Directo of Le ac Norte, Santol, La Union on the new program established by the Municipal Government of Santol, La Union headed by Mayor Daisy Sayangda-Olivar. The Santol Development Center (SDC) is set up to cater to the needs of the local residents on savings and investments. Through Sangguniang Bayan Resolu on No. 2010-71, the center is established and operated by the Local Government Unit which will work as its corporate en ty in providing revenues and as the main fi nancial facility. It has an ini al fund capital of three million pesos coming from the Presiden al Challenge Fund (PCF) of the Department of the Interior and Local Government and RA 7171 Municipal Share of one and two million pesos, respec vely. Recently, Congressman Victor C. Ortega contributed one million pesos from his RA 7171 share.

The SDC fosters a culture of thri iness and self sustenance where the people are taught to imbibe the quali es of ini a ve and hardwork. According to Mayor Olivar, SDC is one of the answers to poverty allevia on and be erment of the quality of life of every Santolian. There are four program services that the center is off ering to the diff erent walks of life of the Santolian. “Toy Agserbi Salary Loan” is extended to municipal & barangay offi cials and municipal employees. As of May 31, 2011, the SDC has approved applica ons amoun ng to P3,424,800.00. The “agNEGOSYO LOAN” is the second service program. Because of the closure of the only bank in the municipality, micro businessmen had diffi culty seeking ini al funds for their enterprise. With the establishment of the center, small- me entrepreneurs can avail of loans with very minimal interest rate of 8% per annum. Seventy one applica ons totaling to P498,945.02 were already approved as of May 31. “Plant Now Pay Later” Scheme now renamed “magSIMULA LOAN” is a window of farmers. The municipal management acknowledges that capital is most essen al in the farm produc on and the most pressing problem encountered by farmers. Thus they opened a loan opportunity for them. More than 200 farmers were provided with assistance with an amount of not less than 1.3 million pesos given. The last component is the “Kailian Loan”. This loan facility caters to Overseas Filipino Workers and its families only.

With only seven months in opera on, the four million pesos capital they have has ballooned to P6,186,622.95. Rolando M. Acosta will discuss “Building the Foundation of a Responsible Government – Advancing the Primacy of Public Interest” relative to the regional launching of the said award.

The good practices which will be presented are in line with disaster risk reduction and management, local governmentunit and non – government organization partnership and local economic development. Mayors Benjamin S. Lim of Dagupan City, Pangasinan, Alfredo P. Valdez, Jr. of San Nicolas, Ilocos Norte and Hernani A. Braganza of Alaminos City, Pangasinan are the invited resource speakers.

The Tapatan Roadshow was initially conceived to pave the way for Secretary Robredo to personally advocate the DILG’s Full Disclosure Policy. He has been going around regions all over the country engaging in dialogues. In Region 1, however, aside from the dialogue, he is scheduled to confer the Awardees of the 2011 Seal of Good Housekeeping. Alilem, Ilocos Sur: “Paving the Way to Development” Alilem is a municipality in Ilocos Sur with an abundant water source, having two main rivers – Bakun River and Amburayan River. Its name originated from two words “alicono” (whirlpool) and “lemlem” (continuous heavy downpour). The municipality was founded sometime after 1820. During the Spanish regime, Alilem was the center of the sub-province Amburayan. But at the onset of the American era, the seat of government was transferred to Tagudin and Alilem became an ordinary town.

After the 2nd World War, the municipality experienced fi nancial constraints which hindered its development.

Today, Alilem is a fourth class municipality that boasts of rich natural resources. The people rely on farming as the main source of income. But it is diffi cult for them to travel and trade their produce due to the mountainous passes and dirt roads.

However, this did not stop the municipal government from pursuing its goal to deliver timely and quality services, and uplift the economic status of the people.Alilem did its best to pass the Seal of Good Housekeeping (SGH), a program of the Department of the Interior and Local Government (DILG) which called for excellence in “internal operations” of local government units (LGUs). The program was initially implemented in 2010 and was open to all 4th – 6th income class municipalities. They were evaluated based on the areas of Planning, Fiscal Management, Transparency and Fundamentals in Governance.

