WESTERN TECHNICAL COLLEGE DISTRICT BOARD Minutes to Annual Organization and Regular Meeting

July 13, 2015 ATTENDANCE Mr. Dan Hanson, District Board Chair, called the regular meeting of the Board of Western Technical College District to order at 4:03pm on Monday, July 13, 2015 in Room 408 at the Western Technical College Administrative Center, 111 Seventh Street N, La Crosse, Wisconsin. Board members present were: Andrew Bosshard, Carrie Buss, Dan Hanson, Dave Laehn, Angie Lawrence, Sally Lister, Ed Lukasek, Joan Sosalla, Dennis Treu, and Lee Rasch, President. CLOSED SESSION 3:46pm: Motion Lukasek, second Lister, that the Western Technical College District Board convene into closed session for the purpose of providing updates on an employee EEOC complaint under the provisions of Wisconsin Statutes, Sec. 19.85 (1)(c). On roll call, the motion carried unanimously. OPEN SESSIONS 3:58pm: Motion Sosalla, second Lukasek that the Western Technical College District Board adjourn from closed session and reconvene into open session. On roll call, the motion carried unanimously. At 4:03pm, Mr. Hanson called the open business session to order. OTHERS PRESENT Others Present: Jay McHenry, Janice Strupp, Amy Thornton, Denise Vujnovich, Roger Stanford, Wade Hackbarth, Jackie Kettner-Sieber, Pat Brice, (Western staff) PUBLIC NOTICE OF MEETING Notice of the meeting was posted publicly on Thursday, July 9, 2015 at 11:45am with the agenda being distributed to interested persons, sent to the District’s official newspaper (The La Crosse Tribune), and distributed to other news media throughout the District in compliance with Wisconsin Statutes, Sections 19.81 through 19.98. OATH OF OFFICE AND CODE OF ETHICS A) Mr. Hanson administered the oath of office to newly appointed members Andrew Bosshard and Carrie Buss, and reappointed member Dave Laehn. Each was appointed to serve a 3-year term beginning July 1, 2015 and ending June 30, 2018. B) Signatures were obtained from all Board members affirming their understanding and compliance to Policy A0106-Oath of Office and Code of Ethics for the District Board. ELECTION OF CHAIRPERSON Andrew Bosshard nominated Ed Lukasek for the position of District Board Chairperson. Sally Lister nominated Dennis Treu for the position of District Board Chairperson. Votes: Lukasek, 1; Treu, 8. PASSING OF GAVEL With words of thanks, Mr. Hanson passed the gavel to Mr. Treu. Mr. Treu praised Mr. Hanson for his two years of leadership, and then assumed the Chair’s responsibilities. Dr. Rasch presented Mr. Treu with Western’s beribboned seal/medallion to be worn at ceremonial functions during his tenure as Chair. ELECTION OF OFFICERS Joan Sosalla nominated Angie Lawrence for the position of District Board Vice Chairperson. Ms. Lawrence was appointed unanimously. Dave Laehn nominated Ed Lukasek for the position of District Board Secretary. Sally Lister nominated Dan Hanson for the position of District Board Secretary. Votes: Lukasek, 5; Hanson, 4. Angie Lawrence nominated Joan Sosalla for the position of District Board Treasurer. Ms. Sosalla was appointed unanimously as Treasurer. APPROVAL OF MINUTES Motion Lawrence, second Sosalla that the Western Technical College District Board approve the minutes as presented to the June 16, 2015 regular meeting. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously.

