About the Department of Fire and Emergency Services
The Department of Fire and Emergency Services (DFES), led by Western Australia’s leading Hazard Management Agency, the FES Commissioner, performs a critical role coordinating emergency services for a range of natural disasters and emergency incidents threatening life and property.
Operating 24 hours a day, every day of the year, DFES provides emergency services across our vast State of 2.5 million square kilometres on land, by sea and air.
DFES was established to improve the coordination and planning of emergency services in Western Australia (WA).
Supported by an extensive network of over 29,000 volunteers and over 1,100 career firefighters DFES has adopted an ‘all hazards’ approach to emergency management, working in partnership with the community and other government agencies to prevent, prepare for, respond to and recover from natural disasters and emergencies.
DFES continually strives to improve the State’s hazard response capabilities and delivers several safety programs to help the community manage and recover from emergencies, prevent hazards and mitigate effects from natural disasters.
WA’s fire and emergency services are a combination of career and volunteer personnel.
As well as providing a comprehensive contact list (Part I), this service directory provides an overview of the main functions of DFES in five parts: Office of the FES Commissioner; Capability Command; Operations Command; Governance and

FES Commissioner
Office of Bushfire Risk Management
In addition to overseeing the Department functions which are described in this directory, the FES Commissioner has responsibility for the Office of Bushfire Risk Management (OBRM), an independent office reporting directly to the FES Commissioner. OBRM was established to enhance the effective management of bushfire related risk in WA in order to protect people, assets and other things valuable to communities.
State Emergency Management Committee
Overview
The State Emergency Management Committee (SEMC) is the peak emergency management body in Western Australia. Membership includes representatives appointed by the Minister for Emergency Services from those organisations that are essential to the State’s emergency management arrangements.
The State Emergency Management Committee is supported by the Office of Emergency Management (OEM), a sub department of DFES.

Membership
The Emergency Management Act 2005 makes provision for the Minister for Emergency Services to appoint a Chair, Deputy Chair, Executive Officer, a representative of local government and up to seven other members.
Function
In Western Australia, the function of the State Emergency Management Committee is to:
■ advise the Minister on emergency management and the preparedness of the State to combat emergencies;
■ provide direction, advice and support to public authorities, industry, commerce and the community in order to plan and prepare for an efficient emergency management capability for WA;
■ provide a forum for whole of community coordination to ensure the minimisation of the effects of emergencies;
■ provide a forum for the development of community-wide information systems to improve communications during emergencies;
■ develop and coordinate risk management strategies to assess community vulnerability to emergencies;
■ arrange for the preparation of State emergency management policies and plans;
■ prepare an annual report on its activities; and
■ monitor and review the Emergency Management Act 2005 and its regulations.

Part A: OFFICE OF THE FES COMMISSIONER
The Office of the FES Commissioner is led by an Executive Manager who is supported by three functional areas. As well as supporting the work of the FES Commissioner, the Command provides for health and safety services throughout the organisation, works with Aboriginal people to develop culturally appropriate programs and handles all communication with the office of the Minister for Emergency Services.
Office of the FES Commissioner Executive
The Office of the FES Commissioner Executive supports the FES Commissioner in all aspects of the day to day running of the Department. It is responsible for providing executive support to the FES Commissioner, which includes:
■ managing the administration of the office;
■ providing research and project coordination on corporate matters;
■ liaising with senior DFES officers and a range of other stakeholders on behalf of the FES Commissioner;
■ ensuring that the FES Commissioner is fully informed on issues affecting the Department; and
■ coordinating the compilation and dissemination of information in relation to issues impacting across the Department.
Aboriginal Advancement Unit
The Aboriginal Advancement Unit works in partnership with Aboriginal people to develop the skills, knowledge and capability to better prevent, prepare, respond and recover from natural disasters and emergencies.
It continues with the roll out of the Expanded Ready on Country project with selected Remote Aboriginal Communities.
The unit also reviews Departmental programs relating to Aboriginal policy and strategy. A new strategy is planned for release in early 2016 and once endorsed will provide greater direction to the Aboriginal Advancement Unit and Directorates within the business.

