We are pleased to present the accomplishments of D’ONE Cluster for CY 2012. Though the RatPlan Cluster is still on the fledgling stage, we are proud to say that we are steadfast in our resolve to bring about excellent service to our clientele through the team approach.
On a personal note, I am fortunate to be assigned in the D’ONE Cluster as this is com-posed of dedicated and tireless men and women who welcome challenges and turn them into opportunities for growth. I daresay that I have learned a lot from my interactions with my teammates.
This Annual Report is a by-product of team effort since empowerment is one of our advocacies. We put premium not only of the outputs but also on the process involved. It is no wonder that the writings are full of details and substance. In writing this Report, we see to it that we capture the performance of the team, based on our Operations Plan and Budget and other issuances.
Most of the presentations are in tabular format since we want to state the outputs of the 24 LGUs comprising the Cluster to give jus-tice to their efforts and for the benefit of DILG Bohol Team.
As we review our attainments, we look forward to another year of service, confident that our team is Dynamic, One, Nurturing, Empowering!

The Local Chief Executives of the cluster municipalities are aware of the adoption of the RAT Plan Cluster Approach. During TACT meetings, part of the activity is to visit the LCEs, Sangguniang Bayan and the Local Functionaries and discussed DILG programs, projects and activities. Issues and Concerns affecting field operations were brought to the LCEs attention likewise, TACT members would also hear out LGUs concern especially if it relates with the department’s operations.
The positive rapport of the cluster members made possible the support of the LGUs to the De-partment. Below is an inventory of the support extended by the LGUs to the DILG:

description of the cluster
D’ONE Cluster stands for Dynamic, One, Nurturing, Empowering Cluster. Dynamism is manifested in the vigor of the team to implement the programs, activities and projects of the Depart-ment. Being One or united is shown in our chemistry. We nurture each other’s friendship and poten-tials.
Twenty-three towns and the City of Tagbilaran made up the D’ ONE Cluster. The municipali-ties are: Antequera, Baclayon, Balilihan, Buenavista, Calape, Catigbian, Clarin, Corella, Cortes, Danao, Dauis, Getafe, Inabanga, Loon, Maribojoc, Panglao, Sagbayan, San Isidro, Sikatuna, Talibon, Trinidad, Tubigon and Tagbilaran City.

The City of Tagbilaran is supervised by CLGOO Mardonio T. Roxas.
The Cluster Head is LGOO VI Jose Jeffrey V. Bernasor. The five hundred fifty eight (558) barangays compose the Cluster.
D’ ONE Cluster evolved from the smaller TACT clusters earlier organized in the province. Most of the TACT clusters from the first and second congressional districts of the province make up the D’ ONE Cluster under the rationalization program. At its initial stage, the integration resulted to some apprehensions considering the increased number and reach of LGUs covered. This was however re-solved with the experience of the field officers in the old TACT set-up.
D’ ONE Cluster is a mix of young and not so young field officers. Seven (7) of them belongs to the 35th and earlier batches of inductions trainings while the rest are members of the 40th and later batches. Experience wise, 22 of the members in the Cluster have served the Department for more than 10 years.

The D’ONE Cluster of DILG Bohol satisfactorily
implemented the Programs, Activities and Pro-
jects of the Department in CY 2012. All 24 LGUs
conducted the roll-out twice for the Seal of Good
Housekeeping, in July 2012 (for the Gawad Pama-
na ng Lahi) and September 2012 for the assessment
proper. The Cluster LGUs were able to update
their Local Governance Performance Manage-
ment System for the year 2012 and uploaded in the
LGPMS website on time through the facilitation
of their respective MLGOOs. MLGOO Sharon M.
Halasan of LGU-Clarin was accorded the recog-
nition as the Best LGU Coordinator on LGPMS.
There were four hundred fifty-three (453) or 81%
of the barangays that formulated their State of
Barangay Governance Reports based on the imple-
mentation and result of the Barangay Governance
Performance Management System. Subject to
Regional confirmation, all 24 LGUs have posted the
15 financial documents, including the Local Disas-
ter Risk Reduction Management Fund in compli-
ance to the Full Disclosure Policy.
All 558 barangays of D’ONE Cluster conducted
two (2) Barangay Assemblies for the year in

Based Monitoring System. The system on
Tracking LGU Responsiveness to the MDGs
is already in place in the 24 LGUs. The LGUs
of the D’ One Cluster have updated its Citizen’s
Charter pursuant to the provisions of the Anti-
Red Tape Act. All LGUs passed the ARTA
Report Card Survey. The member LGUs held
trainings on the Registry System For Basic
Sectors in Agriculture. All 558 barangays of
the Cluster attained a 100% compliance to func-
tionality of all Barangay Development Coun-
cils and other BBIs.
Five (5) municipalities of the cluster are re-
cipients of the One Million Pesos Performance
Challenge Fund for their eligible projects. The

was endorsed to the Regional Office for the Gawad
Pamana ng Lahi. The Municipalities of Talibon
and Dauis were declared winners of the Lupong
Tagapamayapa Incentive Awards. Maribojoc’s
LGU-LED Cadastral Survey/Simultaneous System-
atic Adjudication Project was conferred last Janu-
ary 30, 2012 as one of the Ten Outstanding Local
Governance Programs in the Galing Pook Awards
2011. The Municipality of Tubigon is chosen as
one of the national finalists and the Regional win-
ner in the 2012 Search for the Presidential Award
for Child-Friendly Municipalities and Cities –
1st-3rd Class Municipalities Category. The Cluster
participated in the Mapping of Civil Society Or-
ganizations under the “Vigilance to Volunteer-
ism: Program Intensifying People’s Engagement
in Local Governance” (V2V PIPELOG). LSB
Strengthening was applied through the main-
streaming of CSOs in LSBs and other committees.
The Cluster also participated in the Public-Private
Partnership (PPP) Orientation. The DILG’s part-
nership with the Ugnayan ng mga Barangay at
Simbahan (UBAS) allows civil society organi-
zations, public organizations, the academe and
religious groups to participate in local gov-
ernance to monitor LGU budgets and public
services in the local governments.
The Cluster members worked for the Codi-
fication of Ordinances under the NEO Pro-
gram in CY 2012. A good number of demand-
driven trainings have been conducted in the
member LGUs of D’ONE Cluster, including the
Integrated Sangguniang Kabataan Organi-
zational Leadership and Reorientation-Basic
Orientation Seminar and Katarungang Pam-
barangay. The City of Tagbilaran is implement-
ing the MDG-FACES Program. Advocacy
is conducted for the Scholarship Program
for LGUs. The LGU-run Trinidad Municipal
College and the LGU led Land Administration
Management Program of Maribojoc were docu-
mented for its Good Practices, particularly on
its financial independence. Advocacy on HIV/
AIDS was done by the Cluster. The Aksyon
Barangay Kontra Dengue Program served
as a response to the problem on dengue. The

