EXECUTIVE SUMMARY This document describes the plan for the dissemination of the objectives and of the results of the OASIS Project. The plan intends to raise awareness and interest on the developed technologies and solutions among the target groups such as the users, the scientific community, the Governmental Institutions, the involved industry and the general public. The major focus is to ensure that the project’s research and outcomes are widely disseminated to the appropriate target communities, at appropriate times, via appropriate methods. The plan will be regularly reviewed on the basis of the project’s evolution and of the acquired new knowledge that will allow adding new dissemination opportunities.

Introduction

A widespread dissemination of the OASIS project’s objectives and results is considered as crucial for the success of the project, as it will facilitate the later commercial exploitation (market introduction) and deployment of the project’s developments. OASIS should become the one-stop-shop for elderly-inclusive design in ICT and its reference architecture the de facto standard in the area. The OASIS Project aims to raise public awareness of its developed technologies and solutions among the various stakeholders involved in the “elderly world”:

- the users, their families and their associations, - the industrial community (companies providing products / solutions / services for the

elderly persons and Industrial Alliances), - the scientific community, - the policy makers and the Public Administrations, - the International Standardization Bodies, - the general public.

A multi-dimensional dissemination approach with different communication tools adapted to the respective target groups is therefore needed to disseminate project concept and results and attract interest and necessary feedback/involvement from them. In addition to this, the sharing of knowledge must be facilitated inside the Consortium to foster working efficiency and horizontal consistency of the project’s outputs. This document outlines the different actions to be taken to reach the above mentioned goals. It will be updated yearly.

1. 2. Graphic identity A common graphic identity in all dissemination tasks allows for better visibility and recognition as well as branding of the project. All dissemination tools and activities must refer to the name of the project, to the project’s website URL (see 4.1) and to the graphic elements described in this chapter.

2.1 OASIS Logo

A project logo was created when OASIS was still at proposal stage. The logo was presented to and approved by the OASIS partners as the official logo of the OASIS Project at the kick-off meeting on 5 February 2008. The logo includes the name of the project (OASIS), its main concept (ontologies) and its goal (quality of life for the elderly). Graphically, it refers to the elderly, to new technologies and to an oasis (palm). The OASIS logo will be used for any (internal or external) deliverable, report and dissemination tool.

2.2 OASIS Layouts Common/similar layouts are needed for OASIS Dissemination materials (including leaflets, posters and website and PowerPoint presentations). They will be made available at the end of Month 3 (March 2008) by POLIS.

2.3 FP7 Logo The OASIS Project is funded by the European Commission Seventh Framework Programme for Research and Technological Development (FP7). This is the EU's main instrument for funding research in Europe running from 2007-2013.

The FP7 logo will be used for any (internal or external) deliverable, report and dissemination tool.

2.4 Logo “e-Inclusion – Be part of It!”

Through 2008, the European Commission is running the awareness-raising campaign “e-Inclusion – Be part of It!” aiming to enable people to fully participate in the information society, regardless of individual or social disadvantages. As member of the campaign, OASIS will refer to it throughout 2008 by including: - the logo of the campaign in all OASIS external dissemination materials (leaflets, posters, website, etc.). The logo is available in all EU languages at http://ec.europa.eu/information_society/activities/einclusion/bepartofit/logo/index_en.htm. It will also be made easily accessible through the OASIS website. - the following text (which must accompany the logo): “The "e-Inclusion: be part of it!" campaign is organised by the European Commission. More information on this action is available at http://ec.europa.eu/information_society/einclusion. The European Commission bears no responsibility for, nor is it involved in, the events, documents or other manifestations associated or claiming to be associated with the campaign, unless indicated otherwise.”

3. Dissemination tools Efficient dissemination requires making use of a variety of dissemination tools. The OASIS Dissemination Plan defines specific dissemination tools for each of the target groups as indicated in the following Table:

3.1 Website (D5.3.2) An interactive and accessible project web site will be developed by CERTH-HIT and made available before Month 6 .

The website’s address www.oasis-project.eu has been reserved by the consortium and will be referred to in all OASIS public documents and presentations.

