Brief History of Fort Buchanan Five centuries ago, on November 19, 1493, Christopher Columbus discovered Puerto Rico, the smallest of the West Indies group known as the Greater Antilles, during his second voyage to the New World. It was known by the Taino Indians as Boriquén. Columbus called it San Juan Bautista (Saint John the Baptist). The discovery of gold beads in the riverbeds gave rise to the Island’s name of Puerto Rico (Rich Port). Near San Juan harbor they founded a walled city, San Juan, the second oldest city in the New World. Puerto Rico was a point of departure for expeditions to colonize and explore America, as well as a depot for the trans-shipment of gold from the Indies for goods from Spain. Puerto Rico was meant to become a center for cultural and material trade. The United States Army and Fort Buchanan have a very rich history in Puerto Rico. It dates back to the Spanish American War, when on July 25, 1898, U.S. forces landed in Guánica, on the southern shore of the Island. On October 18, 1898, the last Spanish unit left the Island of Puerto Rico and the Department of Porto Rico was established. Their last Headquarters was Ballajá, which still stands in Old San Juan. It was the largest structure built by Spain in the New World. Today it houses the Museum of the Americas. With the signing of the Treaty of Paris in December 1898, Spain ceded Puerto Rico to the United States and the island became an unincorporated territory of the United States. In 1903, the first Puerto Rican U.S. Army unit was formed – the Porto Rico Regiment – under the com-mand of then Colonel James A. Buchanan, for whom our installation was named. Camp Buchanan was es-tablished in 1923. It was originally located on a 300 acre tract of land, some six miles south of San Juan Bay, and called Camp Miles. From 1926 to 1930, Camp Buchanan was used as a maneuver training area and range by the Regular Army, by the National Guard troops, and as a Citizen Military Training Camp and processing station. In May 1940 it was officially designated as Fort Buchanan

and expanded to 1,514 acres initially, later to 4,500 acres. Permanent facilities were constructed. During World War II, Fort Buchanan housed a depot supplying the Army Antilles Department. It also processed local troops through its replacement center. The industrial complex included pier facilities, ammunition storage areas and an extensive railroad network connecting it to the bay. Puerto Rican Sol-diers were deployed for World War II and Korea from our train station located where our Golf Club is now located, to our own rail-connected Army terminal by the bay. After World War II, the post was gradually reduced in size to its current 746 acres. The post continued to be used throughout the Korean War as a supply and replacement depot. The post continued to be used as an Army facility until the deactivation of the Antilles Command on December 31, 1966 Fort Buchanan came under the control of the U.S. Navy. In December 1971, Fort Buchanan returned to Army control under the Third U.S. Army. At that time it also became host to a number of tenant activities of the Reserve components, Navy, Coast Guard, Air Force and some non-military federal agencies. On July 1, 1973 as a result of Army reorganization, the TUSA-PR was redesignated as U.S. Army Garrison Fort Buchanan under direct control of Headquarters Forces Command (FORSCOM). Following the Department of Defense Unified Command Plan, Fort Buchanan came under control of Southern Command (SOUTHCOM). On August 13, 1999 became the home of U.S. Army South (USAR-SO). On October 1, 2003, Fort Buchanan became the third Army Reserve Installation within the Installa-tion Management Agency, South East Region (IMA-SE) with the Deputy Commanding General of the U.S. Army Reserve Command as our Senior Mission Commander. In October 2006, IMA became the U.S. Army Installation Management Command (IMCOM). Today, Buchanan is the only Department of Defense installation in the Caribbean Basin area. It continues to support the Reserve Component and the Active Component Soldiers in Puerto Rico and U.S. Virgin Islands. A definite asset for DoD relations with Cen-tral and South America. The installation also provides support to DoD operations in the Caribbean area.

It shows all the opportunities available through the Directorate of Family and Morale, Welfare and Recreation at Fort Buchanan. This is our second edition of the DFMWR Pro-grams and Services Guide. We’ve been through positive changes and process improvements that we want to share with You. Hola, I would like to take this opportunity to welcome you to Fort Buchanan, Puerto Rico. The purpose of this Programs and Services Guide is to introduce you to DFMWR Fort Buchanan and all the programs, activities and facilities we have to offer to the Fort Buchanan community.

