I. BACKGROUND AND RATIONALE FOR A NATIONAL POA PROCEDURE IN UKRAINE
Up to now the conventional JI has been mainly limited to larger stand-alone GHG
emission reduction projects. Successful mobilisation of smaller project activities in
many areas with economically feasible emission reduction potential has been hindered
by a number of barriers, including the nature of the JI project cycle as well as the
increasing complexity of the rules, which leads to high transaction costs for project
activities. JI-related transaction costs occurring both before and during a project’s
implementation constitute a obstacle especially for small and dispersed projects which
have low volumes of emission reductions if submitted as separate JI projects.
Programmatic approach foresees aggregation of the emission reductions from projects
of the different participants in the programme, is therefore an option to achieve
economies of scale for small and dispersed activities and at the same time to reach
wider groups of stakeholders and types of activities that are too small to be developed
as stand-alone JI projects.
Program of Activities enables also simplification of project organization and
implementation procedure for larger-sized projects that employ similar technology but
are geographically and temporarily dispersed.
PoA allows also expansion of stakeholders that can be involved as
proponents/developers of climate mitigation projects. Actual experience with PoA in
other countries (e.g. Germany) shows that the developers of PoAs must not be
involved in carbon finance yet but must have experience in setting up programmes for
a wide range of participants. Examples include but are not limited to banks with
environmental finance experience, including promotional banks and microfinance
institutions; utilities, municipalities, and public sector entities like energy agencies or
public authorities in the areas of environmental protection, energy, industry, transport
or housing.
In this context, CMP decided to introduce the “Programmes of Activities” (PoA) as a
variation of the CDM. The Programme of Activities is defined as voluntary coordinated
action by a private or public entity which coordinates and implements any
policy/measure or stated goal (i.e. incentive schemes and voluntary programmes),

which leads to anthropogenic GHG emission reductions or net anthropogenic
greenhouse gas removals by sinks that are additional to any that would occur in the
absence of the PoA, via an unlimited number of CDM programme activities (CPAs).
Programme activity is defined as a single or set of voluntary interrelated measures to
reduce GHG emissions undertaken in single or multiple facilities/installations, that can
be registered as a single CDM project.
In June - Oct 2007, CDM Executive Board operationalised PoA at its 32nd and 33rd
meetings.
At the 4th CMP (paragraph 6 of decision 5/CMP.4) the Conference of the Parties
requested the Joint Implementation Supervisory Committee (JISC) to develop
procedures and guidelines for projects under programmes of activities, based on the
work done by the Executive Board of the Clean Development Mechanism in this area.
The JISC at its 15th meeting has drafted definitions, forms, guidelines and procedures
for projects under programmes of activities.
Both JISC and CDM guidelines are taken into account in the course of development of
legal basis for PoA in Ukraine.
Advantages of the PoA scheme compared to conventional JI project cycle:
- The individual project activities need not to be defined in advance
- the exact sites of project activities need not to be defined in advance
- JPAs can be added after registration
- PoA lifetime can be unlimited.
PoAs will find their natural niches in the field of small to medium-sized projects which
are geographically and/or temporally dispersed and have a large number of project
owners unknown before the start of the PoA. The prospects of programmatic approach
in different sectors in Ukraine are shortly outlined below.
The potential of PoA in Ukrainian conditions lies in large numbers of small and
homogeneous low-cost greenhouse gas abatement activities. Of particular importance
is renewable energies and waste management activities, district heating sector,
demand-side energy efficiency (efficient lighting; appliances; industrial equipment like
boilers, motors, pumps etc.). Another perspective sector for introduction of PoA are
large projects applying similar technology in many projects (coal mine methane,

reconstruction of TPPs, etc.). Some project types typical for Ukrainian conditions that
would fit in the framework of PoA in Ukraine are given below:
1. RES projects
2. Cogeneration facilities
3. Energy efficiency projects in industrial and housing sector
4. Rehabilitation of district heating and water supply systems
5. Rehabilitation of industrial boilers
6. Building refurbishment
7. Efficient lighting
8. other activities
This list is not deemed to be comprehensive, since practically any type of the project
can be implemented under PoA scheme as long as it is in line with one or several
characteristics typical for PoA that are mentioned below:
- Small to medium size units (also large units if they apply similar technology)
- Replication of the same technology in all projects
- Geographically dispersed
- Temporarily dispersed
- Large number of owners

