MINPROMTORG OF RUSSIA CLEARED THE ENTITLEMENT EXTENSION RULES TO COMPOSITE MANUFACTURERS

GLEB NIKITIN explained that those rules established the unheard-of procedure of the entitlement extension including the takeoff of entitlement recipients on the basis of the efficiency criterion of implemented projects and also application of punitive sanctions oriented to the recovery of sums used by the organization-recipient of the entitlement if the entitlement recipient did not accomplish the allowed target values of the efficiency criterion of implemented projects. Minpromtorg of Russia would exercise control, make assessment of projects during the whole time period of their implementation and make decisions to apply punitive sanctions when the project implementation was finished. Project financing from the federal budget could be cut off in accordance with the resolution of Minpromtorg of Russia if (including but not limited) target values specified in the scheduled plan of the project implementation were not accomplished.For the referential use: this measure of the state financial support is oriented to the production development of composite materials (composites) and articles made therefrom within the framework of complex innovative projects on high-technology products development implemented by Russian organizations. The First Deputy Minister of Minpromtorg of Russia expressed thanks to colleagues from MinFin of Russia, MEDT of Russia and also to members of the working

group of the scientific coordination board for the close work and active participation in the making of the Rules.Gleb Nikitin told that colleagues from MinFin had made detailed and valuable suggestions critical for the final model formation. As the result the document really had become the fruit of the creative and cooperative labor of their government agencies. He was sure that their cooperative efforts found their way into the entitlement extension rules would promote the brisk growth of the composite materials industry. The document drown up by Minpromtorg and signed by Dmitry Medvedev was published on the website of the Cabinet of Ministers on the 11th of November. In accordance with the extension rules of this help the amount of the entitlement can’t exceed 100 percent of expenses oriented on the performance of research and development works within the framework of the implemented innovative project stated in the agreement.

STATE-OWNED company «Autodor» strengthens control over the work of

companies which build federal automobile roads. It gives the opportunity to

extend the serviceable life of Russian automobile roads.

TO CREATE a well-defined quality control system the company set up an affiliate company called «Autodor-engineering». The interview with Nikolay Bystrov, the General Director of this affiliate (from 2009 till 2013 the Deputy Director of the Federal Road Agency Rosautodor) is published below. — Every year several hundred of different innovations are implemented when constructing automobile roads. Are they in picture? — Under the increased load on automobile roads it is impossible to construct the same old way. Demands to materials and technologies rise all over the world including but not limited to Russia. Every year Autodor issues additional requirements to materials used when constructing automobile roads in accordance with working standards. They give the opportunity to provide the best quality and serviceable life for example the application of geosynthetic, different polymer additives in bitumen which enhance the hardness of upper layers and prevent rutting. Innovative solutions are vital for is now when constructing bridges too. There are tens of methods which give the opportunity to extend their serviceable life.

Innovations to the fullest extent are implemented at large objects i.e. at objects of the State-owned company «Autodor» and Rosautodor where the most qualified and experienced contractors work. In recent times some contractors organize their own scientific centers where they validate innovations. From foreign ones I can play favorites to the scientific center of the French company Colas. From five to seven

Russian companies have less scaled centers. Not so long ago I visited the laboratory of «Stroyservice» in Omsk. Road-building company «Autoban» carries out its own researches. CJSC VAD has a great laboratory in Saint-Petersburg. If contractors have such centers, it means that we will have more innovations.— How do you evaluate innovation implementation rates in the road building?— We always want it quicker than we can do now but the process of innovation implementation is not so quick. They should be validated thoroughly at special testing grounds. That’s why the construction of four testing grounds will be included in the Federal target program «Development of the Russian transport infrastructure (2010–2015) ». The State-owned company «Autodor» will build one of them in Rostov-on-Don. Now it is on the design stage. Rosautodor will build three other testing grounds— in Yakutiya, at the belt-way in Saint-Petersburg and in Sochi. All of them will be included in the unified system of testing grounds for conducting tests, evaluation of engineering decision efficiency in different weather conditions. In accordance with the Federal target program they shall be built by 2015. By virtue of tests at these testing grounds the implementation of technologies will have well-defined grounds. It is impossible to move on without these testing grounds.There are about thirty similar testing grounds all over the world. The most famous is located in the USA. One test cycle lasts for two years. It is not fast.

EVERY year in Europe there are more and more bridges built using

constructions of composite materials. In the Netherlands for example there

are more than 40 of such bridges at the moment. In the USA there are

more than 300 bridges with different composite elements introduced in the

construction.