The sole purpose of DFMWR Fort Buchanan is to improve the quality of life for those Soldiers, Families and Civilians who are our customers here in Puerto Rico. Our highly dedicated DFMWR staff is continu-ously looking for ways to upgrade and improve the quality of programs and customer service we offer our community.

As you participate in all the activities and programs at DFMWR Fort Buchanan I encourage all of you to provide suggestions and recommenda-tions to our employees at all levels that we can use to enhance our programs. This valuable feedback helps the DFMWR staff cater its programs and ac-tivities to the needs of our specific customers.

Welcome to U.S. Army Garrison, Fort Buchanan, Puerto RicoWelcome... A few years ago, I came to Fort Buchanan to visit as a participant in the Senior Mission Commanders Conference with Garrison Commanders from the other Army Reserve Installations and representatives from the Installation Management Command, Southeast Region (IMCOM-SE). I was very

impressed with the installation and the people who worked on Fort Buchanan for the garrison. I never thought that I would be stationed here or have the opportunity to be the Garrison Commander. How-ever, on July 15, 2010, I became the sixty-eighth commander of United States Army Garrison, Fort Buchanan, following a line of succession that origi-nated with Major General John R. Brooke, first mili-tary commander and first American governor of the island. I want to thank the leadership of the Army and Army Reserve for allowing me the opportunity to serve my country and carry out Fort Buchanan’s mission as Garrison Commander. This I express with a deep sense of respect and hu-mility knowing that Puerto Rico has a proud heritage of military history – from World War II, the 65th Infan-try Regiment in Korea until today in the Global War on Terror. I plan to continue that tradition so that past, current and future Soldiers, Sailors, Airmen, Marines and Coast Guardsmen and their Families can benefit from the services and resources Fort Buchanan has to offer. I intend to do so by concentrating on LTG Lynch’s vision as stated in the IMCOM Campaign Plan that reads: “To provide standardized, effective and efficient services, facilities and infrastructure to Soldiers, Families and Civilians for an Army and Nation engaged in persistent conflict.”

The freedoms that we enjoy and the advancement we have attained, are the result of the hard work and sacrifices of people like you – military and civilians – working hand in hand, proud of your heritage and driven by the vision of a brighter future. As Garrison Commander of Fort Buchanan, I intend on using IMCOM’s six lines of effort to work towards this brighter future. They are: Soldier, Family and Civilian Readiness-to ensure Soldiers, Families and Civilians are prepared for deployments and supported throughout the Army Force Generation (ARFORGEN) cycle; support Soldier, Family and Civilian Well-Being-with quality programs that meet their needs; Leader and Workforce Develop-ment-building multi-skilled leaders and workforce by creating an empowered, safe, sustainable and re-silient workforce to support IMCOM’s mission; achieving Installation Readiness by building the right facilities, at the right locations, for the right reason; keeping Safety a priority at all times; and finally Energy Efficiency and Security-making our infrastructure as energy efficient as possible. I will also dedicate myself to fostering the relation-ships already established that have evolved through the years with the local community that supports us so well. This partnership allows Fort Buchanan stake-holders to ensure we accomplish our mission to our customers. My wife Chris, my son Joshua and I look forward to meeting everyone and working with you. Fort Buchanan’s ACS center provides a wide range of services designed to assist the Military Community develop and sustain a high state of readi-ness. Information, Referral and Follow-Up (IRF) This program provides information concerning local military and civilian service agencies, provides services which can further assist in solving social, economic, medical or educational problems and pro-vides the management and planning activity across ACS program components. Includes: Intake screening, assessment, referral, crisis intervention, follow-up and outreach; recruits, trains and utilizes volunteers to enhance and ex-pand ACS program capability. Mobilization/Deployment Readiness Program (MDRP) This program provides support to commanders of active and reserve component forces, support to Soldiers and Family members and support to emer-gency essential civilians during pre-deployment, mo-bilization, deployment, re-integration/reunion. Includes the following: entire deployment cycle briefings, FRG assistance and training, rear detach-ment training, family assistance center, assist casualty assistance officers, homecoming events, OPREADY, training and outreach.To contact the MDRP Program Coordinator please call Mr. Ernesto Berríos at 787-707-3290, [email protected]

