IN ACCORDANCE WITH 30 CFR 250.34 ET SEQ. AND NOTICE TO LESSEES AND OPERATORS NO. 84-01, AMERADA HESS CORPORATION HEREBY SUBMITS THE FOLLOWING INFORMATION FOR THE PLANNED DEVELOPMENT AND PRODUCTION.
A. DESCRIPTION
AMERADA HESS PROPOSES TO DEVELOP SOUTH TIMBALIER BLOCKS 205 AND 206 CONCURRENTLY. FIELD DEVELOPMENT MILL START WITH THE DRILLING OF WELL NO. 3 FROM THE EXISTING TEMPLATE ON BLOCK 205 ATTEMPTING TO PROVE UP ADDITIONAL RESERVES. DETAILED DESIGN, FABRICATION AND INSTALLATION OF PLATFORMS, PRODUCTION FACILITIES AND PIPELINES WOULD THEN BE COMPLETED AND PRODUCTION INITIATED.
THE PLATFORM FOR BLOCK 205 WILL BE A FOUR PILE, UNMANNED FACILITY SET NEXT TO THE EXISTING NINE SLOT TEMPLATE CAPABLE OF PRODUCING 50 MMCFD OF GAS. WELLS NO. 1, 2, AND 3 WILL BE TIED-BACK TO THE PLATFORM AND COMPLETED FOR PRODUCTION USING A CANTILEVER TYPE JACK UP DRILLING PIG.
THE BLOCK 206 PLATFORM WILL BE A 24 SLOT, 8 PILE MANNED STRUCTURE SET OVER THE EXISTING TEMPLATE CAPABLE OF PRODUCING 150 MMCFD. A PLATFORM DRILLING RIG WOULD THEN BE MOVED ONTO THE PLATFORM. WELLS NO. 1 AND 3 WILL BE TIED-BACK TO THE PLATFORM AND COMPLETED FOR PRODUCTION. WELL NO. 2 WILL BE SIDETRACKED, TIED-BACK TO THE PLATFORM AND COMPLETED IN SANDS PREVIOUSLY LOGGED. SIX ADDITIONAL NEW WELLS WILL BE DRILLED TO OPTIMIZE RESERVOIR DEPLETION. SIMULTANEOUS DRILLING AND PRODUCTION WILL TAKE PLACE DURING THE TWO YEAR DEVELOPMENT DRILLING PROGRAM.
PRODUCT TRANSPORTATION WILL USE SUBSEA PIPELINES TO THE NEAREST SHORELINE SYSTEM TAKE POINT THAT RESULTS IN THE BEST OVERALL ECONOMICS. NO NEW NEARSHORE OR ONSHORE PIPELINES OR FACILITIES WILL BE CONSTRUCTED. THE SPECIFIC SYSTEM WILL BE DETERMINED DURING THE NEGOTIATION OF THE GAS MARKETING CONTRACT WHICH IS EXPECTED TO TAKE PLACE DURING THE FIRST HALF OF 1989.
B. SCHEDULE
THE ANTICIPATED SCHEDULE IS PRESENTED BELOW. THE TOTAL TIME TO COMPLETE THIS PROJECT IS ESTIMATED TO BE 21 MONTHS TO INITIAL PRODUCTION WITH AN ADDITIONAL 24 MONTHS TO COMPLETE THE DEVELOPMENT DRILLING PROGRAM.

1. SHALLOW HAZARD ANALYSIS
A SITE SPECIFIC SHALLOW HAZARD ANALYSIS WAS COMPLETED AND SUBMITTED AS PART OF THE PLAN OF EXPLORATION. THE WELLS PREVIOUSLY DRILLED AT THESE LOCATIONS VERIFY NO SHALLOW GAC HAZARDS EXIST. SOIL BORINGS WILL BE TAKEN AT THE PROPOSED DEVELOPMENT LOCATIONS TO PROPERLY DESIGN AND SIZE THE PRODUCTION PLATFORMS.
2. SITE SPECIFIC CULTURAL RESOURCE ASSESSMENT
NO IMPACT TO ANY HISTORICAL OR ARCHAEOLOGICAL CULTURAL RESOURCES IS EXPECTED FROM THIS DEVELOPMENT AS IT IS OUTSIDE THE AREA WHERE SIGNIFICANT CULTURAL RESOURCES WOULD BE FOUND. THE HIGH RESOLUTION GEOPHYSICAL SURVEY CONDUCTED ON 8L0CKS 205 AND 206 INDICATED SEVERAL SMALL MAGNETIC ANOMALIES THAT PROBABLY REPRESENT FERROMAGNETIC DEBRIS.