APPROVAL OF FINANCIAL REPORTS Motion Lister, second Hanson, that the Western Technical College District Board approve financial reports for June 2015 which include 1) Schedule of Payments; and 2) Vendors Over $2500. Votes: Ayes, 9; Opposed, 0. Motion carried. RESOLUTION OF COMMENDATION Motion Lawrence, second Sosalla, that the Western Technical College District Board adopt the resolution of commendation honoring Patricia Brice, Instructor, Machine Tool, Integrated Technology, Academic Affairs, on her retirement from Western Technical College after serving fifteen years. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. A copy of the resolution in its entirety is attached to and incorporated in these minutes as Attachment A. RESOLUTION OF COMMENDATION Motion Lawrence, second Lister, that the Western Technical College District Board adopt the resolution of commendation honoring Senator Tammy Baldwin for her recognition of Career and Technical Education. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. A copy of the resolution in its entirety is attached to and incorporated in these minutes as Attachment B. DESIGNATION OF DATES, TIMES AND PLACE(S) OF MONTHLY BOARD MEETINGS Motion Bosshard, second Hanson, that the Western Technical College District Board designate the District Board’s meeting dates, times, and locations for 2015-2016 as follows, subject to change as needed. DESIGNATION OF PUBLIC FINANCE ADVISOR Motion Laehn, second Lister, that the Western Technical College District Board authorize the administration to use the firm of Robert W. Baird & Co as the District’s Public Finance Advisor for 2015-2016 with Mr. Brian Brewer as principal consultant. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. DESIGNATION OF OFFICIAL NEWSPAPER Motion Sosalla, second Hanson, that the Western Technical College District Board designate the La Crosse Tribune as the District’s official newspaper for 2015-2016. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. DESIGNATION OF PUBLIC DEPOSITORIES Motion Lister, second Lukasek that the Western Technical College District Board approve the nine selected qualified public depositories throughout the District for all public monies coming into the hands of the Treasurer of the Western Technical College District Board. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. A copy of the resolution in its entirety is attached to and incorporated in these minutes as Attachment C. PRESIDENT’S REPORT Lee Rasch a) explained the need for a special District Board meeting to approve construction bids; b) distributed a copy of the Memorandum of Understanding for Project PROVEN; and c) shared a copy of Ron Kind’s La Crosse Tribune editorial “Western Technical is Leader in Sustainability”. DISTRICT BOARD CHAIRPERSON’S REPORT Mr. Treu reminded members of the following dates a) Boards Association Meeting – July 16-18, 2015; b) District Board Advance – August 5; and c) ACCT Leadership Congress – October 14-17, 2015. PLANNNG, POLICY AND INSTRUCTION COMMITTEE Mr. Laehn reported the committee was provided updates on a) Enrollment management; and b) Achieve the Dream. DISTRICT BOARD BUDGET AND FACILITIES COMMITTEE REPORT Ms. Sosalla reported that a) subcommittee update was provided; b) Amy Schmidt reported on the banking RFP; c) heard a Vision 2020 update; and d) reviewed the provided financial reports. ACCEPT COLEMAN PHASE TWO CONSTRUCTION BIDS Motion Lawrence, second Lister that the Western Technical College District Board accept the low bid as submitted and recommended by the Budget & Facilities subcommittee for Coleman phase two construction. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. CONSENT AGENDA Motion Hanson, second Sosalla, that the Western Technical College District Board approve the following consent items as presented: A) Personnel: Notice of Resignation of a) Denise Havlik-Jensen, Instructor, Nursing, Health & Public Safety; b) Heather Norsby, Instructor, Nursing, Health & Public Safety, B) Notice of Retirement of a) Shari Jacobson, Instructor, EMS, Health & Public Safety; and C) Internal Transfer of Melanie Bush, Receptionist/ Administrative Assistant, Wellness Center. Votes: Ayes, 9; Opposed, 0. Motion carried unanimously. OTHER BUSINESS Mr. Treu reported that the City of Hillsboro TIF was approved at the recently held meeting. Topic: Revised Modular Education Center

Issue: Western’s 2020 Vision comprehensive plan for facility improvements involves significant remodeling and construction in three existing buildings. This has created a need to temporarily relocate some programs until the construction is completed. The temporary locations have been assessed by administrators and faculty to assure the continuation of a quality learning environment and the availability of student support. Relocation of the following program(s) to the designated temporary locations during the estimated timeframes is recommended while facility construction, remodeling, and improvements are under completion:

The Western Technical College District Board approved the total lease amount for $116,960 at the June Board meeting. Subsequent bids for the project were received at $182,000. The Wisconsin Technical College System (WTCS) approved the total lease amount increase to $182,000 at the July Board meeting and authorized the project, provided that the Western District Board approve the project at the full bid amount.

Topic: Revised Viroqua Campus Link-New Footprint

Issue: The Viroqua facility was acquired in 1993 and is in need of remodeling.

Western Technical College is looking to physically connect to the City of Viroqua’s public library. The intent is to emphasize educational venue opportunities for both parties. The link will also accommodate for student study space and social gathering areas. The budget was approved by the District Board and State Board at $500,000. Due to bids coming over the anticipated budget, $583,000, it was recommended that the contractor segment the work into two phases. The first phase in the amount of $499,066 was approved within the authority of the District Board and the State Board. The second phase, in the amount of $83,724 is being submitted for District Board approval.