3.1.1 Content of the website The web site will include both a public and a private restricted area. The latter will be linked to the project Consortium ftp (for internal use), where also the project scheduling, reporting and management tools (activity 5.1.5) and training tools (activity 5.2.1) will reside. An easy and convenient content management will be provided making use of the open source content management software “TYPO 3”. The web site will have at least Level 2 accessibility, according to WAI. CERTH-HIT will provide guidance for contributors to the website based on accessibility standards (length of sentences, naming of links, annotation of images, etc.). The public section of the OASIS website will:

• Provide a brief project summary in journalistic style highlighting the objectives, the contents and the structure of the OASIS Project including the composition of the OASIS Consortium. It will be available in 8 languages: Bulgarian (Cyrillic alphabet), English, French, German, Greek, Italian, Romanian and Spanish.

• Provide a short profile of each of the OASIS Partners and a link to its web sites. • Provide access to the project Public Deliverables and abstracts of selected non-

Public Deliverables; • Provide copies of publications and presentations done at external conferences in

various formats (pdf, MSWord, etc.); • Feature a separate events section where events will be announced and highlighted.

It will refer to OASIS events such as OASIS workshops and Conferences and external events where OASIS will have an active role (e.g. presentation of paper(s), organisation of sessions, stands with demos, etc.). The website will also enable online registration to the OASIS workshops and OASIS International Conferences;

• Contain both technical & scientific information ( e.g. white papers) and user-oriented information;

• Ensure an ongoing communication and contact with the developing community. The OASIS hyper-ontology and its support tools will be made accessible through the website for comments, additions and use.

• Refer to the campaign “e-Inclusion – Be part of It!” (see above under point 3.3). The web site will also include a CONTACT US section allowing to send a message to the OASIS Consortium (POLIS will be in charge of this section and will act as interface of the OASIS Project to the external world). Moreover, a counter of visitors and other statistical tools will be used (including a visitors’ feedback form), to monitor the usability and interest created by the web site and the project. The goal is to have an average number of web visits at monthly level as below indicated:

3.1.2 Management of the web site The content of the website will be managed by: - POLIS (general), - the IP Management Team (PHILIPS, CERTH HIT and ITACA) for the technical & scientific content, - AGE (user aspects only). The Project Steering Committee shall approve the content and timing of press releases and joint publications by the Consortium when they are made public for the first time through the web site.

3.2 Technical papers, press releases and other dissemination channels The results of the OASIS project will be made available through papers to be published in scientific and technical journals worldwide, including Mexico (by the partner ITESM) and China (by the partner Tsinghua University). Popular media (press, magazines, etc.) addressed to the users and the general public will also be targeted. In addition, some results of the project and announcements for OASIS workshops and conferences (see further) will be disseminated through:

- press releases (whenever it is relevant); - the websites of other thematically-related EU Projects; - the websites of some EU institutions and bodies, e.g. the website and newsletter of

the campaign “e-Inclusion – be Part of It”, www.eHealthNews.eu; - dissemination channels from relevant associations, such as:

o SeniorNet Sweden (www.seniornet.se), well known in Sweden, having the goal to encourage seniors to take advantage of the possibilities that Information Technology (IT) brings to society and at the same time to promote in the industry the concept of a technology adapted to the needs of seniors users;

o www.seniorennet.be, which is a similar site for the Belgian Dutch speaking elderly;

o HI (Hjälpmedel Institutet, www.hi.se) and ASPHI that are organizations – respectively in Sweden and in Italy – devoted to promote the support to disabled people and people with special needs, etc.

o www.AgetimesEurope.com, the most important European portal for professionals on population ageing;

o CoverAGE is the monthly online news letter of AGE – the European Older People’s Platform reaching a wide membership network of older people’s organisations representing more than 25 million people in Europe; research networks; EU officials and other international organisations.

o Etc. Specific lists/databases will be created by POLIS, AGE and MCA to give an up to date overview of the existing dissemination contacts and channels. The goal will be to have a number of OASIS-related publications and presentations accepted for publication in proceedings and conferences as indicated below.

Twice a year, Polis will circulate a list to the SP leaders asking them to complete it with the publications and presentations made within their SP in the previous months and planned for the coming months . In case it appears that the expected number of publications might not be reached, Polis will contact the Project Coordinator and the SP leaders in order to solve the problem. The publication by the Partners of articles / papers related to the results of the OASIS Project will be subject to the rules and terms defined in the section 6.5.5.4 (Public documents control) of the OASIS Deliverable D5.1.1 (Project Management and Quality Control Plan). All publications based on work funded by EC within the activities of the OASIS Project should acknowledge their affiliation to OASIS and bear recognition of the funding. This is generally accomplished by adding a sentence at the end of the paper, or as a footnote on a poster: "This work has been conducted as part of the OASIS project and partially funded by the European Community (FP7 – ICT; Grant Agreement # 215754)” . All draft articles will be sent to POLIS and to the IP Management Team before publication or production for reporting and archiving purposes. This will also allow checking if they fulfil the dissemination requirements or whether they conflict with other existing papers. Moreover the IP Management Team will decide whether it is appropriate to make the document accessible on the Project website. The forms reported in the Deliverable D5.1.1 (Project Management and Quality Control Plan) will be used (C1. Publication in Magazine form; C2. Presentation in Conference form).

