Subject:- AWARD OF UTKRISHT SEVA PADAK & ATI UTKRISHT SEVA PADAK.
MHA vide his letter No. 11024/07/2017-PMA dated 06/08/2018 has instituted a
new scheme for award of Padaks i.e “Utkrisht Seva Padak” and “Ati Utkrisht Seva Padak” to
recognize the long and unblemished service rendered by permanent officers/men and
permanent support staff working in CAPFs, with certain level of professionalism &
excellence.
2. The copies of Gazette Notification alongwith SOPs in this regard have
been forwarded to all Zones vide this Directorate letter No. M-II-8/2018-Ops-3 dated
28/08/2018 (However copy enclosed) for needful.
3. Based upon the above instruction, other criteria for award of above
Padaks will be as under :-
(i) DECLARATION OF MEDAL
Utkrisht Seva Padak’ & ‘Ati Utkrisht Seva Padak’ will be awarded on the
occasion of CRPF Raising Day i.e. 27th July every year.
(ii) OBJECTIVE:
The object of institution of the ‘Utkrisht Seva Padak’ & ‘Ati Utkrisht Seva Padak’
is as follows :-
(a) To recognize the long and unblemished service rendered by a personnel
during the past 15/25 years, with certain level of professional excellence.
(b) To promote greater professionalism and excellence in service amongst the
serving personnel of Police Organizations.
(iii) QUOTA OF MEDALS
The total number of Padaks fixed for award every year in each rank will
be as under:-

(iv) ELIGIBILITY CRITERIA
(a) The detailed guidelines contained in para 5 of Utkrisht Seva Padak & Ati
Utkrisht Seva Padak of SOPs shall be followed strictly.
(b) Candidates completed/completing 15/25 years of service, as the case may
be, as on 1st April of year of award will be eligible to be considered for
award of “Utkrisht Seva Padak” / ”Ati Utkrisht Seva Padak”.
(c) Adequate representation of all cadres in each rank will be ensured at all
levels while forwarding nominations to Directorate.
(d) Officers/Personnel awarded PPM/PM or who have been nominated for
award of same in the particular calendar year will not be considered for
award of these Padaks in that year.
(e) Officer/personnel having longest service combined with professionalism &
APAR grading is to be given priority. Preference may be given to the
following subject to fulfilling the eligibility criteria :-
i) Conspicuous gallant performance but not awarded Gallantry Medal.
ii) Awarded/Proposed DG’s Commendation Disc
iii) Earlier nominated for award of President Police Medal for
Distinguished Service and Police Medal for Meritorious Service but
not awarded Medal.
(f) The rating of Smart Policing Parameters for SI and above will be
forwarded in Appendix – ‘A’ and the evaluation shall be done by the
Administrative Reporting Officer and the Administrative Reviewing Officer
on a scale of 1 to 10 on each Smart Policing. Similarly, the rating of Smart
Policing Parameters for CT to HC will be forwarded in Appendix – ‘B’ and
the evaluation shall be done by the immediate Administrative Reporting
Officer and the Administrative Reviewing Officer. The reporting &
reviewing officers will be the same as applicable for the purpose
of APAR. The marks allotted by the Reporting Officer shall carry a
weightage of 60% while marks allotted by the Reviewing Officer shall
carry a weightage of 40%. Aggregate weighted marks shall be arrived at
by adding them together. The personnel attaining more than 60% of the
aggregate weighted score shall be eligible for the medal.
(g) Citation should be of 500 words or less.
(v) COMPOSITION OF COMMITTEES
The following will be the composition of Committees for scrutinizing the
nominations and selection of eligible candidates for award of the Padaks based
on the suitability criteria as mentioned in the SOPs:-
(a) Apex Committee to screen and finalize the nominations received from
Zonal Committees & Directorate Level Committee
SDG/ADG of Directorate General – Chairperson IG (Pers) – Member-I DIG (Adm) – Member-II DIG(Ops) – Member-III (b) TRG Directorate Level Committee to screen and finalize the
nominations received from RAF/CoBRA/Comn/Trg Sector, CRPF
Academy and branch of Dte (Case to be processed by Trg Dte)
ADG (Trg)- Chairperson IG (Trg) – Member-I DIG(Pers) – Member-II
AC(M/Trg) – Member-III (c) Zonal level Committee to screen and finalize the nominations received
from Sector Level Committees
SDG/ADG of Zone – Chairperson Sector IG – Member-I (To be nominated) DIG(Adm) of Zone HQr – Member-II DC(M) or other Gazetted officer of Zone HQr – Member-III (d) Sector level Committee to screen and finalize the nominations
received from Ranges/GCs/Units etc.
