Summary of Deliberations in the 3rd Meeting of Nodal Officers for SEM Data Coordination held on 5th August 2016 at SRPC, Bengaluru
In the 31st Meeting of Commercial Sub-Committee of SRPC held on 2nd June 2016 it was
agreed to convene the 3rd Meeting of Nodal Officers for SEM data coordination to sort out the SEM data issues. Accordingly the 3rd meeting of Nodal Officers for SEM coordination was held on 5th August 2016. The list of participants is enclosed at Annexure A.
Shri S.R.Bhat ,Member Secretary (MS), SRPC welcomed all the Nodal Officers and
participants to the 3rd Meeting of Nodal officers for SEM data coordination. MS, SRPC appreciated the diligent efforts made by SRLDC in sorting out the SEM issues
and requested the utilities to submit SEM data to SRLDC within the prescribed time as stipulated in the IEGC.
MS, SRPC also placed on record the services rendered by Shri A.Ravindra, Dy. Mgr , SRLDC, (who is superannuating in September, 2016) to the Southern Regional grid and SRLDC. He appreciated the efforts made by him in collection of SEM data from various places in the Pre ABT and Post ABT period.
DGM, SRLDC welcomed all the participants to the meeting. He informed the forum that
cooperation rendered by the nodal officers was encouraging. He also placed on record the services rendered by Shri A.Ravindra, Dy. Mgr , SRLDC in the Market Operation division of SRLDC/POSOCO.
SRLDC informed the forum that the response from the SEM data coordinators was encouraging and considerable improvement in data receipts was noted. SRLDC also requested nodal officers/maintenance staff to maintain sufficient spares / accessories at the locations for early rectification of SEM data issues.
Agenda points were taken up for deliberation. The Presentation made by SRLDC is attached at Annexure B.
1. Non Availability of SEMs as per CEA metering regulations
The issue of Non availability of SEMs as per CEA metering regulations was discussed in various forums of the SRPC.
The issue was discussed in the 31st meeting of Commercial sub committee as Agenda item No 7.8. The status update and the deliberations in the meeting are as follows.

2. Non-compliance / Pending Issues as per 2nd Meeting of Nodal Officers

Coordination was discussed in the 31st Meeting of commercial committee vide Agenda Item No 8.
The status update and the deliberations, regarding pending issues, in the meeting as follows.

Replacement of SEMs at Thiruvalam and Theni.
(i) TANTRANSCO informed that the SEM would be replaced within April’16.
(ii) SRLDC informed that without SEM at Thiruvalam there is no check for the correctness of the SEM at Chithoor.
(iii) The forum requested TN to replace the meter at Thiruvalam at the earliest.
The forum enquired about the status of SEM replacement . TANTRANSCO informed that Purchase Order has been placed and SEMs would be replaced within 2 month’s time . The forum requested TANTRANSCO to replace the SEMs at Theni and Thiruvalam at an early date.

Item 1(c)

Non receipt of SEM data from Kadra, Kodasalli, Guttur and Nelamangala:
(i) DGM, SRLDC informed that the receipt of SEM data from Guttur had improved. Other stations no improvement.
(ii) He informed that the SEM data from Yerrandahalli also not reaching SRLDC.
(iii)SRLDC insisted that the above problem is persisting for last 6 months and is yet to be resolved.
(iv) Representative from Karnataka informed they were not aware of the issue and the same will be informed to the concerned person
(v) The forum requested KPTCL to resolve the SEM issues in the stations mentioned above immediately.
The forum proposed to seek nodal officer nomination from KPCL to sort out KPCL station’s SEM issues. The forum requested SRLDC to send letter to KPCL for nomination of Nodal Officer for SEM data coordination for Kadra, Kodasalli, RTPS and BTPS stations. KPTCL was requested to coordinate with KPCL regarding SEM issues . The forum requested KPTCL to replace the SEMs at Nelamangala. The forum suggested that KPTCL may approach SRTS II, PGCIL to replace the SEMs on Loan basis. KPTCL agreed to replace the SEMs at Nelamangala by the end of August’ 16 .
Item 1(f)

Installation of SEMs on (a) Kolar Line-1&2 at Hoody (b) Mysore end of 400kV Nelamangala lines 1&2:.
(i) PGCIL,SRLDC informed that the SEMs from the Manufacturer yet to be received .On receipt of SEMs they would be replacing the meters.
(ii) SRTS II, PGCIL informed that SEMs at Mysore has to be installed by POWERGRID and by KPTCL at Hoody.
The forum enquired about the status of installation of SEMs. SRTS II, PGCIL informed that they have received 250 No. of SEMs and 50 No. DCDs. SRTS II, PGCIL informed that they will install SEMs within a week’s time.