Health and Safety Services
The Health and Safety Services team provides specialist safety guidance and advice to enable the realisation of the DFES value ‘strive to keep ourselves and others safe’. It endeavours to ensure all personnel are able to effectively fulfil their responsibilities in accordance with the Safety Management System thereby actively improving safety culture.
Ministerial Services
The Ministerial Services Branch is a single point of contact for the Minister’s Office. The role of Ministerial Services is to provide support to the Office of the Minister for Emergency Services by coordinating and preparing high quality briefs and correspondence for forwarding to the Minister’s Office and Government agencies. The purpose of a Ministerial request is to obtain accurate, relevant and up-to-date information on the range of programs, issues and activities being undertaken by the Department which are within the Minister for Emergency Services’ portfolio.

The Ministerial Services Branch is responsible for:

Hazardous Materials
The FES Commissioner is the Hazard Management Agency for chemical and radiological Hazardous Materials (HAZMAT). These materials may be released by accident or by a deliberate criminal act. Exposure to some hazardous materials could cause serious injury or be fatal.
Career, volunteer fire and rescue, and volunteer fire and emergency service firefighters attend and control a range of HAZMAT incidents. These can involve explosives, compressed gases, flammable liquids and gases, poisons, corrosive substances, radioactive materials and infectious materials.
Natural Hazards
The FES Commissioner is the Hazard Management Agency for natural hazards including flood, cyclone, storm, earthquake and tsunami. DFES provides assistance to people impacted by natural emergencies and disasters. DFES also provide educational material and guides to support households to prepare for a range of possible emergencies.

Part B: Hazard Management
Fire
The FES Commissioner is the Hazard Management Agency for Fires. Hazard Management Agencies will nearly always be responsible for leading a response to an emergency in relation to the type of hazard for which they are prescribed.
Each year thousands of fires destroy or damage houses, sheds and garages, commercial and industrial buildings, vehicles and vast hectares of bush land throughout WA.
Bushfires in WA account for the highest number of fires attended to by career and volunteer firefighters. Firefighters also respond to and extinguish structural, rubbish and mobile property fires.
Fire Investigation Analysis Unit
The Fire Investigation Analysis Unit (FIAU) supports operational fire crews to establish the origin and cause of fires attended by DFES excluding mobile property. The FIAU also works closely with the Western Australia Police Arson Squad to identify the cause of all suspicious and deliberately lit fires.

Collapse (Structure)
The FES Commissioner is the Hazard Management Agency for Collapse (Structure). DFES provides Urban Search and Rescue (USAR) to deal with the rescue of casualties trapped by buildings, landfall or slippage which collapse as a result of industrial accidents, explosions, natural disasters or terrorist activity.
The WA USAR also has a qualified Canine Team to enhance operational capacity and is the only State with an integrated canine team in its USAR Task Force.
It is recognised around the world that canine teams are an essential element in the efficient and speedy location of victims trapped as a result of building collapse or earthquake. DFES have a team of dogs that meet nationally and internationally recognised standards.

Part C: Combat and Support Services
land and Air Search and Rescue
DFES provides combat and support services to the Hazard Management Agencies responsible for search and rescue. Search and rescue is the search for and provision of aid to people who are in distress or imminent danger across varied terrains including air, land and sea. The State Hazard Management Agency is the Police Commissioner but DFES also respond to requests for support from the Australian Maritime Safety Authority (AMSA).

Vertical Rescue
As part of DFES’s combat and support services to WA Police Search and Rescue, DFES has specialist skills and equipment to perform vertical rescues. Vertical rescue skills are used to safely rescue people trapped at heights or depths in often hostile environments including; high rise buildings, cliff faces and crevices, caves, mine shafts, wells, towers, masts and silos as well as industrial settings.
DFES Career Fire and Rescue Service, State Emergency Service and Volunteer Fire and Emergency Service receive training to undertake vertical rescues and provide specialist services responding to major incidents requiring abseiling skill sets state-wide.

