1 Proposed Terms of Reference for EIA Study
Proposed Terms of Reference (ToR) for EIA study are drawn keeping in view of EIA Notification, 2006 (as amended) and Standard Terms of Reference (ToR) for EIA/EMP Report for projects/activities requiring environmental clearance under EIA notification, 2006 released by Ministry of Environment, Forests and Climate Change (MoEF&CC) in April 2015 related to Industrial estates/ parks/ complexes/ areas, export processing Zones (EPZs), Special Economic Zones (SEZs), Biotech Parks, Leather Complexes and also Township and Area Development Projects.
1.1 Introduction to Project
Telangana State Industrial Infrastructure Corporation Limited (TSIIC) proposed to establish National Investment and Manufacturing Zone near Zaheerabad in Nyalkal and Jharasangam mandals in Sangareddy District of Telangana in an area of 12,635 acres (5,113 ha) in pursuit of National Manufacturing Policy, 2011 of Government of India (GoI). The policy outlines the creation of National Investment and Manufacturing Zones (NIMZ) with minimum size of 5,000 hectares as giant industrial Greenfield townships to promote world-class manufacturing activities. Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry, Government of India has accorded Final Approval for Zaheerabad NIMZ on January 22, 2016. The Project Location map is given as Figure FD0101.
TSIIC intends to provide world class eco system for manufacturing industries and proposes to establish infrastructure facilities for the proposed NIMZ. The infrastructure development being proposed includes water supply, water distribution, internal roads, storm water drains, electrical distribution network, internal street lighting, wastewater and waste management facilities other utilities such as gas/steam supply, technical and support buildings, housing along with allied facilities.
The total area of the proposed NIMZ is around 12,635 acres for various manufacturing industrial sectors. Apart from industrial area there will be technical infrastructure facilities, amenities & utilities, township and logistics facilities. The processing area includes manufacturing zone for different manufacturing industries and service industry selected based on the market and demand assessment study undertaken.
The proposed project is attracting the EIA notification, 2006 (as amended) and TSIIC appointed NABET accredited L&T Infrastructure Engineering Limited (LNTIEL) as Environmental Consultant for conducting Environmental Impact Assessment (EIA) Study for the Zaheerabad NIMZ project.
1.2 Project Description
The Proposed NIMZ of 12,635 Acres comprises of manufacturing area along with open space/green belt, utilities, roads and commercial area. Focus sectors identified based on Country’s and region’s prima facie strength for NIMZ near Zaheerabad are as follows:

Apart from the manufacturing zones, total area is planned for green/open areas, amenities and utility space, technical and commercial infrastructure to accommodate training centre, R&D centre, commercial buildings like bank and ATMs, offices, traders, shopping, maintenance and repair shops, etc. and residential zone.
Utilities are planned and zoned across the project site. It will include water supply system, sewage network and wastewater treatment facility, waste management facilities, power sub-station and distribution network, fire station, cold storage facility, raw material bank, etc. which are discussed in detail in the subsequent sections. Based on the requirement, these facilities are spread across the project site. Logistic hub will include warehousing, storage facility, container terminal, truck parking facility, workshops, railway siding infrastructure, weigh bridge, external physical structure linkages such as Roads, water supply, Power supply, gas and optical fiber connectivity (OFC) etc.
For residential zone, housing and allied infrastructure like educational facility, health care facility, crèche, recreational facilities, cultural facilities, playgrounds and community facilities, etc. are proposed.
The Pre-feasibility Report outlining project details is enclosed as a standalone document.
1.3 Methodology
Methodology to carry out the EIA study involves the following stages:
Reconnaissance survey and site visits Review of available literature Compliance to statutory requirements Baseline environmental monitoring (Terrestrial environment) Identification and Prediction of Impacts Hazard Identification, Risk Analysis and Broad Disaster Management Plan Environmental Management Plan
1.3.1 Baseline Environmental Monitoring
The baseline environmental studies will be carried out for terrestrial environment. The study will be a combination of primary (field surveys) and secondary data collection.
Study Period: The proposed study period is winter season (December, 2017 –February, 2018).
