Disclosing this here today Mr Bharat Bhushan Ashu, Food and civil supplies minister Punjab said that in the wake of COVID-19 pandemic, as a pro active initiative, Punjab Government decided to ameliorate the hardships faced by the poor due to economic distruption and has decided to provide additional foodgrains allocation @ 5 Kg/person/month free of cost for three months i.e. April-June, 2020 to all the beneficiaries (AAY and PHH) category covered under Targeted Public Distribution System (TPDS) as per provisions of NFSA. He further said that in addition to this, pulses @ 1Kg /family/month free of cost for three months are also being distributed. Accordingly, Govt. of Punjab has allocated 212164 M.T.s of wheat and 10800 M.T. of pulses for distribution to the beneficiaries (AAY and PHH) and the distribution for the pulses will be started in two days after the receipt of same from NAFED. The Minister said that Government of Punjab will cover approx. 1,41,44,291 beneficiaries which will ensure that almost 50 percent of the State population is covered within the ambit of this scheme. Mr. Ashu said that the Biometric authentication of the beneficiaries has been done away with so as to avoid the spread of the contagion. This additional allocation is totally FREE OF COST and is over and above the regular allocation. Government of Punjab has already distributed 6 month wheat quota for October, 2019 to March, 2020 to beneficiaries covered under NFSA. Distribution of wheat and pulses to the beneficiaries Antodya Anna Yojana (AAY)

and Priority Household (PHH) will be started in two days.

Disclosing this here today Mr Bharat Bhushan Ashu, Food and civil supplies

minister Punjab said that in the wake of COVID-19 pandemic, as a pro active

initiative, Punjab Government decided to ameliorate the hardships faced by the

poor due to economic distruption and has decided to provide additional foodgrains

allocation @ 5 Kg/person/month free of cost for three months i.e. April-June, 2020

to all the beneficiaries (AAY and PHH) category covered under Targeted Public

Distribution System (TPDS) as per provisions of NFSA.

He further said that in addition to this, pulses @ 1Kg /family/month free of cost for

three months are also being distributed.

Accordingly, Govt. of Punjab has allocated 212164 M.T.s of wheat and 10800

M.T. of pulses for distribution to the beneficiaries (AAY and PHH) and the

distribution for the pulses will be started in two days after the receipt of same from

NAFED.

The Minister said that Government of Punjab will cover approx. 1,41,44,291

beneficiaries which will ensure that almost 50 percent of the State population is

covered within the ambit of this scheme.

Mr. Ashu said that the Biometric authentication of the beneficiaries has been done

away with so as to avoid the spread of the contagion. This additional allocation is

totally FREE OF COST and is over and above the regular allocation. Government

of Punjab has already distributed 6 month wheat quota for October, 2019 to March,

2020 to beneficiaries covered under NFSA. The Food Civil Supplies & Consumer

Affairs Department is dedicated to ensure food security to the people of Punjab and

PUNJAB POLICE FILES 2 CASES AGAINST PANNUN & HIS SFJ FOR

SEDITIOUS AUTOMATED CALLS INSTIGATING PEOPLE AGAINST

STATE GOVT.

CHANDIGARH, APRIL 10: The Punjab Police on Friday booked Gurpatwant

Singh Pannun and his banned Sikhs for Justice (SFJ) for seditious automated calls

aimed at instigating the people, particularly youth, against the state government

during the COVID-19 curfew/lockdown.

Cases have been registered against Pannun and US-based SFJ under Section 124 A

of IPC, and Sections 10 (a) and 13 (1) of Unlawful Activities (Prevention) Act,

1967, at the State Special Operations Cell, Mohali, disclosed DGP Dinkar Gupta.

According to Varinder Pal Singh, AIG State Special Operations Cell (SSOC),

Mohali, Punjab, preliminary enquiries have revealed that Pannun was involved in

the commission of seditious acts of advocating secession of Punjab through

automated calls as well as pre-recorded audio messages to various residents of

Punjab and nearby areas in March and April 2020, with the intention to foment

trouble in Punjab. Since the spread of the COVID-19 pandemic in India, Pannun,

his associates and his organization were found incessantly disseminating seditious

contents on social media to further frustrate and instigate the already anguished

and distressed masses of Punjab.