Alilem gained high ratings in the fi ve areas and emerged as one of the winners of the 2010 SGH. The municipality was then granted the P 1 million Performance Challenge Fund (PCF).The projects – improvement of the Abatan – Daddaay Farm to Market Road (FMR);improvement of Alilem Roads and Concreting of Poblacion-Batbato FMR – wereimplemented using the PCF and LGU counterpart funding. These are urgent developmental projects since accessibility is poor especially during the rainy season. These will make it easy for residents to travel to the town proper and trade or avail of services and agricultural produce. The main benefi ciaries are 1, 255 residents of barangays Daddaay and Batbato who are mostly marginalized farmers and indigenous people. The projects consist of pavement concreting and stone masonry works in an estimated area of 1, 919 square meters. It was concentrated on the undulating portions, sharp curves and other risky sections.

Unpleasant weather conditions and other infrastructure projects along the access roads caused delays in the implementation. The projects were completed on June 1, 2011. (LGOO II NICOLETTE MAY O. AMON, DILG)

Alilem, Ilocos Sur...

Having been granted the PCF, residents of Alilem can now travel and trade agricultural produce more easily with the completion of the road improvement projects.

Lingayen, Pangasinan – Representatives from 22 local government units (LGUs) from Regions 1, 2, 3, 6, 10 and 11 participated in the fi eld and exposure visit to Dagupan City, Pangasinan. The activity is part of the Department of the Interior and Local Government’s (DILG) “Enhancing the LGU Capacity on Climate Change Adaptation and Disaster Risk” Project.

The said local government units (LGUs), the pilot targets for the project, went to Mangin, Central West and Pugaru, three disaster-prone barangays of the city. Dagupan City is one of the showcase cities on Community-Based Disaster Risk Reduction and Management (CBDRRM) and Early Warning System (EWS).

On the same occasion, DILG’s Bureau of Local Government Development (BLGD) discussed the pertinent laws of Climate Change Adaptation (CCA) and Disaster Risk Reduction Management (DRRM). The new project “Integrating Disaster Risk Reduction and Management and Climate Change Adaptation in Local Government Systems and Processes” was also introduced.

To conclude the event, a Memorandum of Agreement was signed by the participants and the DILG as a commitment to take part in the project. (LGOO II ANTONIA DARISAY P. VILLAREAL, DILG Pangasinan)

Candon City adopts DILG’s CBMS the 2nd time around

As part of its efforts to update database for planning and targeting specifi cally on health, education and livelihood assistance, and monitoring of Millennium Development Goals (MDG) accomplishments, the City Government of Candon, Ilocos Sur has adopted the Community Based Monitoring System (CBMS) of the Department of the Interior and Local Government (DILG) for the second time around.

The city implemented the program in 2006 and servedas basis in prioritizing programs for the poorest of the poor and at the same time used as baseline data for the MDGs of the city.

A total amount of PhP 500,000.00 was appropriated forthis year’s implementation. Initially, day care workers and secretaries of the 42 barangays of Candon Citywere already trained on the CBMS Module 1 – Data Gathering Tool – Household Survey Questionnaires. The city is also considering the involvement of Barangay Health Workers to fast track the accomplishment of said Module. LGOO VI Mila P. Madriaga and LGOO II Joselito C. Racca, CBMS DILG Ilocos Sur Focal Persons, served as the resource speakers. The city has already started the reproduction of the survey questionnaires, which an estimated 12, 437 households will respond to.

The implementation of the program in the city is spearheaded by OIC City Local Government Operations Offi cer Engr. Andres A. Vendiola, Jr., in coordination with the city and the Liga ng mga Barangay.