Study Area: Study area would be 10 km radius from the boundary of the proposed project site. A map showing the study area is enclosed as Figure FD0102.
1.3.1.1 Meteorology
Meteorological Parameters such as wind speed, direction, relative humidity, rainfall, temperature etc., will be recorded by using automatic weather monitoring station in the study area at One (1) location during the study period. In addition, the general meteorological data from Climatological Tables of Indian Meteorological Department (IMD) will be reviewed and presented. For the purpose of carrying out the air quality modelling study, site specific hourly

meteorological data (pre-processed from MM5) for the recent year (2017) will also be obtained and used.
1.3.1.2 Ambient Air Quality
The ambient air quality monitoring will be carried out as per CPCB/MoEF&CC guidelines. The locations are identified with regard to the predominant wind direction, topography, population, sensitive locations and possible impact zones. Ambient Air Quality (AAQ) will be monitored at Fifteen (15) locations in the study area with twice a week frequency during the study period during the study period.
As per MoEF&CC National Ambient Air Quality Standards (NAAQS) Notification dated 16th November, 2009, all twelve (12) parameters will be monitored. The measurement will be carried out for establishing 24-hourly background concentrations for all parameters except CO and O3 which will be measured on eight hourly basis on each monitoring day. A map showing air quality monitoring locations is enclosed as Figure FD0103.
1.3.1.3 Ambient Noise Levels
Noise levels will be measured at Fifteen (15) locations within the study area. The representative intensity of the noise levels (Peak noise and Equivalent noise levels) will be measured at hourly intervals for 24 hours once during the study period. Noise level measurement will be carried out as per the IS: 4954-1968 as adopted by CPCB, and the CPCB/OSHA Standards using a precision noise/sound level meter. A map showing noise level monitoring locations is enclosed as Figure FD0103.
1.3.1.4 Inland Water Quality
The study area will be inventoried to identify the sources of water i.e. both surface and groundwater sources. Water samples will be collected at the identified sources based on the type of the source, its relevance, number of upstream and downstream users and the type of the industrial activity in the vicinity. Surface Water Quality will be monitored at Five (05)
locations and groundwater will be monitored at Ten (10) locations within the study area. The water samples will be collected and analysed, once during the study period, for physico-chemical and biological characteristics. Water Quality will be monitored adopting procedures as per IS 3026 and relevant guidelines of MoEF&CC/CPCB. A map showing water quality monitoring locations is enclosed as Figure FD0103.
1.3.1.5 Soil Quality/Land Environment
The soil types in the study area will be identified based on the review of the available data supported with information gathered from reconnaissance survey. Soil samples will be collected at Fifteen (15) locations within the study area. The collected samples will be analysed once during the season for physico-chemical characteristics. A map showing soil sampling locations is enclosed as Figure FD0103.
Land use around 15 km radius of project site will be established based on latest satellite imagery. Necessary features such as National Highways, State Highways, district road/approach road, river, canal, natural drainage, protected areas under Wild Life (Protection) Act, archaeological site, natural lake, flood area, human settlements, industries, high tension electric line, prominent wind direction (summer and winter), effluent drain, if any and ponds will be presented on the map.

1.3.1.6 Terrestrial Ecology
Vegetation pattern will be identified based on literature survey and field investigation. A list of flora and fauna of terrestrial ecosystem will be prepared. Endangered and dominant plant species area will be identified. Flora and fauna in project area will be assessed through field observations and also information collected from secondary sources.
Flora and Fauna: Flora and fauna in study area will be assessed by primary surveys and collecting secondary information from sources like Forest Department and other agencies involved in similar studies.
Floral Diversity and Species Inventory
Sampling of vegetation will be carried out using selected samples of 100 m x 10 m belt transects for tree species, 10 m x 10 m quadrants for shrub species and 1 m x 1 m quadrants for herb species.
Faunal Diversity and Species Inventory (Vertebrates)
Inventory of animal species will be prepared based on following methodology:
Direct observation during field visits Interviewing local villagers and forest officials Secondary sources such as published literature on fauna
Bio-diversity index and relative abundance index of different types of flora will be established. Canopy cover of trees in different areas will be established. Terrestrial flora and fauna survey will be carried out as per standard practice.
