Delta, WestJet to launch codeshare service

Delta Air Lines and WestJet an-nounced a codesharing agreement Jan. 17 on flights within the United States and Canada, further expanding the partner-ship between the two carriers.

Last year, the two airlines began an interline agreement that allowed custom-ers to purchase connecting flights on one ticket, receive boarding passes for all seg-ments at their first check-in, and tag bags through to their final destination.

Under the first phase of the new code-share agreement, Delta will place its code on WestJet flights to more than 15 cities, while the WestJet code will be added to Delta flights on five markets, expanding the networks of both airlines for custom-ers flying between the two countries.

“Our codeshare partnership with WestJet means an array of expanded travel options in the U.S. and Canada for our customers, with easy access to the airline’s extensive Canadian network and trans-border service between Canada and the United States,” said Charlie Pappas, Delta’s vice president – Alliances.

The codeshare flights may be pur-chased now for service beginning Jan. 23.

n outstanding Warrant: 01/16/12 at 6:07 p.m. An officer noticed a suspicious vehicle parked in the 2400 block of the North Airfield Drive. After making contact with the driver, a routine TCIC/NCIC check revealed a single misdemeanor warrant out of the City of Grapevine (PD) for Speeding, $343. Communications contacted Grapevine PD and received confirmation. Driver was placed under arrest for the NON-DFW warrant and given the option of a front counter escort. The driver was escorted to DPS Station 1, filled out the proper paper work, paid his bond and was released.n D.W.i.: 1/19/12 at 11:40 p.m. An officer observed a vehicle fail to maintain a single lane of travel, speed, litter, fail to signal lane changes and make an unsafe lane change. The officer stopped the driver of the vehicle at Terminal D Arrivals level near gate 40. The driver was determined to be intoxicated and placed under arrest.n public intoxication: 1/21/12 at 2:43 p.m. Officers were dispatched to Terminal D Gate 14 in regards to a disturbance onboard an

inbound flight. Officers contacted the parties involved and conducted an investigation. One of the individuals was arrested for Public Intoxication and transported to Station One jail for book in.

n outstanding Warrant: 1/15/12 at 6:13 p.m. DFW Airport Police officers responded to the Immigration and Customs Enforcement (ICE) secondary screening area at Terminal D.

ICE was detaining an individual on a warrant issued in Tarrant County for probation violation. The individual was positively identified as the subject of the warrant and warrant was confirmed as valid. The warrant indicated “Hold - No Bond, do not release per judge.” The individual was taken into custody and transported to DFW DPS Station 1 to be held pending transfer to Tarrant County authorities.

The Texas Alcoholic Beverage Commission (TABC) has issued a license to sell liquor at the Rick’s Cabaret just outside the busy Dallas/Fort Worth Airport. The club (at 15000 Airport Freeway, Fort Worth) had been operating as a BYOB establishment for nearly a year pending resolution of a complaint by corporate neigh-bors, politicians and airport officials.

“We are delighted that we will now be able to offer our customers the full array of Rick’s Cabaret enter-tainment, beverage service and hospitality,” said Eric Langan, President and CEO of Rick’s Cabaret Inter-national, Inc. “We were always confident we met every

legal qualification to provide liquor service to our cus-tomers and believed that the attempts to block us were politically motivated.”

Mr. Langan said the company had hoped to operate as a full-service club a year ago, but the conflict over the liquor license delayed that plan. The official opening as a full-service cabaret is now scheduled for Feb. 9, with grand opening parties planned for March.

The DFW airport location is one of nine adult clubs currently operated by Rick’s Cabaret in the Dallas/Fort Worth Metroplex.

“We come to listen to speakers and hopefully take information home which will help make our papers better for the readers.

“I think some of the best times I have had at these conferences are sitting around the table with fellow publishers and newspaper people and exchange ideas. I think if you take one good idea home, it pays for your trip. It’s well worth it.”

Larry Jackson, editor of The Fay-ette County Record, has attended several TPA conventions at DFW International Airport.

“We always find that DFW is a great place to be able to get our speakers and our exhibitors in. The transportation and the connectivity make it ideal,” Jackson said.

“We hold our Mid Winter con-vention, which is our tradeshow, in various places around Texas. But two thirds to three quarters of the time, we come here to Dallas. You never know quite what to expect with winter weather, but you can pretty well be sure that you can get into DFW. The hotel is very func-tional for our conference, and their food service is great.