The Province of Pangasinan hosted the 22nd National Planning and Development Coordinators Convention (NPDC) of the League of Local Planning and Development Coordinators of thePhilippines, Inc. (LLPDCPI) with the theme “A Pro-poor Total Human Development in a Green Environment: A Strategy towards Socio-Economic Progress.”

Provincial Governor Hon. Amado T. Espino graced the event held at the Sison Auditorium. Around 540 local planners attended the fi ve-day convention where topics on Disaster Risk Reduction Management (DRRM), Solid Waste Management and other government programs were discussed. OIC-Asst. Regional Director Julie J. Daquioag represented the Department of the Interior and Local Government (DILG) Region I and discussed the Seal of Good Housekeeping (SGH)

and version 2.1 of the Local Governance Performance Management System (LGPMS).

The LLPDCPI members also joined the Tree Planting Activity in Mangaldan, Pangasinan to support Presidential Proclamation No. 125, declaring the year 2011 as National Year of the Forests. DILG, G. del Pilar and First Ladies Associationteam up against Human

Traffi cking & VAWCG. del Pilar, Ilocos Sur – The Department of the Interior and Local Government (DILG), Gregorio del Pilar, Ilocos Sur and the First Ladies Association of said municipality forged a Memorandum of Agreement (MOA) to safeguard the Municipality from any occurrence of human traffi cking and violence against women and their children.

The MOA embodies the terms and conditions of the partnership and the respective duties and responsibilities of the signatories. The Department, represented by OIC Municipal Local Government Operations Offi cer (MLGOO) Gerald D. Gallardo shall provide information and issuances from the national government concerning Human Traffi cking and Anti – Violence against Women and their Children or Republic Act 9262. Municipal Mayor Luz C. Villobos, signing in behalf of the municipality, assured the necessary assistance for both the DILG and the Ladies Association in the conduct of different activities related to the cause, including the facilities and resources. The Mayor also committed to the formulation of local policies and programs to prevent human traffi cking and VAWC in the area.

On the other hand, the G. del Pilar First Ladies’ Association will lead the conduct of different information and education campaigns to create and increase the awareness of the public regarding the two issues.

The Association, organized by the Mayor,is composed of the wives of the seven (7) Punong Barangays and nine (9) members of the Sangguniang Bayan. Its primary objectiveis to become a partner of the localgovernment unit in identifying issues and concerns and development needs of the women sector of G. del Pilar. Across the Region...

City of San Fernando, La Union – The Provincial Government of La Union (PGLU), in coordination with the Department of the Interior and Local Government (DILG) La Union and the Philippine National Police (PNP) conducted a workshop on the Formulation of Provincial Peace, Order and Safety Strategic Plan for Calendar Years 2011-2013.

Representatives from various national line agencies, judiciary and Civil Society Organizations aswell as members of the uniformed sector participated in the said activity.

LGOO VI Paulino G. Lalata, Jr. represented DILG La Union Provincial Director Trigidia R. Colisao, and discussed the Foundational Values and Legal Bases of Peace and Order Councils.

The aim of the workshop was to formulate a draft of the Provincial Peace, Order and Safety Strategic Plan for CY 2011-2013. The participants also reviewed and updated the vision and mission of the Province’s peace and order sector.

Governor Manuel “Manoling” C. Ortega, during the closing program, emphasized that Peace and Order is his priority. He reiterated his call for unity and teamwork among the stakeholders present saying that peace and order is synonymous with development. (LGOO VI PAULINO G. LALATA, JR, DILG La Union)

DILG and KBP team up for the National Greening Program

The Department of the Interior and Local Government (DILG) headed by Secretary Jesse M. Robredo and the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) represented by its Chairman, Mr. Herman Z. Basbaño, teamed up for the National Greening Program (NGP), one of the priority programs of the Aquino Administration.

Through a Memorandum of Agreement (MOA), the DILG and the KBP forged a partnership to advocate and encourage wider public involvement and participation for the successful conduct of seedling generation and their subsequent planting in barangays throughout the country. Both institutions also committed to harness support and cooperation for the Program from the civil society organizations, media groups, the community and other local – based green and environmental advocates.