Cluster Mainstreamed Gender in Local Govern-
ance through various activities and programs. The
Empowerment of the Poor Program was im-
plemented through the conditional cash transfer
program led by the DSWD. All 24 LGUs of the
cluster posted their financial documents and bid
offerings in the Full Disclosure Policy Portal and
conspicuous places to pursue Public Transpar-
ency. The Cluster provided Administrative Guid-
ance through the Provision of Legal Opinions,
Fact-Finding Investigations and Administrative
Assistance to LGUs/LG Officials. The field offic-
ers also assisted the Processing of Death Benefit
Claims of Barangay Officials. A database was
kept for the Barangay Profiling System. Direc-
tives from the Central Office were disseminated
to the LGUs. D’ONE Cluster, through the Cluster
Head assisted the Provincial Roads Management
Facility Implementation. The Special Local Road
Funds is implemented in the City of Tagbilaran.
Eight (8) LGUs of the Cluster are the pilot areas of
the Streamlining the Business Permit & Licens-
ing System. The 24 LGUs have their designated or
appointed Local Economic Investment Promo-
tions Officer under the Local Economic Develop-
ment (LED) for LGUs. The PADAYON-BMT is a
recipient of the Local Governance Support Pro-
gram for Local Economic Development.
The Cluster also participated in En-
hancing LGU Capacity on CCA/DRRM Pro-
gram. All the 24 LGUs have allocated in their
annual budget 5% for the Local Disaster Risk
Reduction Management Fund. Calamity
Response Protocols were observed by the 24
LGUs. The Cluster likewise endeavored for the
adoption of the Climate Change Adaptation
Act. Trainings were held for the Strengthening
of Institutional Capacity for Disaster Prepar-
edness. The Cluster members advocated for the
sustenance of the Billion Trees Project in the
558 barangays of the Cluster. Efforts have been
made to effectively monitor Compliance to
Solid Waste Management Act.
The Cluster is fortunate as five (5) of
its member LGUs are recipients of the Sagana
at Ligtas na Tubig sa Lahat Program of the
DILG, Department of Health and National
Anti-Poverty Commission. The 24 LGUs sup-

ported the Strengthening the Local Council for
the Protection of Children, including the put-
ting up of the Local Committee on Trafficking
and implementation of Capacity Development
Project for VAW Desk. Advocacy activities were
conducted for the Localization Project of Juve-
nile Justice and Welfare Act. The Cluster pro-
vided Secretariat Services and Strengthened the
Local Peace & Order Councils through scores of
activities. The Barangay Peace and Order Coun-
cils are also functional. The members regularly
interacted with the Management Coordinating
Councils. The field officers advocated for the In-
formal Settlers Assistance Program in the LGUs.
The Municipality of San Isidro is a re-
cipient of the 5Ps or the Panibagong Paraan sa
Pagpapalakas ng Pamahalaang Panlokal and
other Innovative Programs. Nine (9) out ten
(10)winners of the five categories of the Search
for The Outstanding Barangay Officials of the
Year came from D’ONE Cluster. The annual
search for the Ten Outstanding Barangay Officials
of the Year (TOBOY) is designed to give recogni-
tion to Barangay Officials of Region 7 who have
shown exemplary performance in the discharge of
their functions. The award is bestowed
to performing Punong Barangays, Baran-
gay Kagawad, Secretary, Treasurer and
SK Chairperson. In the provincial level,
most of the winners are coming from the
barangays of the towns of Cluster 1 and
almost bagged the top recognition in the
various categories.

Outcome 1: Empowered & Accountable LGUs
Seal of Good Housekeeping
The Seal of Good Housekeeping for 2012 was scaled up by
virtue of DILG MC No. 2012-78. For the year in review, LGUs that
were recipients in 2011 were assessed
using the Silver criteria. The remaining
LGUs that did not qualify in 2011 were
appraised using the Bronze criteria.
The cross-posting approach was ap-
plied.
In D’ONE Cluster, all 24 LGUs
conducted the roll-out twice, one in
July 2012 (for the Gawad Pamana ng
Lahi) and the other in September 2012
for the assessment proper. The C/ML-
GOOs and partners from the non-government organization/people’s
organization conducted the assessment. It is worth noting that in the D’ONE Cluster, 23 LGUs or 96% of the total LGUs in the cluster
were assessed using the Silver criteria. The municipality of Cortes was assessed using the Bronze crite-
ria. The Regional Management already validated the results of the assessment on-site by reviewing the
documents submitted such as COA findings,
posting of full disclosure requirements in three
conspicuous places in the LGUs, BAC compo-
sition and functionality, PHILGEPS upload-
ing and rating of the Anti-Red Tape Program
Report Card Survey for Silver category. For
Cortes, the COA findings and posting of full
disclosure documents were validated.

Local Governance Performance Management System
The Local Governance Performance Management System (LGPMS) is an assessment and devel-
opment tool that measures the overall performance of the Local Government Unit (LGU). It is a web-
based, self-assessment tool that measures LGU performance in key governance areas and provides
information on the status of LGUs in terms of local governance and development. It assesses LGU per-
formance on the areas of administrative, social, economic, and environmental governance, and funda-
mentals of good governance which include transparency, participation and financial accountability.
For D’ONE Cluster of the province of Bohol, all 24 LGUs were able to update their LGPMS for the year
2012 and upload in the LGPMS website on time through the facilitation of their respective MLGOOs.
The State of Local Governance Report (SLGR) were then formulated by the LGUs as result to the
implementation of the LGPMS.
It is noteworthy that per LGPMS website, Clarin is the first municipality in Region VII that up-
loaded its updates. MLGOO Sharon M. Halasan of LGU-Clarin was also accorded the recognition as
the Best LGU Coordinator on LGPMS being the fourth municipality in the entire nation to encode the
data online maximizing her own innovations.
The Table below shows that all the twenty four (24) or 100% of the municipalities of the D’ONE
Cluster accomplished their State of Local Governance Reports. Twenty-two (22) or 92% of the LGUs
conducted utilization conference and only two(2) or 8 % conducted dialogue with LCE only. In the
conduct of the State of Municipality/City Address by the Local Chief Executives, twenty (20) or 83%
of the LGUs conducted it and only four (4) or 17% were not able to conduct. Pursuing the advocacy
for good governance, all the MLGOOs of the D’ONE cluster facilitated the successful conduct of such
activities in their respective LGUs.

Barangay Governance Performance Management System
The Barangay Governance Performance Management System is an assessment tool that measures
the barangay’s delivery of services and accomplishments in relation to their functions as mandated
in the 1991 Local Government Code (RA 7160) and other related issuances. The BGPMS focuses on
Governance, Administration, Social Services, Economic Development and Environmental Manage-
ment. The formulation of BGPMS aims to promote policy and program reforms at the barangay level.
The Table below shows that out of the total 558 barangays that compose the D’ONE Cluster
municipalities, there were 453 or 81% of the barangays that formulated their State of Barangay Gov-
ernance Reports based on the implementation and result of the Barangay Governance Performance
Management System. The regional target is only 20% or 112 barangays out of the total number of
barangays in D’ ONE Cluster. This means that the number of barangays with SBGR exceeded 341or
33% compared to the target.
Of the 453 barangays with SBGR, 344 or 76% conducted the SBGR/BGPMS utilization confer-
ences. The total number of barangays that conducted utilization still exceeded the regional target.
Aiming to promote policy and program reforms at the barangay level, the MLGOOs facilitated the
effective implementation of the BGPMS in their assigned LGUs.

Conduct of Barangay Assembly Day
All 558 barangays of D’ONE Cluster conducted
Barangay Assemblies for the year in review. The C/
MLGOOs coordinated with their respective Liga ng
mga Barangays for the mechanics of the assemblies.
The accomplishments of the previous semester were
reported by the Punong Barangays as well as the plans
and targets. The financial reports were rendered by
the Barangay Treasurers. The Barangay Kagawads
reported the accomplishments and targets of their re-
spective committees. Visitors like the city/municipal
officials and functionaries were given the opportunity
to interact with the residents. The people were also
given the chance to share their concerns. Monitoring
reports were submitted by the cluster members to the
Office of the Provincial Director on time.
Upscaling Community-Based Monitoring System
An Orientation on the Community-Based Monitoring System was conducted on August 9,
2012 at JJ’s Seafoods Village, Tagbilaran City. The 24 C/MLGOOs and their counterparts, the Mu-
nicipal Planning and Development Coordinators participated in the activity. The municipality of
Antequera already provided budgetary allocation of P 200,000.00 for the implementation of CBMS in
2013, particularly in getting the baseline data of every
household. Advocacy for the adoption of the tool in
the 23 other LGUs are on-going.