“The TPA holds two conferences a year. The Mid Winter conference is primarily a business conference. People come here to learn about the topics presented. There is also a great deal of collegiality and folks you want to see. You learn more in the hallways than you do in the meeting rooms.

“The summer conference is more family oriented. In the summer, we will have speakers that are more entertaining, rather than directly related to the nuts and bolts of cir-culation and advertising.”

The Executive Director for the Freedom of Information Founda-

tion of Texas, Keith Elkins, spoke with journalists and publishers about how to acquire information and the rights they have as newspa-per representatives.

“The Freedom of Information Foundation of Texas is one of the oldest open government organiza-tions of its kind in the country,” Elkins said. “The foundation was started in 1978 because journal-ists were not being allowed inside public meetings to report on events that were of the public interest. The journalists sued, and ultimately they won.

“Journalists also lobbied the legislature to get public informa-tion and open meetings acts passed. Then they realized it doesn’t do any good to have the act if people don’t understand what it means, how to follow it and what to do if it is not being followed. So they founded this organization.

“We educate and advocate for open government. We try to teach elected officials or their staff what their responsibilities are in provid-ing information, making sure meet-ings are open and advertised for the public’s benefit.

“We also try to help the public in realizing when you are kicked out of a meeting or when you don’t get access to records, what your rights are.”

One of the main issues facing newspapers is legislation that no longer requires government entities to publish public notices in news-papers.

“A big issue with removing pub-lic notices from newspapers is that not everyone has access to the In-ternet. Just because someone has Internet access doesn’t mean they understand how to use it, or it may not be browser compatible,” Elkins said.

“If you are going to have true transparency and make information

available to all Texans, then you have to ensure that everyone has ac-cess and can get onto the Internet.

“A benefit of a newspaper is a person doesn’t have to be a sub-scriber to see it, pick up a copy, look at the public notices and learn something he otherwise would not have known.

“More and more government is taking place in emails. It is get-ting harder and harder for the public to gain access to some of these emails. A lot of politicians say things in their emails that they don’t want to say on the front page of the paper. Our position is they shouldn’t be saying it to begin with, and secondly, that is also a part of the administration.

“Taxpayers do have a right to know not only what a politician of-ficially did that he wants us to know about, but how it was done and in what environment, so we can decide if we want to re-elect this person or not. “

Buy tickets six week before trip for best priceARC announced Jan. 17 that based on research into the purchase price

of airline tickets in 2011, airline passengers acquired the least expensive airfares six weeks in advance of their flights. At that point during any given 120-day advance purchase period throughout 2011, flyers paid 5.8 percent below the year’s average fare of $358.30. ARC determined this by exam-ining close to $80 billion worth of ticket sales, spread across almost 144 million transactions, for flights with a U.S. origin and destination.

“Many people have long thought that the further out from your flight that you buy an airline ticket, the less expensive it will be. Our data indi-cates that this isn’t necessarily true,” said Chuck Thackston, managing di-rector of data and analytics at ARC. “Although low fares are available over the 120-day cycles in 2011 that we analyzed, the vast majority of tickets costing below the average fare were purchased about six weeks before the flight date.

FlyersRights.org on Jan. 18 en-dorsed the Department of Trans-portation’s pending implementa-tion of further airline passenger protections, a product of many months of advocacy and collabora-tion by FlyersRights.org with the Department.

The new rules, scheduled to go into effect on Jan. 24 and 26, will enhance the air travel experience by making ticket prices more accurate and the pricing process more trans-parent. The new rules will prohibit post purchase price increases, allow-

ing consumers to hold reservations for 24 hours without payment or penalty for cancellation, and requir-ing passenger notification of flight status changes within 30 minutes.

“For years, airline passengers have been confused by smoke and mirrors pricing practices of the air-lines which have masked the true cost of fares,” said Kate Hanni, founder and Executive Director of FlyersRights.org. “While DOT has delayed implementation of this one provision until Jan. 26, we will soon be able to look at an advertised fare

and know that it includes all taxes and fees. For the first time, apples to apples comparisons will be easier. Also, we can now purchase tickets without concern that carriers, tour operators, or other sellers might in-crease the price after our purchase.