SUCH traditional materials as the stone, reinforced concrete and metal are step by step substituted with other robust polymers and composites with the longer serviceable life. If we refer to the statistics, we will see that about 20% of cross-overs, elevated roads and bridgeworks in Russia are in the unsatisfactory condition. Their serviceable life reported as fifty years is reduced because of the attack of chemical reagents, temperature drops and the high rate of exploitation. Alexander Beyvel, the Main Specialist of the field-oriented institute, explained that first pedestrian bridges made of fiberglass materials had been projected in Russia on the basis of existing specification documents for steel, reinforced concrete and wooden bridges:

Engineering instructions for glass reinforced plastics «ApATeK».

To use glass reinforced plastics when constructing bridges in 2004 were carried out

works to obtain certificates of conformity of Gosstroy of Russia on SPPS materials ( TS-07-0833-03) and on bridge typical elements from SPPS ( TS-07-0873-04). In 2005 when projecting the mobile bridge with approach ramps made of composite materials on the basis of the previous designing experience and calculations the Central Research and Development Construction Institute (OJSC «TsNIIS», Moscow) developed Tentative specifications (VTU) «Construction of pedestrian bridges made of composite materials» 5772-001-01388383-2005. Tentative specifications (VTU) were the main specification document in Moscow and Moscow Region for designing bridges and passages made of composite materials. In 2005-2007 a mobile bridge and some other objects were designed under the order of the Moscow City Government on the basis of these Tentative Afterwards the Ministry of Regional Development of the Russian Federation adopted SP35.13330.2011 «Bridges and pipes». Revised edition of SNiP2.05.03-84 and SP46.13330.2012 «Bridges and pipes». Revised edition of SNiP3.06.04-91. But there are only general rules. Unfortunately there is no uniform national standard at the moment. A good thing that only a short time ago was introduced a standard of the Trans-regional road-builder union «SOYUZDORSTROY» «Automobile roads. AT THE SIX All-Russian Conference of Young Researches and Experts

«The future of the Russian engineering» Boris Alyoshin, the General Director

of the N.K. Zhukovsky Central Aero-Hydrodynamic Institute (TsAGI), reported

that scientists of the institute design the fundamentally new aircraft for the

civil aviation.

HE SAID that in the nearest future civil aviation aircrafts would be used with fundamentally new aerodynamic configurations. He didn’t doubt that by 2025-2030 they would use aircrafts with «flying wing» configuration. They would be superior to existing aircrafts by 50-60% based on economic efficiency. Alyoshin also added that the fantastic result could be achieved from the implementation of industrial production methods of composite constructions from them. But according to his version much the biggest effect could be achieved not only from new technologies but also from the impact on modernization of the whole manufacturing industry (provides ITAR-TASS). Director of the N.K. Zhukovsky Central Aero-Hydrodynamic Institute (TsAGI) explained that aircraft manufacturers should be massively reequipped. They would need the automatic operation.

Engine manufacturing industry will be also changed. Director of the institute said that there would be no engine in the form of the

barrel so-to-say. It would be split and built in wings. This aircraft would be of absolutely different level. It would be created by the new generation of engineers. At the moment the Central Aero-Hydrodynamic Institute (TsAGI) works on the design of the new aircraft demonstrators. According to the estimation of Mr. Alyoshin after 2020 it will be possible to see the «well-marked» contours of the novelty. Alyoshin concluded that conservative aerodynamic configurations would be the thing of the past. They were standing on the cusp of new technical solutions.

«RT-CHIMCOMPOSITE» Holding intends to invest more than 11 billion

rubles of its own, borrowed and budget funds in the development of

the «Technology» Enterprise. The press office of the company told to

«AviaPort» that it would lead to the tripling revenue by 2020.

THE INVESTMENT program of the enterprise acts since 2011 and will last till 2020. It is financed from both the funds of Federal target programs of the Russian Federation and the own and borrowed sovereign funds. Nine investments projects are implemented at the moment. The press office of the holding tells that at first instance the funds would be invested in the development of new state-of-the-art closed-circuit production. It is exemplified in the company that it was also planned to develop such technologies as automatically controlled high-speed outlay, infusion non-autoclave formation including but not limited to Quick Step. In accordance with plans of the holding the

technical re-equipping and assimilation of new samples shall lead to the tripling revenue from sales, works and services as compared to 2012. In addition the revenue structure will be changed. The civil designation part of the output will be increased to 65%. In the eyes of the company management it will help to annul the dependence of the enterprise from the Defense Procurement. Development of the enterprise also means the territorial expansion, expansion in the number of work places and increase in wages of the staff.