Disclosing the modus operandi, the AIG said that in one such recorded audio

message, sent from an International number (+1-8336101020) of North America

region, Pannun instigated the listener by alleging that the central government and

the Punjab government were torturing the youth in the name of enforcing the

ongoing curfew-lockdown in the State due to COVID-19 pandemic.

The pre-recorded interactive voice response messages through telephone calls as

well as audio messages to the people of Punjab belonging to various walks of life

from New York (USA) are being made for pushing the secessionist agenda of his

self-styled organization Sikhs for Justice, said the AIG.

In one audio call, recorded by an informer, Pannu is heard asking the receivers of

the voice calls to vote for SFJ if they are in agreement with the policies of the

organisation by pressing ‘1’ or pressing ‘2’ if they are in agreement with the

policies of the Prime Minister of India and the Chief Minister of Punjab. Further

investigation was underway to unearth the full conspiracy, said the AIG, accusing

Pannun of taking advantage of the prevailing crisis.

Pannun, who claims to be calling from New York , was also heard in his pre-

recorded interactive voice response messages offering monetary help of Rs.2,000/-

from SFJ to each of the COVID-19 patients in Punjab.

It may be recalled that on 10th July 2019, SFJ was declared to be an ‘Unlawful

Association’ by the Ministry of Home Affairs, Government of India as it was

found to be indulging in activities which are prejudicial to internal security of India

and public order, and have the potential of disrupting peace, unity and integrity of

the country.

Furthermore, the central government was of the opinion that SFJ is involved in

anti-national and subversive activities in Punjab and elsewhere, intended to disrupt

the sovereignty and territorial integrity of India. SFJ was also found to be in close

touch with militant outfits and activities, and is supporting violent form of

extremism and militancy in Punjab and elsewhere to carve out a sovereign

Khalistan out of territory of Union of India.

PUNJAB MAKES WEARING MASK MANDATORY AT PUBLIC

PLACES, HEALTH DEPT ISSUES NOTIFICATION

CHANDIGARH, APRIL 10: The Punjab Government on Friday made it

mandatory for people to wear masks in public places to check the spread of the

novel coronavirus. A notification to this effect was issued by the Health

Department here earlier today.

Disclosing this, Director Health Dr. Avneet Kaur stated that anybody coming out

of their homes for official or other essential work would have to wear a cloth or

triple layer mask, violation of which would be strictly punishable under the law.

The notification has been issued by Director Health in exercise of powers

contained in Rule 12 of regulation issued through notification dated March 5, 2020

under the Epidemic Disease Act 1897.

Further, those working in hospitals, other offices, factories or at any other place of

work besides those travelling on a vehicle would also be required to be wear mask.

This also includes masks made from cotton cloth, and if such a mask is not

available kerchief or a scarf or stole can be used to cover face, she added.

Urging the citizens to keep following all norms of social distancing and health

protocols, Avneet Kaur assured them state was fully equipped to take on this

challenge posed by deadly virus. This is a fight for all of us to win and one way to

contribute in this battle is to just stay indoors and break the transmission chain.

Punjab prepones summer vacations of schools, to start from April 11 till May

Chandigarh, April 10:

Punjab education minister Mr. Vijay Inder Singla informed that Punjab

cabinet under the chairmanship of CM Captain Amarinder Singh has decided to

prepone summer vacations of both government and private schools in the state to

cope up the study losses due to lockdown imposed to avert coronavirus. Mr. Singla

said that now the one-month summer vacations will start from April 11 till May 10.

The education minister said that the cabinet also decided to promote class V and

VIII students of Punjab School Education Board (PSEB) based on the

examinations given by them before the imposition of curfew in the state.

Mr. Vijay Inder Singla said that the parents were worried about loss of the study of

their wards during the curfew and decision of preponing the vacations would give

relief to them. He added that all private schools should also have to start the

vacations from April 11 but they are free to extend the period as per their

requirement.

The cabinet minister said that PSEB has conducted three examinations of class V

before imposition of curfew and now the cabinet has decided to cancel the

remaining two papers. He added that in the case of class VIII, the practical

examinations were pending but now the board would declare the results without

conducting any further examinations for both the classes.