Tracking LGU Responsiveness to the MDGs
The 24 LGUs of the cluster through the
C/MLGOOs and MPDCs underwent the orientation on
the Enhanced MDG M & E Tracking System. The system
is relatively in place in the 24 LGUs. The tracking forms
were already submitted to the DILG Provincial Office.
Compliance to Anti-Red Tape Act
To comply with the mandates of Republic Act 9485, the LGUs of the D’ ONE Cluster have con-
tinuously updated its Citizen’s Charter. Each local government unit has complied with all the manda-
tory requirements needed in setting up the Citizens Charter as reflected in Table 3.

Moreover, the 558 barangays of the D’ ONE Cluster also
implemented RA 9485 to combat red tape. Each barangay have
also formulated their own Barangay Citizen’s Charter as their
own guide in effectively and efficiently serving their constituents.
Majority of the barangays are compliant in posting their
Citizens Charter utilizing information billboards, tarpaulin and
published materials. Furthermore, the Citizens Charter of the
558 barangays of the D’ ONE Cluster have complied as to the
contents of the Charter, such as the Vision and Mission state-
ment, list of front line services and clienteles, the procedures
in obtaining the service, the officer or employee responsible for
each step, maximum processing time, the documentary require-
ments, processing fee, complaint procedure, feedback mechanism and the allowable period for exten-
sion of the service.

ARTA Report Card Survey
As a component to the Seal of Good Housekeep-
ing, the Anti-Red Tape Act Report Card Survey was
rolled-out in July and August in CY 2012. All 24 LGUs
qualified for the SGH as these have Good or Excellent
ratings.
The cross-posting approach was utilized by the
Cluster during the field interviews. The offices subjected
to the survey were the Local Civil Registrar and Munici-
pal Health Offices.
Registry System for Basic Sectors in Agriculture
The Cabinet Cluster on Good Governance and
Anti- Corruption has included Registry System for Basic
Sectors in Agriculture (RSBSA) as one of the key programs for the Digitization Sub-cluster. The major
agencies involved in the implementation of this project are DBM, DILG, DA, and NSO.
RSBSA is an electronic compilation of basic
information on farmers, farm laborers and
fishermen as the target beneficiaries of agri-
culture- related programs and services. RS-
BSA database envisions manageable access to
baseline agricultural information by govern-
ment stakeholders.
All Cluster LGUs have organized the registra-
tion team and had conducted the 4th level
training as shown in Table 5.

The D’ONE Cluster takes pride in the 100% compliance to functionality of all Barangay Devel-
opment Councils (BDCs). These are very essential as the annual appropriations of the barangay passes
through this body. Enabling issuance shows that there are 443 BDC’s or roughly 79.11% are supported
by Resolutions while the remaining 117 (20.89%) are supported by executive issuance.

Gawad Pamana ng Lahi
The entry of the cluster, the municipality of Tubigon was
endorsed to the Regional Office for the Gawad Pamana ng
Lahi. It fared well in its Overall Performance Index of the
LGPMS, awards and innovation, particularly on its effi-
cient irrigation system.
Lupong Tagapamayapa Incentive Award
The Municipalities of Talibon and Dauis were declared winners of the Lupong Tagapamayapa
Incentive Awards (LTIA) – provincial level search. The Lupong Tagapamaya Incentive Award (LTIA) is
a recognition bestowed to best performing Lupon that dem-
onstrates exemplary performance in the implementation of
the Katarungang Pambarangay law. It evaluates and assesses
the Lupons based on the 3 major criteria- efficiency in opera-
tions, effectiveness in securing the KP objectives and creativ-
ity and resourcefulness of the Lupong Tagapamayapa.
The Lupong Tagapamayapa of Barangay Sto. Nino,
Talibon, Bohol was proclaimed winner of the Lupong
Tagapamayapa Incentives Awards for the 1st-3rd Class
Municipalities category in the province. Barangay Pooc
Oriental, Tubigon, Bohol is a Runner-Up under this category.
Barangay Songculan, Dauis was also adjudged as the Provin-
cial winner of the Lupong Tagapamayapa Incentives Awards
(LTIA) for the 4th-6th Class Municipalities category.
On September 26, 2012, the awards were conferred by no less than His Excellency President
Benigno Simeon C. Aquino during the Barangay Officials Day Celebration at the Bohol Wisdom
School Gym. Punong Barangays Lorenzo Artiaga and Alan Mangmang of Barangay Sto. Nino, Talibon
and Songculan, Dauis representing their respective Lupons received the award, respectively together
with MLGOOs Maura Justol and Maria Dulce Alforque.

Galing Pook Award
Maribojoc’s LGU-LED Cadastral Survey/Simultaneous Systematic Adjudication Project was
conferred as one of the Ten Outstanding Local Governance Programs in the Galing Pook Awards
2011.
The Awarding Ceremony took place last January 30,
2012 at the Rizal Hall, Malacañang Palace, Manila with
President Benigno S. Aquino III as Guest of Honor.
Mayor Leoncio B. Evasco, Jr. accepted the award with
Vice-Mayor Fructuoso F. Redulla, Jr. and all members of
the Sangguniang Bayan of Maribojoc, Bohol.
The local government was recognized for its leadership
in providing tenurial security to people who waited 43
long years to secure a land title. Since the project started, land valuation has appreciated and there has
been a significant increase in Real Property Tax (RPT) collection of the municipality.
Presidential Award for Child- Friendly Municipalities 2012
For the 4th time, the Municipality of Tubigon is chosen as one of the national finalists and the
Regional winner in the 2012 Search for the Presidential Award for
Child-Friendly Municipalities and Cities – 1st-3rd Class Munici-
palities Category. The members of the National Awards Committee
(NAC) visited the municipality on October 22-25, 2012 to conduct
validation and final assessment. The Awarding Ceremony will be
held at Malacanang Palace in Manila on December 10, 2012.
The Presidential Award is considered as a self-assessment
mechanism of the level of child-friendliness of a particular city
or municipality that gives recognition to LGUs that put in place
a “child-friendly” environment and upholds the rights of Filipino
children to survival, development, protection and participation. The
municipalities of Tubigon and Catigbian were adjudged as Provin-

The Mapping of Civil Society
Organizations form part of the project
“Vigilance to Volunteerism: Program
Intensifying People’s Engagement in Lo-
cal Governance” (V2V PIPELOG). The
duration of the activity was from Octo-
ber 10, 2012 to October 25, 2012. The
City of Tagbilaran and the municipalities
of Alburquerque, Antequera, Baclayon,
Balilihan, Cortes, Dauis, Maribojoc and
Sagbayan participated in the process
which attracted 10 NGOs, nine POs, one cooperative, three civic organizations, two social movements
and two professional associations coming from D’ONE Cluster.
BBI Strengthening
For the year 2012, the member municipalities and city of the D’ONE Cluster had been working
with non-government organizations and people’s organization in the usual channel. These are the

