As Canada’s Minister of Fisheries and Oceans, it gives me great pleasure to present the SustainableDevelopment Strategy for 2005–2006 for Fisheries and Oceans Canada (DFO). The Departmenthas long been a leader in integrating sustainable development into its programs and policies. Theprinciples of sustainable development are at the heart of everything from managing and protectingour fisheries resources and habitats, to working with Canadians to manage our oceans in anintegrated and balanced fashion, to keeping our waterways safe and secure.
As Canada’s fisheries and oceans sector expands and becomes busier than ever, Canadians —especially those in coastal communities — will continue to look toward DFO to lead the way instriking the right balance between economic development and preserving clean, safe and productivewaters for future generations.
This Strategy is the comprehensive action plan for DFO to continue transforming a commitment tosustainable development into reality. It also responds to a number of recommendations made by theCommissioner for the Environment and Sustainable Development on how to strengthen policies andprograms, and supports the government-wide Oceans Action Plan. Highlights of the Strategyinclude:
• advancing integrated oceans management; • establishing a federal Marine Protected Areas strategy;• implementing a strategy to address foreign overfishing; • modernizing the governance of fisheries in Canada with an emphasis on conservation
frameworks, leading to sustainable use of the resource through such activities as completing thePacific Wild Salmon Policy;
• supporting greater Aboriginal involvement in managing fisheries; • strengthening aquaculture governance regimes and regulatory processes through a
federal/provincial/territorial framework agreement on aquaculture; • modernizing marine navigation to support marine safety; • creating an Environmental Process Modernization Plan to strengthen the administration of DFO’s
fish-habitat management program; and• developing a Strategic Environmental Assessment system for policies and programs.
The Strategy also confirms DFO’s co-operative approach to sustainable development. We want towork with our partners in other levels of government, with Aboriginal groups, and with industry toensure the broadest possible representation of Canadians in integrating sustainable developmentthroughout Canada’s fisheries and oceans sector.
To learn more about DFO’s commitment to sustainable development, I encourage you to read theStrategy and discover the many initiatives underway to protect and conserve Canada’s aquaticresources, while supporting the development and use of these resources for the benefit of allCanadians in the years to come.

VDFO’s Sustainable Development Strategy 2005-2006
S ustainable development is the lens through which Fisheries and Oceans Canada (DFO)undertakes its business. The Department works in partnership to derive economic andsocial benefits from Canada’s oceans and freshwater resources while conserving the
ecological integrity of those resources.
DFO’s Sustainable Development Strategy (SDS) is a companion document to the Department’sStrategic Plan - Our Waters, Our Future. As a sustainable development department, DFO works toprotect and conserve Canada’s aquatic resources, while supporting the development and use ofthese resources.
The principles of sustainable development maintain that social, economic and environmental issuesare interconnected and must be equally integrated into the decision-making process. Decisionsbased on sustainable development help Canadians achieve a healthy environment, a prosperouseconomy, and a vibrant society for current and future generations.
In the preparation of the SDS, DFO developed an approach that clearly links SDS commitments tothe Department’s Strategic Plan and its outcomes. The Strategy contains an Action Plan whichhighlights key activities DFO will undertake in support of sustainable development. This Strategyidentifies three key sustainable development goals for the Department, around which the Action Planis built.
• Sustainable Programs – Outputs and targeted activities pertain to balancing the protection ofaquatic resources with support for the development of economic and social benefits from theseresources;
• Good Governance and Enhanced Partnerships – In delivering its mandate, DFO works inpartnership with various levels of government, industry, Aboriginal groups and non-governmentalorganizations; and
• Sustainable Operations – Commitments denote means of "greening government" to reducedamage to the environment from departmental operations. This includes compliance withregulations (at all levels of government), DFO’s Environmental Policy, other relevant federal policies,best practices, industry accepted standards and codes of practice.
Within the three sustainable development goals, DFO will undertake a number of targeted activitieswith related outputs that result in products for Canadians. Among these are an EnvironmentalProcess Modernization Plan, regulatory improvements, integrated management plans, initiatives toengage Aboriginal groups and actions to enhance collaboration between federal, provincial andterritorial governments. There are also commitments to further sustainable operations, such as thefleet renewal initiative, and efforts to ensure compliance with recognized environmental managementstandards to reduce the environmental footprint of departmental operations.
Over the short and medium term, these activities and outputs will enable DFO to deliver onintermediate outcomes such as informed decision making, improved oceans management andcompliance with international standards. Taken together, the targeted activities, outputs andoutcomes under the three sustainable development goals will ensure the Department continues to