PUNJAB CABINET OKAYS ORDINANCE TO BRING PRIVATE

HOSPITALS INTO COVID-19 BATTLE

Chandigarh, April 10:

In a major decision, the Punjab Cabinet on Friday approved the Punjab

Clinical Establishment (Registration and Regulation) Ordinance 2020, to bring the

state’s private hospitals under the umbrella of the COVID-19 battle.

It was necessary for the private hospitals to join the battle against COVID-

19, said Chief Minister Captain Amarinder Singh, while chairing a video

conference of the Council of Ministers.

The Chief Minister has been authorized by the Council of Ministers to

approve the final draft of the Bill after its legal vetting.

Captain Amarinder said it was important to activate all the resources, in the

larger interest of the state, in the light of the current battle, which threatens to be a

long-drawn one.

The Ordinance will provide for registration and regulation of clinical

establishments in a professional manner to ensure compliance of clinical standards

and protocols and transparency in the functioning of these establishments for fair

and proper delivery of health services to the common man.

There would be no undue interference in day-to-day functioning of these

establishments, as per the proposed legislation, which will, to begin with, be

applicable to all clinical establishments of 50 beds and above as in the case of

Haryana. It is proposed that the Punjab Health Council may be headed by an

expert/ professional of national repute instead of a bureaucrat, with at least two

other professionals as members.

CAPT. AMARINDER SUGGESTS USE OF ESIC, MGNREGA FUNDS ETC

TO PAY WAGES TO INDUSTRIAL WORKERS

CHANDIGARH, APRIL 10:

Punjab Chief Minister Captain Amarinder Singh on Friday suggested

utilization of ESIC, MGNREGA and other such funds by the Centre to provide

part of the wages or lump sum financial assistance to industrial workers during the

period of lockdown.

The Chief Minister has written to Union Minister of State Labour &

Employment (independent charge) Santosh Gangwar in this regard.

Captain Amarinder said that he appreciated the March 29 directions of the

Union Ministry of Home Affairs that all employers, be it in industry or in the

Shops and Commercial establishments, should pay wages to their workers on the

due date without deduction. However, the industrial sector in Punjab, which is

largely comprised of MSMEs, has found it near impossible to implement these

directions, he said.

Noting that the industrial sector was already under a lot of stress and

stretched for resources, the Chief Minister said “any such mandate would only

compound the problem and may even lead to lockdown/closure of many industrial

units, which indeed is not the spirit behind these directions.”

The Chief Minister assured the Union Minister that the State Government

would extend full cooperation in terms of any database of workers that the

Ministry may need to explore and adapt some innovative ways of compensating

and helping the workers.

The Chief Minister further pointed out that the pandemic of COVID-19 had

not only caused an unprecedented crisis, but was continually throwing new

challenges before all. The combined efforts of the Government of India and the

State governments had helped to manage and contain the crisis so far, he pointed

out, adding that “Among various challenges realized during the past few weeks,

provision of relief and assistance to industrial workers continues to be an important

one.”

Chandigarh, April 10:

Amid apprehensions of community spread of COVID-19, the Punjab

Government on Friday decided to extend the curfew in the state till May 1, 2020.

The decision was taken at a meeting of the Council of Ministers, chaired by

Chief Minister Captain Amarinder Singh, to check community spread of the

pandemic and to prevent overcrowding at the Mandis in the light of the ensuing

wheat harvesting/procurement season.

Captain Amarinder will convey the decision to Prime Minister Narendra

Modi at Saturday’s conference with the chief ministers, according to an official

spokesperson.

Citing the grim projections about the spread of the pandemic in the coming

weeks, the Chief Minister said the curfew restrictions were essential so that the

medical infrastructure is not burdened beyond its capabilities. There was general

consensus in the medical community that the lockdown curbs would only delay the

spread of the disease, he said, hoping that some medication/cure would be found

soon.

On a proposal by the Chief Minister, the Council of Ministers also decided

to set up a multi-disciplinary task force to formulate an exit strategy for gradual

relaxation of curfew/lockdown. The task force will submit its report within 10

days. The task force will about 15 members representing trade, business, industry,

agriculture, civil society and health care professionals. The Chief Minister has

been authorized to decide on the composition of the task force.

