Executive Summary

DEVELOPMENT SERVICES July saw the biannual Queensland Mining Exhibition held at the showgrounds and it was noticeable how much larger it was than the last event with hotels, restaurants and other local businesses reporting strong trade. Council staffed a stand at the event which allowed us to engage with many people from outside the region. Development application activity continues its strong recent trend with a number of larger scale development applications being lodged as well as a number of operational works applications being processed. As part of the Mackay Regions Recreational Fishing Strategy, this month, a workshop was held to build abundant fish habitat structures which will be installed in Kinchant Dam and staff also held internal discussions with Sunwater to determine options for upgrades of land leased facilities at all the regions dams. In Economic Development this month we launched two new City Active initiatives, the first a new Art Walk brochure which was launched with a guided walk through the City Heart and secondly a new pole banner system in Wood Street to promote businesses and activities.

Updates on Significant Developments Currently Being Assessed by Council

APPLICATION LODGED DA-2018-75 1 Matsen Street, Bakers Creek The application is seeking a Preliminary Approval for a Material Change of Use and Reconfiguration of a Lot to allow the development of a service station, food & drink outlet (including drive-thru) and motel on land adjacent to the existing Bakers Creek Tavern. The reconfiguration of a lot component will allow each aspect of the development to be contained within a separate lot, with access easements to allow movement of vehicles through the sites.

Monthly Safety Review Summary Five injuries to MRC employees were reported in July:

• A worker’s finger was pricked by unknown object while the worker was removing aquatic plants from water.

• A worker’s wrist was scratched when the worker’s hand slipped while drilling a hole into a PVC pipe.

• A worker felt wrist pain after pushing the lever on a mower deck.

• A worker’s foot was slightly injured when a broken solar light hidden in long grass punctured the worker’s safety boot.

• A worker suffered blisters from using a reciprocating saw. Five incidents involving asset damage were reported in July:

• The window of a MRC vehicle was damaged from a stone thrown up from a passing vehicle.

• A mower being towed on a trailer shifted slightly, damaging a brush cutter

• A non-staff member vehicle changing lanes collided with trailer being towed by MRC truck.

• A rock flicked up by a passing truck hit and damaged a MRC vehicle windscreen.

STRATEGIC PLANNING

Regional and Local Area Planning

Projects Status Description / Update of Project

Sarina Town Centre Revitalisation Study

The strategy document is complete. Scope and consultants brief finalised to prepare business case to seek external funding. Business case planned to commence in September.

Planning Scheme Policy – Open Space Policy

Council resolved in November 2017 to make a proposed Planning Scheme Policy on Open Space. The policy will set standards for providing recreational parks when undertaking development. Council considered submissions made during public consultation and submitters advised about how council considered the submissions. Further reports to council to consider adopting the policy is planned for September.

Mackay Waterfront Priority Development Area (PDA)

The Mackay Waterfront Priority Development Area was declared by the Minister for Economic Development Queensland and became effective by regulation on 25 May 2018. Drafting of the PDA development scheme is well progressed. The draft will be submitted to the Department for state interest review in the coming month, and formal community engagement is anticipated in late 2018. Infrastructure and network investigations are continuing for various infrastructure types, supported by funding from the Queensland Government under the Maturing the Infrastructure Pipeline program. Concept designs have commenced for some components of the PDA precincts, taking into account the announced Queensland Government QRA funding for Queens Park.

Transport & Infrastructure Planning


Growth Allocation Model

The Growth Allocation Model allocates and maps future urban growth over a 20-year projection period based on growth scenarios. Further modelling will be undertaken in 2018 based on new population projections to be released by Queensland Government. Consultation with the Queensland Government on future projections are underway.

Development of a Local Government Infrastructure Plan (LGIP)

After receiving approval from the Planning Minister to adopt the LGIP, Council resolved to adopt the LGIP on 27 June 2018 with a commencement date of 1 July 2018. The LGIP has been incorporated into the Mackay Region Planning Scheme (version 2.0). Project is now completed.

Mackay Isaac Whitsunday Regional Transport Plan (State Government)

The State Government released the final Mackay Isaac Whitsunday Regional Transport Plan in early June 2018. Council will continue to work with Transport and Main Roads on the implementation of the plan. Project is now completed.

Engineering Design Guidelines Review

A discussion paper is progressing, which outlines options available for the adoption and implementation of revised guidelines.

Waterways


Mackay Region Coastal and Inland Flood Hazard Adaptation Strategy (CIFHAS)

The project will identify the Mackay Region’s coastal and flood hazards and identify adaptation options to minimize the adverse impacts of these hazards. The current stage is near complete with data now received from the terrestrial LIDAR project (street view image and property details such as floor levels, type etc.). The next stage of the project involves consultation that commenced in May. The strategy is renamed the Storm Smart Strategy.