Civil society representatives were also tapped during the evaluation of the Ten Outstanding Ba-
rangay Officials of the Year, Lupong Tagapamayapa Incentive Award, Full Disclosure Policy and Seal of
Good Housekeeping.
In addition, also present in the cluster is a unique inter-municipal collaboration of the munici-
palities of Panglao, Dauis and Baclayon. Binding together effort to preserve the bio-diversity of the
so-called Bohol Marine Triangle, the three municipalities formed and jointly financed an NGO, the
so-called Panglao Dauis Baclayon - Bohol Marine Triangle, more popularly known as “PADAYON-
BMT”. Its activities range from underwater bio-mass assessment and the design of measures and
interventions for its preservation and sustainability. PADAYON-BMT is currently partnering with the
Local Government Support Program for Local Eco-
nomic Development (LGSP-LED), a technical grant
from the Canadian Government. It embarks into
more ambitious teaming of the three municipalities
to complement each other in the clustered tourism
area development blue print. At the barangay level,
it is also noted that the barangay based institutions
are working with the people’s organizations and
non-government organizations.
The Cluster also facilitated the attendance of NGOs/POs to the CSO Orientation on DILG Pro-
grams: An Approach towards Effective Partnership on October 10, 2012 Heritage Crab House Seafood
Restaurants, Mansasa Seaside, Tagbilaran City. All 24 LGUs of the Cluster were represented.
Support to Public-Private-Partnership
The Cluster members attended the CBMS Ori-
entation on August 9, 2012 at JJ’s Seafood Village
was the Public-Private Partnership (PPP) Orien-
tation being handled by the National Economic
Development Authority representatives.

Ugnayan ng Barangay at Simbahan (UBAS) Project
The DILG’s partnership with the Ugnayan ng mga Barangay at Simbahan (UBAS) allows civil
society organizations, public organizations, the academe and religious groups to participate in local
governance to monitor LGU budgets and public services in the local governments. An accredited
Interfaith/Faith Based Organization forged partnership with the DILG to conduct such activity in the
LGUs. Per DILG Memorandum Circular No. 2011-58 dated April 25, 2011 signed by the late Secretary
Jesse M. Robredo, the NACPHIL entered into a Memorandum of Agreement with the DILG relative
to the conduct of values formation, good governance and good citizenship program in the LGUs. The
program aims to orient and familiarize the participants with basic knowledge about Barangay Chap-
laincy and the significance of the Moral Recovery and Values Formation Movement and Programs.
For the D’ ONE Cluster, table below showed the status of implementation of the Ugnayan sa
Barangay at Simbahan Program. Out of the total 558 barangays, there were 294 or 53% which imple-
mented the UBAS.

Demand-Driven Trainings on ASEEV “Sharpening the Saw“ of the Newly-Elected Officials (NEO) Program was designed to en-hance the leadership, managerial, and technical capabilities of the local officials to effectively deliver their duties and responsibilities. With this in mind, members of D’ ONE Cluster undertook significant Capacity Building initiatives in the different cluster LGUs. The team sufficiently answered the demand -driven capacity development needs of the LGUs and officials. The areas of local governance addressed by the various trainings were focused on the ASEEV development areas:
Administrative Governance
- ELA Assessment, Replanning and Budgeting. MLGOO Sarmiento facilitated the conduct last September 19-20 as it served the basis for planning and budgeting .
- ISKOLAR-BOS. Almost all cluster LGUs had conducted the Integrated Sangguniang Kabataan Organizational Leadership and Reorientation ( ISKOLAR-BOS) for CY 2012 except for Tagbilaran City who conducted same seminar last CY 2011.
- Write-shop on the Updated Record of Barangay Inhabitats Ordinance was conducted by Tagbilaran City last March 26
Social Governance
- Fire Brigade and Disaster Trainings were conducted in the municipalities of Alburquerque, Panglao, Maribojoc, Trinidad and Tubigon. Physical Fitness and Skill Enhancement through Drills and Sports Competition was highlighted by LGU Maribojoc.
- Katarungang Pambarangay Seminar. To strengthen the Lupons, trainings were conducted at LGUs of Tagbilaran , Baclayon , Cortes , Catigbian and Loon.
- BCPC Orientation. Being awarded Child Friendly Municipality, LGU Tubigon re-oriented their BCPC last April 3.
- BPOC Orientation was conducted by LGU Antequera last February and on the month of March
- GAD Orientation Economic Governance
- ALL cluster LGUs had conducted the Registry System on Basic Sectors in Agriculture-Fourth Level within the time frame of between September 17 to November 17. As DILG Officer was tasked of ensuring the smooth implementation of the registration activity in all barangays.

Integrated Sangguniang Kabataan Organizational Leadership and Reorienta-tion-Basic Orientation Seminar (ISKOLAR-BOS)
The Cluster rolled-out the Integrated Sangguniang Kabataan Organizational Leadership and Reorientation-Basic Orientation Seminar in the First Quarter of CY 2012.
Katarungang Pambarangay
Most of the Cluster LGUs conducted trainings in CY 2012 to enhance the knowledge and skills of the lupon members. In Tagbilaran City, the trainings were conducted in partnership with the Philippine Center for Civic Education and Democracy (PCCED) that resulted in the federation of all lupon members.
Local Legislative Award
The Sanggunians of the City of Tagbilaran and the Municipality of Maribojoc are the provincial winners for the Local Legislative Award (LLA) for component city and 4th-6th class municipalities categories, respectively.
MDG - FACES Program
The signing of the memorandum of agree-
ment on May 30, 2012 has allowed the City Gov-
ernment to take off and start the implementation of
the project. Guided by the City’s vision of becoming
a highly livable city by 2020: the Family Haven of
the Philippines and its values: God-loving, hospita-
ble and family-oriented the City Government finds
the FACES Project an ideal program for the families in the slum communities especially in one of the
urban barangays.

The project is pilot-tested in Manga, one of the most populated barangays of the City. Manga is
famous for its rich aquatic resources making fishing a primary livelihood thus attracting informal set-
tlers and populating the slum communities.
The program has also mobilized the key offices of the City Government and initially these of-
fices were involved in identifying the project site and setting of criteria for the selection of families.
Involvement of the NGOs and other agencies in the project through the quick response mechanisms is
also seen as a continuing public-private partnership of the City.
With the active leadership of City Vice Mayor, Nuevas T. Montes and CLGOO Mar Roxas, the
following activities have been conducted in relation to the expected outputs indicated in the Terms of
Reference and the Memorandum of Agreement with the Local Government Academy.

Scholarship Program for LGUs
The cluster members advocated and disseminated the scholarship programs of the national
government agencies and foreign donors to the 24 LGUs for the year in review.
Scaling up Replication of Good Practices
Advocacy for the documentation of Good Prac-
tices in the 24 LGUs of D’ONE Cluster was conducted.
The LGU-run Trinidad Municipal College in Trinidad,
Bohol was documented and vied for the Galing Pook
Award. Maribojoc’s LGU-LED Cadastral Survey/Simul-
taneous Systematic Adjudication Project was conferred
last January 30, 2012 as one of the Ten Outstanding Lo-
cal Governance Programs in the Galing Pook Awards.
Advocacy on HIV/ AIDS
All the 24 LGUs of D’ ONE Cluster, were able to organize the City/Municipal Aids Councils to
implement the HIV/AIDS Prevention and Control pro-
grams, projects and activities with the Municipal Rural
Health Officers, as the Focal Person. The 24 Local Aids
Council of D’ ONE Cluster established regular conduct
of meetings and allocated support funds for implemen-
tation of different PPAs, these includes, the counseling
of OFW Spouses, community awareness campaign thru
IEC activities and distribution of info materials, moni-
toring and treatment of STD cases and healthy lifestyle
promotion.