INSTRUCTION
On the realization of JI Program of Activities according to the national
procedure
1. Present Instruction is developed according to the Order on development,
consideration, approval and realization of the projects aimed at the anthropogenic
greenhouse gas (GHG) emission reduction, approved by the Decree of the Cabinet of
Ministers of Ukraine from _____________________ 2010 № “number of the new
edition of current order 206” (hereinafter – Order)
2. Present Instruction stipulates the mechanisms of preliminary consideration, approval
and realization of JI Programme of activities (hereinafter – JI PoA) according to the
national procedure, which are to be adopted by SEIA as well as establishes the
principal requirements to PDD, baseline and monitoring, justification of additionality,
determination and verification of projects under JI PoA.
3. Terms, used in present document have the following meaning:
Accredited independent entity (AIE) – independent entity, accredited by the JISC
that is entitled to carry out determination and verification of JI projects according to
international and national procedures, or independent specialized entity, accredited by
SEIA, that is entitled to carry out determination and verification of JI projects according
to national procedure.

Verification report – report by a national or international verifier regarding review of
annual report (monitoring report) submitted by JI PoA Coordinating entity and
confirmation of achieved amount of anthropogenic GHG emission reduction as a result
of JI project realization;
Determination report – report of national or international determinator on expertise
of the PDD of JI project aimed at revision, analysis and quantitative assessment of the
possible emission reductions, as well as the correspondence of mentioned JI PoA to
requirements, established for the JI PoA projects.
JI programmatic activity (hereinafter referred as JPA) is an organizational
technical measure or project that results in additional volume of anthropogenic GHG
emission reductions comparing with situation that would happen in the absence of
such organizational technical measure or project, for each of which either the installed
capacity does not exceed 15 MW in electrical power equivalent, or annual energy
consumption reduction does not exceed 60 GWh in electrical power equivalent, or
annual emission reduction does not exceed 60 thousand tonnes of carbon dioxide
equivalent, or annual greenhouse gas removal by sinks as a result of reforestation or
afforestation and/or forest management does not exceed 8 thousand tonnes of carbon
dioxide, and which can be replicated at other installations and/or removal sinks and
number of such individual projects under the joint implementation programme of
activities may be changed during the programme implementation period.
JI Programme of Activities Coordinating entity (hereinafter referred to as JI PoA
Coordinating entity) is a juridical person resident of Ukraine entitled by object owners
to develop and implement JI programmatic activities under JI PoA. Coordinating entity
may be an owner of achieved emission reductions if required contracts were signed
with object owners.
JI PoA Coordinating entity’s account – the account opened for the Coordinating
entity in the National Registry for entry of emission reduction units obtained due to the
JI PoA implementation.
Type of JPA is defined by the technologies or measures to be used under
corresponding JPA.
Project stakeholders – public, including individual persons, groups or communities
that are affected or may be affected by the JI PoA.

Joint Implementation guidelines (JI guidelines) – guidelines on implementation
of Article 6 to the Kyoto Protocol included into the Decision 9/CMP.1 and Annexes to it.
JI Guidance on criteria for baseline setting and monitoring – the recently
approved version of document “Guidance on criteria for baseline setting and
monitoring”, developed by the JISC and published on the JISC’s web-site.
Conference of the Parties – the highest legal authority of the UNFCCC.
Other terms are used in the meaning, presented in the Order.
4. JI PoA Coordinating entity shall obtain all required credentials in order to develop
and implement JPAs under such JI PoA on the basis of appropriate agreements with
object owners.
Such agreements shall foresee:
1. Entitlement of Coordinating entity to develop and implement JPAs under the JI
PoA;
2. Entitlement of Coordinating entity to represent object owners before the SEIA
and other central and local authorities, as well as international or national
determinators/verificators;
3. Entitlement of Coordinating entity to open in the own name an account in the
National Registry in order to enrol emission reduction units (ERUs);
4. Entitlement of Coordinating entity to sign agreement with the Buyer of emission
reduction units;
5. Obligations of object owners to provide information required in order to
conduct determination and verification.
5. JI PoA Coordinating entity in order to obtain the LoE submits to SEIA an application
for the LoE, which includes petition concerning the preliminary agreement with SEIA
about the possibility of JI PoA implementation according to the national procedure, JI
PoA Project idea note (JI PoA PIN) substantiating anthropogenic emissions reduction or
greenhouse gas removal enhancement and statutory documents, notarized in the
established order copies of contracts signed with object owners.
Template of the application form and form of project proposal are approved by the
SEIA.