Transport Emergencies and Rescue
DFES provides combat and support services to the Hazard Management Agencies responsible for transport emergency and rescue. This means that DFES are part of the first response to road, air, vessel or rail crashes and use specialised skills and equipment to remove injured individuals as safely and quickly as possible. The State Hazard Management Agencies are the Public Transport Authority, Brookfield Rail, Department of Transport – Marine and Police Commissioner.
Every year around 2,800 people are seriously injured with approximately 200 fatalities recorded on WA roads as a result of serious road crash. Sadly, about two thirds of WA’s road deaths take place in WA’s regional and remote areas.
Career and Volunteer Fire and Rescue Service firefighters assist at major road crash incidents in the metropolitan area. They are trained in using contemporary hydraulic rescue equipment, often referred to as the ‘jaws of life’.
In areas where Career Fire and Rescue Service is unavailable, Volunteer Fire and Rescue Services, Volunteer Fire and Emergency Services and State Emergency Services are responsible to assist at traumatic road crash incidents.
Responding personnel also manage and contain hazardous materials such as poisons, flammable liquids and gases where they have been released from their containers caused by a vehicle crash.

Other Emergencies and Support Services
A range of other emergencies can occur which would be responded to by fire and emergency services such as rail transport emergencies and animal disease outbreaks. Fire and emergency services work with other relevant agencies when managing these events.
DFES also contributes to interagency State Emergency Management Plans that are known as Westplans and provide strategic, State level arrangements for managing the particular hazards to which they apply. Westplans are reviewed every five years, or as required. Reviews include extensive consultation with relevant stakeholders to ensure the plans are current and meet community and emergency service agency needs.
Interagency operational exercises are used to test Westplans and their frequency is determined by the State Emergency Management Committee. The formal operational activation of a Westplan may be considered as an exercise for this purpose. The exercises provide the opportunity to improve State preparedness by clarifying legislative responsibilities, testing systems and procedures, identifying training gaps and improving interagency cooperation.

Part D: Services to the Community of WA
Career Services
Career Fire and Rescue Service
There are over 1,100 Career Fire and Rescue Service (CFRS) firefighters in WA who provide firefighting, fire prevention, safety and rescue services throughout the State.
These highly trained CFRS firefighters operate 24 hours a day, seven days a week, every day of the year to respond to a variety of incidents that threaten life and property.
Career Fire and Rescue Service firefighters are responsible for:
■ road crash rescue including removing people from vehicles, and other types of rescues;
■ fires in homes and other structures;
■ bush, landscape and vegetation fires;
■ Chemical, Biological, Radiological and Nuclear (CBRN) and hazardous material management including petrol or flammable spills and gas leaks;
■ Urban Search and Rescue (USAR) capabilities to locate and help people trapped in collapsed buildings;

■ support to flood, storms, tempest and other natural disasters;
■ alarm monitoring and mobilisation, Direct Brigade Alarm (DBA) systems in buildings;
■ community awareness and education programs;
■ building fire safety inspections;
■ administering legislation relating to fire and safety, hazardous materials facilities and hazard mitigation;
■ rural land management advice regarding the role and use of fire;
■ fire scene examination, fire cause investigation and determination; and
■ training in firefighting, fire safety and evacuation procedures.
Aviation Operations
DFES Aviation Services utilise a small number of specially trained career and volunteer personnel to provide support to aviation operations. These tasks include the provision of security and logistical support at improvised forward air bases used by DFES helicopters. State Emergency Service volunteers in the country also provide suppressant reloading support to the State’s aerial fire suppression fixed wing bombers at 40 airfields throughout the southern half of WA.

Aeromedical Search and Rescue
The State Emergency Rescue Helicopter Service (ERHS) commenced operations in 2003 and is WA’s only dedicated 24 hour emergency medical helicopter rescue service. RAC WA has been the service’s major sponsor since its inception.
In 2016, a second helicopter service will commence operations throughout the South West and Great Southern from a purpose built base at Bunbury Airport.
The ERHS conducts three types of missions: (1) primary medical retrievals, such as response to road crashes; (2) time-critical inter-hospital patient transfer; and (3) search and rescue operations on behalf of other agencies.
ERHS helicopters are tasked through the 000 State Ambulance Operations Centre.

Volunteer Services
Bush Fire Brigade
Rural and pastoral areas of WA rely heavily on Bush Fire Brigades (BFB’s) for protection against the threat and devastation of fire.
Nearly 580 Bush Fire Brigades are administered and trained by their respective Local Governments with support provided by DFES staff. Bush Fire Brigade firefighters undertake a range of responsibilities including:
■ combating fires;
■ incident management and communication;
■ planning and executing fire mitigation and prevention measures; and
■ providing fire education programs to schools, service groups, aged care facilities and local businesses to promote safety messages.
Bush Fire Brigade volunteers are trained in:
■ personal and team safety;
■ fire suppression techniques;
■ vehicle driving on and off road;
■ communication systems and protocols;
■ first aid;
■ aerial fire suppression air base management, security and logistical support; and
■ leadership and emergency management procedures.