Mackay Floodplain Management Plan

Project is in Phase 1 – existing conditions data review. The LiDAR and flood damage assessments are close to completion, enabling the next phases of the project to continue. Phase 2 and 3 of the project, involving mitigation option identification and testing will be undertaken in late 2018.

Bakers Creek South Mackay Stormwater Trunk Infrastructure Study

The study has commenced and an existing conditions Tuflow model has been developed for the South Mackay, Ooralea and Paget areas which discharge to Bakers Creek. Problem areas have been confirmed and high-level concepts for testing developed. It is anticipated that the study will be completed in October 2018.

Project Update: Engineering Design Guidelines Review The Engineering Design Guidelines are currently within Schedule 6 of the Mackay Region Planning Scheme as Planning Scheme Policies. These guidelines have remained largely unchanged for around 10 years and a project has commenced to review their structure and content. An internal working group met in June to discuss the project and discussions are being held with the development industry at the bi-monthly Engineering Reference Group meetings. An action plan to update the Guidelines will be finalised early in the second half of 2018. Priority guidelines for amendment in the first year include the stormwater, landscape, water and sewerage guidelines however the full review project is likely to span a couple of years.

Natural Environment Projects

Project Status Description / Update of Project

Schools Tree Day and National Tree Day

226 students and 43 community members planted 1255 plants at Meadowlands at the Mackay Regional Botanic Gardens. All the plants were grown by staff and volunteers at the Mackay Natural Environment Centre Nursery.

Kinchant Dam Habitat Improvement

A second workshop was held to create habitat structures for fish and aquatic life. These structures will be deployed at Kinchant Dam and will improve recreational fishing opportunities.

Intercept Mackay’s Marine Debris

Community members helped analyse the contents of gross pollutant traps to determine the main litter types and sources.

Grasstree Beach Motorbike Races

Staff assisted with the Grasstree Beach Motorbike Races to ensure the event was successful and environmental damage was minimised.

Interpretive Signage

Two interpretive signs were installed at the new viewing platform near The Shores at Blacks Beach. The signs focus on marine turtles and shorebirds.

Reef Urban Stormwater Management Group

Staff hosted the Reef Urban Stormwater Management Group meeting, training session and bus tour.

Responsible Cafes Program

Council has joined the Responsible Cafes Program. This program connects cafes with conscious consumers, builds community and reduces waste by encouraging cafes to offer a discount to customers who BYO cup. Council will initially partner with Foodspace and the Botanic Gardens Café to promote the program.

Capital Works Projects


Annie Wood Bridge Replacement

Replacement of the old timber pedestrian bridge off Norris Road with a composite fibre structure has been completed.

Blacks Beach Park & Blacks Beach Fitness Stairs

Construction of the disabled access ramp to the beach and the fitness stairs has been completed. Additional paths, beach shower and landscaping has also been completed. The park and stairs were opened to the public on Friday 27 July.

Park Shelter Roof Refurbishment Grasstree Beach

Planning has been completed and materials ordered for the replacement of corroded purlins and roof sheeting on the shade structure over the play equipment at Grasstree Beach. The playground will be closed and works commence early August and will take approximately five weeks to complete.

Botanic Gardens Projects


Carpark Upgrades Request for quotes sent out for Meadowlands pathway installation. Cremorne upgrades planned for next calendar year.

Shade Sail Replacement

Suppliers being sourced for replacements.

Signage Upgrades Design manual scheduled for development over the coming months. Installation of upgraded signage due in first half of 2019.

Revitalise the City Centre

Strategy / Project Status Description / Update of Project

Marketing

Television Commercial Campaign (TVC) - a new concept and options for the promotion of Mackay City Centre is currently being reviewed for the new financial year. Wood Street Banners – a new type of banner which is smaller and more cost effective for low key activations has been designed and installed on to nine lamp poles in Wood Street. The banners are made from lightweight mesh material and are held into position via stainless steel arms. There are two banners per pole and have been located facing the pedestrian walkways to capture the attention of members of the public. Mackay City Centre ART WALK Brochure was launched to promote walks around the City and to support The Festival of Arts. The A5 full colour brochure includes photographs of the artworks together with detailed descriptions from the artists and a location map to enable the reader to self-guide themselves around the City. The aim of the brochure is to encourage the local community and visitors to take a stroll and explore our iconic art installations and stop for a shop, a coffee, a light lunch or dine with a glass of something cold. The brochure has been very well received and is the first brochure of this type and our first collaboration with Artspace. The brochure will work well along with the Heritage Walk in Mackay publication and is in keeping with a strategy to market and promote the City Centre as a destination.