Army Family Team Building (AFTB) This program provides Soldiers and Family mem-bers with the information, knowledge and skills need-ed to gain self-reliance and better utilize the com-munity support programs provided to assist them throughout their spouse’s career. Army Family Action Plan (AFAP) This program represents a grass-roots efforts to solicit issues from local communities regarding ideas to improve Army standards of living to senior Army leadership, DoD and Congress. Survivor Outreach Services(SOS) SOS demonstrates the Army’s commitment to Families of the Fallen. The mission of SOS is to pro-vide enhanced services to these Families. SOS utilizes a holistic and multi-agency approach to delivering services to Survivors by providing services at the gar-rison and communities closest to where Families live. SOS will allow the Army to better identify the needs of others touched by the loss of a Soldier. SOS provides long term assistance and offers sup-port to address the needs of Families who suffer the loss of a Soldier. SOS provides financial counseling and referral services. SOS coordinates with other Army programs such as the Casualty Affairs, Retire-ment Services and Veterans Affairs. For assistance please call 787-707-3692.

Financial Readiness Program(FRP)The purpose of Financial Readiness Program is to assist Service Members and their Families in deter-mining their financial assets and liabilities, educating them in maintaining a workable budget to sustain self-reliance and family well-being. It offers courses in principles of personal finances, planning and budgeting, managing debt, saving and invest-ing, borrowing basics and others. Army Emergency Relief (AER)Is a private nonprofit organization incorporated in 1942 by the Secretary of War and the Army Chief of Staff. AER’s mission is to provide emergency financial assistance to Soldiers and their Families.Who is eligible? Active duty Soldiers, single or mar-ried and their Family members; Army National Guard and Army Reserve Soldiers on continuous active duty for more than 30 days and their Family members (Title 10, USC); Soldiers retired from active duty for longevity or physical disability and their Family mem-bers; surviving spouses and orphans of Soldiers who died while on active duty or after they retired. Exceptional Family Member Program (EFMP)This program provides comprehensive and coordi-nated community support (including housing, edu-cational, medical, and personnel services) to families with special needs. EFMP includes the following: advocacy, informa-tion and referral, child/family find, respite care, spe-cial needs resource coordination, EFMP Committee and facilitate support groups. After completing a series of assessments and exercises, the results are combined into your own customized internal career profile report.• Army Spouse Employment PartnershipA Web site that helps Spouses find rewarding work through partnerships with National companies who offer the military spouse the option of taking their jobs when they move to a new duty station.• Military Spouse Career Advancement Accounts (MyCAA) The Department of Defense’s expanded Military Spouse Career Advancement Accounts program will provide of financial assistance for active duty mili-tary spouses who are pursuing degree programs, licenses or credentials leading to employment in portable career fields. Army Volunteers Corps (AVC) Leads the process of registering and training volunteers and organization points of contact (OPOC) to enhance and expand other installation program capabilities.

Volunteer Opportunities: Volunteer opportunities are found in natural resource programs, and a wide variety of programs that provide services to Soldiers and their Family members such as ACS, clinic, chapels, CYSS, recreation, libraries, legal offices, housing, etc. Many units perform service in the civilian and military communities such as the Adopt-A-School tutoring and mentoring program. Volunteering helps the or-ganizations in expanding program capabilities. Employment Readiness Program (ERP) The Fort Buchanan Employment Readiness Pro-gram provides information and referral services in the areas of employment, education, training, tran-sition, and volunteer opportunities to give family members the competitive edge needed to secure employment. Employment assistance will be provided to assist individuals in acquiring skills, networks, and resources that will allow them to participate in the work force and to develop a career/work plan.