“The ability to hold reserva-tions for 24 hours without payment and cancel without penalty will be a boon for business travelers. This new provision will provide flexibil-ity that’s long been needed-given the difficult economic times we are facing, more clarity and fairness on

pricing should bolster consumer confidence in airline tickets.

“One of the most common complaints we hear through our free, 24/7 hotline regarding flight delays boils down to ‘we can’t find out what’s going on.’ The new rule mandating updates every 30 min-utes will have a very positive im-pact, reducing a major stress factor in air travel. The rule’s insistence

that airlines notify passengers who subscribe to their flight notification services by all available means will give us meaningful, timely informa-tion,” she said.

FlyersRights.org is the largest non-profit consumer organization in the United States represent-ing airline passengers with 50,000 members.

Government initiatives ‘definitely’ will help

American Airlines applauded the Obama Administration on Jan. 19 for initiatives to increase travel and tourism to the United States and within our nation’s borders.

“The initiatives set forth and outlined by the Obama Admin-istration will definitely benefit all who work in the nation’s travel and tourism industry, which can only add jobs and strengthen the economy,” said Tom Horton, American’s Chairman and CEO. “President Obama is to be com-mended for his leadership in this effort.

“We have long advocated for enhancements to the distribution of non-immigrant visas in such important emerging markets as Brazil and China and have told the Administration that improv-ing the process will not only al-low more tourists to visit but cre-ate travel and tourism jobs in the United States. Increasing non-immigrant visa capacity in China and Brazil by 40 percent and en-suring that 80 percent of those ap-plicants interviewed receive their visas within three weeks is a laud-able goal.

“Additionally, the new pilot program that was announced to simplify and expedite the non-immigrant visa process for certain

applicants and the opportunity for low-risk applicants to have visa interviews waived is exciting news.

“We also applaud the Ad-ministration for its initiative to expand the Visa Waiver Program to include more participants and assist more travelers through an expansion of trusted traveler pro-grams such as the Global Entry program, which truly enhances the customer experience when passengers are able to expedite customs and immigration pro-cessing.

“Creating a task force to rec-ommend ways to promote do-mestic and international travel opportunities for U.S. citizens and promoting visits to our nation’s parks, wildlife refuges, cultural and historic sites also will have a positive effect on the transporta-tion industry,” he said.

Organization commends efforts to improve visa application process

“Streamlining and enhancing the visa application process for in-ternational visitors to the United States without compromising our national security, is of vital impor-tance to the U.S. airlines in con-tinuing their contribution to the U.S. global economy,” said A4A President and CEO Nicholas E. Calio. “An improved visa process is a key component of a much-needed national airline policy, and we com-mend President Obama for his an-nounced visa process improvements and expansion of the Global Entry program for expedited travel, which will help to expand U.S. access to rapidly growing global markets.”

Pacific Fleet changes commandBy Tech. Sgt. Michael Holzworth

Adm. Cecil D. Haney took com-mand of the U.S. Navy Pacific Fleet from Adm. Patrick Walsh during a ceremony, Jan. 20, at Joint Base Pearl Harbor-Hickam.

Chief of Naval Operations Adm. Jonathan Greenert presided over the ceremony. He welcomed Haney and praised Walsh for his leader-ship during his time as the Pacific Fleet commander.

“[Walsh] knows what it means to take care of a command,” Green-ert said. “He has harnessed the Pa-cific fleets, teamwork, talent and resources, while refusing to take the credit for the command’s success.”

Adm. Robert F. Willard, com-mander, U.S. Pacific Command, also praised Walsh for his work leading all U.S. military support ef-forts during Operation Tomodachi.

“As the magnitude of this epic disaster reached an unprecedented scale of any of our experience, my senior staff implored me to assign our senior-most joint warfight-ing commander to lead the U.S. response. That morning, Adm. Pat Walsh assembled elements of his joint task force staff and prepared to depart for Japan,” Willard said. “Every day I observed Pat’s orga-nization, initiative, imagination and drive to provide Gen. Oriki ( Japan Joint Staff ) and his forces every ser-vice they required, including nuclear engineering expertise on an unprec-edented scale. Such leadership will never be forgotten in Japan, nor in the Pacific Fleet. That is the legacy of Adm. Pat “Sponge” Walsh.”