work toward the ultimate outcomes outlined in its mission statement – Safe and AccessibleWaterways (SAW), Healthy and Productive Aquatic Ecosystems (HAPAE) and Sustainable Fisheriesand Aquaculture (SFA). Delivering on the departmental mission is what sets DFO on course toachieve the vision of sustainable development and safe use of Canadian waters.
In its Sustainable Development Strategy, DFO seeks to address concerns previously raised by theCommissioner of the Environment and Sustainable Development in areas such as strategicenvironmental assessments, fisheries management, foreign overfishing, regulatory approvalprocesses, and co-ordination between federal and provincial/territorial levels.
Becoming a truly sustainable development department will be an ongoing process, requiring theconstant collaboration and commitment of all parties involved. Fisheries and Oceans Canada willstrive to be a leader in this area, while advancing sustainable development goals.

C anada's fisheries, oceans and internalwaterways have long played animportant role in Canada's development
and growth as a nation. They are centralelements of the historical, economic and culturalfabric of Canada's coastal communities,providing a strong and reliable resource basearound which Canada's national economy andsense of nationhood grew. Today, they continueto provide employment and opportunity forthousands of Canadians in communities, largeand small, throughout the country.
In February 2004, Fisheries and OceansCanada (DFO) tabled a progress report on its2001-2003 Sustainable Development Strategy(SDS) commitments. Since the Departmentwas in the middle of its DepartmentalAssessment and Alignment Project (DAAP) – amajor exercise to assess financial resources andpolicy and program priorities – it elected to tablea new SDS in Parliament by March2005, and submit a progress report inthe interim. This allowed the 2005-2006 DFO Sustainable DevelopmentStrategy to be fully informed by theresults of the DAAP.
The DAAP was completed in April2004. The final DAAP report articulatedthree new strategic outcomes for theDepartment.
• Safe and Accessible Waterways(SAW) is about providing access toCanadian waterways, and ensuringthe overall safety and integrity ofCanada's marine infrastructure for thebenefit of all Canadians.
• Healthy and Productive AquaticEcosystems (HAPAE) denotes thesustainable development andintegrated management of resourcesin or around Canada’s aquaticenvironment through oceans and fish
habitatmanagement,and thecriticalscienceactivities thatsupport thesetwo programs.
• SustainableFisheries andAquaculture (SFA)refers to an integratedfisheries and aquaculture program that iscredible, science based, affordable andeffective, and contributes to sustainablewealth for Canadians.
The focus of DFO on sustainable developmenthas been strengthened through theDepartment’s renewed Strategic Plan, OurWaters, Our Future, released in February 2005.
Introduction
What is a Sustainable Development Strategy?Sustainable development strategies are intended to ensuredepartments and agencies systematically takeenvironmental, economic and social considerations intoaccount systematically in their decision making. This canlead to changes in policies, programs, and operations thatfurther sustainable development. Sustainable developmentstrategies also provide the benchmarks against whichdepartments measure their progress.
Since 1997, ministers have been required by the AuditorGeneral to table an SDS in Parliament every three years.The third generation of strategies was presented inFebruary 2004, with the next cycle beginning in 2006.
The SDS articulates DFO’s vision of sustainabledevelopment along with the goals and objectives thatoutline how the Department will achieve this vision. As astrategic document, DFO’s SDS provides direction andguidance to staff and external stakeholders on issues ofsustainable development.
Our Waters, Our Future builds on the DAAPfindings, and carries out the change agendaresulting from that exercise. It articulates arenewed departmental vision emanating fromthe DAAP and confirms a revised missionbased on the three new strategic outcomes. At the same time, using these three outcomes,the Department developed a new Program andActivity Architecture (PAA), to identify howresources will be spent and priorities reportedagainst. The new Strategic Plan also providesbroad direction on how DFO will move forwardin the next five years.
The SDS is a companion document to OurWaters, Our Future. It reflects the StrategicPlan, and provides additional detail on specificsustainable development initiatives to be metand implemented. The Strategy also providesan update of information on commitments sinceFebruary 2004 and outlines initiatives for theremainder of the current SDS cycle toDecember 2006.
MandateOn behalf of the Government of Canada, DFOis responsible for developing and implementingpolicies and programs in support of Canada’sscientific, ecological, social and economicinterests in oceans and fresh waters.
DFO is a national and international leader inmarine safety and in the management ofoceans and freshwater resources.Departmental activities and presence onCanadian waters help to ensure the safemovement of people and goods. As asustainable development department, DFO willintegrate environment, economic and socialperspectives to ensure Canada’s oceans andfreshwater resources benefit this generation andthose to come.
The Department’s guiding legislation includesthe Oceans Act, which charges the Ministerwith leading oceans management and providingcoast guard and hydrographic services onbehalf of the Government of Canada, and theFisheries Act, which confers responsibility to theMinister for the management of fisheries, habitatand aquaculture. The Department is also oneof the three responsible authorities under theSpecies at Risk Act (SARA).
Vision
The Strategic Plan articulates DFO’s vision andidentifies sustainable development as a keycomponent.