Project proposal is submitted in the written and digital forms.
SEIA considers in a month term starting from the date when all required documents
are submitted by the Coordinating entity and in case of positive decision, issues letter
of endorsement. In case SEIA refuses to issues such letter, the Coordinating entity is
informed about such decision in a month term in a written form with indication of
reasons for such refusal.
6. On the basis of the LoE issued by SEIA, and according to the JI PoA PIN, JI PoA
Coordinating Entity develops JI PoA DD and submits it for determination to the national
or international determinator.
Project design documentation shall contain:
6. Title and summary of JI PoA;
7. Name of the JI PoA Coordinating entity;
8. Contact information of responsible representative of the JI PoA Coordinating
entity;
9. Description of JI PoA goals and its compliance with provisions established by
the UNFCCC and Kyoto Protocol, as well as with priorities of national economy
development;
10. Starting date and duration of JI PoA;
11. Description of each type of JPAs under the JI PoA, including description of
technologies to be implemented, justification of baseline setting and monitoring
for each type of JPA under the JI PoA;
12. Description of at least one real type of JPA under the JI PoA;
13. Additionality justification for each type of JPA or the whole JI PoA;
14. Eligibility criteria for inclusion of new JPAs into JI PoA;
15. Table with JPAs under the given JI PoA;
16. Environmental impact assessment;
17. Comments of the parties involved.
Table with JPAs shall contain the following information:
1. Title and summary of JPAs;
2. Location of JPAs;

3. Name and contact information of organization responsible for development and
implementation of a JPA;
4. Starting date of JPA.
5. Duration of JPA;
6. Reference to the corresponding baseline provided in the PDD;
7. Reference to corresponding monitoring plan provided in PDD;
8. Assessment of emission reduction;
9. Indication that a given JPA has not been implemented as a separate JI project
or under the other JI PoA.
JI PoA DD form, requirements and guidelines on how to fill in the JI PoA DD form are
established and approved by SEIA.
The JI PoA DD shall be drafted in the Ukrainian and English languages and submitted
to the SEIA in writing form and on electronic media.
7. JI PoA additionality shall be demonstrated according to article 6 paragraph 1b of
Kyoto Protocol either for JI PoA or for the each type of JPA in the JI PoA (at the level
of each type of JPA or at the level of Programme of activities), in accordance with
Appendix B of the JI guidelines and the “Guidance on criteria for baseline setting and
monitoring.
8. JI PoA DD that has passed the procedure of determination and has obtained the
positive determination report and conclusion from national or international accredited
independent entity shall be submitted to SEIA for the further SEIA’s approval by means
of issuing of corresponding letter of approval (LoA).
In order to obtain Letter of approval Coordinating entity submits to the SEIA an
application, JI PoA DD, determination report, financing plan, notarized in the
established order copies of agreements with object owners, and supplementary
documents.
Determination report in its format and content shall comply with requirements
established by the JISC, and is prepared in Ukrainian and English, submitted in a
written and digital format.
Template of an application, list of supplementary documents, and requirements
concerning their content and design are approved by the SEIA.