Aksyon Barangay Kontra Dengue Program
In response to the reported outbreak of
Dengue cases which resulted to the death of mostly
young children aged 1 to 15 years old, the Depart-
ment issued the Memorandum Circular No. 2012 –
16 dated January 30, 2012 to establish an inter-agen-
cy cooperation strategy to intensify the fight against
dengues outbreak. Thus, all Local Government
Units are mandated to enact ordinance embodying
measures on dengue prevention and control and in-
stall the Ovicidal/Larvicidal Trap System (OL Trap)
to detect aedes mosquito population and acts as an early warning signal to pre-empt any impending
dengue outbreak.
For D’ ONE Cluster which is composed of 558 barangays, a total of 534 BLGUs or 96.34% were
able to implement strategies/actions to intensify the campaign against dengue outbreak such as the
Information and Education Campaign (Awareness Level) and 541 BLGUs or 96.7% of barangays con-
ducted clean up drive within the community.
However, there is a need to establish the administrative support mechanism such as the enact-
ment of an ordinance and allocation of funds to ensure the implementation of different strategies on
dengue prevention and control. From January – October 2012, only 33 barangays or just 5.9% of BL-
GUs were able to enact Barangay Ordinance and a total of 238 barangays or 42.5% were able to allocate
funds for the said program.
Mainstreaming Gender in Local Governance: Localizing the Magna Carta of Women
All D`ONE Cluster LGUs conducted fitting activities
relevant to the celebration of the Women`s Month with the
theme: “Women Weathering Climate Change: Governance
and Accountability, Everyone`s Responsibility”. On this occa-
sion, the LGU of Calape recognized and awarded Outstanding
Women`s Organization as active partners of the LGU.

All 24 LGUs of the Cluster have organized GAD Focal Points and have functional Women`s
Desks which are conducting regular advocacy on women and children`s rights in their respective
LGUs during the Women`s Month Celebration. There are 489 barangays with GAD Focal Points or
about 87.63% that exceeded the provincial target of 25%.
For CY 2012, all the 24 LGUs have GAD databases. Some 199 barangays with GAD databases
or about 35.67% which also exceeded the 10% provincial target.
Cognizant to the need to strengthen women`s rights and welfare, the cluster LGUs continues
to provide and equip LGUs with capacity building interventions geared towards upgrading the capaci-
ties of women. Two LGUs of the cluster, Balilihan and Catigbian were extended technical assistance
on GAD as these are being piloted by the Great Women Project on Gender Responsive Planning and
Budgeting for CY 2013. Balilihan and Buenavista held a Mid-Year Assessment of 2012 GAD Plan Ac-
complishments on October 3-5, 2012 and July 25-26, 2012, respectively. Likewise, Gender Sensitivity
Training was also conducted for Balilihan local officials and functionaries on March 23-25, 2012 and
Trinidad early this year.
The MLGOO of Talibon facilitated the conduct of GAD Seminar for all LGU Talibon employ-
ees (in two batches) at Beracha Inland Resort, Sto. Niño, Talibon last September 27 and 28, 2012.
The MLGOO of Alburquerque assisted in the
conduct of Stakeholders` Discussion on Sustain-
ing Barangay Forum for a VAW-free community
on August 30, 2012 at SB Session Hall, Albur-
querque, Bohol. The activity was participated in
by LCAT-VAWC members, Punong Barangays
and all barangays GAD Focal Points.
The MLGOOs of Balilihan and Buenavista at-
tended various trainings like Seminar-Workshop on Data Utilization and Analysis, Social Marketing
“Behavior Change at its Best”, Training Workshop on M & E Tool, Micro Entrepreneurs Development
Framework, and LGU Assessment of GeRLGU and Gender Mainstreaming Evaluation Framework as
pilot LGUs of the Great Women Project.

The Tubigon Federated Barangay Councils of Women (TFBWC) was actively involved during
the Women’s Month Celebration on March 16, 2012 at JJ’s Foodstream, Tubigon, Bohol. Highlights of
the activity include parade, selection and coronation of the TFBCW Darling 2012 and the awarding of
the WOMEN of the Year (Women of Merit, Exemplar and Nobility) 2012.
On March 21, 2012, the members of the TFBWC or Presidents of the 34 Barangay Women As-
sociations together with the women LGU personnel attended the Orientation/Forum on RA 9208 or
Anti-Trafficking in Persons Act at JJ’s Foodstream, Tubigon. Ms. Rosemarie Salazar of DSWD 7 served
as Resource Person of the activity.
The TFBCW was a recipi-
ent of the of the livelihood assis-
tance fund from the CDF of Cong.
Rene L. Relampagos in the amount
of P340,000 - Php10,000 for each
barangay. As such, the group decided
to engage in Swine Production/hog
dispersal project.
Likewise, the cluster MLGOOs
provided technical assistance in the
implementation of the approved GAD
Codes of the following LGUs: Balilihan, Catigbian, Calape, Maribojoc, Clarin, Buenavista, Inabanga,
and Talibon. The MLGOOs of Alburquerque, Baclayon, Danao, and Dauis assisted in the formulation
of GAD Codes in their respective LGUs.
The Cluster members also provided technical assistance to the 24 LGUs in the province of Bo-
hol in the formulation of the CY 2012 GAD Plan and monitored its accomplishments. All LGUs have
submitted their approved GAD Plans and Annual Accomplishment Reports on time.

Empowerment of the Poor Program
For the year in review, a total of 19,945 beneficiaries in the City of Tagbilaran and the munici-
palities of Balilihan, Buenavista, Calape, Catigbian, Clarin, Danao, Getafe, Inabanga, Loon, Sagbayan,
San Isidro, Talibon and Trinidad were covered by the Conditional Cash Transfer Program spearheaded
by the Department of Social Welfare and Development. The program registered a 99.64% efficiency
in terms of payment. The members of the cluster coordinated with the LGUs in the advocacy, plan-
ning and implementation aspects of the program. Table below shows the progress of the program in
D’ONE Cluster LGUs:

LGU Transparency
Public Disclosure
All 24 LGUs of the cluster posted their financial documents and bid offerings in the Full Disclosure Policy Portal. The LGUs also posted their financial docu-ments in their own website. Most also transacted their bid invitations through the PhilGEPS.
The cluster actively pursued its partnership with the non-government organizations and people’s organizations. In fact the validation of the full disclosure documents was done in close partnership with the NGOs and POs.
Administrative Guidance
Provision of Legal Opinions
The 24 field officers of the cluster rendered verbal opinions to the walk-in clients while the CLGOO also catered to radio interviews. Fact-Finding Investigations
A total of eight (8) fact-finding investigations were conducted by some MLGOOs of the Clus-ter: Two (2) each in Alburquerque and San Isidro and one (1) each in Antequera, Baclayon, Danao and Getafe.
Administrative Assistance to LGUs/LG Officials
The 24 field officers of the Cluster disseminated the requirements in granting authority to travel abroad, leave of absences and review of intelligence funds.
Processing of Death Benefit Claims of Barangay Officials
The 24 field officers disseminated the requirements for the Death Benefit Claims of deceased barangay officials. Thirteen (13) field officers assisted the processing of the death benefit claims. As of October 21, 2012 death claims were as follows: four (4) Punong Barangays - P 88,000.00; fourteen (14) Barangay Kagawads - P 168,000.00; one (1) Barangay Secretary - P 12,000.00. This is clearly illustrated in the graph below.