Walsh, who is retiring after 34 years of active duty service, leaves with the confidence that the Pacific Fleet is in good hands.

“If ever there was a person who’s ready for the challenge to assume command of the Pacific Fleet, it’s Cecil Haney,” Walsh said. “He’s had a sterling career filled with many challenging assignments. He knows the Pacific.”

Haney, the former deputy of the U.S. Strategic Command, became the

33rd Pacific Fleet commander since the fleet was established in 1941.

“I am grateful and honored to be standing here before you and remain in awe of the opportunities our United States Navy and this na-tion has provided me,” Haney said. “Given the rich history and impor-tance of this area of responsibility, I will do my utmost to serve you and especially the sailors, civilians and

families that make up the U.S. Pa-cific Fleet.”

Local artist Larry Rand, who served in the Army, has three pieces in the exhibit.

“I do oil on canvas, video paint-ing, and in this show I also have digital print that I created on a computer,” Rand said. “I began working with art when I was dis-abled. I couldn’t work at my regular job, so I was retrained in art therapy at the veterans’ hospital.

“I am extremely proud that my artwork was chosen to be a part of this exhibit. There are quite a few nice pieces of artwork here. Folks who have actually served their country put their feelings in their artwork.”

A physically challenged artist herself, Beverly Fuqua, vice presi-dent of the Irving Art Association, appreciates the work by veterans featured in the exhibit.

“We are extremely excited that we have been given the opportu-nity to bring this exhibit to Irving,” Fuqua said. “We really want to urge people to come and support the men and women who fought for our country.

“These artists bring us insights through their work of a life we civilians never see or fully under-stand. They open our eyes to what our men and women have gone through as well as their retrospect on everything.

“After the exhibit comes down on Jan. 26, it will move to the Cen-

tral Library where it will be next to Irving Veterans Memorial Park. Until March 26, people will be able to visit the exhibit and the memo-

rial park at one time.”The Jaycee Park Center for the

Arts is located at 1975 Puritan Dr. in Irving.

Aviation Partners, Inc. (API) announced that as of 2:56 pm PST on Jan. 15 its unique Blended Wing-let Technology has saved the world’s commercial and business aircraft operators an estimated three billion gallons of jet fuel. This represents a global reduction in CO2 emissions of more than 32.2 million tons. Avia-tion Partners’ Winglets are now flying on more than 5,000 individual airplanes, and more than 20 airplane types worldwide.

API’s Blended Winglets are an addition to the air-plane wing tip that efficiently adds effective wingspan. The Winglets reduce the drag caused by wingtip vorti-ces, the twin tornados formed by the difference between the pressure on the upper surface of an airplane’s wing and that on the lower surface. By reducing drag, Blend-ed Winglets, increase fuel efficiency and boost range.

The Blended Winglets, which feature a large radius and smooth chord variation in the wing-to-winglet tran-sition area, have demonstrated more than 60 percent greater effectiveness over conventional winglets with an angular transition.

API’s technology can be installed during produc-tion or retrofitted to existing aircraft. API expects the amount of fuel saved to grow exponentially to more than seven billion gallons in the next 4-5 years.

Madden saw the monument at its official dedication in October.

“It was an amazing moment in history,” she said. “I felt like it called for a social revival, to come back and do something in my commu-nity as a living legacy for Dr. King.”

Coppell resident Roxann Mar-shall had been invited by a friend in Irving, and was excited to accept.

“We’ll be hearing about Dr. King’s history, and of course I know about Martin,” Marshall said. “He left such a strong message – that we’re all equal. We shouldn’t see color, you know, because it’s the content of the heart. It goes back to the Bible – treating people as you want to be treated.

“Then I heard that there will be a dance group, and I expect it’ll be great, based on other performances I’ve seen here.”

The dance troupe was also the draw for Lavata Nixon, with two young daughters in tow: Serenity, 5 years old, and Destiny, aged 4. They live in Addison and, like Marshall, had Irving-based friends meeting them at the Arts Center.

“The girls have the Barbies and everything and they dress them in tutus,” Nixon said. “This is some-thing that they’re really interested in but they’ve never actually seen a ballet. It’s going to be a surprise for them.”

Destiny crowed with excitement when she saw a picture of Dr. King on the screen.