AMERADA HESS' GULF OF MEXICO OPERATIONS AR COVERED BY THE APPROVED AMERADA HESS OIL SPILL CONTINGENCY PLAN. AS A MEMBER COMPANY, AMERADA HESS COULD CALL UPON CLEAN GULF ASSOCIATES FOR ASSISTANCE Itf A MAJOR SPILL INCIDENT SHOULD IT BE NECESSARY.
2. EQUIPMENT BASE OF OPERATIONS AND DEPLOYMENT TIME
CLEAN GULF ASSOCIATES' CLEANUP EQUIPMENT WOULD BE DEPLOYED FROM GRAND ISLE, LOUISIANA WITH BACK-UP FROM HOUMA OR VENICE, LOUISIANA. RESPONSE TINE FROM GRAND ISLE TO THE DEVELOPMENT LOCATION WOULD BE

THE WATER DEPTH AT EACH DEVELOPMENT LOCATION IS AS FOLLOWS:

2. DESCRIPTION OF DRILLING RIG AND POLLUTION PREVENTION EQUIPMENT
A TYPICAL CAN"! I LEVER JACK-UP TYPE RIG WILL BE USED TO COMPLETE THE WELLS ON BLOCK 205. THE BLOCK 206 PLATFORM WILL USE A PLATFORM DRILLING RIG. DECK DRAINAGE FROM BOTH PLATFORMS WILL FLOW INTO A SUMP BEFORE DISCHARGE INTO THE SEA. SANITARY AND PRODUCED WASTEWATER, DRILLING FLUID, AND DRILL CUTTINGS PROCESS AND TREATMENT SYSTEMS WILL BE OPERATED IN ACCORDANCE WITH APPLICABLE RULES AND REGULATIONS. SORBENT PADS WILL BE KEPT ON EACH PLATFORM TO WIPE UP SMALL DRIPS AND SPILLS OF PETROLEUM PRODUCTS AND DAILY VISUAL INSPECTIONS FOR ANY SOURCES OF POLLUTION WILL BE DONE.

AIR EMISSIONS PRESENTED ARE SUMMARIES CALCULATED ON AN ANNUAL BASIS FOLLOWING THE CHRONOLOGICAL STAGES OF DEVELOPMENT BY LEASE BLOCK AS NOTED IN SECTION B. SCHEDULE. THE LAST YEAR'S EMISSIONS LISTED FOR EACH BLOCK ARE REPRESENTATIVE OF REMAINING PRODUCTION YEARS.

• PLATFORM INSTALLATION REQUIRES TWO 7000 HP TUGS OPERAT'NG AT 70X CAPACITY, TWO HELICOPTER LTO CYCLES/DAY, AND THE CRANE BARGE HAS FIVE 2700 HP ENGINES OPERATING AT 50% CAPACITY.
• DRILLING RIG EMISSIONS FOR TIEBACK AND COMPLETION OF WELLS AND DEVELOPMENT DRILLING ARE ESTIMATED TO BE THE SAME AS FOR DRILLING 200 FEET OF HOLE ON A DAILY BASIS.
• PRODUCTION EMISSIONS FOR BLOCK 206 ARE BASED ON THE BURNING OF 1 MMSCF/DAY OF NATURAL GAS FOR POWER GENERATION, ONE HELICOPTER LTO CYCLE/DAY, AND A 3500 HP SUPPLY VESSEL OPERATING 48 HOURS/WEEK AT 70* CAPACITY. PRODUCTION EMI SIONS FOR BLOCK 205 ARE BASED ON ONE HELICOPTER LTO CYCLE/DAY AND A 30 KW GENERATOR OPERAT IN6 AT EIGHT HOURS/DAY. ALL OTHER EMISSIONS ARE CON DERED NEGLIGIBLE.