The Cabinet also approved establishment of a high-powered committee to

suggest a road map for State's economic revival in post-COVID era once the crisis

softens and normal working is restored. Captain Amarinder said he will request

former Planning Commission deputy chairman Montek Ahluwalia to head the

committee.

The Council Ministers also resolved to urge upon Government of India to

establish an Advance Center of Virology in Punjab with an anticipated investment

of Rs 500 crore, with the state government to offer land free of cost for the project.

For the quick upgradation of the state’s health infrastructure to combat the

current crisis, the Cabinet set up a task force under the Principal Secretary, PWD,

to look into it. Principal, Secretary, TCA and MD, Punjab Health Systems

Corporation will be other members of the task force, which will carry out the task

of quick upgradation of health infrastructure in a time bound manner. The Chief

Minister asked the Health Department to submit a detailed proposal for this.

Chandigarh, April 10:

The Punjab Council of Ministers on Friday authorized Chief Minister

Captain Amarinder Singh Minister to nominate four additional members on the

Cabinet Sub-committee on Fiscal Management for broad-based discussion and

decision on expenditure cuts needed to tackle the COVID-19 crisis.

Reviewing the state’s fiscal situation amid the COVID crisis, the Cabinet

also asked the various departments to send their proposals for expenditure cuts by

Monday and it was decided that the Cabinet Sub-committee will meet on Tuesday

to discuss the same.

The Chief Minister, who heads the Cabinet Sub-committee, underlined the

need to generate resources for the COVID-19 battle, and also suggested expansion

of the sub-committee to make the discussions more broad-based.

Finance Minister Manpreet Badal informed the meeting that Rs 30 thousand

crore of revenue earned through the upcoming procurement operations would be

infused into the state’s economy. This would help in strengthening the COVID-19

battle of the state, said Captain Amarinder.

CAPT AMARINDER PROPOSES TO PM NEW Rs 550 CRORE

VIROLOGY CENTRE IN PUNJAB, OFFERS FREE LAND

CHANDIGARH, APRIL 10: Punjab Chief Minister Captain Amarinder Singh on

Friday proposed to the central government a Rs 550 crore project for setting up an

‘Advanced Centre for Virology’ in the state, with land to be offered by his

government free of cost.

The Chief Minister wrote to Prime Minister Narendra Modi requesting him

to direct the Union Ministry of Health and Family Welfare to set up the proposed

centre, which would focus on addressing regional, national and global needs in

virology, diagnostic, research and therapeutic evaluations to cope with the

COVID-19 pandemic.

Pointing to the unprecedented crisis faced by the country, the Chief Minister

noted that the sudden onset of this virus illness and its acquiring pandemic

proportions in a matter of only two months have drawn attention towards the need

to devote greater resources of the Government on cutting-edge research in the

field of virology. At present, the National Institute of Virology (NIV) in Pune is

the only institution in the country capable of providing a well-coordinated medical

and public health response to such an emergency, he added.

In the present scenario wherein the world is in the grip of the highly

infectious SARS COV -19 (COVID -19) pandemic, an Advanced Centre for

Diagnostic Virology and Research as a regional reference laboratory for virus

diagnosis and research is much required, the Chief Minister stressed. The frequent

epidemics caused by viruses pose a constant threat and it is imperative for us to be

future ready to predict and detect these at the earliest so that necessary preventive

steps could be taken, he said, adding that the proposal to establish the centre in

Punjab will be a step in this direction.

The state government thus proposed a specialised centre in Medicity, New

Chandigarh, which would be well placed to serve the interests of the North-

Western region given Chandigarh’s international air connectivity. He also pointed

out that Centre could easily be incubated in PGIMER, which is located at only 7-8

kilometers from the proposed Medicity.

The Punjab Cabinet, headed by Captain Amarinder Singh, on Friday

authorized the Deputy Commissioners to declare new Mandis in their respective

districts, as needed, to meet the demands of social distance while ensuring smooth

procurement of the grain.

These would be in addition to the 3800 Mandis already notified this year for

procurement operations, disclosed an official spokesperson after a Video

Conference of the Council of Ministers.