1.3.1.7 Demography and Socio-economics
The socio-economic conditions in study area will be established through collection and review of available secondary/ published data and socio-economic data. This will include Demographic structure covering total households, total population, population density,
sex ratio, schedule caste and schedule tribe, literacy and occupational pattern and health status also.
Cultural and aesthetic attributes in study area including places of historical and archaeological importance
Inventory of places of historical, cultural and religious importance in the study area. Details of various economic activities, industries if any, shall be collected
1.3.2 Establishment of Baseline Environmental Conditions
The information gathered from secondary/published data and primary surveys will be used for presenting the baseline environmental and social conditions. The baseline levels will be compared with the existing standards prescribed by the MoEF&CC/CPCB or TSPCB. Any critical issues in the baseline environmental conditions will be identified and adequately addressed in the EIA report.
1.3.3 Anticipated Environmental & Social Impacts and their Mitigation Measures
Environmental attributes likely to be affected by project activities will be identified and impacts will be assessed. Project activities can be broadly classified into construction and operation phase activities. Most appropriate and accepted methods will be used to quantify impacts likely to arise due to development of proposed NIMZ. The mitigation measures proposed to minimise/avoid each of the likely impacts that occur during construction and operation phases will be discussed in detail.

1.3.3.1 Air Environment
The construction phase will involve movement of construction materials to the project area, site clearing, vehicular emissions, emissions from the construction machinery, etc. which in turn could influence the ambient air quality in the region through build-up of dust levels and gaseous emission levels. The build-up of pollutants in the ambient air during the construction phase is temporary in nature and will be localised.
The impact on the air quality during the operation phase will be mainly due to emissions from boilers, industrial process emissions, D.G sets, vehicular traffic etc., which would result in the build-up of particulate matter and gaseous emissions. Other fugitive emissions such GHGs and VOCs will be released from various industrial activities in NIMZ for which suitable pollution control measures (such as Point of Use Systems etc.) will be suggested in the EIA report.
An inventory of Significant emission sources shall be made and emissions will be estimated by taking in to account of control measures proposed and the prediction of ground level concentrations (GLC) will be carried out using Gaussian Dispersion model such as ISCST3/AERMOD to predict 24 hourly incremental GLC for the pollutants likely to be released from the proposed project. Prediction of impacts on the air environment shall be represented in the form of Isopleths.
1.3.3.2 Noise Levels
Generally, the activities which tend to impact the air environment also equally impact the noise levels. The impacts on the noise levels during the construction phase could arise from vehicular traffic, construction machinery, DG sets and transportation of goods to the site.
Further, during the operation phase, noise might be generated due to industrial activities involved in manufacturing, product handling and transportation and same will be felt upon work personnel and nearby settlements. Impacts will be evaluated qualitatively taking into consideration the noise generating sources together with environmental conditions and the receptors in the project influence area. Suitable mitigation measures shall be suggested in the EMP.
1.3.3.3 Water Environment
The source of water, requirement vis-à-vis wastewater to be generated along with treatment facilities, use of treated waste water along with water balance chart taking into account all forms of water use and management will be presented.
Run-offs containing contaminated water during construction and operation phases of project can affect the water environment, if not properly controlled. Impacts on the drainage and water resource of the area and its surrounding will be studied (qualitatively) due to the proposed project and subsequent mitigation measures shall be accordingly included in the study. Rainwater harvesting and water conservation measures such as recycle and reuse options for effluent treatment will be studied.
1.3.3.4 Land Environment
The impacts on the land environment during the construction and operation phase shall largely result from soil erosion, soil permeability, disposal of construction materials and change in land use patterns. The impacts on the land environment shall be evaluated qualitatively considering the activities involved in the construction and operational phases.

1.3.3.5 Solid Waste Management
Details of solid and other hazardous/non-hazardous waste generation, handling, transportation, storage, treatment and disposal will be studied. Suitable mitigation measures shall be suggested for eco-friendly and sustainable waste management techniques.
1.3.3.6 Ecology
Impact prediction on ecology within the study area will be carried out by analysing likely changes in sensitive biological indicators. Impact on ecology will be assessed considering the fact of number of trees/vegetation to be retained/felled or cleared from the Project site and planned as part of landscape development of the Project site.