Excellence in service toCanadians to ensure the
sustainable development andsafe use of Canadian waters.
As a sustainable development department,DFO works to protect and conserve Canada’saquatic resources, while supporting thedevelopment and use of these resources. Tosupport the delivery of its mandate, DFO has anumber of tools and regulatory instrumentsincluding integrated management and fishmanagement plans, marine protected areas,SARA recovery plans, habitat referrals, and theCanadian Coast Guard’s (CCG) environmentalresponse activities. Through the Coast Guardcivilian fleet, DFO also plays a key role as theprovider of on-water support to numerousgovernment departments.

The Definition of SustainableDevelopment for DFO
Internationally, the most well-known andaccepted definition of sustainable development,and the one DFO recognizes and adheres to,comes from the 1987 Brundtland CommissionReport Our Common Future.
The principles of sustainable developmentmaintain that social, economic andenvironmental issues are interconnected andmust be equally integrated into the decision-making process. Decisions based onsustainable development help Canadiansachieve a healthy environment, a prosperouseconomy, and a vibrant society for current andfuture generations.
Sustainable development is the lens throughwhich Fisheries and Oceans undertakes itsbusiness. The Department works in partnershipto derive economic and social benefits fromCanada’s oceans and freshwater resourceswhile conserving the ecological integrity of thoseresources.
Sustainable development isdevelopment that meets theneeds of the present withoutcompromising the ability of
future generations to meet theirown needs.
C onsultations are an integral part ofDFO’s planning and priority settingprocesses, and the design of the
Sustainable Development Strategy for 2005-2006 is no exception. Meaningful engagementpromotes a better understanding of the issuesand shared ownership of the future directionamong all interested parties.
With this inmind, overthe last fewyears DFOthoroughlyreviewed itspolicies,programsandoperations.Throughboth theDAAP, themore recentrenewal of
the Department’s five-year Strategic Plan, aswell as other program-specific consultations,DFO employees across the country shared theirthoughts on the Department’s activities and keysustainable development concerns related tothem. This document is built on thesedialogues.
As the DAAP drew to a close in the Spring of2004, public opinion research was conductedto help DFO develop a renewed strategic plan.Among the participants were Canadians in
general, Aboriginal people, and stakeholders,including commercial fishers, environmentalists,members of the tourism industry and oceanindustrialists.
The research included sustainable developmentas one of its primary areas of discussion,seeking reaction to the idea of using sustainabledevelopment as the underpinning theme for theDepartment’s activities. The importance andcomplexity of sustainable development as aprinciple was appreciated by participants, whoconsistently recognized the challenge ofbalancing environmental protection andregulation with the social and economic needsof local communities.
The findings also showed that Canadians lookto DFO for domestic and internationalleadership in the sustainable use of oceans andfresh waters, as these issues becomeincreasingly global.
Focus groups, bilateral meetings and otherconsultative forums discussed sustainabledevelopment issues and priorities for theStrategic Plan and the SDS. Earlierconsultations on departmental initiatives, suchas the Atlantic Fisheries Policy Framework andCanada’s Oceans Strategy, concluded thatconservation and sustainable use of resourcesand habitats are of paramount importance. Themajority of departmental activities now contain asustainable development component,something that is important to DFO employees,and to stakeholders and Canadians in general.