THE ONLY APPLICABLE LEASE STIPULATION IS NO. 1 CULT AL RESOURCE ASSESSMENT. IN A LETTER TO LESSEES DATED JULY 1, 1983, THE MINERALS MANAGEMENT SERVICE HAS DETERMINED THAT SOUTH TIMBALIER BLOCK 205 AND BLOCK 206 HOULD NOT LIKELY CONTAIN ANY SIGNIFICANT CULTURAL RESOURCES, THEREFORE THE PROVISIONS OF STIPULATION NO. 1 WOULD NOT BE APPLICABLE AND A CULTURAL RESOURCES REPORT WOULD NOT BE REQUIRED.
ESTIMATED LIFE OF RESERVES THE RESERVE LIFE OF THIS DEVELOPMENT IS EXPECTED TO BE APPROXIMATELY 10 YEARS.
DESCRIPTION OF PROPOSED PLATFORM
THE PLATFORM SET ON BLOCK 205 WILL BE AN UNMANNED BOTTOM FOUNDED FOUR PILE DESIGN TO BE SET NEXT TO THE EXISTING TEMPLATE. BLOCK 206 WILL HAVE A MANNED BOTTOM FOUNDED EIGHT PILE DESIGN PLATFORM SET OVER THE EXISTING TEMPLATE. NO NEW OR UNUSUAL TECHNOLOGIES WILL BE DESIGNED INTO EITHER PLATFORM. A. DESCRIPTION
AMERADA HESS PROPOSES TO DEVELOP SOUTH TIMBALIER BLOCKS 205 AND 206 CONCURRENTLY. FIELD DEVELOPMENT WILL START WITH THE DRILLING OF WELL NO. 3 FROM THE EXISTING TEMPLATE ON BLOCK 205 ATTEMPTING TO PROVE UP ADDITIONAL RESERVES. DETAILED DESIGN, FABRICATION AND INSTALLATION OF PLATFORMS, PRODUCTION FACILITIES AND PIPELINES WOULD THEN BE COMPLETED AND PRODUCTION INITIATED.
THE PLATFORM FOR BLOCK 205 WILL BE A FOUR PILE, UNMANNED FACILITY SET NEXT TO THE EXISTING NINE SLOT TEMPLATE CAPABLE OF PRODUCING 50 MMCFD OF GAS. WELLS NO. 1, 2, AND 3 WILL BE TIED-BACK TO THE PLATFORM AND COMPLETED FOR PRODUCTION USING A CANTILEVER TYPE JACK UP DRILLING RIG.
THE BLOCK 206 PLATFORM WILL BE A 24 SLOT, 8 PILE MANNED STRUCTURE SET OVER THE EXISTING TEMPLATE CAPABLE OF PRODUCING 150 MMCFD. A PLATFORM DRILLING RIG WOULD THEN BE MOVED ONTO THE PLATFORM. WELLS NO. 1 AND 3 WILL BE TIED-BACK TO THE PLATFORM AND COMPLETED FOR PRODUCTION. WELL NO. 2 WILL BE SIDETRACKED, TIED-BACK TO THE PLATFORM ANT COMPLETED IN SANDS PREVIOUSLY LOGGED. SIX ADDITIONAL NEW WELLS WILL BE DRILLED TO OPTIMIZE RESERVOIR DEPLETION. SIMULTANEOUS DRILLING AND PRODUCTION WILL TAKE PLACE DURING THE TWO YEAR DEVELOPMENT DRILLING PROGRAM.
PRODUCT TRANSPORTATION WILL USE SUBSEA PIPELINES TO THE NEAREST SHORELINE SYSTEM TAKE POINT THAT RESULTS IN THE BEST OVERALL ECONOMICS. NO NEW NEARSHORE OR ONSHORE PIPELINES OR FACILITIES WILL BE CONSTRUCTED. THE SPECIFIC SYSTEM WILL BE DETERMINED DURING THE NEGOTIATION OF THE GAS MARKETING CONTRACT WHICH IS EXPECTED TO TAKE PLACE DURING THE FIRST HALF OF 1989.
B. SCHEDULE

A SITE SPECIFIC SHALLOW HAZARD ANALYSIS WAS COMPLETED AND SUBMITTED AS PART OF THF PLAN OF EXPLORATION. THE WELLS PREVIOUSLY DRILLED AT THESE LOCATIONS VERIFY NO SHALLOW GAS HAZARDS EXIST. SOIL BORINGS WILL BE TAKEN AT THE PROPOSED DEVELOPMENT LOCATIONS TO PROPERLY DESIGN AND SIZE THE PRODUCTION PLATFORMS.
2. SITE SPECIFIC CULTURAL RESOURCE ASSESSMENT
NO IMPACT TO ANY HISTORICAL OR ARCHAEOLOGICAL CULTURAL RESOURCES IS EXPECTED FROM THIS DEVELOPMENT AS IT IS OUTSIDE THE AREA WHERE SIGNIFICANT CULTURAL RESOURCES WOULD BE FOUND. THE HIGH RESOLUTION GEOPHYSICAL SURVEY CONDUCTED ON BLOCKS 205 AND 206 INDICATED SEVERAL SMALL MAGNETIC ANOMALIES THAT PROBABLY REPRESENT FERROMAGNETIC DEBRIS.

DECK DRAINAGE FROM BOTH PLATFORMS WILL FLOW INTO A SUMP BEFORE DISCHARGE INTO THE SEA. SANITARY AND PRODUCED WASTEWATER, DRILLING FLUID, AND DRILL CUTTINGS PROCESS AND TREATMENT SYSTEMS WILL BE OPERATED IN ACCORDANCE WITH APPLICABLE RULES AND REGULATIONS.
