DIRECTORATE OF ESTATE PROJECTS AIR HEADQUARTERS ISLAMABAD

History 1. Initially, Directorate of Housing was looking after three projects namely, AFOHS, Fazaia Housing Scheme Tarnol and Fazaia Housing Scheme Rawalpindi. In August, 1996, it was decided to bifurcate the existing set-up into two separate directorates i.e Dte of Housing and Dte of Estate Projects. Dte of Estate Projects is established under ACAS (H&P) and currently looking after all the Fazaia projects situated in Rawalpindi, Tarnol, Lahore -I, Lahore –II, Enclave Lahore, Gujranwala and Karachi. Introduction 2. To own a piece of land for construction of house has been a basic desire of human beings since time immemorial. The modern life style has state of the art concept of living. Every individual wants an abode at an affordable cost in a peaceful locality with pleasant environment. Recognizing this human need, all big organizations initiate housing schemes for their employees. Pakistan Air Force also develops modern housing schemes for its personnel in major cities. This responsibility has been assigned to Dte of Estate Projects. Keeping in mind the stated objective, Directorate of Estate Projects is focusing its endeavors on developing housing projects with all possible modern facilities in line with its culture of excellence. Dte of Estate Projects under ACAS (H&P) is looking after development works & related maintenance requirements, record keeping of all members, transfer of plots, construction bye laws and financial management of its projects.

Role and Task 3. The role and task of Directorate of Estate Projects, Air Headquarters Islamabad is mentioned below:-

(a) Acquisition / purchase of suitable piece of land for residential projects.

(b) Provide suitable and affordable housing schemes / projects so as to create better living opportunities / rehabilitation for PAF personnel. (c) Ensuring requisite efforts for development of housing schemes / projects through cost effective / quality measures. (d) To ensure administrative and financial sustainability of the project once it is transformed into a proper colony.

Fazaia Housing Scheme Tarnol 4. The site of this housing project is 8 Kms away from Tarnol GT Road junction and 25 kms from Islamabad. Tarnol Housing Scheme was formally launched in August 1989. Purchase of land, consolidation process, possession and settlement of claims / disputes continued for quite some time. Finally, in 1992 Air Headquarters decided to settle all issues with the land owners to initiate the development work. The land consolidation took almost 04 years i.e till the end of 1995. Tarnol Housing Scheme is located in the extended area of zone-II of Islamabad. In the vicinity of our project, 13 other housing schemes are also being developed. The worth mentioning schemes are Army Welfare Trust, Engineers' Cooperative, Gulshan-e-Sehat and PECHS. Tarnol Scheme spans over a distance of 2 kms along Rawalpindi Fateh Jang road and is a fine blend of flat, sloping and undulating ground. The scheme is divided into 8 blocks. Motorway interchange just opposite Block ‘A’ of Fazaia Housing Scheme Tarnol has been opened providing excellent communication facility to the residents and has reduced approach time to important places of Rawalpindi / Islamabad area considerably.

Fazaia Housing Scheme Rawalpindi

5. Fazaia Housing Scheme was launched in 1989 with membership restricted to the officers commissioned before July 1966. This membership was later extended in March 1991 to all the serving and retired officers on first come first served basis. On completion of development plan, construction of houses started in 1996. Due to conducive environment and location, the scheme has developed into a posh living area in Rawalpindi / Islamabad compatible with the very best schemes in twin cities.

Fazaia Housing Scheme Lahore – I 6. Fazaia Housing Scheme Lahore – I was launched in 2004. A total of 3638 Kanals land on Raiwind road at about 12 Kms from Thokar Niaz Baig has been purchased for the scheme. This scheme is for serving uniformed Officers, JCOs and Chf Techs only. The contract for town planning and designing phase was awarded to reputed consultancy firm in Oct, 2004. The consultant carried out Reconnaissance Survey, Topographic Survey, Geotechnical Investigations and Electrical Resistively Survey etc. The final Master Plan was approved by the Air Board on 02 Feb, 2005. The Town planning was completed in Oct 05 and allotment of plots effected to members through ballot in Nov 05. The scheme has been formally approved by LDA in December, 2005. After town planning, the complete planning for the development works was carried out by the Consultant.

7. In December, 2005 earth breaking ceremony was carried out and basic Infrastructural Development Works such as Roads Network, Internal Electrification, Sewerage / Storm Water Drainage works and Water Supply Network were started.

8. Later 458 Kanal of land was added in the scheme and now the total land of Fazaia Housing Scheme Lahore comes to nearly 4200 Kanals.

9. The work on development of façade including horticulture work around entrance and on Main Boulevard has been undertaken through an elaborate plan.