Association of Volunteer Bush Fire Brigades

Volunteer Fire and Rescue Service
There are over 2,500 Volunteer Fire and Rescue Service (VFRS) members from 92 brigades in WA who provide firefighting, rescue and prevention services throughout the state.
Volunteer Fire and Rescue Service firefighters undertake a range of responsibilities including:
■ combating fires;
■ containing hazardous material spills;
■ road crash rescue; and
■ fire safety education.
Through comprehensive training, Volunteer Fire and Rescue Service firefighters learn to operate the wide range of equipment, vehicles and appliances used to undertake the above responsibilities.
DFES provides Volunteer Fire and Rescue Service training in:
■ personal and team safety;
■ structural and bushfire fighting;
■ road crash rescue;
■ communications;
■ hazmat
■ first aid;
■ vehicle driving both on and off road; and
■ leadership and emergency management procedures.

Volunteer Fire and Emergency Service
The Volunteer Fire and Emergency Service (VFES) was formed in 2015 by amalgamating the Volunteer Emergency Service, and the Volunteer Fire Service. These services were formed to alleviate the issue of duplication of services. With their mixture of experience and variety of skills a VFES provides a robust, knowledgeable and effective emergency service for their community.
Volunteers are multi skilled and multi operational and are capable of responding to a diverse range of incidents from bushfire, structural fires, road crash rescues and hazardous material incidents through to storms, cyclones, search and rescue. They also undertake fire prevention and risk management work in their communities.
Located across WA in regional towns and the greater metro area, these services have proven particularly successful in communities with populations where it is challenging to sustain multiple volunteer services.
Volunteer Fire and Emergency Services roles may include: ■ bushfire fighting;
■ structural firefighting;
■ road crash rescue;
■ hazardous materials;
■ breathing apparatus;
■ search and rescue;
■ natural disaster response;
■ community safety; and
■ other roles, depending on their community needs.

State Emergency Service
The State Emergency Service (SES) play a significant and vital role in community safety. State Emergency Service volunteers actively promote safety education, prevention and preparation measures in visits to service groups, aged care facilities, local businesses and schools.
The State Emergency Service roles may include: ■ storm damage temporary repairs; ■ search and rescue; ■ flood and other natural disaster response; and
■ vertical rescue.
The State Emergency Service volunteers may be trained in: ■ first aid; ■ personnel and team safety; ■ vehicle driving, on and off road; ■ communications systems and protocols; ■ leadership and emergency management procedures; ■ urban search and rescue; ■ land search; ■ air search; ■ road crash rescue; ■ structure damage and temporary repairs; ■ fire support; and ■ incident management.

Volunteer Marine Rescue Service
There are 37 Volunteer Marine Rescue Service (VMRS) groups situated along WA’s 13,000 kilometre coastline from Esperance in the south to Kununurra in the north, including Christmas and Cocos (Keeling) Islands, that have been formally approved under the DFES Act. Marine Search and Rescue has more than 1,400 registered volunteers. VMRS groups work closely with the Western Australia Police, whose Commissioner is the Hazard Management Agency for Marine Search and Rescue to perform search and rescue missions at sea.
VMRS provide a range of emergency management services including:
■ assisting Western Australia Police to search for missing people or vessels;
■ providing help to drifting vessels; and
■ assisting in operations to remove grounded or submerged vessels.
Rescue assistance includes:
■ provision of senior first aid, cardio-pulmonary resuscitation (CPR) or expired air resuscitation (EAR);
■ towing damaged vessels back to shore or launching ramp;
■ re-supplying water or fuel to stranded vessels; and
■ providing advice on voyage planning, radio communications and actions to take during an emergency at sea.