“We talked about him this morning, remember?” her mother said. “We talked about segregation and how he fought for equality.”

Jeff Porter of Irving brought his grandsons, Austin, 8 and Andrew, 12 to the event. They’d had a con-versation on the ride over about the impact of Dr. King.

“We talked about what he did to help us. And that we can do things to help people down the line,” Por-ter said.

Delta Air Lines has been named “Top Tech-Friend-ly U.S. Airline” by PCWorld magazine for its airport recharging stations, in-flight Wi-Fi on more domes-tic flights than any other carrier and smartphone apps with features including baggage tracking and airport check-in. The publication also highlighted Delta’s 24-hour customer service via Twitter from @DeltaAssist, as well as the ability to book tickets directly from Face-book.

“We’re providing customers with technology tools to keep them connected during their travel experience on the ground and in the air,” said Bob Kupbens, Del-ta’s vice president – eCommerce. “When you literally have the tools in the palm of your hand to track your bag at 30,000 feet or check the status of your connect-

Delta’s tech-friendly offerings are part of the air-line’s previously announced plan to invest more than $2 billion in enhanced global products, services and airport facilities through 2013.

Installation of branded recharging stations in Delta’s top 19 airports, including all of its domestic hubs, was complete in 2010. Wi-Fi is available on all of Delta’s domestic mainline aircraft, and installation on all of its two-class regional jets will be complete by the end of March 2012. When completed, customers will have ac-cess to in-flight Wi-Fi on more than 800 aircraft flying 3,000 daily domestic flights every day.

World Airways, Silk Way Airlines complete cargoagreement

World Airways, a subsidiary of Global Aviation Holdings, and Silk Way Airlines have completed a teaming agreement to provide outsized air freight service to the U.S. military. The agreement pro-vides freight services beginning in January utilizing Silk Way’s IL-76 aircraft. Global Aviation provides lift for U.S. military passengers and cargo on its two charter airlines, World Airways and North Ameri-can Airlines, through its teaming arrangement with the Air Mobility Command. World has been sup-porting U.S. military operations since 1955.

“Silk Way’s experience and ex-pertise in handling outsized cargo, especially to non-traditional desti-nations, is a great addition to our military support program,” said Rob Binns, Global’s Chairman and Chief Executive Officer. “We are pleased to be teaming with them for this critical cargo service.”

Exports will be key economic driver in future

U.S. exports will be a key driver to our nation’s recovery from the Great Reces-sion, especially in smaller metro areas, said mayors and urban experts at a policy session forum during the U.S. Confer-ence of Mayors (USCM) annual winter in Washington, DC on Jan. 19.

“Exports are and will be key to the nation’s economic recovery, especially in smaller metro areas where exports are a higher percentage of gross metropolitan product. We need to maximize their po-tential growth and figure out what else we can do to get U.S. products abroad,” said Jacksonville, FL Mayor Alvin Brown, Chair of the Metro Exports and Ports Task Force.

A report, unveiled by USCM Presi-dent and Los Angeles Mayor Antonio Villaraigosa on Jan. 18, looked at export values and their percentage of the gross metropolitan product (GMP) for each of the nation’s 363 metro areas as well as detailed projected economic growth and job creation.

The 2012 U.S. Metro Economics re-port found that export merchandise val-ue increased in 300 metro areas, expand-ed by over 50 percent in 168 metros, and doubled in 70 metros from 2005 to 2008. Over the past two decades, the merchan-dise value of manufactured exports in the U.S. has tripled, reaching $1.28 trillion in 2010, or 8.8 percent of GDP — up from 6.9 percent in 1990.

It also showed that the largest met-ros are top exporters, with the 20 biggest metro economies comprising 50 percent of the total U.S. share.

Out of the top 15 metro export/GMP ratios, only three are among the 100 largest metro areas.

International trade encourages spe-cialization and economies of scale, which is more pronounced in smaller metros, which tend to focus on one or two types of export products. For example, Peoria, Illinois and Davenport, Iowa, the head-quarters of Caterpillar and John Deere, respectively, rely on machinery for the bulk of their exports.

“The report confirms what the na-tion’s mayors already know. Manufac-tured exports have been one of the few fiscal bright spots as we recover from the economic downturn,” said Mayor Rybak.
