Chapter1The Basics

Product OverviewThe DispatchNow™CAD system provides complete resource and response management for single- and multi-agency environments. A secure, reliable TriTech-hosted solution is available for any site that does not want to maintain on-site servers.

The Graphical User Interface (GUI) provides quick and easy access to all essential dispatching tasks. Dispatchers can use drag-and-drop and/or command line functions to increase efficiency during mission-critical operations. The GUI’s modular and scalable architecture can be configured to meet the precise needs of individual agencies.

Features include:

Multi-agency/multi-jurisdiction configuration

Address validation

Response creation by resource personnel

Response stacking, scheduling, and deferral

Access to site information

Automatic and user-generated resource recommendations

Access to state and federal databases of vehicle, person, and other information

A map module that shows call, response, and resource locations, and that includes a wide variety of fast, helpful tools

Forwarding of response details by e-mail, pager, or SMS

A secure, real-time instant messaging module

Integration with Other ApplicationsDispatchNow CAD can be integrated with these products to provide a complete emergency treatment system:

TriTech Softphone: A call-taking application used to answer incoming emergency calls and texts, transfer and conference to agency contacts, perform callbacks, and monitor call-taking activity. Data is shared with CAD.

Power 911: A call-taking application used to answer incoming emergency calls. Data associated with an emergency call is transferred to CAD. Location information is used to display a call icon on the map.

DispatchNow Mobile: Used by mobile resources to manage the responses they have been dispatched to; to monitor all activity within their dispatch group; and to communicate with dispatchers and other mobile personnel.

The CAD Resource View displays an icon in the Is Mobile column to indicate which mobile units are logged on to the system.

DispatchNow AVL: GPS data can be used to track the locations of emergency response units in real-time on the map.

XDC: Used to send data by fax, email or pager; or to a printer.

RMS for Fire and Rescue and RMS for Law Enforcement and Security: These record management systems are used to collect and share data, and to generate reports.

911 Adviser: An application that is used to enter emergency information. The response type assigned in 911 Adviser will appear in the CAD Response Details module; and details appear as entries in the Notes section.

ProQA: An application used by Fire, EMS, or Police agencies to enter emergency information that is shared with CAD. See “ProQA” on page 317.

Handling EmergenciesThis section outlines the basic steps involved in processing a response to an emergency call.

This procedure describes a CAD system that runs in Response mode. Emergencies are represented by records in the Response View.

The system can also be set up to run in Incident mode. The GUI includes an Incident View, which you can use to open an Incident Details module that shows information on the calls, resources, and responses associated with an incident.

Handling Emergencies

To handle an emergency

1. In your call-taking application, click the ringing queue button to answer the call.

2. In CAD, use the Incoming Call module to gather information from the caller, create a response, and dispatch recommended resources. See “Using the Incoming Call Module” on page 71.

3. In your call-taking application, click Release to disconnect from the caller.

4. In CAD, use the Response Details module to manage the response:

• The Assigned Resources tab shows which resources were dispatched to the emergency.

• If the SOP button is green, click the button to access standard operating procedures to follow when handling the emergency. See “SOPs” on page 306.

• If the Aware button lights up, click the button to access site information (for example, floor plans) for the response location. See “Site Information Management” on page 268.

• If the Premises History button is green, click the button to see a list of past responses at the same location. See “Premises History” on page 307.

• Use detail tabs to record information about the people, vehicles or property involved in the response.

• Enter notes and confidential information. See “Using the Notes Section” on page 144 and “Confidential Tab” on page 129.

• Link related responses. See “Linked Responses Tab” on page 124.

• Assign a case number. See “Case Numbers Tab” on page 127.

5. Use the Resource Details module to update resource statuses and locations as emergency handling progresses. See “Using the Resource Details Module” on page 190.

6. You can also:

• Use MSI to search federal and state databases for information on vehicles or people. See “MSI Console” on page 292.

• Use the BOLO view to send alerts to mobile units to be on the lookout for people or vehicles. See “Sending BOLOs” on page 300.

• Use the Chat form to communicate with other agents or groups using text messages. See “Chat Form” on page 288.

• Use the Service Selection form to request external services such as towing. See “Managing External Services” on page 160.