Barangay Profiling System
Reporting of updates on the Barangay Officials Information System is continuously complied by the Cluster as these are not only required by top management but also utilized in the death benefit claims.
Central Office Directives
All issuances from the DILG Central Office were disseminated to the 24 LGUs of the Cluster through interfacing with the LCEs, and attendance to meetings of leagues.
The cluster members saw to it that they establish rapport and professional ties with the local of-ficials and functionaries since the Cluster believes in the importance of networking and camaraderie.
Special Celebrations
The D’ONE municipalities conducted different special celebrations or events for the year 2012 with the participation and cooperation of respective assigned MLGOOs. Most of them were mandated celebrations. They were municipalities that held distinct observants.

The following are the mandated celebrations conducted by the twenty-four (24) LGUs of D’ ONE Cluster: Women’s Celebration (March), Fire Prevention Month (March), Nutrition Month (July), Independence Day (June), Crime Prevention Month (September), Civil Service Month (September), Arbor Day (June 25), International Coastal Clean-up (September 22), Señior Citizens Day (October), Children’s Month, National Flag Day Celebration (September 18), National Arts Month (February), Children’s Month and National Disability Prevention & Awareness Week. These special celebrations aimed to increase awareness, enhance effectiveness of local, regional and national efforts to carry out specific programs and promote collaboration among LGUs, NGAs and NGOs in support to multi-sectoral activities.

Provincial Roads Management Facility Implementation
The Cluster Head of D’ ONE Cluster acted as Focal Person for the Provincial Road Manage-ment Facility (PRMF) in the province. The 14 recipient barangays of the facility assisted the project management through social preparation. The extent of the project implementation (within the cluster) is shown in the Table below:

Special Local Road Funds
The City of Tagbilaran is a recipient of the Special Local Roads Fund. The CLGOO regularly submits the monitoring reports. The target area of the fund is the pavement resurfacing at Jacinto Street, Poblacion III, Tagbilaran City. The funding amounts to P 946,994.00.

Streamlining the Business Permit & Licensing System
All 24 field officers supervised the implementa-tion of the BPLS Reforms in CY 2012.
All Clustered LGUs utilized the unified forms resulting to the reduction of number of signato-ries into five (5).
An Assessment for BPLS Implementation of 21 LGUs of the Province was held on October 18, 2012 at JJ’s Seafoods Village, Tagbilaran City. The participating LGUs of the Cluster include the following: Alburquerque, Buenavista, Calape,
Corella, Getafe, Inabanga, Loon, and Sikatuna. These LGUs comprise the target LGUs for BPLS in CYs 2012 and 2013.
Local Economic Development (LED) for LGUs
In compliance to DILG Memorandum Circular No. 2010-113 dated October 13, 2010, all the twenty four (24) LGUs of D’ONE Cluster of Bohol have their designated or appointed Local Economic Investment Promotions Officer (LEIPO), to help the LGU streamline its business processes, as well as play an active role in attracting more investments by providing an enabling environment that will generate and enhance economic activities in the locality. This is also in line with the SONA of His Excellency Pres. Benigno S. Aquino III on July 26, 2010, that creating job is foremost of his agenda.

Local Governance Support Program for Local Economic Development
The municipalities of Panglao, Dauis and Baclayon or PADAYON are now implement-ing the Phase 2 of LGSP-LED for their tourism industry. The Cluster Head is currently the focal person of the program. All three (3) MLGOOs are actively involved as members of their respec-tive Technical Working Groups that worked out for the implementation of the four (4) Strategic Objectives. The three (3) LGUs have already started to position themselves to take on their respective roles in tourism development.
The Municipality of Panglao with its sandy beaches, string of resorts, restaurants and entertain-ment establishments is considered as the tourism hub. Dauis, as the gateway to the island, plans to develop itself into a commercial complex, while Baclayon, with soil well suited for agriculture, would be developed as the food basket of the Bohol Marine Triangle.
PaDaYon BMT has identified the following key areas for improvement: 1) compliance with tour-ism standards that emphasize “green technology”, 2) development of the entrepreneurial capacity of community-based tourism service providers; 3) promotion of tourism experiences with accurate and updated tourism data and information; and 4) a well-managed biodiversity program.

Outcome 3: Disaster Resilient LGUsEnhancing LGU Capacity on CCA/DRRM Program
The Cluster advocated and worked in tandem with the 24 LGUs to comply to the provisions stipulated in Republic Act 10121 or the Act Strengthening the Philippine Disaster Risk Reduction and Management System.
Ninety (90) percent of the LGUs of Cluster One are DRRM Act compliant. All the 24 LGUs have operational DRRM Councils. The 24 LGUs established temporary DRRM office and formulated DDRM Plans. Twenty (20) LGUs have functional multi-hazard early warning and alarm system while 21 LGUs have hazard, vulnerability and risk map.
The 24 LGUs have established disaster command centers and identified respective evacuation centers. Twenty-two (22) LGUs have organized emergency response team. Twenty (20) LGUs have en-acted local ordinances to support the DRRM. Twenty-three (23) LGUs maintained database on human resources, equipment, directories and critical infrastructures.
In addition, an Automatic Weather Station is now installed right at the rooftop of Tagbilaran City Hall. The machine automatically sends readings of local weather condition to the weather Philip-pines Website. In turn, processed data will be used to provide forcast for the next five days at a 3-hour interval through http://www.alpha.weather.com.ph.

Local Disaster Risk Reduction Management Fund
All the 24 LGUs have allocated in their annual budget 5 per cent for the DRRM. The 24 LGUs utilized part of the 70 percent of the said allocation on disaster preparedness and mitigation programs. Seven LGUs were able to use their 30 per cent quick response fund in times of calamity.
Calamity Response Protocols
Most of the D’ONE Cluster LGUs take their advisory from the provincial government of the Regional Director of the DILG while others make their own initiatives to respond to disasters.

Climate Change Adaptation Act
The Cluster informed and monitored compliance to Republic Act 9729, otherwise known as Climate Change Adaptation Act.
Of the 24 LGUs under D’ ONE Cluster, only five (5) LGUs are still currently formulating their Climate Change Adaptation Plan, seven (7) were completed and 12 were completed and approved. Nine (9) LGUs incorporated funding allocation in their plans.
Strengthening of Institutional Capacity for Disaster Preparedness The municipality of Alburquerque sponsored a Disaster Management Training on Practical Water Safety, First Aide & Basic Life Support on August 22-24, 2012. A Physical Fitness and Skills Enhancement for all BDRRMCs and Barangay Volunteer Fire Brigades through Drills and Sports Competition was conducted on August 31, 2012 at the Dr. Abundio Echavez Memorial Sports Cultural Center, Maribojoc. It was participated in by 286 members

BDRRMCs. The Municipality of Trinidad held a BDR-RMC Re-Orientation Training on March 13-14, 2012. The municipality of Balilihan conducted a Training on Quick Response and Rescue Operations on June 26, 2012 pariticipated in by 30 participants.
MLGOO Sarmiento of Alburquerque facilitated the condut of Disaster Management Training last February 23 and August 30, 2012 at Albur Multi-purpose Center.
Support to the National Greening Program
Billion Trees Project (MC 2011-21 & EO 26 (NGP)
The Cluster members advocated for the suste-nance of the Billion Trees Project in the 558 baran-gays of the Cluster.
Monitoring Compliance to Solid Waste Management Act
The municipality of Cortes won the First Prize in the Provincial Search for LGUs with Best Solid Waste Management Practices in 2011.
To effectively implement RA 9003 on July 4-6, 2012, the municipality of Balilihan with the assistance of the Great Women Project formulated a Project Development Framework for SWMP. Other LGUs seek assistance for the formulation of its 10 year Solid Waste Management Plan.
The field officers assisted the ESWM Monitoring and Evaluation of the Provincial SWM Monitoring Team.

