1. Name of Employer: Directorate of Monitoring, Home Department, Government of the Punjab.

2. Scope of Work:

The scope of work includes supply of VSAT Equipment that includes Network Management Server (NMS), Protocol Processor (PP), Combiner, Splitter, Satellite Modem, KU Band LNB, BUC and Cross Pole Feed Horn in the office of the employer located at 346-B, VSAT Building, Adjacent Arfa Technology Park, Ferozepur Road Lahore.

3. Technical Specifications:

Given below are the required specifications;

a. Network Management Server (NMS):

This Network Management Server (NMS) Server is to utilize i-Direct Satellite Network so its compatibility along with three years i-support is compulsory.

4. Required Quantity:

5. Cost of Bidding: Bidder shall bear all costs associated with the preparation and submission of bid. The employer will in no case be responsible or liable for those costs or any loss arising from the preparation and submission of the bid, regardless of the conduct or outcome of the bidding process.

6. Preparation of Bid

a) Language The bid prepared by the bidder and all correspondence and documents relating to the bid, exchanged by the bidder and the employer shall be in English language.

b) Currency Bidder must quote in Pak Rupees for the complete scope of work. Partial, incomplete or conditional proposal will not be entertained / considered.

c) Bid Price i. Price of the proposed item shall be clearly mentioned in bid. ii. The quoted price must be inclusive of all taxes, rates and duties. iii. Bidder may quote a price of a single item or more than one item of his

area of expertise.

d) Documents Comprising the Bid Along with the quotation, bidder shall provide following documents:

i. A document containing following information:

a. Present office address. b. Phone and fax numbers. c. National Tax Number (NTN). d. Sales Tax Number (STN).

ii. Registration certificate of the company. The bidder shall be a registered firm according to rules of Government of Punjab or Government of Pakistan and must be doing the business of IT & VSAT equipment since last 3 years.

iii. A document containing technical specifications of the equipment proposed by the bidder.

iv. A certificate that the equipment is brand new, as per required specifications, non-refurbished or not altered in any way and is imported through proper channel.

v. A certificate that minimum warranty of equipment (Repair & Replacement) is One (01) year and maximum warranty fulfillment time is four (4) weeks.

vi. A certificate that maximum response time is twenty four (24) hours. vii. All the documents shall contain bidder’s stamp and shall be duly

signed by the bidder or bidder’s representative.

7. Mandatory Requirements:

In order for bid to be considered valid, following mandatory requirements must be fulfilled. a) The proposed technical specifications shall meet the required technical

specifications mentioned above in Para 3.

b) Bid shall contain documents mentioned above at 6.d.i (a, b, c & d), 6.d.ii, 6.d.iii, 6.d.iv, 6.d.v and 6.d.vi having complete information. In case if the documents will contain incomplete or partial information, bid shall be rejected by the employer as non-responsive.

8. Modifications and Withdrawl of Bid:

a) Any bidder may modify or withdraw his bid after bid submission provided that the modification or written notice of withdrawal is received by the Employer prior to the deadline for submission of bids.

b) Withdrawal of a bid during the interval between the deadline for submission of bids and the expiration of the period of bid validity may result in forfeiture of the Bid Security.

9. Bid Security:

a) Each bidder shall furnish, as part of bid a Bid Security equal to 5% of the total quoted price in the form of Bank Draft, Pay order, Bank Guarantee or Call Deposit in favor of the employer valid for a period up to eight (8) weeks beyond the bid validity date.

b) Any bid not accompanied by an acceptable Bid Security shall be rejected by the Employer as non-responsive.

c) The bid securities of unsuccessful bidders will be returned upon award of

contract to the successful bidder or on the expiry of validity of Bid Security whichever is earlier.

d) The Bid Security of the successful bidder will be returned upon delivery of the equipment and issuance of NOCs by the authorized representative of the Employer.

e) The Bid Security may be forfeited in any of following scenarios:

i. If a bidder withdraws his bid during the period of bid validity.

ii. In the case of a successful bidder, if he fails to deliver the equipment

according to the requirements of the Employer.

10. Warranty of the equipment:

Minimum Warranty of all the equipment should be 1 year.

11. Performance Guarantee:

a) The successful bidder shall be required to furnish a Performance Guarantee equal to 10% of the total contract amount in the form of Bank Draft, Pay order, Bank Guarantee or Call Deposit in favor of the Directorate of Monitoring.

b) The Performance Guarantee of the successful bidder will be returned

upon completion of warranty period and issuance of NOC by Directorate of Monitoring that the bidder has fulfilled all the warranty claims as agreed.

c) The performance guarantee may be forfeited if the successful bidder fails to fulfill warranty claims.

12. Validity of Bid

Bids shall remain valid for a period of twelve (12) weeks after the date of bid opening.

13. Submission of Bid

a) The bids must reach office of the Employer located at 346-B, VSAT

Building, Adjacent Software Technology Park, Ferozepur Road Lahore by 1100 hrs on 10.05.2017. Late bids will not be entertained.

b) Bids submitted through telex, fax or e-mail shall not be considered. c) Any bid received by the Employer after the deadline for submission will be

returned unopened to such bidder.

14. Format of Bid:

a) Bidder shall submit the bid in a sealed envelope.

b) Name of the bidder shall be clearly mentioned in bold letters on the envelope.

c) The sealed envelope shall contain two (2) separate envelopes. Each envelope shall contain separately the financial proposal and the technical proposal. The envelopes shall be clearly marked as “FINANCIAL PROPOSAL” and “TECHNICAL PROPOSAL” in bold letters to avoid confusion.