Recommendation: Approve the revised Viroqua link as outlined and submit the same to the WTCS

Board for approval at its September 8-9, 2015 meeting.

Issue: At the June 16, 2015 District Board meeting, the Board approved a 2% total salary adjustment for FY2015-16 for all employees of Western Technical College. When applying the pay increases based on the recommendations from the compensation committees, the total salary increase equals 2.04%. The .04% difference is equal to approximately $10,900. The additional amount will be funded through dollars that become available through the timing of filling vacant positions. Non-faculty employees who received their salary increases starting July 1, 2015 have already received the appropriate increase. The amount will be applied to faculty salary adjustments which will be made retroactively to July 1, 2015.

Recommendation: Approve the total salary adjustment of 2.04% for FY 2015-16.

Expansion of Online Course and Program Offering

Issue: Western is committed to making significant progress toward our key result of increasing the annual number of credit students served to 10,000 by 2020. Though we anticipate enrollment growth with the traditional student population, clearly we are placing a strong emphasis in serving more non-traditional students. A key aspect of that emphasis involves expanding online program offerings. However, state-imposed limits to funding present a real challenge for Western’s efforts to support significant enrollment growth. As a result, we are implementing a partnership approach to expand online offerings.

Project Description: The Higher Education Partners (HEP) partnership provides Western with upfront resources to make investments in the infrastructure necessary to distribute Western courses and programs online, and also provides additional consultation and expertise in implementing student services and faculty support. Upfront resource investments include four support positions, adjunct faculty positions, marketing activities, and consulting services. The budget for the online expansion project is $570,000.

Recommendation: Authorize the investment of HEP resources in the infrastructure necessary to distribute online courses and programs, and provide additional consultation and expertise in implementing student services and faculty support.

Project Submission and Acceptance – FY 2016 Great Lakes Dash Program – Quick Grants for Small Financial Emergencies

Issue: Great Lakes has initiated a Request for Proposal (RFP) process for Dash Program grants.

Project Description: Western will be applying for a Great Lakes Dash grant. The grant will provide funding up to $59,500 based on Western’s total enrollments for 2 ½ years. Funds will allow Western to make modest grants – under $500 in most cases – to help Pell-eligible students cover unforeseen expenses and connect them to other available resources in order to keep students enrolled and moving toward completion. Administrative costs are allowed the first 1 ½ years ($4,500 Spring 2016 and $3,000 FY17). The grant will be coordinated by Student Services as an organized effort between counselors, financial aid advisors, and the Western Foundation to serve students.

Project Submission and Acceptance – FY16 to FY19 Department of Ed – IRE: Improve Reentry Education

Issue: The U.S. Department of Education has initiated a Request for Proposal (RFP) process for IRE programs to build on PRSCEO models that can model success for the country.

Project Description: Western will be applying for a grant to strengthen the already existing Project PROVEN model taking place in the La Crosse County Law Enforcement Center (LEC). PROVEN to Work will build on the success of PROVEN in three ways: A) Improve PROVEN by using Jail’s “pod” to support a strong, fully supplied pre-education and pre-workforce classroom in the jail; B) Expand PROVEN communities into Monroe and Trempealeau Counties in Western’s region; C) Provide a model to incorporate PROVEN into Prison (more long-term) populations. Improve PROVEN to Work will improve the original project in two significant ways: by developing stronger connections and pre-education services in the Jail itself through contextualized coursework; and by further developing the career component that is so centrally important to success for this population and reducing recidivism. Western will leverage On-the-Job Training (OJT) funds to help develop a very strong employment pipeline for all participants and specifically targeted employer training and supports. A case worker through this grant will help to ensure participant success on the job. The coursework will be contextualized around employability and job skills and provide students a chance for college credit through a 2-day critical reflection seminar after they finish the initial course. The successful completion of the seminar will earn students credits for prior learning (CPL) for the Professionalism and Success course in the business division (and potentially the Work Ethics course in the Foods Department – pending faculty approval). Expand Western will extend the PROVEN model to Monroe and Trempealeau county jails. The project will establish adult education classes in the jails and work with Workforce Connections and other area CBOs to support the model and success of participants. Provide Western and the PROVEN Leadership Team will work to develop a blueprint for how PROVEN can incorporate the released and returning prison population into the services offered.