State Wide Operational Response Division
The State Wide Operations Response Division (SWORD) is a resource provided by volunteers. The unit was founded in 2014 and is a metropolitan resource available to the State, located at the WA Fire and Emergency Services Academy in Forrestfield. The SWORD provides a multi skilled volunteer resource without a dedicated area of responsibility that can be deployed state-wide to provide support at major incidents. The SWORD comprises operational Volunteer Fire and Rescue Service, Volunteer Fire and Emergency Services and State Emergency Service canine, mounted and communications support personnel, as well as the WA Fire and Emergency Services Concert Band.

Emergency Management and Hazard Planning contributes to and undertakes bushfire risk reduction strategies, planning and training including providing advice to the public and Local Governments on emergency management. Bushfire and Environmental Protection
Bushfire and Environmental Protection (B&EP) is a specialist branch within DFES comprised of research scientists (scientific officers) and an Environmental Geographic Information Services (GIS) officer. B&EP includes developing and undertaking bushfire and environmental protection research and developing and applying operationally effective practices and tools that are scientifically based to prevent or mitigate the impact of bushfires on the natural and built environment. As subject matter experts B&EP also maintain professional standards and reduce the occurrence and impact of planned and unplanned bushfire on the environment and the community through developing and interpreting bushfire and environmental scientific knowledge, legislation and policy into operational and community products.

Advisory Services
The Advisory Services Directorate is still in development and final roles are not yet formalised. Currently manages advice to government agencies and external stakeholders on hazard risk management and planning information encompassing referrals, opinions and formal advice. Also encompasses unexploded ordnance (UXO) services providing consultation and liaison to stakeholders on UXO matters including risk mapping for firefighting purposes and management of the state UXO register.
Bushfire Risk Management
In 2015, Bushfire Risk Management (BRM) was established within DFES to assist in the development of resilient WA communities that work together to build capacity and capability to mitigate and prepare for bushfire emergencies through a shared responsibility to bushfire risk management that empowers stakeholders. BRM is progressing the development and implementation of effective, standardised bushfire risk management plans in identified high bushfire risk local government areas across WA to minimise the impact of bushfires on local communities.
Bushfire Risk Management Planning Officers (BRMO’s) and LG Bushfire Risk Management Planning Coordinators (BRPC’s) are working in identified high bushfire risk locations to assist in developing bushfire risk mapping utilising an integrated Bushfire Risk Management Software System (BRMS) to develop BRM Plans.

Through this project funding, both DFES and the State Government will be able to provide direction and leadership for bushfire risk management and community preparedness. The project will also ensure that mapping and risk management standards are used to identify assets, conduct risk bushfire assessments and schedule mitigation treatment options enabling prioritisation of bushfire risk and associated mitigation treatment options.
Operations Capability
DFES ensures that fire and emergency personnel have the required capability to provide services, which means making sure operational personnel are adequately prepared and equipped.
Operations Capability includes the management of Aviation Services, Marine Services and Special Operations (Search and Rescue, Hazardous Materials, Critical Infrastructure and Urban Capability). Operations Capability also oversees the volunteer response through SWORD. Operations Capability oversees the regulatory responsibilities of building and infrastructure through the Built Environment Branch which provides advice to Building Surveyors (Certifiers) and other fire safety practitioners to ensure plans for construction of new commercial and industrial buildings in WA are fire safe in accordance with the fire safety sections of the Building Code of Australia (BCA).

Capability Planning

Professional Development
DFES has a Professional Development Division that plays a critical role in supporting DFES career firefighters, corporate staff and volunteers. DFES is a Registered Training Organisation providing certification to national standards for a limited number of core programs.
The priority of the Division is to ensure all staff and volunteers are trained to perform their duties proficiently, competently and safely. Training delivery and curriculum development is planned, relevant, consistent, structured and most importantly flexible to the needs of DFES’ many stakeholders.
The training includes professional pathways for career and volunteer operational personnel and career pathways for public servants. Training is available at the Western Australia Fire and Emergency Services Academy (WAFESA) or other external providers.

Operational Information Systems
The Operational Information Systems (OIS) Branch manages and develops the Operational database information systems used by DFES. The systems are used to record key operational resources, including membership details for volunteer brigades, groups and units, career and volunteer appliance and equipment allocations and operational response activity. The systems managed by the Operational Information Systems Branch are regarded as the source of truth for operational statistical reporting.

