DEWA* awards the largest frame con-tract for IEC 61850-based Substation Automation Systems to ABB

This is the second frame contract for substation auto-mation systems that DEWA has awarded to ABB. It marks the customers’ great satisfaction with the profes-sional solutions and services already provided under theprevious project, which was extended from originally 20 to 24 SA systems. In closecooperation, ABB Switzer-land and ABB Dubai will combine global experience with local presence to offer DEWA future-proof systems and competent support to ensure on-time energization of the 132/11kV GIS sub-stations.

growth based on a diversi-
fication programme with
manufacturing and tourism
as the centrepieces out-
pacing the traditional oil
and gas export business.
This modern state has a
population of approx. 0.86
million. Overall responsibility
for the electricity supply
industry rests with the
Dubai Electricity and Water
Authority. DEWA avails of
a generating capacity of
3’833 MW from combined
cycle and gas turbine power
plants, operates the country’s
400/132/33/11kV grid and
supplies electricity to four
other emirates as well. To
meet the continuous growth
in demand for electrical
energy with an expected
15% p.a. until 2010, DEWA
is continuously adding
generation and transmission
capacity to its grid. Within
a massive grid extension
program, approx. 10-12
new substations are being
built each year.
The substation automation solution chosen is based on the verified implementation
of IEC 61850. High availability is ensured by full redundancy on the station level. The
redundant embedded NCC gateways to the system and emergency control centres as
well as the hot standby station computers are working completely independent of each
other. For maximum performance and security, three physically separated communication
networks are implemented for 11kV, 132kV and the station level. The IEC 61850-compliant
bay level solutions feature functional integration of control and back-up protection for
132kV and 11kV. ABB Switzerland performs the system design and engineering, whilst
the entire cubicle assembly, installation and commissioning is carried out by ABB Dubai.
Dependable and competent project execution as well as close cooperation with main
contractors ensures on-time energization of the substations.

stations. Their safe operation calls for future-proof
secondary systems based on state-of-the-art yet pro-
ven technologies, which shall allow easy maintenance
and future extensions. Redundancy concepts shall
meet stringent availability requirements. Adherence to
the tight time schedules is required with one to two
substations being energized every month in winter.
The short project lead-times necessitate efficient pro-
ject management and execution with adequate resour-
ces. Parts of the work shall be performed locally and
competent service and support be easily accessible.