Employment Readiness Services for Military Spouses Military Spouses are the cornerstone for support for Soldiers and their Families. The Army is dedicated to help military spouses by offering a variety of job preparation and job search programs. Here Army spouses can find help with interviewing tips, resume creation and other information through a variety of discussion groups. Military spouses are provided with the tools to advance their career through further edu-cation, career assessment aid to help focus on their

Family Advocacy Program (FAP) The Family Advocacy Program is designated to prevent child and spouse abuse within military Fami-lies and to protect and treat those who are victims or affected by abuse. FAP provides support to military Families in managing personal and family problems. FAP includes the following: education and preven-tion, victim advocacy services, new parent support, community awareness, interpersonal skills, stress/an-ger management classes, parenting classes, respite care, emergency placement, services for at risk Fami-lies, referrals, personal safety education, commander guidance and information.

Respite Care Respite Care is temporary child care for the purpose of relieving parental stress and to provide a nurturing and developmentally appropriate environment. Families may receive respite care when Soldier or spouse at-tend parenting classes or counseling. Respite Care will not be used in place of foster care or abandoned chil-dren. This program provides child care relief for Families who are stressed because of a Family problem and who are participating in treatment programs.

Victim Advocacy Services The Victim Advocacy services provide support and assistance to each person who is a victim of domestic violence and sexual assault. The advocate provides direct services to individual victims of spouse abuse. Victim Advocates are also available to provide services to military personnel who are victims of sexual assault. Sexual HarassmentAssault & Response Program (sharp) Sexual Assault is a crime that can happen to men and woman of all ages. It is intentional sexual contact, characterized by the use of force, physical threat or the abuse of authority or when the victim does not or cannot consent. Rape, sodomy, and in-decent assault are all forms of sexual assault. Sexual Harassment / Assault and Response Program en-sures that victims of sexual assault are protected, and treated with dignity, fairness, and respect. SARC is available to provide services to military personnel who are victims of sexual assault. Services include emotional support, information on personal safety, and available resources.

Relocation Readiness Program (RRP) This program provides services necessary to support Army personnel and their Families as they relocate. Includes the following: Pre- and Post-move briefings, education and training, information and guidance/counseling, outreach, lending closet, sponsorship training, Military Home Front and ESOL, services to waiting families due to mission requirements, international spouse support and cultural adaptation. The Lending Closet is part of Relocation Readiness Program. Items are loaned for a period of 30 days. These items are specially designed to make your transition into our community an easier, more pleasant experience. The Lending Closet provides basic housekeeping items for temporary loan to incoming and outgoing Families and in other cases determined appropriate. It is stocked with good quality items that include kitchen appliances, high chairs, child car seats, play pens, cribs, ironing boards, irons and small kitchen appliances. Fort Buchanan Bowling Center The Fort Buchanan Bowling Center’s goal is to provide guests with a first class bowling experience from start to finish. Our 18 lanes are certified to PBA standards and our Cosmic Bowling program is fantastic! We offer a variety of adult mixed leagues year round throughout the week from 4:00 pm - 9:00 pm. We also conduct a Junior Program for children ages 6 through 21. Our snack bar Café 300 offers a variety of menu items including sandwiches, hamburgers and more. Fort Buchanan Community Club & Conference Center Serves as the central focus point for the Direc-torate, Family and Morale, Welfare and Recreation Program. A Lunch Buffet is served Monday through Friday and is open to the community. We offer a variety of evening entertainment including Bingo on Tuesdays and Thursdays. Thursday and Friday evenings we feature BBQ at the Patio and community folks gather to chat and enjoy BBQ menu items such as Ribs and Pinchos (Kabobs) and Churrasco. Live entertainment is scheduled for special events. Our sports bar Borin-quen Lounge and Patio features large screen plas-ma TV’s, a Karaoke interactive entertainment system with surround-sound music with two pool tables. Borinquen Lounge and Patio hours of operations are Tuesday through Friday from 4:00 pm to 11:00 pm. As a Conference Center we plan, organize and manage a variety of events such as military and ci-vilian training workshops, courses and conferences, birthday parties (for all ages), anniversaries, wedding, receptions, ethnic recognitions and