OBNINSK RESEARCH AND DEVELOPMENT ENTERPRISE (ONPP) «TECHNOLOGY» INVESTS 11 BILLION RUBLES IN THE DEVELOPMENT

OBNINSK ENTERPRISE «Technology» included into the holding plans to put into service one automatically controlled outlay machine in 2014 and 2015. It is the one and only example of the rational application of automatic means among the Russian manufacturers of composite constructions when mastering the innovative production. Sergey Sokol, the General Director of «RT-Chimcomposite» Holding, specified that the new equipment would give the opportunity to cut down twofold the process preparation cycle and threefold the outlay production

cycle. Undoubtedly that would lead to the reduction of the prime cost. Automatically controlled outlay would raise technological parameters and properties of the end product. Holding intends to use the equipment and technologies for making parts for the tail assembly of the passenger aircraft MS-21, engine nacelles of aircraft engines SaM-146, PD-14, PS-90 of polymeric composite materials.

A FUNDAMENTALLY new composite was created. It is suitable for the

large-volume production. It has a great potential both for the production

of gas automobile tanks and for the plastics quality improvement used for

storing of different liquids.

INTERNATIONAL (the USA, Hungary, Slovenia, and India) research group under the supervision of James Tour (James Tour) from the Rice University tried to correct things by reinforcing the typical thermoplastic polyurethane with nano-ribbons made of graphene.

ЕTo test properties of the reservoir made of thermoplastic polyurethane reinforced with graphene nano-ribbons on the one side the air was evacuated to the technical vacuum and on the other side the nitrogen was injected under pressure. The test sample of the unreinforced plastic lost the whole nitrogen after 100 sec. As far as the reinforced material is concerned it did not significantly lose pressure even after one thousand seconds. Nitrogen content reduction (because of the leakage through the thermoplastic polyurethane) was registered only after 18 hours. This result is comparable with the efficiency of the best metal balloons.It is also important that the part of nano-ribbons in the resulting composite is only 0,5%. It means that the consumption of the reinforcing component is comparatively inconsiderable.But the game is worth the candle because of millions of automobiles and buses working on methane which as the result of implementation of this material will significantly lose both weight

and cost (to some degree). Let’s recall such a simple thing as mass beverage production bottled in plastic reservoirs: mineral water, beer and any type of soda. And all of them lose the most part of their «bubbles» after several months of storage «in plastic». However, in this situation the mechanism of the quality loss is rather opposite. The bottle passes the oxygen inside and let the carbon dioxide (from soda) out equally well.

As far as the new reinforcing provides the gas impermeability at the level of metals, the gas diffusion in bottles on its basis will be undistinguishable from as it happens in glass containers. That’s why the quality of drinks stored in plastic just ... will bounce back.

THE TECHNOLOGY is inspired by the capability of complementing pair of nucleotides in DNA to capture each other. Scientists treat nano-particles with special chemical solution the so-called construction platform. Then strands of artificial DNA molecules synthesized in the laboratory connect with this platform and create «the tissue» of the new material. DNA molecules stick nano-particles together in the one composite. By changing the length of adhesive DNA strands the distance between separate particles can be varied within the range from 10 to

100 nm. It gives the opportunity to make serious corrections in final characteristics of the future substance and to design materials from particles with almost any optical, magnetic and chemical properties. Within the framework of the research scientists carried out experiments with materials which can change their structure under the influence of the outer magnetic field for example.

COMPOSITE PIECES FOR NEXT GENERATION WAGONS

«NANOTECHNOLOGY Center of Composites» (NCC) presented a

prototype model of the charging cover made ofpolymeric composites at

IV International railway show room of machines and technologies «EKSPO

1520» held in Moscow from the 11th till the 14th of September.

THE SAMPLE is an integral part of the exposition of the «United Wagon Company» (OVK). The cover is specially designed for hopper wagons of 19-9835, 19-9835-01, 19-9835-02, 19-9835-03, 19-9870 and 19-9870-01

models manufactured by «Tikhvinsky wagon works» (TVSZ). The piece will be produced for Russia in the new technology. Batch production of charging covers is planned on the end of 2014.

