Development of Operational Safety and Continuing Airworthiness in the Member-States of the

Agreement and in the framework of technical cooperation programme of ICAO

(Project RER/01/901) 2001-2018

This year marks the 18th

anniversary of the implementation of the ICAO-IAC Project (COSCAP-CIS) “Development of Operational Safety and Continuing Airworthiness”

Under ICAO Technical Co-operation Programme. The project document was signed by the Chairperson of the Interstate Aviation Committee (IAC) and the Secretary-General of ICAO in 2000.

Termless prolongation of the ICAO/IAC Project RER/01/901

(COSCAP-CIS) was signed

• ICAO/IAC Project RER/01/901 (COSCAP-CIS) is presently considered as one of the most long-lasting and sustainable projects of the Technical Cooperation Programme ICAO, which effectiveness has been appreciated by the international aviation community

• The Project aims at the intensive development of training aviation specialists, state inspectors in various fields of civil aviation, including security, flight safety, airworthiness, etc. on the basis of the ICAO Standards and Recommended Practices and IAC regulations (Aviation Rules)

Programme on the development and upgrading of Methodical recommendations

“Airplane protection from icing up on the ground”



At the 6th Meeting of the Regional Group on Flight Safety (RASG-EUR /

06), combined with the 59th Meeting of the European Air Navigation

Planning Group (ICAO) (EANPG / 59), the information document "“Airplane

protection from icing up on the ground”" was presented.



About 15 courses were conducted on the "Flight Safety Assessment of Foreign Aircraft" (SAFA) jointly with Airbus and the EASA Training

Center



A series of workshops “Flight data analysis"(FDA) were conducted.

About 150 aviation specialists from the states of the region participated in the

workshops.



"Maintenance & Engineering Safety Awareness” Seminar (MESAS)



Over the dozen courses on A320 family aircrafts conducted in the States of the Region in collaboration with Airbus.



Jointly with the FAA USA a number of workshops were held on the Airport safety management system / Runway safety



«Flight Safety and Aircraft Accident Investigation» Courses in the number of the States of the Region

Seminar on Technical Pilot In April 2017, during 3 days, issues related to the introduction of a new position in

airlines - a "technical pilot" in the context of maintaining airworthiness, commissioning of new aircraft and interaction with engineering, flight and technical services, as well as development issues documentation on the flight operation and its adaptation to the specific conditions of QRH, SMS and FDA systems.