7. The Map View shows icons at call, response and resource locations. If your system uses AVL, you can get resource location updates and see resource icons move across the map. You can also measure distances, search for locations, and add notes that other users can read on the map. See Chapter 7.

8. When the response has been handled, assign a disposition code. See “Disposition Tab” on page 125.

Dispatching ResourcesTo dispatch a resource to a response, you can:

Drag-and-drop a record from the Resource View onto a record in the Response View. The Response Details module opens so you can record response information. See page 112.

Use the Recommendation form. See “Using the Recommendation Form” on page 148.

Drag-and-drop a record from the Resource View onto the Response Details module. See “To perform a dispatch from the Resource View” on page 206.

Use the Map module. See “To dispatch using drag and drop” on page 242.

Click Activate New Response in the Stack/Activate Response form. See page 159.

Logging On

Logging OnWhen you log on, the access rights configured for your role determine which modules and features are available. For example, you may be able to monitor agency activities, but cannot create responses and resources.

To log on

1. Do one of these actions:

• Double-click the CAD icon on your desktop.

OR

• Click the Windows Start button and select Programs > Positron > Tiburon CAD > Tiburon CAD.

The logon form appears.

2. Enter your user name and password. User names are not case-sensitive; passwords are.

3. The User Roles field shows your default role. If you have been assigned more than one role, you can use the drop-down list to specify another role.

4. If you have saved customized GUI layouts (see “Managing GUI Layouts” on page 319) use the Layout drop-down list to specify which screen layout you want to use.

5. Select the Map Driven check box if you want the map view to be the primary GUI module (see Figure 1 on page 9).

6. Resources are assigned to dispatch groups according to agency and zone. In the Dispatch Groups grid, select one of these check boxes for each dispatch group:

• Manage: You will receive audible and visual notifications about responses and resources being handled by the dispatch group (for example, when a new response is created, or when response or resource information is modified).

• Monitor: You will not receive audible and visual notifications for changes made to responses or resources that belong to the dispatch group.

• If a dispatch group is highlighted, it means that there is no network connection to the associated center; so responses created at that center won’t appear in your Response View.

7. Click Sign-In.

Glossary

Active ResponseThe emergency currently being handled by a resource. An emergency response vehicle has been dispatched and is on its way, or is already on scene. In the Response View, a star marks the active response; and the Response Details module shows information for that response.

AgencyAn emergency response center associated with a particular agency type. For example, Police Station 43 is an agency that belongs to the Police agency type.

Agency TypeA category of emergency response agencies: for example, Police, EMS, or Fire.

AgentA call-taker/CAD dispatcher, or a person associated to a resource.

ALI (Automatic Location Identification)The address of the caller, extracted from the telephone company’s database.

Aliases (for street names)A street may have an alternate name. For example, if a street is renamed, some people may refer to that street by its former name.

ANI (Automatic Number Identification)The telephone number of the caller, based on telephone company records.

AVL (Automatic Vehicle Location)A satellite-based vehicle tracking system that enables resource icons to change position on the map as vehicles travel, based on location updates sent to CAD by GPS devices installed in vehicles.

Aware A tool used to enter and retrieve site information such as hazards, fire exits, building plans and images associated with response locations.

Formerly known as “SIMS”.

BOLO (Be On the Look Out)Messages sent to resource personnel to inform them of individuals, vehicles or situations they must be on the look out for.

CAD (Computer-Aided Dispatch)A software application used to dispatch resources to emergencies, and to track all stages of incident-handling.

Calling PartyA person who calls a PSAP to report an incident.

Common PlaceA location generally known by its name, not its address: For example, Brooklyn Bridge or city hall.

CommunityA division of a city, such as a borough or district.

Coordinates (mapping)Mapping coordinates are used to locate objects on a map. Coordinates are expressed as x,y values that represent latitude and longitude.

CPI (Calling Party Identification)Information about the person who made an emergency call.

ESN (Emergency Service Number)Cities are divided into sectors, each of which has its own ESN ID. Each ESN sector is served by specific emergency response teams. For example, the downtown core of a city has a unique ESN ID, and is served by a police station, a fire station, and an ambulance service. ESNs are determined by the municipality (as opposed to atoms and zones, which are determined by agencies).

ESNs are used to determine which resources should be dispatched to a response.

Event IconA map icon that represents the location of an incident, response, or resource.