Alexey Rannev, the Director of «NЕ-ЕCC» projects, told that a prerequisite to the development had been the willing of our partners from the «United Wagon Company» to improve the construction of the charging cover, exclude the substitution during exploitation due to the corrosion and reduce working hours when handling. Dmitry Bovykin, the Deputy General Director, Executive Director of OVK, mentioned that OVK was aimed at the continuous improvement of the wagons construction. Application of composite materials was one of perspective directions which would help them

to achieve this objective. The charging cover was the first step which they had made together with «NCC». They hope for the continuous cooperation. Combination of composite materials advantages, the manufacturing technology of parts from them and also construction peculiarities of the piece gave the opportunity to make the cover twofold lighter, provide the corrosive containment and the compatibility with all types of the cargo.

THE FRENCH manufacturer of automobile components «Inergy» will build

the fuel supply system plant in the industrial park «Maryino» in Saint-

Petersburg. Dmitry Kostek, the General Director of the «DSK Plastic Omnium

Inergy» (a joint-venture company of the French Inergy Automotive and the

Russian «Detalstroyconstruction»), reported today during the international

innovation forum in Saint-Petersburg.

«INERGY» WILL BUILD AN AUTOMOBILE COMPONENTS PLANT IN SAINT-PETERSBURG

DMITRY KOSTEK said that it would be the third plant of the company in Russia and they planned to produce polymeric fuel tanks particularly for Ford and Nissan. According to his version the production line of 5 thousand sq. meters was planned to be opened in 2014. The supposed number of workers would be 150-200 including engineers. The head of the company also mentioned that he was not ready to announce the amount of investments into the project. Other two Russian production plants are located in Togliatti and Vladimir Region. The French Inergy is the subdivision of Plastic Omnium concern which produces plastic

fuel tanks for automobile manufacturers. The company possesses 25 plans in 19 countries excluding Russia.

THE SECOND annual JEC Americas Composites Show and Conference, held at the Boston Convention and Exhibition Center from Oct. 2 to 4, reflected the growing commerce, collaboration and innovation that have come to typify the region’s dynamic composite market. 341 exhibiting companies (65 % from North America and 35% from Europe and Asia), a total of 4,155 professionals (3,643 visitors and 512 delegates) from 53 countries and 36 US States shared the latest innovations that will drive the next-generation of breakthroughs in applications from aerospace, automotive, energy, automation and every sectors that are using Composite Materials.

While highlighting regional innovators –

particularly those from Canada, the Country of Honor, and California, the featured U.S. State – JEC Americas’ 2013 edition showcased the truly global nature of the composites industry. Scientists, designers and engineers from around the world and across the entire value chain came to Boston to report on the latest technical advances, applications and trends influencing the North American composites market. Thus, the event further advanced JEC’s core mission to promote the sort of high-quality networking and shared knowledge that will help sustain innovation and healthy commerce for the global composites industry. BY 2013: PLASTICS MOVE THE WORLDBonuses and exhibition activities

AN EXHIBITION «By 2013» was held in Dusseldorf from the 16th till 23rd of

October under the slogan «Plastics move the world». As usual it was the

festival of innovations, parade of the machinery and technologies which can

the human life more comfortable and impressive. Undoubtedly nowadays

the plastic is a substance which embodies the progress. State-of-the-art

mobile phones, TV-panels and pads can’t exist without polymers. During the

last 50 years the polymeric domain made a great upward leap.

IN ACCORDANCE with data of PlasticsEurope the polymeric industry has grown on 8,7% annually all this time. As the result in 2012 the turnover of the plastics production in Europe reached 86,7 billion Euro and the turnover of the plastics processing and sales reached even 201,8 billion Euro. However the pre-crisis level hasn’t been reached yet. The world polymeric industry produced in 2012 about 288 million tons which is on 2,8% more than in 2011. The growth in Europe was 3% respectively. As far as the exhibition is the reflection of the polymeric industry it wouldn’t go amiss to look at the map of the largest polymer manufacturers. So in accordance with data of the same PlasticsEurope the largest plastics manufacturer is China. It produces almost 24% of the world amounts. Europe comes second with 20,4%. Further goes the Northern America with 19,9%, Asian market (excluding China) with 15,8%, the Latin America with 4,9%, Middle East and Africa with 7,2%.