President Benigno S. Aquino issued Executive Order No. 26 giving the Department the responsibility to conduct information, education and communications campaigns relative to the NGP.

The NGP is an effort of the present administration to harmonize and integrate all greening programs in the country. Its objectives are poverty reduction, food security, land productivity, environmental stability and sustainability, climate change mitigation and adaptation, and value formation. The program, compared to past greening efforts, will ensure the survival of planted seedlings through strict monitoring. Implementation of the Program will employ the multi – sectoral – convergence approach with the Department of Environment and Natural Resources (DENR) as the lead agency. The goal of NGP is to plant 1.5 million hectares of land with 1.5 billion seedlings from 2011 to 2016.

For Region 1, DILG Regional Director Manuel V. Biasonissued a Memorandum to all its Provincial Directorsand fi eld offi cers enjoining themto conduct advocacy activities in their respective areas of jurisdiction in line with the NGP. The offi cealso took part in the NGP Region 1 launching conducted in Caba, La Union on June 25, 2011.

As contribution to the NGP,all the regional offi ce management and staff have committed to plant 10 seedlings each starting August 12, 2011 in Barangay Masicong, City of San Fernando, La Union.

DILG Pangasinan Greens Manleluag Spring Protected Landscape

In a related story, the DILG Pangasinan hiked for almost two hours on July 15, 2011 to reach its designated NGP area, the Manleluag Spring Protected Landscape, Mangatarem, Pangasinan.

The Municipality of Carasi, Ilocos Norte, headed by Mayor Joy Bannagui Fernandez, with the support of the elders of the Indigenous Cultural Communities (ICCs), has chosen the representatives of the Indigenous Peoples (IPs) representatives to the barangay and municipal legislative councils.

This is in compliance to the Indigenous Peoples Rights Act of 1997 or Republic Act No. 8371. The Department of the Interior and Local Government (DILG) and the National Commission of Indigenous People (NCIP) assisted the municipality in the realization of said endeavor.

RA 8371 provides for the mandatory representationof IPs in the policy – making bodies and legislative councils of local government units with ICCs. The same law expressly granted rights for the indigenous communities to fully participate in the decision – making process in all levels. City of San Fernando, La Union – The Department of the Interior and Local Government (DILG) Region I, togetherwith its provincial operating units, launched the Puerto Princesa Underground River – New 7 Wonders of Nature (PPUR – N7WN) campaign on July 25, 2011. The activity commenced the aggressive voting campaign which the PPUR – N7WN Task Force, headed by DILG Secretary Jesse M. Robredo, is undertaking, both local and international, to promote and push for the proclamation of the Puerto Princesa Underground River as one of the New 7 Wonders of Nature.

The PPUR is the lone offi cial nominee of the Philippines to the N7WN, a Swiss-based polling campaign highlighting and celebrating thebeauty of the planet. Among the activities which were included in the launching are the Audio – Video Presentation of the PPUR and the synchronized text voting of all regional and provincial offi ce personnel of DILG Region I headed by Regional Director Manuel V. Biason.

In addition, the Department issued Memorandum Circular No. 2011 – 106 enjoining all local chief executives to offi cially launch the PPUR – N7WN campaign in

their respective local government units also on July 25, 2011. Representatives from National Government Agencies, Civil Society Organizations and other sectors were also enjoined to participate and support the campaign.

Director Biason has also issued an advisory to all the members of the Region I Management Coordinating Committee (RMCC) composed of the Philippine National Police (PNP), National Police Commission (NAPOLCOM), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP) and Philippine Public Safety College (PPSC) to hold activities to launch the campaign in their respective agencies and fi eld units.

DILG Region I started advocating the PPUR – N7WN campaign to all local government offi cials and other functionaries as early as March this year. The voting will close on November 11, 2011.
