Development Summary

Highlights• Two projects, Gables Pointe 14 in Courthouse and Columbia Pike Village Centro on Columbia Pike, were completed, adding

575 multi-family units, 81,530 square feet of retail space, and 160 temporary (up to 24 months) hotel rooms to the County.

For the Fourth Quarter of 2019, the following table includes Site Plan applications that have been accepted and filed or are currently under public review (but not on hold). Development statistics reflect the initial Administrative Regulation 4.1 submission (for Site Plan projects) or 4.1.2 submission (for Form Based Code projects), and they are subject to change throughout the public review process leading up to approval by the County Board.

About the Department of Community Planning, Housing and Development

The Department of Community Planning, Housing and Development (CPHD) is comprised of six divisions - Planning, Housing, Neighborhood Services, Zoning, Inspection Services, and Business Operations. The dedicated staff in these divisions work hard to envision, plan, maintain, and ensure the safety of Arlington’s built environment, while providing a world-class place to live, work, play and learn for our residents, customers and partners. CPHD staff have the experience, professionalism and expertise to work with our customers and partners to support projects and programs that meet the needs and priorities of the community.

Development Tracking Report Fourth Quarter 2019

Methodology

Quarterly development tracking reports are generated from County authored Board Reports, County Board minutes, and County data on Certificate of Occupancy (CO) permits, building permits, and demolitions permits.

The approval date is the date the project was approved by the County Board (by-right projects are not approved by the County Board). The Virginia State Legislature has extended the blanket expiration of approved site plans and special exception use permits beyond the terms of most final site plans approved by the County Board, with the most recent extension to July 2020. The construction start date is based on the date the first building permit was approved for the project, and projects are classified as under construction when construction activity commences above grade. In most cases, completed projects are those where a CO has been issued. In general, a project is determined to be complete if a Master CO has been issued or if partial certificates of occupancy have been issued for at least 50 percent of the GFA or units in the project. In some cases, projects were determined to be complete or under construction based on site visits by Community Planning, Housing, and Development (CPHD) staff. The demolition date listed for demolished projects is the date the demolition permit was issued (not the date of actual demolition).

The projects contained in this report are only those that add or subtract new development potential (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space inventories in the County. This report does not include data on alterations or additions to single family attached or detached homes, but does include information on demolition and new construction of such homes.

In addition to the preceding summary, detailed tables showing completions, construction starts, approvals, and demolitions for residential units, office space, retail space, hotel rooms, and other space for the Fourth Quarter 2019 accompany this document.

The attached tables are divided into four sections:

Data Table Overview

Each section separately reports Major Projects and Single Family Houses. Data are reported for each of Arlington’s Major Planning Areas, Other Planning Areas, and other geographic areas. Major Planning Areas include Rosslyn, Courthouse, Clarendon, Virginia Square, Ballston, Crystal City, Pentagon City, and Columbia Pike. Other Planning Areas and other geographic areas include Nauck, Shirlington, East Falls Church, Lee Highway, and Four Mile Run.