3.3 Leaflets and Posters (D5.3.2) Leaflets and posters will be published 3 times within the OASIS project by POLIS:

- once at Month 4, to convey the project approach and objectives; - then at Month 30, to highlight project achievements and, - finally, at Month 42, to include results from the Pilots.

5000 leaflets and 150 posters are expected to be printed each time. Additional posters might be printed for specific events. Some leaflets and posters will be translated into other languages than English by the Partners located in the local pilot sites, based on a master template which will be provided to all partners. The leaflets and posters produced in 2008 will refer to the campaign “e-Inclusion – Be part of It!” (see previous section 3.3). The leaflets will present the goals of the project and the main (expected) findings. The posters will focus on the visual aspects. The content of both the leaflets and the posters has to be clear and easily understandable by the target end users i.e. the elderly persons, regardless of their education level.

3. 4 Video (D5.3.4) A 5-10 minutes professional 3D video highlighting the project concept and developments will be issued by MCA in Month 40, with a first version available at Month 24. It will include filming at the Pilot sites. The goal is to have the video or parts of it shown by at least 3 TV stations in 3 different European countries. A low resolution version of the video will also be developed for (small scale) presentations of the project on conferences.

3.5 Other Dissemination materials (D5.3.2) Other dissemination materials include:

- hand-outs, - bags for Conferences, - banners and poster roll-ups, - other equipment for conference stands, - stickers for the project cars and other equipment, - etc.

POLIS will be contacted with reference to the materials to distribute during OASIS events. POLIS will consider all requests from the Consortium Partner, taking into account the budgetary constraints. In some of the planned events, the OASIS Consortium will also make use of materials available at the European Commission such as “e-Inclusion” material (leaflets, gadgets, etc.). POLIS will liaise with the Commission to these materials sent to location of the events.

4. Dissemination activities The results of OASIS will be disseminated during the national and international events and activities organised by the Consortium and at external events.

4.1 OASIS events The list of OASIS events will include: a. a pan-European Workshop b. two International Conferences c. at least one event at each Pilot site of the Project d. demos in Conferences, exhibitions and Project Reviews e. User Forums (in total four) The organisation of these events will be coordinated by CONNCEPT SWISS and the related activities are part of the WP 5.3 (activity 5.3.2). OASIS events will be generally organised in conjunction with other events in order to maximise the visibility and attendance for the OASIS events. For this reason, a specific task force may be established among the partners for the organisation of joint activities. These events will be announced on all major event websites specifically targeting the various stakeholders, while they will also be announced on the EC events pages (e.g. the IST website, the weekly Information Society Newsroom newsletter). In addition, the entire Consortium will make also such announcements on their own websites, while ensuring local event websites cover the OASIS events.

4.1.1 Pan European Workshop The pan-European workshop will be organised in Month 10 (October 2008) in Brussels, to review the Use Cases of WP2.1 and 3.1, as well as to present the projects first version of the hyper-ontological framework and get feedbacks from the different User Groups. It will be a two-day event, combined with a User Forum meeting. It should attract 50 external participants including:

§ End users representatives and organisations, § External experts (from other projects such as ASK-IT, ENABLE,

EMERGE, etc.), § People from Brussels based organisations/stakeholders , § EC Representatives, § the Members of the OASIS Scientific Advisory Board (SAB), § Representatives of some municipalities (action: Polis)

4.1.2 OASIS International Conferences

Two International Conferences will be organised by CONNCEPT SWISS during the project. Each Conference will last two days and will include scientific presentations and papers both from Consortium Members and external experts, all peer reviewed by a Scientific Committee. They will be accompanied by User Forum meetings and exhibitions.

One of the two conferences will be planned in Bulgaria or in Romania.