SEIA considers in month term from the date when all required documents were
submitted by the Coordinating entity, and in case of positive decision issues Letter of
approval indicating conditions of JI PoA approval. In case SEIA refuses to issue the
LoA, Coordinating entity is informed in a month term in a written form with indication
of reasons for such decision.
9. JI PoA Coordinating entity is eligible to include into already determined JI PoA
additional JPAs. Additional JPAs may be included into JI PoA in case they comply with
eligibility criteria for inclusion of additional JPAs indicated in PDD.
For inclusion of additional JPAs into JI PoA, Coordinating entity shall add data on these
JPAs to already existing table of JPAs and submit it for approval by SEIA together with
notarized in established order copies of corresponding agreements with object owners
on which additional JPAs are to be implemented.
Table of JPAs is prepared in Ukrainian and English and submitted in a written and
digital form.
Submission of a table with JPAs to SEIA with amendments in order to include
additional JPAs into JI PoA may take place not more often that once in a six month.
SEIA in a month term assesses and registers new version of table with JPAs. The
registration of new table with JPAs may be declined in case of non-compliance of
proposed additional JPAs with established eligibility criteria on their inclusion into JI
PoA.
10. The requirements to the documents necessary for obtaining LoE and LoA, their
contents and execution as well as the reasons for rejection in issuing such a Letters,
are established by SEIA.
11. For the JI PoA approval the Coordinating entity submits to SEIA:
1. Declaration about the approval of JI PoA by the national procedure;
2. Copy of the LoE;
3. The letter of agreement issued by an authorized body of a foreign country,
which approves the JI PoA and Ukrainian translation of this letter, notarized by
the Coordinating entity in the established order in written form and on the
electronic carrier (CD-R or DVD-R) in PDF-format;

4. Copy of the contract (preliminary agreement) of the purchase and sale of ERUs
with the Buyer, notarized by the Coordinating entity in the established order.
12. The JI PoA Coordinating entity, which performed the preparation of JI PoA
according to the international procedure and obtained the Letter of Approval, may
submit an application about the JI PoA approval according to the national procedure.
In this case JI PoA Coordinating entity submits to SEIA application and documents,
foreseen in the paragraph 11.
13. If the LoA for JI PoA was issued under the national procedure (Track 1),
determination was carried out by international AIE and if the JI PoA was not yet
registered at SEIA under the national procedure (Track 1), then the JI PoA
Coordinating entity has the right to submit a request to SEIA to approve the
corresponding JI PoA according to the international procedure (Track 2). In this case JI
PoA Coordinating entity submits to SEIA application about JI PoA approval according to
the international procedure and documents listed in paragraph 11, number 2, 3 and 4
of present Instruction.
14. SEIA approves JI PoA during 10-day term starting from the date of obtaining
necessary documents, defined by the paragraph 11 of present Instruction by an
appropriate order.
15. If documents are incomplete or mismatch with the established requirements, SEIA
refuses to approve JI PoA by means of issuing the corresponding order and informs
about the refusal the Coordinating entity in writing form during 10 days.
16. SEIA sends through official electronic communication channels to the UNFCCC
Secretariat the PDD, LoA, determination report and the information about JI PoA
approval during 10 days starting from the moment of JI PoA approval, for publication
and registration by means of assignment of an identification number to JI PoA in the
International Transaction Log (ITL).
17. After obtaining the information from UNFCCC Secretariat about JI PoA registration
SEIA informs the Coordinating entity about this registration, opens in the National
Registry the project account and transferring account (if necessary) and deposits on
this(ese) account(s) an appropriate quantity of AAUs.

18. In case of changing of the Coordinating entity, the new Coordinating entity (if this
entity wants to continue further realization of JI PoA) is obliged to inform SEIA on this
matter and to provide the appropriate copies of documents, notarized in the
established order, which confirm transfer of the right of ownership and right to
implement the project activity (means JI PoA) by such Coordinating entity.
19. The JI PoA Coordinating entity should guarantee that any JPA has not passed
determination as a separate JI project and was not included into another JI PoA.
Inclusion of additional JPA into the JI PoA
20. The JI PoA Coordinating entity may include additional JPAs into the JI PoA, which
passed through determination. Additional JPAs may be included into the JI PoA as long
as each proposed JPA fulfills the eligibility requirements on additional JPA inclusion,
defined in the JI PoA. The principal criterion of inclusion of additional JPA is its
belonging to one of the JPA type, which already passed determination and this fact is
indicated in the positive determination report.
For the inclusion of additional JPA into the JI PoA, the JI PoA Coordinating entity shall
include the data regarding these JPAs into the JPA table and to submit the updated
table for the SEIA’s approval together with notarized in the established order copies of
the appropriate agreements with the object owners, at which the implementation of
JPA is planned.
The JPA table should be prepared in Ukrainian and English and shall be submitted in
writing form and on an electronic media.
The submission of JPA table to SEIA with amendments regarding inclusion of new JPAs
into the JI PoA may occur not more often than once per six months.
If additional information, included into the table contains any confidential data, JI PoA
Coordinating entity should submit two versions of documentation and additional
documents (if it is reasonable):
1. Version, in which all confidential information is marked in such way, that makes
impossible its reading (for instance, by covering those parts with black ink), so
such version may be made public;