(ii)The CC forum requested PGCIL to pursue with the manufacturer to deliver the SEMs to address the SEM issues.
Item 1(g)

Reactive Register Jump:
(i) the issue was discussed in Agenda item No (6).
(ii) The constituents are agreed to replace the erratic meter reading to Zero and issuing the accounts.
(iii)SRLDC suspected that bug in the meter software might be causing this error.
(iv) PGCIL informed the same shall be taken up with the manufacturer.
(v) SRLDC requested the concerned utility to take up the issue with the meter manufacturer to resolve the issue.
(vi) SRLDC also recommended replacement of meter, if it is found to record erroneous readings consecutively for two occasions.
PGCIL was requested to take necessary action to replace all the SEMs of the particular make which was having the “reactive counter jump problem” with another make SEMs and take up the issue with supplier and also to share the progress /action taken in this regard with SRPC and SRLDC. SRPC Secretariat requested SRLDC to inform the erroneous reading i.e., Reactive Register jump, Under recording, Over recording in the SEM discrepancy statement after pair check for proper accounting of energy. As per the CEA Metering Regulations, the Discrepancy shall be reported to the Appropriate Transmission utility / LDC/ Licensee to ensure proper accounting as well as to avoid / address the repetition of SEM data issue. SRLDC agreed for the same.

Item 3.

Non-compliance of data format
(i) SRLDC informed that PGCIL yet to circulate the patches to all the sites.
(ii) SRTS II, PGCIL informed that the issue will be sorted out by this month end, i.e., June 2016.
SML:
PGCIL informed the revised software has been received from the manufacturer and they would circulate the same to all the Nodal officers along with the installation procedure.
L&T:
SRLDC informed that over recording issues in L&T SEMs having Vincom version are on the rise
SRLDC requested PGCIL to take necessary action to upgrade the Vincom to Vinplus at all the stations, as advised by the manufacturer.
SRLDC informed the forum that sites have been reporting some compatibility issues with the Vinplus software in the latest versions of windows.
PGCIL informed that the compatibility issue will be taken up with the manufacturer and resolved within 10 Days.
They also informed that the revised software upgrade patches from Vincom to Vinplus shall be shared with all the Nodal officers.

Item 4. Naming Convention:
(i) SRLDC informed that in a few locations, in TS, TN, Karnataka and PGCIL stations, naming convention is not followed.
(ii)The forum requested the utilities to follow the naming convention and send the data to SRLDC within the stipulated date.
All the constituents agreed to resolve the issue latest by 08/08/2016.
Item 5. Non-receipt of encrypted data and NPC files:
(i) SRLDC informed that from a few locations in AP, TN, Karnataka and PGCIL stations NPC files not received with SEM data.
(ii) The forum requested the utilities to send the NPC files to SRLDC along with SEM data.
NLC TS-2 agreed to resolve the issue within 2 months. The other constituents agreed to resolve the issue by 08/08/2016.
Item 6. Non receipt of time drift statements
(i) SRLDC informed that in 70-80 % of the sites time Drift is within the permissible limit (i.e., within two minutes).
(ii) The Stations as listed in Annexure 3A are requested to send the corrected time drift statements regularly with the SEM data.
(iii) The forum requested utilities to correct the time drift through DCD, if it’s more than 2 minutes and to