S ince the release of the 2001-2003Sustainable Development Strategy andthe 2004 Progress Report, several
significant policies and directions have evolved.This section provides a cursory outline of thisprogress. A complete update on the targets setout in the 2004 Progress Report is included inAnnex 1. It should be noted that only activitiesreported on in the 2004 Progress Report, whichare still relevant and ongoing, are included inthis SDS. These activities have been reframedin the new Action Plan with updated targetdates and indicators.
Progress was made under all four themespresented in the 2001-2003 SustainableDevelopment Strategy.
Under Theme 1: New Forms of Governanceand Shared Stewardship the Departmentachieved the majority of its targets, and evolvedmany of its major policy directives andstrategies. For example, Canada’s OceansStrategy has moved forward into broaderimplementation through the Oceans Action Plan(OAP), which has at its core the objectives ofsustainable development.
To move toward a more integrated approach tomanaging marine and freshwater resources, theOceans Sector was renamed the Oceans andHabitat Sector. Fisheries Management and theOffice of Sustainable Aquaculture merged tofurther streamline the management of wild andfarmed fisheries. The new sector, Fisheries andAquaculture Management, finalized the AtlanticFisheries Policy Framework in March 2004, andan operational policy framework and guidelinesfor the aquaculture industry were developed.
Progress on Theme 2: Knowledge andTechnology for Sustainable Development hasalso been significant. Navigation and marinecommunication technologies have beendeveloped and implemented and the use ofscience, socio-economic analysis and new
technologieshave beenapplied toensuresustainable useof resources. Forexample, CanadianHydrographic Services haseffectively converted nearly 600 charts frompaper to electronic format.
Efforts toward Theme 3: SustainableOperations also showed results, as the ongoingmodernization and rejuvenation of the CanadianCoast Guard allowed for the promotion of theSafety Management System, and forenvironmental profile data on all vessels to bemonitored. As well, environmental audits wereconducted on major DFO facilities, and theDepartment met its greenhouse gas emissionsreduction target.
On December 12, 2003, the federalgovernment announced its intention to createthe Canadian Coast Guard as a SpecialOperating Agency (SOA) within the Department.This status recognizes the important role theCoast Guard has in supporting DFO programoutcomes, including sustainable development.As an agency focussed on service delivery, theCoast Guard’s new status furthers the federalgovernment’s objective of serving Canadiansbetter by consolidating common services andstrengthening the horizontal integration ofpolicies and programs — a key aspect ofsustainable development.
In keeping with Theme 4: Managing forProgress and Performance, activities are beingstreamlined through initiatives such as theEnvironmental Process Modernization Plan(EPMP), which provides the framework to makethe habitat referral process more effective andefficient, and puts into practice the federalgovernment’s Smart Regulation agenda.
Achievements Post-Progress Report
F isheries and Oceans Canada seeksto maintain the productivity ofCanada's fisheries and oceans;
protect marine and freshwater resources;support sustainable seafood production,including both wild fisheries andaquaculture; ensure public safety andefficient vessel traffic along Canadianwaterways; and provide the scientificknowledge that policy makers need tomake informed decisions about Canada'soceans and their resources. Meetingthese goals means striking a delicatebalance between the need for oceans andfreshwater-related industries to grow andremain competitive, and the need toensure this growth never comes at theexpense of Canada's fisheries andoceans. The evolving operatingenvironment has significant implicationsfor the sustainable development issues theDepartment must address.
Each year, DFO undergoes an environmentalscanning process to provide an overview of thecurrent context of the Department. The mostrecent DFO Environmental Scan revealed theoperating environment as increasingly complexand challenging. It highlighted several keyopportunities for, and challenges to, theadvancement of sustainable development byDFO.
First, there is an emerging government-widefocus on integrating environment and economy.As well, a number of policy and program issuescut across the priorities and are integral to theoverall success of the Department. Theseissues include Aboriginal policy andgovernance, science, climate change, thefederal Northern Strategy, DFO’s response tothe Species at Risk Act, fleet renewal and theestablishment of the Coast Guard as a SpecialOperating Agency (SOA).
IntegratingEnvironment andEconomyIncreasingly Canadians are unwilling to seeenvironment and the economy as separateissues with trade-offs between them. Rather,they believe the economy can only prosper ifthe environment is looked after. Conversely, theenvironment can only be protected if theeconomy generates the resources to do so.Industry stakeholders increasingly argue that theenvironment must be attended to in a mannerthat supports competitiveness and innovationrather than putting Canadian industry at adisadvantage in international markets. As muchof the government’s approach to environmentalprotection is based on regulation, externaladvisers have been urging a "smart" approachto regulation with faster decision-making andclearer rules. This "Smart Regulation" agenda isnot and cannot be about reducing

Issue ScanWhat Is an Issue Scan?Scanning is an important part of any governmentdepartment’s effort to formulate plans, policies andstrategies – in short, to plan its future course of action. Anunderstanding of the environment is gained from a scan ofinternal and external factors and trends that have thepotential to influence the department.
The Guide to Green Government issued by theCommissioner of the Environment and SustainableDevelopment (CESD), states that "it is at this stage thatdepartments would identify the key sustainabledevelopment issues from a departmental standpoint. Theissue scan would be aimed at helping the department andthe Commissioner understand the implications of thedepartment’s activities for sustainable development … thescan information could conclude with the identification ofopportunities for, and constraints to, the advancement ofsustainable development by the department."