The first Conference will be organised in Month 23 (November 2009), having as main theme “Interoperability in Services provision for All” (mainly focusing on SP1 architectural framework and SP2/SP3 services). The goal is to have at least 100 participants, 10 exhibitors and 30 published papers. The proceedings of this Conference will be available in book and CD format within 3 months after the event (D.5.3.3). The second International Conference will be organised in Month 45 (September 2011), having as main theme “Personalised, seamless and user friendly ICT for happy aging” (mainly focusing on Pilot site results, developed services and products and acquired experiences). The goal is to have at least 150 participants, 15 exhibitors and 40 published papers. The proceedings of this Conference will be available in book and CD format within 3 months (D.5.3.5).

4.1.3 Local events At least one local event is planned to take place at each Pilot site of the project, during the fourth year. Whenever possible, national languages will be used in these dissemination events.

4.1.4 OASIS User Forum A project User Forum will be established early in the project, under the responsibility of AGE (activity 5.3.3). It will allow exchanges on the OASIS Project with different user groups. This will include the Members of the forum of A4.5.4 (Local community build -up) but also users and stakeholders’ representatives from all over the world. Participation will be open, through the project web site, but will also be promoted among the Members of POLIS (65 cities and regions in Europe), AGE (Older people’s Organisations across Europe), MCA (close ties with elderly associations locally in Balkan countries and training organisations addressing elderly in Poland, Slovenia and UK) and participants of relevant projects in the area (i.e. ASK-IT, PERSONA, MY HEART, SENSATION, EMERGE, ENABLE, etc.). To be more effective, the User Forum will be composed of three Task Forces: - Industrial Task Force lead by PHILIPS, - Stakeholders Task Force, lead by POLIS, and - Elderly users Task Force, lead by AGE.

AGE will also provide the link with the Scientific Advisory Board (activity 5.1.4). Participants of the different Task Forces will discuss individually, but will meet all together during User Forum meetings (once a year, always linked to other project events, such as workshops, conferences, project meetings, etc.), so as to facilitate cross-fertilisation between the views of the different stakeholders. The User Forum Meetings will be organised preferably in Brussels and at the Pilot sites. The meetings will include the participation of: - end users, their organizations and the carers (AGE will be in charge of inviting them); - the industrial players (the same companies that will be involved in the Industrial Forum – Philips will take care of their participation); - local authorities (POLIS will take care of ensuring their presence). AGE will be the reference point for all the issues related to the User Forum Meetings. Members of the User Forum will benefit from free training courses (participation to the ones organised within WP5.2), early info on project developments (and ability to influence them through participation in workshops and structured feedback provision), priority participation in project tests, demos, expert walkthroughs, etc. Also they will have a 50% reduced fee to project Conferences. As return, they will commit to return at least one short questionnaire to the Consortium per year and to participate to at least one User Forum meeting per year. The User Forum is thus not expected to be very wide, but it is expected to include independent experts, representing all key stakeholders and have an active and integrated role within the project. The UF is expected to have at least 20 members in the first year, 30 in the second, 40 in the third and 60 by the end of the project. Proceedings of User Forum and Task Force meetings are to be submitted within a reasonable time after the meeting by AGE or the responsible partner of the Task Force.

4.2 External events OASIS Partners will participate to conferences, exhibitions and project reviews worldwide to present the OASIS Project. The goal is to have : - at least 4 presentations in Conferences during the first year ( 2008), - at least 6 in the second and third years (2009 and 2010), - at least 10 presentations in the last year of the project (2011). The Industrial Partners will demonstrate the solutions / products developed during the project in specialised exhibitions and will organise user panels to get feedback and inputs for further improvements. The OASIS Partners will give advance notice of their participation to external events to the OASIS IP Management Team according to the procedure defined in the deliverable D5.1.1 (form C2: Presentation in Conference; form C3. Exhibition Stand / Demo; form C4. Event / Workshop participation). The procedure to keep track of external events will be the following: All OASIS partners will submit the announcements of all relevant conferences and events to CONNCEPT SWISS, who will monthly update a list of events made available on the Consortium’s ftp and on the website. A preliminary list of external events planned in 2008 is reported in the following Table.

6. Quality indicators for the dissemination activities

The project dissemination “results” will be measured using the questionnaire provided in Table 7. It will allow POLIS and the other members of the Consortium to check the quality of the project’s dissemination policy.

Conclusion This Dissemination Plan presented a comprehensive dissemination strategy with a common graphic identity, specific tools and activities adapted to the respective target groups, a clear communication policy and a strict internal assessment procedure. To further improve the dissemination strategy during the project’s life, the Dissemination Plan will be updated and resubmitted at least once a year.