It means that growth zones move to Asia, India, Indonesia and partly in the Latin America. The geography of the exhibition guests and the statistics of the world production prove where the world capital and production capacities are located. What about Russia? Where is it on the investment map of the world? When associating with foreign experts, there was a thought that

actually the period of the great interest to the Russian market has already passed. The age of fast bucks is over. The situation is stable. Demands are satisfied, and the business works on the same conditions under profits as in the developed countries. But there is a slight hitch. Political risks, ambiguity of economic forecasts somehow stop the new members. If we have a look at performance indicators of companies which settled in Russia long time ago, we will see that they are quiet successful and don’t want to rest on their laurels. For example Engel, the manufacturer of the automatic molding machines, increased supplies in Russia, Belarus and Ukraine on 30% for the 2012/2013 financial year. Olaf Kassek, the Head of the representation office of the company in Russia, thinks that perspectives of this market are promising. Considered all, it can be said that a lot of different solutions were presented at the exhibition «By 2013». The detailed consideration of topics connected with the equipment and raw materials will last for long. Some solutions manufacturers will take to the exhibition «Interplastics 2014».

THE II MOSCOW international forum of the innovative development “Opened innovations 2013” was held from the 31st of October till the 2nd of November 2013 in the International exhibition center «Crocus Expo». An exhibition called «Open Innovations Expo» was organized within the framework of the forum. «Open Innovations Expo» is a large-scale international platform created for the demonstration of leading Russian and foreign developments and technologies, sharing experience of the successful implementation of innovative projects, efficient cooperation of participants with the country, science and business.

THE UNIFIED infrastructure network of nanotechnology centers of OJSC «ROSNANO» was presented at the exhibition Open Innovations Expo 2013 in the showroom 12. 11 nanotechnology centers from all over Russia with the total number of 201 technology start-up in different domains, were presented at the joint showcase with the self-explanatory name «StartUp-Maker».

Activity in the start-up zoneStart-ups of four nanotechnology centers were located here: project «Diamon dosimeters» (the winner of the innovation projects competition Varian Startup Challenge 2013 from the resident of the Scientific Center «Technospark» (Troitsk); project «Sapphire light-emitting diodes (LEDs)» (LED-lamps and down-lights with sparing thermal conditions, increased luminous efficiency and longevity from the Scientific Center «Dubna»; the product of the project company of Mordovia nano-center (liquid heat-insulating corrosion-resistant coatings with nano- and ultradimensional ineral fillers) and the decorative concrete fence of the Ulyanovsk nano-center made of self-consolidating fiber-concrete of 1200 code.

At the showcase of OJSC «ROSNANO» In the zone of the Fund of infrastructure and educational programs of OJSC «ROSNANO» visitor could see the sample of the interior decorative finish with composite materials of NanotechnologyCenter of Composites. In the zone of exposition of CJSC «HK «Composite» the same nanotechnologycenter presented a broad set of its own velopments: portable parabolic satellite-communications antenna of 3,7 m diameter, composite charging cover of the hopper wagon, fiberglass fittings, building gauges and carbon-plastic laminate for outer reinforcing systems. Isolator pultrusion plungers made of fiberglass were presented for companies of the power-generating sector.

SPECIALIZED exhibition «Advanced materials. The Russian market

of composite materials products» was held in the Ulyanovsk nano-

technological center on the 22nd of October

THE MINISTRY of Strategic Development and Innovations of Ulyanovsk Region, «Ulyanovsk center of Technology Transfer » and Innovation Trade LLC organized the exhibition. JEC Composites, representatives of the largest network organization in the sphere of composites in the world and Europe, were experts. Foreign guests talk to exhibition participants about the nano-center, the Russian market of composites, perspective projects of this sphere, VIAM, the leading plant of Ulyanovsk Region in the innovative technology development. They also looked at provided samples. Andrey Redkin, the General Director of Ulyanovsk center of Technology Transfer LLC commented that the composite material production in Russia was extremely low (only 0.003% from the amount all over the world). That’s why the Ulyanovsk nano-center is highly interested in cooperating with JEC Composites to gain the best world’s experience in this sphere. One of projects which were presented by Ulyanovsk Region was the project connected with the production organization of high-power ultraviolet photodiode feed elements. Dmitry Podymalo, the Director of Center

of innovations and cooperation LLC, noted that the project was unique because there was no anything of a kind. Foreign colleagues designed analogues on mercury vapor lamps but their efficiency is almost tenfold lower. The project aroused a great interest of JEC Composites representatives. They offered to prepare all necessary materials in English as soon as possible for the experts to consider the project and to estimate its uniqueness degree (in which we have no doubts at all). In case of the positive response we will take part in the famous annual international exhibition of composites which will be held in Paris next spring. More than 1500 exponents from all over the world will be presented there. This exhibition is number one in the domain. It is a great success to take part in it.
