain successful and productive leaders who efficiently and effectively manage fiscal resources and operations to maximize learning for all students and staff.

CISD will recruit, employ, assign, develop, and retain a full staff of highly qualified educators to maximize learning for all students.

CISD will strive to ensure a positive and safe school culture that is conducive to learning for all students and staff through:• an aligned vision, mission, goals, and values • explicit behavioral expectations and management systems • proactive and responsive student support service teams that

focus on the social, emotional, physical, and mental health of the child, and equality for all students