The Cabinet took stock of the preparations for the harvesting and

procurement of wheat, scheduled to begin on April 15. It was decided that the

procurement arrangements should be finalized and notified by 11th April so that

that every grain of the farmers is procured, though in a staggered manner.

The state has already decided to extend procurement till June 15 and has

sought incentives from the Centre for delayed transportation to the Mandis by the

farmers in view of the COVID-19 crisis. The Centre is yet to respond to the state’s

demand.

The Cabinet further noted that the Standard Operating Procedure (SOP) on

procurement of wheat should be widely circulated and publicized so that all

protocols, including provision of sanitisers, handwashing arrangements etc, can be

strictly complied with. DGP Dinkar Gupta has already been asked to come out

with a comprehensive security plan for the Mandis.

The Cabinet was informed that while 73% of the state’s requirement for

gunny bales had been met already, the remaining shortage of 7.2 lakh bales would

be met with PP bags if the West Bengal government does not open production in

time. As of now, West Bengal has only resumed transportation of the 27000 bales

which were ready.

ACS Development Viswajeet Khanna said rules had been amended to make

payments to farmers through the Arhtiyas instead of direct bank transfer that was

to be introduced this year. The Chief Minister had earlier suggested the change in

order to maintain continuity and stability in these difficult times. The Mandi

Board has already extended the validity of the licenses of the Arhtiyas, which were

to expire on March 31, till the wheat procurement operations in the state are over.

The Arhtiyas would be paid within 48 hours of procurement and would, in turn, be

required to pay the farmers in the next 48 hours.

Khanna informed the cabinet that the 3718 purchase centres set up in the

state included 153 main yards, 283 sub yards, 1430 purchase centres and rice mills.

Nearly 137 lakh MT of wheat is expected to arrive in the mandis of which 135 lakh

MT would be purchased by government agencies while two lakh MT by the private

traders. Khanna said that the Centre has fixed MSP of wheat at Rs 1925 per quintal

for the current RMS against Rs 1840 MSP fixed last year.

A farmer shall be entitled to take multiple coupons each day or on different

days depending on space in order to avoid rush in the mandis. About 27 lakh

coupons would be issued by market committees to Arthiyas. Farmers with each

coupon will be entitled to bring one trolley having about 50 quintal wheat.

Even as he said that the State Cabinet later today would take the final

decision on extension of lockdown, Punjab Chief Minister Captain Amarinder

Singh on Friday indicated that his government was seriously thinking of extending

the lockdown as the time did not appear to be right for lifting the restrictions.

However, he made it clear that since the lockdown could not be indefinite,

the government was also looking for ways to extricate the state from the

restrictions and enable it to function with the Coronavirus around. A high-powered

committee with several doctors, medical and other experts, was examining the

situation and will soon submit its report on the lockdown exit strategy, said the

Chief Minister.

Given the projections for India and the global trend of COVID-19, this is

just the start of the war and the situation threatens to get worse over the next few

months for India, Captain Amarinder warned, adding that lifting the lockdown

would not be easy for any state in the present situation.

Pointing out that most of the 27 positive cases reported on Thursday (the

maximum daily increase for the state) were cases of secondary transmission, the

Chief Minister described it as an indication of the state moving into the stage of

community transmission. The situation could seriously worsen in the coming

weeks, he added. “The predictions are horrendous, but we are doing our best,” he

said, adding that while currently the numbers were low in Punjab compared with

most other states, it cannot remain isolated as the pandemic spreads further.

At a video conference with the media, hosted by the AICC from New Delhi,

the Chief Minister said the projections by scientists and medical experts suggested

that the pandemic would peak in India by July-August, and around 58% of Indians

would get infected, with 87% of people likely to get affected in Punjab. In the

circumstances, no government could afford to ease the restrictions, he said,

asserting that “we have to check the spread of the infections.” The state’s

preparations would be aligned to these projections, he added.

The Chief Minister rejected as absolutely insufficient the Rs 15000 crore

announced yesterday by the Union Government for the nation’s health

infrastructure, saying, “How can this be enough for the nearly 1.4 billion people of

India?” No state has the resources needed to fight the battle without the help of the

Central Government and they have to come forward to help the states, he said,

adding that he will take up the issue of more funds to enable every state to fight the

war.