maintain it with in the permissible limits.
Item 8 Replacement of SEMs at NLC TS-1 Exp :
(i) NLC informed the forum that SEM is available with them and are waiting for a shutdown opportunity to replace them.
SRLDC informed that NLC TS-1 Exp has replaced the Check SEMs and it is observed that the SEMs S.Nos are clashing with that of NLC TS-2. NLC TS-1 Exp agreed to correct the same within a month. SRLDC requested NLC TS-1 Expn. to give prior intimation on the Serial Numbers of the SEMs before replacement and NLC TS-1 Exp agreed for the same.
Item 9 Nodal Officers are not intimating the reasons for discrepancies, like under-recording / over-recording etc.
(i) The forum requested all the concerned to report the discrepancies, such as under-recording / over-recording etc., along with the SEM data.
The nodal officers agreed to comply the same from 08/08/2016.
Item 13 Replacement of B-Type SEMs at Theni and Thiruvalam.
(i) TANTRANSCO informed that the SEMs would be replaced shortly.
TANTRANSCO informed that SEMs will be replaced within 2 months.
Item 15
PGCIL to keep additional sets of DCDs, Cables and Cards
(i) PGCIL informed that the status would be confirmed shortly.
PGCIL informed they have procured enough DCDs and cables.
Item 16 Sites yet to be informed of the contact details of Nodal Officers.
All the nodal officers agreed to update /circulate their contact details to all the sites (SEM Locations) with an advice to refer the problems to their respective Nodal officers.

Item 17 Sending single files- Sites still not complying listed in Annexure -4A.
(i) SRLDC requested the utilities to send single NPC files for all meters in a site.
All the nodal officers agreed to comply the same from 08/08/2016.
The Consolidated list of SEM data pending issues as submitted by SRLDC as on date is enclosed at Annexure C .
3. New Agenda 1 : Information to Nodal officers
SRLDC suggested that the Nodal officers may advise their sites to mark a copy of all the communication made to SRLDC (including data transfer and time drift statements etc.) to the respective nodal officer.
SRLDC stated that this would help them to get the first hand information directly from the sites besides enhancing the efficacy of monitoring and inducing accountability.
The forum agreed to the SRLDC suggestion.
All the Nodal officers agreed for the same.
The Updated List of nodal officer is attached at Annexure D .
4. New Agenda 2 :Replacement of SEMs with more than 5 Min time drift
SRLDC informed that, in view of huge commercial implications involved, the forum may advise the utilities to replace the SEMs having time drift of more than 5 Minutes.
SRLDC informed that they have circulated the list of SEMs having huge time drift .
The forum recommended to replace the following SEMs on priority basis.
1. 230kV Chittor line at Thiruvelam
2. 230kV Moozhiyar line at Theni
3. 400kV SV Chatram Line at Sriperumbudur
4. 400kV Narendra Line-1 at Guttur
5. 400kV Narendra Line-2 at Guttur
6. 400kV Kaiga Line-1 at Guttur
7. 400kV Kaiga Line-2 at Guttur
8. 400kV Hyderabad Line at Gajwel.
5. Advancement of SEM data transmission
SRLDC requested to advance the target time of sending the SEM data to 1700 hrs of Monday so that enough time, till 12 noon of Tuesday, is available to them to address any unexpected problems in sending the data.
All the nodal officers responded favourably to their request.

In the meeting SRLDC assured the forum that if all the SEM data is received by 1200 noon of Tuesday from all locations, processed SEM data can be transmitted to SRPC by every Thursday noon.
6. No intimation from BHAVINI regarding drawl of Start up power from TN lines
It was brought to the notice of the forum that as per the MoM of special meeting at SRPC on 23/01/2013 regarding energy accounting of BHAVINI, BHAVINI has to inform SRLDC regarding drawl of start up power through 230kV Tamil Nadu lines in case of outage of MAPS-BHAVINI tie lines.
However for the shutdown taken by BHAVINI from 23/05/16 to 04/06/16 they have not informed SRLDC.
SRLDC informed the forum that in the absence of the above information accounting of energy of Tamil Nadu and MAPS becomes difficult.
The forum requested BHAVINI to inform the shutdown/bay change issues before and after the period of availing the same to the System Operator.

7. Additional points discussed in the Meeting 7.1 Procurement of SEMs by CTU
It was proposed that states could give their requirement for procurement of SEMs to CTU. CTU may procure the same and commercial settlement could be done bilaterally.
Member Secretary, SRPC suggested that the issue of commercial implication can be referred to SRPC forum.
7.2 Preparation of metering procedures along with roles and responsibilities of all the entities:
MEPL and SEPL had raised an issue that which agency shall be approached to get clearance for testing the SEMs at their station.
Member Secretary SRPC suggested that there could be a Procedure with roles and responsibilities of all the entities.
SRLDC agreed for the same and shall prepare the draft document in co-ordination with SRPC & CTU. The same shall be submitted to SRPC forum for approval.
The Nodal Officers suggested SRLDC to create a Google group of Nodal Officers for timely exchange of information. The forum accepted the suggestion and SRLDC agreed for the same.