Strategic Program Office
The Strategic Program Office (SPO) was set up as part of the new governance structure, to provide the Corporate Leadership Team with a mechanism to ensure that all projects are transparent, are in alignment with DFES strategic plans and realise the optimum return on investment.
It is not the role of the SPO to manage projects, but to support project teams with governance, guidance, assurance and reporting.
Strategic Alignment Office
The Strategic Alignment Office (SAO) ensures that proposed initiatives have the necessary rigour applied to their strategic alignment, business justification and capacity to deliver. This will include:
■ an assessment of the alignment to the strategic plans;
■ the business justification (Business Case);
■ the capacity of the organisation to deliver the project;
■ managing and maintaining a database of business requirements for the Department; and
■ assisting the Corporate Leadership Team (CLT) with prioritising business requirements.

The SAO is responsible for innovation within DFES. An online Innovation Portal, Portal2Progress (P2P), was established to allow all members of the organisation to put forward new and innovative ideas to assist with continuous improvement, enhancement of frontline operations, and building community safety.
P2P can be accessed through the DFES Intranet page or the Volunteer Portal.
The SAO is responsible for administration of the Innovation Council. The Innovation Council consists of ten subject matter experts from across the Department that assess ideas posted on P2P, and provides a recommendation for approval by the CLT.

Project Management Office
The Project Management Office (PMO) oversees and monitors all DFES projects primarily through the Project Management Committee (PMC).
The purpose of the PMC is to be aware, at agency level, of projects which are underway, and review those which are at risk or require attention.
The membership of the PMC includes the membership of the Corporate Leadership Team and the Director Strategic Program Office.
The PMC can direct a Project Sponsor to take a specific action on a project. All Project Sponsors are accountable to the PMC, and all Project Sponsors are members of the PMC. The PMC is accountable to the FES Commissioner.
Information on projects is provided to the PMC by the Strategic Program Office. The approach of the PMC is to manage projects ‘by exception’; that is the PMC will only discuss projects which are at risk, require attention or a specific direction.
The Strategic Program Office provides the PMC with:
■ dashboard reporting, which is an ‘at a glance’ view of the status of all projects;
■ recommendations for actions on projects requiring attention; and
■ recommendations on the overall operation of the governance structure and the Strategic Program Office.
The PMC meets monthly and is chaired by the FES Commissioner.

■ review of Project Documentation;
■ governing Project Status Reporting;
■ methodology/process owner;
■ quality assurance;
■ governance;
■ reporting;
■ escalation point for projects; and
■ project management coaching and mentoring.
Change Management Office
The Change Management Office (CMO) is specifically concerned with working with the projects to prepare the Department’s staff so that they are “ready, willing and able” to implement the new business processes and systems.
When a new project is introduced, the project can affect more than just the business area in which the project is being introduced. The Manager, Change Management works with the Project Manager to ensure that all areas of the organisation are aware of any changes that may be occurring and the manner in which they will be affected.

Workforce Management
The Workforce Management Branch aims to provide DFES management and staff with a proactive and supportive consultancy service on issues such as employee relations, grievance management and mediation, performance management, workforce planning, equity and diversity, change management issues relating to people management. The Workforce Management Branch represents DFES in tribunals and industrial jurisdictions, in addition to coordinating the negotiations on the development and implementation of enterprise bargaining agreements related to employees of the organisation.
Volunteer and Youth Services
DFES’ Volunteer and Youth Services Branch undertakes research and strategic planning to inform DFES and key stakeholders of volunteer issues. The branch identifies and prioritises resources, programs and support required to sustain emergency services volunteer recruitment and retention across the State. Volunteer and Youth Services is also responsible for programs aimed at encouraging young people to become involved in the volunteer emergency services sector.