1.3.4 Analysis of Alternatives
The analysis of alternatives considered/studied for the development of NIMZ in terms of site alternatives, connectivity, target sectors, layout etc., shall be given as a part of EIA Report.
1.3.5 Environmental Monitoring Programme
Environmental Monitoring Programme covering the technical aspects (including methodology, parameters, frequency, location, etc., and budgetary estimates) of monitoring to check the effectiveness of mitigation measures during construction and operation phases of the proposed project will be prepared.
1.3.6 Additional Studies
1.3.6.1 Public Consultation
In line with the requirements of EIA Notification, 2006 (as amended) for Category A projects, Public Hearing for Proposed NIMZ near Zaheerabad will be conducted. For conducting Public Hearing, the Draft EIA Report will be prepared as per approved ToR and Executive summaries in English and Local (Telugu) languages will be submitted to Telangana State Pollution Control Board (TSPCB).
1.3.6.2 Social Impact Assessment
The social impacts associated during construction phase such as land acquisition, R&R details, impact on local infrastructure, etc. will be provided and social impacts during operation phase in terms of employment generation and impact on nearby settlements etc. will be addressed.
1.3.6.3 Risk Analysis
Risk analysis shall be carried out for the project involving storage of hazardous chemicals/materials and gases. Maximum inventory of storage at site shall be taken into account. Potential hazards shall be identified. Based on the analysis, appropriate mitigation measures will be provided.
1.3.6.4 Disaster Management Plan
A Disaster Management Plan (DMP) shall be prepared in conjunction with and taking into consideration all technical reviews and suggestions as per acceptable norms. A broad structure of on-site and off-site emergency preparedness plans shall be prepared. Occupational health and safety aspects shall be covered. Emergency evacuation during natural and man-made disaster will be covered in DMP.

1.3.7 Project Benefits
The project benefits in terms of improvements in the physical infrastructures and social infrastructure, employment potential and other tangible benefits of the project will be studied and details will be presented in the EIA Report. CSR plan covering activities and budget will be presented.
1.3.8 Environmental Management Plan
An Environmental Management Plan (EMP) will be formulated for the proposed project. EMP will address mitigation measures for each area i.e. air, water, soil, water environment, solid waste, green areas, etc. separately, covering all relevant aspects as per the recommendations and requirement of MoEF&CC. Based on the identified potential impacts associated with the project, an EMP will be framed for the construction and operation phases of the project, which will include:
Pollution abatement and control measures Green belt development plan (suggesting suitable species, width of plantation, spacing,
etc.) Water recycle/ reuse and rainwater harvesting proposal Recommendations of measures for noise abatement Recommendations of measures for odour control Suitable mitigation measures for various potential impact/Risk causing activities Budgetary estimates for implementation Institutional mechanism for implementation of EMP
1.3.9 Structure of EIA Report
Based on above tasks, the EIA report will be compiled and submitted to MoEF&CC for seeking Environmental Clearance. The structure of EIA report is as per the Appendix III of the EIA Notification, 2006 (as amended) and also Technical EIA Guidance Manual for Industrial parks released by MoEF&CC in 2010 is given below:
Chapter-I: Introduction – describes the introduction to project, background of study, scope and objectives of study and approach adopted to carry out the study.
Chapter-II: Project Description – describes the basic features of project, basis and considerations, NIMZ master Plan details along with other infrastructure such as Water and Power requirements, Environmental Aspects, Project Schedule and Cost Estimates
Chapter-III: Description of Environment – describes the baseline environmental status covering both terrestrial and socio economic environments
Chapter-IV: Anticipated Environmental Impacts & Mitigation Measures – describes the potential impacts due to project activities on environment and their mitigation measures
Chapter-V: Analysis of Alternatives – describes the alternative sites or technology considered if any
Chapter-VI: Environmental Monitoring Programme – describes the technical aspects of monitoring the effectiveness of mitigation measures (including measurement methodologies, frequency, location, and detailed budget)
Chapter–VII: Additional Studies – describes social impact assessment, preliminary risk analysis and DMP