environmental protection;rather, it must be aboutprotection that is moreeffective and efficient.
In supporting thefederalgovernment’scommitment tosustainabledevelopment, andthe emerging focuson integrating howwe manageenvironmental andeconomic issues, Ministershave endorsed a policyframework with five pillars: decision-making, information, science and technology,performance promotion and enforcement, andeducation and engagement. The targetedactivities in the SDS align well with this nationalframework, in particular, with the decision-making, information, science and technology,and enforcement pillars.
Aboriginal Policy andGovernanceThe federal government is committed to makingAboriginal issues an overarching priority for allfederal departments. Supreme Court ofCanada decisions, such as Sparrow andMarshall, have provided guidance on the natureand scope of Aboriginal and treaty rights. Thesedecisions have led to Aboriginal people seekinggreater access to fisheries resources and agreater role in the management of thoseresources. For example, the Pearse-McRaeJoint Task Group on Post-Treaty Fisheries andthe First Nations Panel Report on the WestCoast Fishery moved the process forward infinding solutions to post-Treaty fisheriesmanagement issues on the West Coast. Inaddition, Aboriginal groups also seek greaterinvolvement in other areas, such as integrated
management of oceans, species at risk,fish habitat management, scientific
analysis and aquaculture.
To respond to these challenges,DFO needs to better addresscommercial access issues andmore actively involveAboriginal groups in decision-making. Building on existingrelationships with Aboriginalgroups, DFO will work to
improve decision-makingprocesses and management
decisions while increasing certaintyand stability for all groups around
fishery access.
Science In recent years, there has been a growingdemand for scientific advice to addressincreasingly complex marine and freshwaterissues. To respond to this challenge andcontinue providing sound advice, DFO’sScience program needs to become moreinnovative and flexible by adopting amultidisciplinary ecosystem approach andpromoting collaborative partnerships with thenational and international science andtechnology areas.
The Science program undertakes a wide rangeof activities in support of decision-making,ranging from research studies on aquaticresources, the implications of climate change,and the impacts of human activities on fishhabitat and aquatic resources, to oceanmapping and the preparation of up-to-datecharts for safe navigation.
The Department’s outcomes, SAW, HAPAE andSFA, can only be realized through a betterunderstanding of Canada’s waters and thefactors that influence the sustainabledevelopment of aquatic resources. Key policy-program priorities, such as the Oceans ActionPlan, International Governance, Fisheries
Renewal, Aquaculture Governance, andEnvironmental Process Modernization, rely onstrong scientific research, information andanalysis.
Climate ChangeClimate change has been identified as animportant sustainability challenge, and is alreadyhaving significant impacts on Canada'swaterways and aquatic resources. TheDepartment’s ability to understand and adapt toa changing climate will affect the long termsustainability of our fisheries and oceans. TheDepartment participates in the Federal House inOrder Initiative, intended to reduce greenhousegas emissions from government operations.Fisheries and Oceans is also involved ininterdepartmental efforts on climate changeimpacts, adaptation and science, and willcontinue to work with other federal departmentsto develop a long-term climate change plan for
Canada. Given that its impacts will affect nearlyall aspects of DFO's activities, the integration ofclimate change considerations into DFObusiness planning will contribute to all threestrategic outcomes.
Northern StrategyCanada’s North is a priority for the Governmentof Canada. Federal activities, as articulated inthe February 2004 Speech from the Throne,include investments in northern economicdevelopment, off-shore oil and gas, and scienceand technology. The DFO Northern Strategy willposition the Department to play an effective andefficient role in the conservation and sustainableuse of northern resources and contribute to theeconomic and social development of the North.The Northern Strategy will emphasize DFO’scommitment to sustainable development andthe safe use of Canadian waters. Priorities inthe North related to DFO’s mandate include:environmental response; devolution; fisheriesallocation; infrastructure; search and rescue;science; the United Nations Convention on theLaw of the Sea (UNCLOS); marine protectedareas; and long-term research and monitoring
to understand the structure and functioningof the northern (Arctic) ecosystems.
Response to theSpecies at RiskActWith the approval of the Species atRisk Act, the federal governmentsignalled its support for the protection of
endangered species. The Act is animportant impetus as the Department
moves to implement SARA provisions foraquatic species and determine the
implications of departmental activities onendangered or threatened species. Prohibitionsin SARA may require activities, such as fishing,