Wellness
DFES’ Wellness Branch has been established to provide a range of prevention, proactive and reactive support services that are freely available to DFES employees, volunteers and, in times of stress, their immediate families. The support is built around several key services aimed at contributing to psychological, physical and spiritual health and wellbeing. DFES’ Wellness Team consists of a dedicated Wellness Manager, two full time Chaplains (supported by Regional Chaplains), two uniformed Wellness Officers, a Fit for Duty Coordinator and a Wellness Programs Coordinator. Key Wellness services include the Critical Incident Responding, Chaplaincy, Wellness Officers, the Employee Assistance Program (free professional counselling), the Peer Support Program and various information and training sessions.
Workers’ Compensation and Injury Management
DFES management is committed to the injury management process and recognises that success relies on the active participation and cooperation of all parties including the injured/ill employee and eligible volunteer. The aim of the DFES Injury Management system is to provide the best possible response to the management of injuries and illness, so that injured/ill employees and eligible volunteers can remain at work or return to work at the earliest appropriate time. To facilitate this, suitable duties will be arranged whenever possible, having regard for the injured person’s medical restrictions, individual and business requirements. Radio Communications
DFES Radio Communications section is based at the Belmont office and is responsible for maintaining DFES radio communications equipment, including West Australian Emergency Radio Network. This includes:
■ radio communications equipment in the DFES Communication Centre;
■ West Australian Emergency Radio Network radio equipment, including vehicle and handheld radios and repeater sites;
■ metro 6AR/6IP radio network and fire appliance radios;
■ Volunteer Fire and Rescue Service radio equipment, including Country Communication Systems (CCS) and fire appliance radios;
■ State Emergency Service/Volunteer Fire and Emergency Services radio equipment and repeater sites;
■ DFES HF radio networks and equipment;

DFES Radio Communications is responsible for the 24 hour on-call roster for urgent after-hours radio faults in Communication Centre, the metro radio network and metro Fire and Rescue Service appliance radios or CCS systems.
Direct Brigade Alarm Monitoring
DFES provides a protected premises fire alarm monitoring network, known as the Direct Brigade Alarm (DBA) network. DFES has sub contracted the management, administration, and certain monitoring requirements to Chubb Fire Alarm Monitoring Services (FAMS) however DFES retains ownership and overall responsibility for the network, and provides building fire readiness advice and certification.

Information Resources
The Information Resources branch is responsible for managing the creation, maintenance, retention and disposal of DFES’s corporate and operational records, both physical and digital. This includes the ongoing maintenance of TRIM, the Department’s official Electronic Document and Records Management System. Further, DFES complies with the Freedom of Information Act 1992 (FOI Act). The FOI Act gives every person the right to seek access to documents held by government agencies. Documents may comprise written material, plans and drawings, photographs, tape recording, films, videotapes or information stored in a computerised form.
DFES aims to make information available promptly and at the least possible cost to the applicant. Whenever possible, documents will be provided outside the FOI process. If information is not routinely available, the FOI Act provides the general public with the right to apply for documents held by DFES and enables the public to ensure that personal information in documents is accurate, complete, up to date and not misleading.

The Strategic Procurement branch provides advice and support on all goods and services procurement and contracting issues, including procurement strategy, procurement planning, contract management and contract dispute resolution to DFES. Its responsibilities include the maintenance of DFES procurement policies; coordination of contract management training and other procurement capacity building initiatives; and specialist procurement reporting and analysis.

Asset Planning and Delivery
Asset Planning and Resource Allocation
The Asset Planning and Resource Allocation branch manages the forward planning of DFES’ Capital Works Investment Program (CWIP) which includes replacement of existing assets and the planning of new facilities, vehicles, appliances and major items of equipment. Assets funded through the CWIP are owned and maintained by DFES.
In addition, the branch works closely with local governments to improve emergency services, particularly in regional and remote areas, through the provision of facilities, vehicles, appliances and equipment that are provided to volunteer groups via local governments through the Local Government Grants Scheme (LGGS).
Facilities, vehicles, appliances and equipment supplied through the LGGS are granted to local governments which are owned and maintained by the local governments until a replacement is provided, at which time ownership of the replaced item transfers back to DFES.
Facilities, vehicles, appliances and equipment are critical elements of DFES’ emergency service response capability. Further, the branch is responsible for DFES’ Strategic Asset Management Plan, the Strategic Land Acquisition Program and the Asset Management Policy.

The Fleet and Equipment Services branch provides a range of services to ensure that the state wide capital works and grants programs are delivered and, in the case of DFES owned vehicles and equipment, that they are maintained to a high standard.
Fleet and Equipment Services, along with a range of private sector suppliers and service providers, delivers the replacement and maintenance programs and is responsible for DFES’ fleet appliance program including engineering standards and processes; fleet maintenance program, fleet equipment program and the fleet and equipment quality assurance program.