NON AVAILABILITY OF SEM ON BOTH ENDS OF THE LINE BELONGING TO SAME ENTITY
• In 26th SRPC meeting held in Vishakapatnam, CTU agreed to install SEMs on both ends of their line irrespective of ownership
In the backdrop of increased complexities in Transmission network, a need is felt for installing the SEMs on both ends of all the feeders of same licensees also irrespective of ownership
• The same has been taken up in 31st CCM and is yet to be installed.
• CTU is requested to arrange for the same at the earliest
HUGE TIME DRIFT AT THIRUVELAM • The issue regarding huge time drift at 230kV Chittoor line at Thiruvelam
has been brought to the notice of Tamil Nadu in various Nodal officers meetings and commercial subcommittee meetings.
• The SEM is having this problem from 15/06/2015 and SEM at Chittoor end of the line is being used in the accounting of both AP and TN.
• There is no means to check the correctness of the SEM at Chittoor.
• As per the latest time drift statement received from station on 01/08/2016, the time drift observed is ~291 days.
• Tamil Nadu is requested to take immediate action to replace the SEM.

HUGE TIME DRIFT AT THENI • The issue regarding huge time drift at 230kV Moozhiyar line at Theni
This has been brought to the notice of Tamil Nadu in various Nodal officers meetings and commercial subcommittee meetings.
• There is no means to check the correctness of the SEM at Moozhiyar.
• As per the latest time drift statement received from station on 01/08/2016, the time drift observed is ~48Min.
• Tamil Nadu is requested to take immediate action to replace the SEM.

• SRLDC has been reporting discrepancies noticed in the SEM readings like under recording, over recording etc. Via email to the concerned Nodal officers and the same is also being uploaded in website
• But reply regarding the reasons is not being received.
• Nodal officers are requested to take up the issue seriously
• Current Status : No improvement at all

REPLACEMENT OF SEMS AT NLC TS-1 EXP
• The replacement of SEMs has started on 25/07/16
• However the Sl Nos of new SEMs installed were found having the same serial numbers of already installed SEMs at NLC St-2
REPLACEMENT OF OLD B-TYPE SEMS AT THENI AND THIRUVELAM • As the SEMs are unusable due to high time drift, TN may expedite replacement of
SEMs
PGCIL TO KEEP ADDITIONAL SETS OF DCDS, CABLES AND CARDS
• The 31 CCM forum requested CTU to keep additional sets of DCDs, cables & cards to meet emergency requirements
• CTU may confirm the status of the same

SEM REPLACEMENTS OR CT/PT CHANGES
• Prior consent shall be taken from SRLDC, regarding any works affecting SEM
• Any installation /removal/replacement of the SEMs or change in CT/PT ratio shall be informed to SRLDC in advance and confirmed through mail after completion.
• Main and Check/Stand by SEMs should not be replaced on the same day.
• SEMs to be replaced only after ensuring availability of data of fall back SEM.
• The data of both old and new replaced SEMs to be collected on the next day and transmitted to SRLDC for proper validation and energy accounting of the week.
REPLACEMENT OF SEMS WITH MORE THAN 5 MIN TIME DRIFT
• In the view of huge commercial implications involved, it is proposed to replace the SEMs having time drift of more than 5Min

ADVANCEMENT OF SEM DATA TRANSMISSION
• Many stations have shifted the data transmission from Wednesday to Tuesday, However it is desirable that those stations transmitting data on Tuesday shall shift it to Monday so that energy computations can be completed early and account can be submitted to SRPC Sectt. on Thursday itself.
• The list of stations data from some stations is being received after 17:00 hrs of Monday as follows

NO INTIMATION FROM BHAVINI REGARDING DRAWL OF COMMISSIONING POWER FROM TN LINES
• As per the MoM of special meeting at SRPC on 23/01/2013 regarding energy accounting of BHAVINI, BHAVINI has to inform SRLDC regarding drawl of commissioning power through 230kV Tamil Nadu lines in case of outage of MAPS-BHAVINI tie lines.
• However for the shutdown taken from 23/05/16 to 04/06/16 has not being intimated.
• In the absence of that accounting of Tamil Nadu and MAPS is difficult. BHAVINI is requested to intimate the same before and after the period.