Sector IG – Chairperson DIG(Adm) of Sector HQr – Member-I Comdt to be detailed by Sector IG – Member-II AC(M/Adm) of Sector HQr – Member-III
Note :- An officer whose name is being considered for the Padaks shall not be a
member of any of the above Committees.
(vi) SCREENING PROCEDURE
The time schedule for screening of nominations/documents and
submission of proceedings will be as follows:-
(a) Range/GC/Units(including RAF/CoBRA/Signal/Mahila), SDG, PDG, CWS /
AWS, 50 Bedded CH will forward nomination of each rank for Utkrisht
Seva Padak and Ati Utkrisht Seva Padak pertaining to their office/units as
per para 3(iii)(D) & 3(iii)(E) respectively in Annexure-I to III & the rating
of Smart Policing Parameters i.e. Appendix – ‘A’ & ‘B’ direct to their Sector
by 5th April of every year.
(b) ISA Mount Abu/CTCs/CIATs/RTCs/CSJWT/DB&TS will forward nomination
of each rank for Utkrisht Seva Padak and Ati Utkrisht Seva Padak
pertaining to their office as per para 3(iii)(D) & 3(iii)(E) respectively in
Annexure-I to III & the rating of Smart Policing Parameters i.e. Appendix
– ‘A’ & ‘B’ direct to Training Sector 5th April of every year.
(c) CRPF Academy will forward nomination of each rank for Utkrisht Seva
Padak and Ati Utkrisht Seva Padak pertaining to their office as per para
3(iii)(D) & 3(iii)(E) respectively in Annexure-I to III & the rating of Smart
Policing Parameters i.e. Appendix – ‘A’ & ‘B’ to Training Directorate by
30th April of every year.
(d) 100 Bedded CH will forward nomination of each rank for Utkrisht Seva
Padak and Ati Utkrisht Seva Padak pertaining to their office as per para
3(iii)(D) & 3(iii)(E) in Annexure-I to III & the rating of Smart Policing
Parameters i.e. Appendix – ‘A’ & ‘B’ direct to their respective Zone HQr
30th April of every year.
(e) Sector Level Committee will submit proceedings, Annexure-I to III & the
rating of Smart Policing Parameters i.e. Appendix – ‘A’ (for SI and
above) & Appendix – ‘B’ (For Constable to ASI) both in soft/hard
copies alongwith two recent passport size photographs of the
recommendee and grading of last 5 years APAR, as per details given in
Annexure-I to Zone HQr by 30th April of every year. Nomination of each
rank should not be more than 1.5 % of their sanctioned strength for
Utkrisht Seva Padak and 0.75 % of their sanctioned strength for Ati
Utkrisht Seva Padak. Sector Level Committee will scrutinize nomination
upto the rank of Commandant. As regards, the rank of Commandant,
Sector IG will shortlist names of eligible Commandants of their Sector
Range/GC/Unit etc. at Sector level as per instructions and thereafter they
will call for their citation in prescribed format & other details from
concerned offices for further course of action. Further, if a CMO(SG) is
posted in a unit then his nomination will be shortlisted by Sector level at
par with Commandant.
(f) Zonal Level Committee will submit proceedings, Annexure-I to III & the
rating of Smart Policing Parameters i.e. Appendix – ‘A’ (for SI and
above) & Appendix – ‘B’ (For Constable to ASI) both in soft/hard
copies alongwith two recent passport size photographs of the
recommendee and grading of last 5 years APAR to Pers Directorate by
15th May of every year. Nomination of Utkrisht Seva Padak and Ati
Utkrisht Seva Padak of each rank may be forwarded as per para 3(iii)(B)
& 3(iii)(C) respectively. No other documents are required to be sent to
Pers Directorate. However, the other connected documents will be
retained in Zonal HQr for records. Zonal Level Committee will scrutinize
nomination upto the rank of IG(including IG Medical). As regards, the
rank of IG & DIG, Zone will shortlist names of eligible IsG & DIsG of their
Zone/Range/GC office etc at Zone level as per instructions and thereafter,
they will call for their citation in prescribed format & other details from
concerned offices for further course of action.