Events

ART WALK A City Centre Art Walk was organised to launch the Mackay City Centre ART WALK Brochure. The walk commenced at Artspace and strolled through the City taking in the artworks en route to Bluewater Quay where the walk concluded at the community artwork upon the levee wall where a section of the wall was illuminated for the event. The walk attracted an impressive number of walkers from keen photographers, mums with toddlers in prams and children riding their bikes, which gave the whole event a family feeling and also stopped onlookers in Wood Street as the throng of walkers hit the street. The event was also timed to link in with the Greater Whitsundays Farmers Twilight Market creating a festival feeling to the end of the event. Bluewater Fling The annual Bluewater Fling was held at Bluewater Quay and supported by Mackay City Centre. The event attracted a large section of the community with a wide range of ages. The pipe bands and drummers from Townsville and Rockhampton joined Mackay & District Pipe Bands who marched across the Forgan Bridge. The audience were further entertained by The Clan from the Sunshine Coast area, the Townsville Scottish Community, Mackay Highland dancers and local folk/celtic band Hullabaloo.

Expressions of interest opened on July 1 and are currently being assessed as received. Two applications have been approved in 18/19.

International Trade Group (formerly Export Group)

A Council representative attended the International Trade meeting. Support is provided to members as required.

International Education and Training

Expressions of interest to be involved on the Study Greater Whitsunday Steering Committee have been submitted from all interested parties. First Steering Committee to be held in August. Partners on the project include GW3, CQ University and Whitsunday, Isaac and Mackay Regional Councils.

Mackay Isaac Whitsunday Trade and Investment Group (MIW TIG)

Trade and Investment Queensland in collaboration with Regional Development Australia Mackay-Isaac-Whitsunday invited Mackay Regional Council and regional stakeholders to participate in the new Trade and Investment Group. The MIW TIG aims to bring agencies and stakeholders together quarterly to: share information, identify priorities, pool resources and deliver projects and ensure regional outcomes.

Partnerships for Economic Development


Implementation of the Economic Development Strategy

Mackay Region Fishing Strategy Economic Development has commenced delivery of the action plan linked to the $100,000 State Funding for implementation of the Mackay Region Recreational Fishing Strategy. Mountain Bike Strategy The Draft Mountain Bike Strategy was received this month. The Strategy is now undergoing internal review with a presentation to be provided by the consultant to Council in September. The Mackay Region was also listed as a high priority region in the Queensland Mountain Bike Strategy 2018 which was released in July. General Aviation Economic Development continues to coordinate advice to airstrip operators as requested. Driver Education Facility The Driver Education Facility Needs Assessment was awarded in January and a draft report has been received. The assessment involved targeted stakeholder engagement to determine whether there is a demonstrated stakeholder need for the establishment of a driver education facility in the Mackay region. Council will commence discussions with regional stakeholders in August to determine further interest in the project.

Recreational Vehicle Attraction

The Camping Choices Regulatory Review was received in February 2018. Internal review was conducted in February and March with implementation of recommendations now being investigated. Briefing to Council scheduled for November 2018.

Facilitating Development in Mackay Region Policy

A one-year extension for the Mackay Transit Centre was approved by Council.

Queensland Mining and Engineering Exhibition (QME)

Mackay Regional Council, Resource Industry Network and GW3, partnered with six local companies to demonstrate regional innovative solutions within the Mining and Engineering sector at QME 2018. Over the three days, feedback from participating businesses on our stand was very positive, with good leads identified. A follow-up survey will be conducted in a month to ascertain subsequent outcomes.

Business Assistance Platform

Consultancy components of the Business Assistance Platform project are underway including website development and marketing material. The project is an initiative of the region’s business assistance providers and aims to establish a coordinated approach to business event collaboration and cross promotion and, in addition, provide information on business assistance available within the region.

Greater Whitsunday Food Network

A representative from Economic Development attended the Greater Whitsunday Food Network’s bi-monthly management meeting on 19 July. A strategy day has been recommended to identify priority actions.

Resource Centre of Excellence (RCOE)

The pre-feasibility study and business case for the RCOE was awarded in December and is currently being reviewed by council. The business case supports the State Government’s $3.6 million funding announcement for construction of the facility.

Sustainable Economic Growth for Regional Australia (SEGRA) Conference

Mackay has been successful in securing the national SEGRA conference, to be held October 22-25. The local planning committee is continuing to develop content for the conference program and industry tours on the final day.

Placemaking

Economic Development is delivering a placemaking grants program, Activate My Place (AMP), offering grants to individuals or organisations to deliver projects that enhance the amenity, activity and appearance of a place. A community workshop was held in March with 30 community members in attendance. Applications opened at the beginning of April and closed on May 1.

Economic Development is working with the successful applicants to progress the projects and provide assistance where required.