The Chief Minister reiterated the state government’s demand for a special

economic package to deal with the crisis, pointing out that the Centre had released

part of Punjab’s pending GST arrears over the past few days but those would

barely meet the normal needs of salaries etc. He stressed the need for the Centre to

come forward with financial assistance for combatting the COVID-19 crisis,

saying it was the responsibility of the Government of India as states had to ensure

food, free rations, shelter etc for the poor people. Punjab was taking care of the

basic needs of the lakhs of migrant labourers stuck here but even industry could

not continue to pay them indefinitely without assistance, he added.

In response to a question, Captain Amarinder said his government was

gearing up for every eventuality, and had planned for making arrangements in four

phases – for 2000 patients, 10000 patients, 30000 patients and 1 lakh patients

needing isolation and treatment. While ventilators, masks etc were sufficient for

the present, more had been ordered and would start coming in the next few days,

he added. On PPE kits, the Chief Minister said with two Ludhiana manufacturers

getting approval for making such kits, the state would start getting 5000 of them a

day from Monday and could provide the excess to other states, with directly or

through the Government of India. As for medical staff, he said retired doctors had

volunteered in large numbers and were on standby to help out.

With regard to testing, the Chief Minister admitted that the 2877 tests

conducted so far were simply not enough, given Punjab’s population of 2.8 crore.

Testing was constraint as only two hospitals in Punjab were given permission to

test initially, along with PGI Chandigarh, but one more was now being added along

with two private labs, he added. With 25000 Rapid Testing Kits also expected to

arrive, mass testing in hotpots will also begin from Monday, he said. In the next

few days, the health department would get more aggressive with testing and

random testing will be done in areas of concentration, said Captain Amarinder.

On the contribution of Tablighi Jamaat to the spread of the pandemic in

Punjab, the Chief Minister revealed that his government had received a list of 651

who had entered the state, and of these, 636 had so far been traced and 27 found

positive (including 10 contacts of these TJ Nizamuddin attendees).

Among the nearly 1.5 lakh NRIs and foreign returnees, the state had traced

and quarantined the majority, said Captain Amarinder, adding that the quarantine

period was over in 33166 cases of foreign travel.

Replying to questions on the harvesting of wheat, scheduled to begin on

April 15, the Chief Minister said the state was gearing up to handle another bumper

harvest and would be going in for district wise and village wise

marketing/procurement. The number of Mandis from 1800 to 3800 this year in

view of the COVID-19 pandemic, he said, adding that apart from police and

district officials, Guardians of Governance personnel would also man the Mandis,

with NCC volunteers also likely to pitch in.

Chandigarh, April 10: The Rural Development and Panchayat Department, Punjab

has cleared all the pending wages of MGNREGA workers till April 7. Disclosing

this here today the Rural Development and Panchayats Minister Mr. Tript Rajinder

Singh Bajwa said that Rs 92 crore has been transferred into the accounts of the

beneficiaries.

The Minister said that with the continuous efforts of the Department officials Rs

226 crore has now been released by the Government of India to the Punjab, which

would now benefit the beneficiaries working under Mahatma Gandhi NREGA

scheme. Now the state have sufficient funds for the next 2-3 months to execute

individual works under the scheme without any hindrance and wages of

beneficiaries would also be cleared on time.

Mr. Bajwa said that clear cut instructions have been issued to the officers of the

department to provide maximum work to MGNREGA workers under the scheme

which could provide huge relief for the poor during this crisis period. He has also

asked the officials to ensure payment to the workers after every 15 days without

any delay.

He said that 28.23 lac active workers are registered under MGNREGA who could

be provided 100 days works. Now the daily wage of workers has also been

enhanced from Rs 241 to Rs 263.

The Panchayat Minister also informed that the department yesterday cleared the

salaries of the employees of the Zila Parishad and Panchayat Samitis from October

last year to March this year. He said that the outstanding pensions for the months

of February and March of retired employees of Zila Parishad and Panchayat

Samitis have also been cleared. Mr. Bajwa assured that the payment of salaries and

pensions to the employees would be paid timely.

The Minister also lauded the efforts of the doctors and paramedical staff of the

department who are fighting at forefront in the war against Corona virus.