(g) All branches of Dte will forward not more than one nomination of each
rank in Annexure-I to III & the rating of Smart Policing Parameters i.e
Appendix – ‘A’ (for SI and above) & Appendix – ‘B’ (For Constable to
ASI) both in soft/hard copies alongwith two recent passport size
photograph of the recommendee to Adm Directorate and Adm Dte will
forward consolidated nomination of Directorate General in prescribed
format alongwith rating of Smart Policing Parameters for Utkrisht Seva
Padak and Ati Utkrisht Seva Padak as per para 3(iii)(D) & 3(iii)(E)
respectively to Trg Directorate.
(h) CoBRA Sec/Communication Sec /Training Sec/ RAF Sectors will forward
nomination of each rank for Utkrisht Seva Padak and Ati Utkrisht Seva
Padak pertaining to their Sectors in Annexure-I to III & the rating of
Smart Policing Parameters i.e. Appendix – ‘A’ & ‘B’ to Training Directorate
by 30th April of every year. Nomination of each rank should not be more
than 1.5 % of their sanctioned strength for Utkrisht Seva Padak and
0.75 % of their sanctioned strength for Ati Utkrisht Seva Padak. Sector
Level Committee will scrutinize nomination upto the rank of Commandant.
As regards, the rank of Commandant, Sector IG will shortlist names of
eligible Commandants of their Sector office/unit etc. at Sector level as per
instructions and thereafter they will call for their citation in prescribed
format & other details from concerned offices for further course of action.
Further, if a CMO(SG) is posted in a unit then his nomination will be
shortlisted by Sector level at par with Commandant.
(i) TRG Dte Level Committee will scrutinize nomination of Officers/Personnel
of RAF Sec /CoBRA Sec / Comn Sec/Trg Sec/ CRPF Academy & all
branches of Directorate and submit proceedings, Annexure-I to III & the
rating of Smart Policing Parameters i.e Appendix – ‘A’ (for SI and
above) & Appendix – ‘B’ (For Constable to ASI) both in soft/hard
copies alongwith two recent passport size photograph of the
recommendee to Pers Directorate by 15th May of every year. No other
documents are required to be sent to Pers Directorate. However, the
other connected documents will be retained in their offices for records. As
regard, the rank of DIG of RAF Sec & Ranges /CoBRA Sec / Comn Sec/Trg
Sec & all branches of Directorate etc., Trg Directorate will shortlist names
of eligible DIsG as per instructions and thereafter, they will call for their
citation in prescribed format & other details from concerned offices for
further course of action. Similarly, Training Directorate Level Committee
will also scrutinize nomination of all IsG (including IG Medical). ADG
Training will shortlisted names of eligible IsG at Directorate level after
getting seniority list from Pers Branch as per instructions and thereafter,
they will call for their citation in prescribed format & other details from
concerned offices for further course of action.
(j) On receipt of board proceedings alongwith connected documents from 04
Zones & Trg Directorate Level Committee, Pers Dte will hand over same
to Apex committee.
(k) Apex committee will finalize the selection and submit board proceedings &
connected documents to Pers Dte by 20th June of every year.
(l) Pers Directorate, after obtaining approval of DG CRPF, will send proposal
seeking prior confirmation from MHA in accordance with the instructions
contained in Para 3(C) of SOPs by first week of July of every year.
(vii) Withdrawal of Medal
Director General, CRPF who has conferred the medal is competent to
withdraw the medal if the holder is found guilty of disloyalty or brings the force
to disrepute such as removal, major penalty, criminal offence etc. or any such
conduct as may be found unbecoming in the opinion of the Government of the
State or the Union.
(viii) MISCELLANEOUS
All Zones and Sectors are requested to strictly adhere to the above guidelines
while forwarding nominations on the subject matter in future and board proceeding for
Utkrisht Seva Padak and Ati Utkrisht Seva Padak will be forwarded by the Sectors and
Zones in following format :-

4. While forwarding nominations of eligible officers/personnel for award of
subject Padaks, representation from all ranks as per details shown above should be
ensured. Recommending Authority of recommendation for the award of Utkrisht
Seva Padak/Ati Utkrisht Seva Padak will be Head of Office.
5. A separate register will be maintained by respective
Units/Offices/Establishments, wherein the names of the officers/men who have been
awarded these Padaks will be entered.