celebrations. We serve the needs of Soldiers by providing mobile catering services seven days a week as needed. Wedding receptions are one of our major activities. Fort Buchanan Golf Course Complex The Fort Buchanan Golf Course Complex’s goal is to provide players with a first class course consistent with the established standards of the United States Golf Association (USGA) and the Army’s Family and Morale, Welfare and Recreation program. Our nine-hole course with dual tees provides an 18 hole round of over 6300 yards with a rating of 72 and a slope of 128. We have everything you might need to play a round, electric carts, pull carts and rental clubs. In addition to the course, our driving range is available with nine hitting stations along with practice greens, bunkers and a five hole par three practice course. Our daily rates are based on grade / rank. Tee times are required on weekends and holidays before 1:00 pm. Please call the Pro Shop for additional informa-tion. Breakfast is served at our Snack Bar at 6:00 am. Lunch is served from 10:00 am to 4:00 pm with a variety of menu offerings to choose from. (Limited menu after 4:00 pm). Better Opportunities for Single Soldiers Are you a single Soldier or Geographical bachelor/bachelorette? There’s a program just for you at Fort Buchanan called Better Opportunities for Single Soldiers or BOSS. With a focus on recreation, community service and well-being, BOSS brings together a community of single Soldiers through good deeds and good times. BOSS is designed to provide single Soldiers with innovative Recreation as well as a forum for quality of life issues between the single Soldier, installation staff and command. This communication channel pro-vides feedback, opportunities for Soldiers, enhances personal investment in the community and aids in re-tention. Through monthly installation meetings, unit BOSS representatives receive briefings on current events at Fort Buchanan which they disseminate to their individual units. Sports and Fitness Center Our air-conditioned 17,000 sq ft. Fitness Cen-ter intends to provide the Fort Buchanan community a variety of programs to include sports, fitness and recreational programs. This facility includes one rac-quetball court, basketball/volleyball courts regula-tion style, four additional baskets for extra pick-up and competitive games. The Cardiovascular area is equipped with modern and sophisticated cardio-vascular exercise machines like steppers, treadmills, elliptical and cycles. A complete line of current, re-fined and user friendly selectorized Nautilus weight machines for each individual muscle, and complete free weight area. (Hammer Strength and Iron Grip) Fitness Center services include lockers, hot/cold showers, saunas, individual supervision and guid-ance of exercise routines, Microfit evaluation, tennis courts and racquetball courts reservation. The Fit-ness Center membership is free for the active duty, Retirees/DAV’s, Reserve, National Guard component, DOD Civilian employees and their Family members. Membership for Federal employees is also free of charge. Our Fitness Center is also accessible to the physically challenged patrons. Located at Bldg. 167, Chrisman Road. Outdoor Recreation has four Picnic Areas available for group activities at a nominal fee.

The Cabaña Picnic Area is the largest facility holding approximately 250 people. It has a stage area, dance floor, enclosed area for food service and restrooms. Facilities are available from Monday - Sunday, 6:00 am to 11:00 pm. Please have date and alternate date(s) ready when making reservations. The Water SpoutAquatic CenterWe are the only outdoor year-round aquatics center on a U.S. Army Base. This facility has a pool from 0 depth to 4 feet deep with an Octopus Ride, featuring a closed 130 foot water slide and an open 125 foot water slide, lily pads, net crossing, fun umbrellas, deck and shade areas of wood trellis with lounges, picnic tables on a 15,000 square foot deck area, showers and lockers. The entrance to the main pool and the lap pool optimize accessibility via “beach” entries, allowing disable users and children to safely enter the pool without any steep drop-offs. This zero-depth entry provides confidence for both parents and young chil-dren. The 25 meter pool area allows for a four lane lap pool. At 4 feet, this is the deepest water at the facility. It is designed for a variety of activities. Pro-fessionally trained lifeguards are on duty at all times. There is annual and seasonal membership available for all military ID card holders.