aquaculture, oil and gas development,navigation, ecotourism, agriculture, forestry andurban development to be modified or curtailed.
Coast Guard FleetRenewalThe Coast Guard Fleet enables DFO todeliver on its mandated objectives ofmanaging and protecting the marine andfreshwater environments, maintainingmaritime safety, facilitating maritimecommerce and ocean development,managing and protecting fisheries resourcesand understanding oceans and aquaticresources. In addition to providing a sovereigntypresence during the course of normal duties,the Coast Guard provides ship support, marineoperational expertise, and communications andco-ordination capabilities in support of othergovernment departments. New Coast Guardvessel design takes full advantage of newtechnologies to ensure the "greening" of theCanadian civilian fleet.
R ecent reviews by the CESDassessed the Department’smanagement of issues such as
Strategic Environmental Assessments,foreign overfishing, Pacific Wild Salmon,regulatory approval processes and federal-provincial co-ordination. In its assessment theCESD identified a number of areas forimprovement. In response, DFO initiated furthertraining and guidance for employees and willtake steps to improve managementaccountability for conducting StrategicEnvironmental Assessments. The Departmentis also investing considerable time andresources to reverse the trend of overfishing byinternational fleets off Canada’s East Coast. Asa result of this work, DFO enjoys improvedinternational co-operation, and the number ofinternational vessels fishing in the North AtlanticFisheries Organization (NAFO) regulatory areahas decreased considerably. In addition, theAction Plan includes the Pacific Wild SalmonPolicy consultation plan announced inDecember 2004. Furthermore, DFO’s EPMPincludes developing a science-based riskmanagement framework, streamlining regulatoryprocesses, policy and organizational changesrelating to the management of major economicprojects, and enhancing partnerships withprovinces and stakeholders.
While making considerable headway, theDepartment recognizes that there is still roomfor improvement in a number of areas, and willcontinue to take steps to ensure the sustainabledevelopment and safe use of Canadian waters.
In its reports, the CESD also maderecommendations regarding the development ofSDSs. In the latest guide released by theCESD, Making a Difference, the Commissionersuggested steps to improve strategy
documents.For instance, the CESD suggested departmentsand agencies should clearly indicate the roleplayed by their SDS and how it fits with otherplans and strategies within the organization. TheCESD also recommended that strategiescontain a smaller number of significant andessential goals and objectives written in plainlanguage. Finally, departments should link clear,understandable and measurable targets andactions to the goals and objectives.
In the preparation of this Strategy, DFOdeveloped an approach that clearly links SDScommitments to the Department’s StrategicPlan and its outcomes. The Department’sReport on Plans and Priorities (RPP) alsoincludes a discussion of the SDS in theconsolidated reports section. The number ofsustainable development outputs has beenreduced from 41 to 26. As the Action Plandemonstrates, DFO has also made efforts toidentify clearer linkages between the target andactions to achieve the goals and objectives.
This Strategy identifies three key sustainabledevelopment (SD) goals for the Department:
• Sustainable Programs – Outputs andtargeted activities pertain to balancing theprotection of aquatic resources with supportfor the development of economic and socialbenefits from these resources;

• Good Governance and EnhancedPartnerships – In delivering its mandate,DFO works in partnership with various levelsof government, industry, Aboriginal groupsand non-governmental organizations; and

This includescompliance with regulations (at all levels ofgovernment), DFO’s Environmental Policy,other relevant federal policies, best practices,industry accepted standards and codes ofpractice.
The commitments that fall under each of theabove goals support the Department’s ultimateoutcomes outlined in the DAAP and the
Strategic Plan: Safe and Accessible Waterways,Healthy and Productive Aquatic Ecosystems,and Sustainable Fisheries and Aquaculture.
Challenges andOpportunitiesAs a sustainable development department, DFOfaces many challenges. Identification of keyissues, challenges and opportunities under eachof the SD goals has helped guide DFO in thecreation of an action plan for sustainabledevelopment.

Logic ModelMethodologyThe logic model provides a road map for theStrategy: it shows the chain from targetedactivities to the benefits provided to Canadians.
Within the three sustainable development goals,DFO will undertake a number of targetedactivities that result in products for Canadians,such as an Environmental ProcessModernization Plan, regulatory improvements,and integrated management plans (IMPs).
Over the short and medium term, theseactivities and related outputs will enable DFOto deliver on intermediate outcomes such asinformed decision making, improved oceansmanagement and compliance withinternational standards. Taken together, thetargeted activities, outputs and outcomesunder the three sustainable developmentgoals will ensure the Department continues towork toward the ultimate outcomes outlined inits mission statement – SAW, HAPAE andSFA. Delivering on the departmental missionis what sets DFO on course to achieve thevision of sustainable development and safeuse of Canadian waters.
In 2005-2006, DFO will implement a newplanning and reporting structure to strengthenthe links between programs, resources andexpected results. The new reporting structureis referred to as the Program ActivityArchitecture and will be the basis for publicreporting in documents, such as the Report onPlans and Priorities and the DepartmentalPerformance Report. Consistent with this, theSDS continues the direction set by the StrategicPlan, and seeks to report against the sameoutcomes.
Challenges

The CESD guide Making a Difference recognizes thatfederal terminology has evolved in the context of results-based management. In keeping with this approach, DFOhas used the following terms to develop the logic model forthe Strategy.