15. Bid Opening and Evaluation:

a) The Employer will open technical bids in the presence of bidders’ representatives who choose to attend, at 1130 hrs on 18.05.2017 in the office of the Employer located at 346-B, VSAT Building, Adjacent Arfa Technology Park, Ferozpur Road Lahore.

b) The Employer will open financial bids of technically qualified bidders in the presence of bidders’ representatives who choose to attend, on 23.05.2017 in the office of the Employer located at 346-B, VSAT Building, Adjacent Arfa Technology Park, Ferozpur Road Lahore.

c) The bidder’s name, Bid Prices, any discount, the presence or absence of

Bid Security and such other details as the Employer at its discretion may consider appropriate, will be announced by the Employer at the bid opening. The Employer will record the minutes of the bid opening. Representatives of the bidders who choose to attend shall sign the attendance sheet.

d) Any Bid Price or discount which is not read out and recorded at bid opening will not be taken into account in the evaluation of bid.

e) It will be examined in detail whether the works offered by the bidder

complies with the Technical Specifications of the tender Document. For this purpose, the data in bid will be compared with technical specifications of the tender Document. No deviations will be allowed from the required specifications without prior approval of the client.

f) The employer will reject any bids which do not conform to the mandatory requirements of the tender document mentioned above in Para 6.

g) To assist in the examination, evaluation and comparison of bids the Employer may, at its discretion, ask the bidder for a clarification of its bid. The request for clarification and the response shall be in writing.

h) Arithmetical errors will be rectified on the following basis: i. If there is a discrepancy between the unit price and total price that is

obtained by multiplying the unit price and quantity, the unit price shall prevail and the total price shall be corrected.

ii. If there is a discrepancy between the words and figures the amount in words shall prevail.

i) If the bidder does not accept the corrected amount of Bid, his Bid will be rejected and his Bid Security forfeited.

j) A Bid determined as substantially non-responsive will be rejected and will

not subsequently be made responsive by the bidder by correction of the non-conformity.

k) Any minor informality or non-conformity or irregularity in a Bid which does not constitute a material deviation may be waived by Employer, provided such waiver does not prejudice or affect the relative ranking of any other bidders.

16. Post Qualification:

a) The Employer, at any stage of the bid evaluation, having credible reasons for or prima facie evidence of any defect in supplier’s or contractor’s capacities, may require the suppliers or contractors to provide information concerning their professional, technical, financial, legal or managerial competence whether already pre-qualified or not.

b) Provided that such qualification shall only be laid down after recording reasons therefore in writing. They shall form part of the records of that bid evaluation report.

17. Award Criteria:

The Employer will award the Contract to the bidder whose bid has been determined to be substantially responsive to the tender documents and who has offered the lowest evaluated bid price, provided that such bidder has been determined to be qualified to satisfactory perform the contract.

18. Employer’s Right:

a) The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected bidders or any obligation to inform the affected bidders of the grounds for the Employer’s action except that the grounds for its rejection of all bids shall upon request be communicated, to any bidder who submitted a bid, without justification of the grounds. Notice of the rejection of all the bids shall be given promptly to all the bidders.

b) After the final selection of vendor, the Employer reserves the right to change the specifications of the items mentioned in this document according to the Employer’s emerging requirements anytime along with the cost adjustment.

c) The Employer reserves the right to increase or decrease the quantity of any equipment mentioned in the tender document at any time.

19. Notification of Award of Contract Agreement

a) Prior to expiration of the period of bid validity prescribed by the Employer, the Employer will send the successful bidder formal Purchase Order incorporating all agreements between the parties.

20. Deduction of Tax

All applicable taxes will be deducted as per Government of Pakistan rules.

21. Delivery Schedule

The successful bidder shall deliver the equipment within fifteen (15) days after the date of issuance of Purchase Order to the bidder.

22. Inspection / Testing of Equipment

a) An authorized representative of the Employer will inspect the equipment within seven (7) days of supply of equipment. Any discrepancies found by the inspector shall be removed within three (3) days by the bidder.

b) Successful bidder will perform testing of all the equipment in the presence of representative of buyer.

c) The bidder will perform testing of all equipment.

d) After completion of successful inspection and testing of the equipment, the inspector will issue a NOC.

23. Payment

a) No advance payment will be made. b) Payment will be made within Four (4) weeks after the issuance of NOC by

the inspector. c) Payment will be made in Pak Rupees through treasury cheque.

24. Penalty in case of noncompliance of delivery schedule

In case of noncompliance of delivery/installation schedule a penalty will be imposed @ 2 percent per day but should not exceed 50% of the total amount. The day will be calculated soon after the expiry of the delivery schedule.

25. Clarification of Bidding Documents

A prospective bidder requiring any clarification(s) in respect of the Tender Documents may notify/contact the Employer’s representative at the following address:

26. Amendment of Bidding Documents

a) At any time prior to the deadline for submission of bids, the Employer may,

for any reason, whether at his own initiative or in response to a clarification requested by a prospective bidder, modify the Tender Documents by issuing addendum.

b) Any addendum thus issued shall be part of the Tender Documents hereof, and shall be communicated in writing to all purchasers of the Tender Documents.

c) To afford prospective bidders reasonable time in which to take an

addendum into account in preparing their bids, the Employer may at its discretion extend the deadline for submission of Bids.