Outcome 4: Conflict-Free & Safe Communities
Sagana at Ligtas na Tubig sa Lahat Program
The Cluster is fortunate as five (5) of its member LGUs are beneficiaries of the Sagana at Ligtas na Tubig sa Lahat Program of the DILG, Department of Health and National Anti-Poverty Commis-sion.
The field officers actively supervised the capacity-building efforts of the Department, as well as monitoring of project progress. The Cluster Head is also the focal person Salintubig Program. The monitoring of implementation for CY 2011 LGUs continue. The municipality of Tubigon is the first Salintubig LGU in Region VII to be completed. The project was inaugurated on September 11, 2012 with RD Ananias M. Villacorta gracing the affair. The Salintubig project of Trinidad was inaugurated on October 31, 2012 with PD Ma. Loisella E. Lucino representing RD Villacorta.

Capacity Development Project for VAW Desk (PCW-DSWD-DepEd-DOH JMC No. 2010-02)
All 558 barangays of D’ONE Cluster have established their VAW Desks pursuant to JMC No. 2010-2 dated December 9, 2012.
The Cluster C/MLGOOs continued the quarterly monitoring on the implementation of RA 9262 and submitted reports to the Provincial Office on time. There were 309 VAWC cases that were reported in 131 barangays. All the cases reported were acted upon. Some 161 cases were referred to LSWDO, 93 to PNP, 11 to court, 43 referred to medical and a Barangay Protection Order was issued. The victims were provided cash, medical assistance and counseling.

Localization Project of Juvenile Justice and Welfare Act
The Juvenile Justice and Welfare Act or RA 9344 covers the different stages involving children at risk and children in conflict with the law from prevention to rehabilitation and re-integration. For this, the state recognizes their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs. Data gathered from D’ONE Cluster members reveal that the LGU’s have appropriated budgets in the operations of RA 9344. However, the LGU’s are yet to address the Comprehensive Juvenile Interven-tion.
Supporting the Capacity Development of Local Peace and Order Councils
Provision of Secretariat Services and Strengthening the Local Peace & Order Councils
The DILG Field Officers head the secretariat services of the City/Municipal Peace and Order Councils. These POCs are functional. They play a vital role in maintaining the peace and order situation in the LGUs within the D’One cluster. As coordinating body, regular meetings were conduct-ed to keep all members abreast of the prevailing conditions and to thresh out issues and concerns affecting every LGU in order to come up a collec-tive decision.

Guided by their respective Integrated Public Safety plan, the following activities were under-taken:
• HEAT BOHOL caravan were conducted at the LGUs of Catigbian( Jan 13, 2012);, Talibon,
Getafe , Antequera ( January 11, 2012), Sikatuna ( June 19, 2012), and Sagbayan ( May 28, 2012)
Last June 19, DILG Regional Ananias Villacorta was present during the 12th HEAT CARAVAN at the municipality of Sikatuna as he appreciated the initiatives of the Provincial Government in coordination with the Munici-pal Peace and Order. This caravan validates the genuine public services that delivers the services directly to the people.
Highlighted in the occasion was the conferment of the Seal of Good Housekeeping Award to LGU Sikatuna thru Mayor Jose Ello-rimo. RD Ananias Villacorta together with PD Loisella Lucino gave the award.
The DILG Team Approached on Coordi-nated Tasks supported the Caravan conducted in the LGUs by assisting/guiding the service pro-viders for the specific needs and acted as support staff in the Provincial Peace and Order Council Meeting.
Likewise, GO H.E.A.T TALIBON program of the Municipality of Talibon was implemented to combat poverty and to uplift the lives of its citizens especially those located at the island barangays. GO H.E.A.T. Talibon Team visited island barangays to bring municipal services such as dental, medical consultation, circumcision, free medicines, seeds and seedling dispersal, processing of NSO requests and others

to the constituents for FREE. MLGOO Justol actively support and join the team.• Launching of Barangay at Pulisya
Consistent with PNP ten (10) point agenda of “ One Police in Every Barangay” , the Municipal Peace and Order Council in coordination with Police Station launched a strategy of the integra-tion of the effort the PNP in the pursuit of effective police-community partnership ; the policeman as conduit between the community and Police sta-tion. The MLGOOs assigned were tasked neither to make welcome message, introduce the punong barangays and facilitate the logistic support for the conduct of the activity.
The MLGOOs reiterated the importance of part-nership between the lawmen and barangay officials in combating crime and in keeping the community peaceful. Table below shows the dates of the Launching Activity.

In coordination with PBSP, fisherman as-sociations of LGUs of Tagbilaran City, Panglao, Baclayon and Dauis attended the trainings conducted at JJS Seafood last February 9, 2012. MLGOO Victor Lapiz and CLGOO Roxas acted as the main facilitators while MLGOOs Alforque, Sanchez, Caberte, and Sarmiento facilitated the Resolution Making Workshop.
• Anti -Drug Symposium
SK Federation of LGUs of Catigbi-an and Talibon in coordination with MLGOO Halasan and Justol conducted Anti-Drug Symposium last October 2012. MLGOO Halasan in coordina-tion with SK Federated President extended as-sistance in the formulation of SK Plan and acted as resource person in the conduct of information dissemination to the four (4) secondary students of Catigbian. Twenty-five (25) barangays printed anti-drug abuse posters in tarpaulins for display in strategic places in their respective barangays.

• Legal Day
MLGOO Ted N. Mascariñas acted as the over-all coordinator of the physical fitness and sports competition of the Legal Day last August 30. The sports competition was partici-pated by all barangay tanods and barangay fire brigade volunteers conducted at SVI Ground and DAEMS Center. The games included were related to their respective functions such water relay, tag of war,
• Creation of Panglao Civil Assistance Task Force ( CATF)
To resolve the issue on the presence of ambulant vendors who are disturbing the tour-ists in the beach, trafficking of drugs, mooring of pump boats in the beach fronts making the beach appear like fishing village, encroach-ment of “al fresco” dining in the 20-meters salvage zone which blocks the way of beach strollers, incidents of theft and swindling and other crimes, Panglao Civil Assistance Task Force (CATF) was created. This was conceptualized by MPOC, MADAC, MCPC and MDRRMC and was adopted by the Sangguniang bayan through the enactment of an ordinance. However, due to budgetary constraints, the recruitment was realized last March 28, 2012 through the hiring and training of task force resulting to a more manageable enforcement of peace and order related activities.
It is noteworthy to mention that Danao Police Station got the Best Municipal PNP Sta-tion in the Region award. PNP men of Danao showed their commitment and best effort to ensure the safety and peace and order of this municipality. It’s a landmark LGU-PNP col-laborative effort that made Danao the safest destination in the Region.

Functionality of BPOCs
Maintenance of peace and order is a non-negotiable so to speak, hence Cluster D’One ensure that all its 588 barangays have functional BPOCs. Of these numbers 408 barangays or 72.86% are supported with barangay resolutions while 152 or 27.14% are supported with an executive issuance. All BPOCs have budgets.