Outputs: direct products or services produced from anorganization’s activities.

The Pacific Wild SalmonPolicy and the Announcement of Fishing Plansand management measures on the East coastare key examples of initiatives under thisagenda. In addition, the EPMP is acomprehensive action plan for more efficientand effective delivery of DFO’s regulatoryresponsibilities consistent with sustainabledevelopment and the federal Smart Regulationagenda.
Aquaculture regulatory improvements willinvolve an improved regulatory process that isconsistent with Smart Regulation by adjustingthe authorization process for Introductions andTransfers to integrate social, economic andenvironmental considerations and improve theprocess of reviewing site and renewalapplications.
Under targeted activity 2, the outputs ofecosystem overview reports (EORs), and thedesignation of Oceans Act Marine Protected
Areas represent the Department’scommitment to an ecosystem-
based approach to oceansmanagement.

Integrated Management Plans in keygeographic areas are an integral component ofthe OAP. Integrated Management Plans are theproduct of an open, collaborative process thatinvolves governments, regulators, stakeholdersand interested Canadians. IM Plans provideforums and mechanisms for working together toplan and manage human activities, solveproblems and address conflicts. The OAP alsoprovides an umbrella framework for DFOoceans priorities, and many of the initiativesacross the Department will support its delivery.
In partnership with Foreign Affairs Canada andother government departments, DFO ispursuing a strategy on international fisheriesand governance. The strategy is rooteddomestically in concerns about overfishing onthe continental shelf outside Canada’s 200 mileExclusive Economic Zone, and internationally inalarm over global overfishing and threats to thesustainability of the high seas biodiversity.
The Department’s Aboriginal-specific programsfocus, in large part, on Aboriginal capacitybuilding. The At-Sea Mentoring Initiative and theFisheries Operations Management Initiative(FOMI) help Marshall-recipient First Nationsdevelop comprehensive fisheries managementframeworks and further develop skills to fishsafely and effectively. It also assists them indiversifying the catch in the inshore fishery,improving overall fishing skills in the mid-shorefishery vessel maintenance.
Through the Aboriginal Fisheries Strategy (AFS),DFO has provided food, social, ceremonial andcommercial fishing opportunities to Aboriginalgroups in a manner that does not add to theexisting pressure on resources. The AFS hasbeen successful at building fisheriesmanagement capacity in many communities, anumber of which have developed fisheriesprograms and employ their own fisheriesbiologists.
The Aboriginal Aquatic Resource and OceansManagement (AAROM) and the AboriginalInland Habitat (AIH) programs are designed tohelp Aboriginal groups build capacity and equipthem with the scientific and technicalknowledge to play a greater role in the broaderdecision-making process related to fisheries andfish habitat management, and other areas of theDepartment’s responsibility, such as integratedoceans/watershed/ecosystem planning andmanagement.
Finally, DFO will also work through the CanadianCouncil of Fisheries and Aquaculture Ministers(CCFAM) to address oceans management andfisheries and aquaculture issues, including thoseissues related to aquatic species at risk,freshwater fisheries, and aquatic invasivespecies. The CCFAM is the ministerial bodythrough which federal, provincial and territorialministers responsible for fisheries andaquaculture co-operate on inter-jurisdictionalissues. Enhanced partnering on EnvironmentalProcess Modernization also remains anessential aspect of better protecting fish habitatacross the country.
The outputs that support the Good Governanceand Enhanced Partnerships goal contribute toDFO’s ultimate outcomes, SAW, HAPAE andSFA. In the short term, these collaborativeefforts will serve to maintain Canada’s enhancedpresence at sea, increase Aboriginal capacity inmanagement of fishery enterprises and increaseAboriginal involvement in oceans and habitatmanagement.

