Digital Construction Week 2017

Welcome to “Digital Built Britain”

Digital technology is changing the way we plan, build, maintain and use our social and economic infrastructure. Building Information Modelling (BIM) is already transforming the UK construction industry. Over the next decade this technology will combine with the internet of things (providing sensors and other information), advanced data analytics and the digital economy to enable us to plan new infrastructure more effectively, build it at lower cost and operate and maintain it more efficiently. Above all, it will enable citizens to make better use of the infrastructure we already have. This is Digital Built Britain (DBB).

The vision for “Digital Built Britain”

is to provide a seamless transition from the achievements of Level 2 Building BIM and the Construction Strategy into an environment where technology as a system is second nature. This will enable a thriving UK Digital Economy for the Built Environment to encourage growth and competitiveness and facilitate dramatically better use of current and future infrastructure assets.

• Forged a strong platform between HM Government and Industry to support digital change

• A continuation of the UK BIM Task Group

• Ensured that the Level 2 BIM mandate of April 2016 was met

• Supporting Public sector clients more widely, in adopting L2 as BAU

• Supported the creation of the BIM Level 2 Wrapper

• Tested the BIM Level 2 Hypothesis and Value Cases

• Helped Central Government Departments achieve a state of BIM Level 2 Readiness

Our Purpose

• Provide strategic leadership to help embed BIM Level 2 BIM as “Business As Usual” within mandated Departments

and share knowledge / best practice over the wider Local Government and public sector client cohort.

• Support Department’s and wider public sector clients to continue adoption and development of common practices

with regards to implementing BIM Level 2, cognisant of each Department’s operating model.

• Encourage the continued commitment of Department’s senior leaders for BIM Level 2 adoption.

• Gain leadership commitment to develop internal capability, a whole life approach and support for the adoption of

any new ways of working to lay the foundation for Level 3 and beyond.

• Develop framework/process and provide support to Departments to develop their OIR, AIR and project EIRs.

Alignment with emerging Level 3 by making BIM Level 2 ‘Business as Usual’

Support a common approach to BIM Level 2 across departments and wider public sector procurement

Encourage a whole life approach using BIM

Create inter-departmental BIM communities, which encourages help, support and share

Creating and template common resources to provide consistency across government departments

Meet the requirement for data verification to ensure BIM Level 2 is quality assured by the departments

Still lots of work to do around Level 2 (and 1)

• The PAS Documents will be re-issued late Autumn 2017. Documents have been revised to fully align.

• Not all documents have been changed only the ones necessary to achieve alignment with the minimum of change.

• Roles and Achievements and Authorities have been added and defined.

• Further definition of the EIR, BEP TIDP and greater understanding of the MIDP and prime contract delivery plan.

Key Messages

• Departments are on a BIM journey with ever growing maturity and capacity

• The mandate for Level 2 BIM on all centrally procured projects has not changed

• All the basic L2 BIM artefacts are now in place within departments

• Our focus in on embedding Level 2 BIM as business as usual to help departments facilitate an eventual

move toward Level 3 in the future

• Continuous improvement is key to the working group with an iterative process of testing, refining and

embedding new BIM workflows

• Benefits realization mapping, infrastructure information management and client CDE spec are all

priority

The Current Problem Statement

Summary • BIM L2 very much still supported by Government and Digital Built Britain

• BIM L2 and IPA working closely with Departments and Public Sector Clients

• HM Government Central Departments – are on a continued journey, moving from L2 core competency to BAU and getting more value from their data.

• Focus on Public Sector Clients approaching the market consistently

• Public Sector BIM Working Group (Peer Support Forum) very much going from strength to strength

• Public Sector Clients are continually growing their BIM capability and maturity

• Collaboration is a key requirement for us all to reap the benefits of our digital future • There is no change to the current L2 BIM Mandate

• L3 is not purely BIM – It is part of a wider builder environment digitisation

• The move to L3 will take time – hence the reason to start now

• Get Level 1 and Level 2 BIM embedded – this is the bedrock to build from

• Work with your communities, share knowledge and experience e.g. UK BIM Alliance • A new DBB website will be launched very soon