Strengthening the Management Coordinating Councils Coordination of the D’ONE Cluster Field Officers with the PNP and BFP is already institution-alized in the entire cluster. Various activities like the National Crime Prevention Week were observed in the LGUs.

Informal Settlers Assistance Program
Local Housing Board
DILG MC 2008-143 mandates the guidelines of the LGU’s in the enactment of the Local Hous-ing Board or similar bodies and on related matters. The Cluster conducted advocacy activities for the institutionalization of the Local Housing Boards.
Anti-Squatting
The Cluster disseminated to the LGUs DILG MC 2012-04 that subjects the creation of the Lo-cal committee on squatting syndicates and professional squatters and its guidelines thereof consider-ing the proliferation of the perennial problem of squatting. With the creation of this committee it will serve as the arm in combating said problem. The committee shall then identify issues and concerns of this area so that matters can be addressed with.
The Cluster have started to address the concern by first lobbying for the issuance of the Execu-tive Orders. All LGU’s have complied with said issuances of EO’s for that matter.

gay Secretary Ignacia Baquial of Bentig, Calape; Barangay Treasurer Marithel Patac of Boctol, Balili-
han and Barangay Treasurer Esmeralda Halawig of Bentig, Calape; and SK Chairperson Mark Jason
Rosales of Bentig, Calape. Among the finalists also are Barangay Officials from the Municipalities of
Maribojoc and Tubigon.

The finalists were evaluated by the Provincial Screening committee last May 4, 2012 and was
conferred with distinct recognition by no less than the President during the Barangay Day Celebration
held last September 26, 2012 at the Bohol Wisdom School, Tagbilaran City. These winners are en-
dorsed and considered as the Provincial nominees/contenders for the TOBOY Regional Awards.
Integrity Development Initiatives
Integrity Circle The cluster actively participated in the In-tegrity Circle Development on July 13, 2012 at Bahay Kubo, Panglao, Bohol. RD Ananias Villacorta graced the occasion. The activity also served as send-off for LGOO VI Lisa I. Jayoma who was off to the US Virgin Islands.
An input was given by Rev. Fr. Crisolito R. Geangan, Parish Priest of Baclayon to remind the field officers of their duties and respon-sibilities as leaders. Fun games spiced the occasion.
Cluster Team-Building Activity
The Cluster members underwent the Cluster Team Building on April 16-17, 2012 at JJ’s Seafoods Village, Tagbilaran City. Mr. Joel Lasam with LGOO VI Jose Jeffrey V. Bernasor and LGOO VI Ma. Reina A. Quilas facilitated the activity. This is the first group activity of the RatPlan Cluster. The drafting for codification of two (2) ordinances is the output to be pursued by the cluster, particular-ly, the Local Investments and Incen-tives Code of Cortes and Gender and Development Code of Alburquerque.
The Cluster members were led to the process of getting to know more their mental models, leadership capital, original blessings, highest future self, creating a shared vision, among others that will led to a better understanding of themselves, their potentials and acceptance of others to effectively and effi-ciently address complex social issues.

Cluster Meetings
In order to effectively implement the various PPAs of the Department,the cluster also conducted cluster meetings twice a month. Schedule of the first meeting is after the bi-monthly conference while the second meeting is held at the clustered municipality as scheduled by the team. During meetings, issues and concerns affecting the municipal level operations are likewise discussed wherein solutions to problems encountered in the respective municipalities are threshed out and recommendations are provided. In this way, it would bolster camaraderie, thereby strengthening the cluster operations ef-fectively and efficiently within the twenty four cluster members.
Conduct of Field Conferences
Members of the Cluster attended and participated in the regular bi-monthly conferences and special conferences scheduled by the Provincial Director. This is the venue for the members to be aware on the administrative requirements for the month and the different programs of the department.

D’ ONE INNOVA
D’ ONE believes that for a team to achieve great things, the element of “respect” is a must. Every mem-ber is given respective tasks and responsibilities in all operations.
This coordinated approach represents an important step in the department’s efforts to make its op-erations more sustainable. The following innovations are approaches on how this Cluster gets things DOne:
D’ONE we belong to…
- Organizational Set-Up (OS) was the foremost activity made by the Cluster. Election of officers, creation of committees, formulation of the Cluster vision and monicker and designing of Cluster logo were accomplished. Schedules and venues of regular meetings were also set.
- Facebook Group (FG) of D’One is maintained to display the activities, accomplishments and so-cial bustles of the Cluster members to the netizens. The FG is also utilized to monitor and follow up the members’ compliance to reports.

D’ONE we run to…
- TACT Approach (TA) is still adopted despite the conversion of TACT Teams into RAT Plan Clus-ters. The five TACTs composed of four to five field officers conduct regular meetings and dialogues and carry out information dissemination of DILG memoranda, programs and projects, monitoring and submission of reports including consolidation thereof. Activities of LGUs are also assisted and attended to by TACT members such as the conduct of trainings and seminars.
- Buddy-Buddy System (BBS) is espoused to improve further the performance of Cluster mem-bers in terms of the quality and timeliness of reports submission and to ensure a 100% attendance in every activity. The Cluster coordinator identified the cluster member-LGOOs with compatible performance ratings in the monthly monitoring matrix posted at the Office of the Provincial Direc-tor. The modus in assisting, monitoring, and regularly reminding the submission of due reports and attendance in meetings of their “buddies” are thru e-mails, chatting, voice calling and texting. With this innovation, the cluster members’ performance improved very satisfactorily.
D’ ONE we want to…
- Personal Mission Statements (PMS) of the Team members are presented in the first few pages of this document. These statements form part of the aim of the Cluster to enhance performance by improving first the inner quality of the individual since one’s convictions govern one’s actions. The late Stephen Covey advocated the “inside-out” concept which means that the inner quality dictates the actions of humans. As a saying goes, “You cannot give what you do not have.”
- Strategic Planning Activity (SPA) of the Cluster was done to clearly plan out the programs, pro-jects and activities for CY 2012. It was held last August 22, 2012 at the Roxas Compound, Cogon, Tagbilaran City. This paved the way for the Cluster to come up with its Cluster Operational Plan for the remaining months of 2012 as shown in Annex A.

- Celebration Awareness in Cluster Meetings (CACM) is ensured by conducting corresponding activity commemorating a particular national celebration during Cluster meetings. Like for the month of August, the cluster conducted cluster advocacy and strategizing on how to improve the Cluster members` job performance to commemorate Civil Service Month. For the month of Sep-tember, the Cluster held a meeting at Tubig Daku, Taloto District, Tagbilaran City and simultane-ously doing coastal clean-up to celebrate the International Coastal Clean-up Month and Family Day Celebrations. Also, for the month of October, the Cluster had meeting in the Agro-Demo Farm of the LGU of Maribojoc, Bohol and also doing Cluster tree planting activity and interfac-ing with the mayor and other local officials for the Local Government Code Month celebration.

- Purok Patrol Program (PPP) of the City Government of Tagbilaran aired daily from Mondays to Fridays over radio station DYTR is also an avenue employed by the Cluster to disseminate impor-tant information to the clientele, especially during the ARTA RCS Survey. CLGOO Mar Roxas is among the anchorpersons of PPP.
- LGU Link (LL) by the Cluster is warranted by sharing accomplishments to the LCEs through the reproduction of the Annual Report to be provided to the City and Municipal Mayors for their information, reference and validation purposes. Attendance of Cluster members to the meetings of the different local leagues and constant interfacing with local officials are also manifestations of this innovation.