SustainableDevelopment Goal C– SustainableOperationsMany DFO activities and programs acrossCanada require the use of buildings, vehiclesand a large fleet of ships. This has anenvironmental impact. As a result, therecontinues to be great emphasis on minimizingthe Department’s ecological footprint. TheSustainable Operations goal signifies a way ofdoing business that diminishes the negativeenvironmental impacts of departmentalundertakings.
There are two targeted activities under theSustainable Operations goal:
• Ensuring operations consistent withrecognized Canadian and internationalenvironmental management standards; and
• Renewing the government’s civilian fleet.The outputs and outcomes under this goal areintended to ensure operations consistent withrecognized Canadian and internationalenvironmental management standards. Thecommitments include the Fleet ManagementRenewal Initiative, Marine Aids Modernization,the joint Canada-US Agreement onEnvironmental Management Systems,Environmental Compliance Awareness,Environmental ManagementPlans, Small Craft Harbours’environmental regulationsand standards, andStrategic EnvironmentalAssessments. Thesecommitments, along withrisk-based managementof contaminated sites,will ensure that DFO isactive in managing andaddressing environmentalcompliance.
As part of the departmental
commitment to modernize maritime services,the Canadian Coast Guard will modernize theaids to navigation services that it provides to itsstakeholders in the marine community.
Through the Environmental ComplianceAwareness Program, DFO will initiate activitiesto ensure that all staff are trained inenvironmental compliance and able toincorporate this awareness into their daily work.
Environmental Management Programs that dealwith environmental aspects, such as storagetank systems, hazardous materials andcontaminated sites, will also play a major role inthe greening of DFO’s operations and ensuringenvironmental protection.
The Agreement on Environment ManagementSystems is a collaborative effort in conjunctionwith the United States intended to ensure thegreening of both countries’ operations.
Contaminated sites will be addressed throughparticipation in the Federal Contaminated SitesAccelerated Action Plan (FCSAAP). Thisprogram works to ensure acceleratedremediation and risk management of federalcontaminated sites having the highest humanhealth and ecological risks.
Small Craft Habours are a key aspect of theDepartment’s operational presence, and the twooutputs of compliance with environmentalregulations and standards, and the
Environmental Managements Plansbeing implemented at essential
habours reflect the commitmentto SD demonstrated by the
SCH program.
Finally, StrategicEnvironmentalAssessments will bedeveloped to ensure thatminimal negativeenvironmental impacts
stem from DFO’s policiesand programs.

priorities and programs, including marinescience and fisheries management. Activity 2under the Sustainable Operations goal ensuresthat the CCG has a sustainable service deliverymodel that supports the government’s maritimepriorities and programs, including maritimesecurity. As well, the Coast Guard rejuvenationstrategy will examine options to renew the fleet’sasset base, to ensure CCG’s capacity tosupport government priorities, such as the OAPis on a sustainable footing.
Sustainable Operations are particularlyimportant to achieving Healthy and ProductiveAquatic Ecosystem, Sustainable Fisheries andAquaculture and Safe and AccessibleWaterways. In the short term, these activities,taken together, will minimize damage to theenvironment from departmental operations.

A s part of the modernization ofmanagement practices, and taking intoaccount the views of the CESD to better
integrate sustainable development into businessand operational planning, DFO has institutedchanges to the departmental planning processto more closely link human resources, financial,strategic and business planning. Changesensure that priorities are updated based onenvironmental scanning, demographic analysisand aligned with financial resources. As well,consistency of data collection and analysis, willaid in monitoring and evaluating goals. Thegoals are then reported to Parliament in theReport on Plan and Priorities (RPP) and theDepartmental Performance Reports.
The Audit and Evaluation Division will conductan evaluation of the SDS in 2005-2006 that willfocus on assessing the achievements of the2001-2003 Strategy.

T he SDS for 2005-2006 demonstratesDFO’s practical commitment to theGovernment of Canada’s sustainable
development objectives. An effort has beenmade to go beyond recognizing current projectsas sustainable development activities, to ensurethat sustainable development is increasinglyused as a guide to departmental planning anddecision-making. As an ongoing process, DFOwill continue to more effectively and proactivelyframe sustainable development as a driver ofactivities.
In response to past CESD reports, theDepartment has already made significantprogress in ensuring that environmental,economic and social aspects are systematicallyconsidered in planning and policy developmentdocuments, such as the renewed StrategicPlan, Our Waters, Our Future, and the RPP.The Department’s renewed vision effectivelyentrenches sustainable development into long-term direction setting, and efforts continue tomore completely integrate it fully into thebusiness, human resource and financialplanning processes, as part of the newlyadjusted departmental planning cycle. The2005-2006 SDS will complement theDepartment’s Strategic Plan.
In addition, this document has tried to showhow the Department seeks to respond tocomments from the CESD regarding specificareas needing strengthening from a sustainabledevelopment perspective. For example,progress has been made on the StrategicEnvironmental Assessment front, as well as onpolicies aimed at combating overfishing, andconserving Pacific Wild Salmon.
It is acknowledged that becoming a trulysustainable development department will be anongoing process, requiring the constantcollaboration and commitment of all partiesinvolved. Fisheries and Oceans Canada willstrive to be a leader in this area, whileadvancing sustainable development goals.