2. Version, which contains all information, including parts, that are strictly
confidential and need to be appropriately treated by all persons, that will have
access to this version.
SEIA in a month term assesses and registers new version of table with JPAs. The
registration of new table with JPAs may be declined in case of non-compliance of
proposed additional JPAs with established eligibility criteria on their inclusion into JI
PoA.
21. New version of JPAs table is to be approved by SEIA with issuing the
corresponding written confirmation regarding registration of updated table with JPAs
and providing this confirmation to the JI PoA Coordinating entity.
22. Every 6 months SEIA shall sent to the UNFCCC Secretariat through the official
electronic channels new versions of the JI PoA DD, including the tables according to
the paragraphs 20 and 21 regarding inclusion of new JPA(s) into the JI PoA under
appropriate indexes in the International Transaction Log (ITL).
23. After obtaining the information from UNFCCC Secretariat regarding inclusion of
new JPA(s) into the JI PoA, SEIA informs the Coordinating entities on this issue,
updates the data at the project accounts in the National Registry as well as deposits on
these accounts the appropriate quantity of AAUs.
Determination of the JI PoA
24. During the implementation of JI PoA the Coordinating entity shall conclude
contract for the determination to be performed. The JI PoA Coordinating entity shall
provide AIE with all necessary documentation to carry out determination, including
filled-in form of the JI PoA DD, which contains the list of all JPAs, included into the JI
PoA at that moment.
25. During determination AIE shall check whether:
1. The latest version of JI PoA DD form is used;
2. Each type of JPA under the JI PoA is defined correctly and the separate JPA are
reasonably labeled to the appropriate JPA.

26. If AIE discovers mismatches in the labeling of separate JPA to each JPA type, AIE
shall indicate in the preliminary report the necessity of the appropriate editing of the JI
PoA DD.
If during the preparation stage of the preliminary determination report AIE discovers
the contradiction of one or number of included JPA with the eligibility criteria of
inclusion to the JI PoA, AIE shall inform the Coordinating entity about such situation.
The Coordinating entity shall provide the appropriate editing of JPA DD and other
documentation. If indicated contradiction could not be corrected by means of JPA DD
correction, the Coordinating entity shall agree upon voluntary exclusion of JPAs from
the JI PoA with the object owner, at which mentioned JPAs are proposed and provide
the preparation of corrected JI PoA DD based on JPAs, which remained in the JI PoA
content.
27. AIE may not visit all objects, at which the implementation of every JPA is
performed. The order of sampling of objects to be visited during determination is the
same as for verification visits and is defined in paragraphs 32-33.
28. Other procedures of determination of the JI PoA are performed according to the
Order.
Verification of the JI PoA
29. The JI PoA Coordinating entity shall save all monitoring report for all JPAs included
in the JI PoA and provide them by request of AIE and/or SEIA.
30. To carry out verification AIE chooses the method of sampling of objects to be
visited.
31. The method, chosen for the verification of emission reductions shall take into
account the monitoring reports from all JPAs and could apply any type of the audit
common practice, including the statistically sound sampling method. Method, used in
the verification process shall guarantee conservativeness and accuracy of assessment
of emission reductions achieved by each JPA.
32. It is recommended to use the approach according to which the number of site
visits shall be at least the square root of the number of total JPAs which are included
into JI PoA and have monitoring reports, rounded to the upper whole number.

33. During the verification process of the JI PoA each next year the number of site
visits to JPA implementation objects is defined according to the paragraphs 32-33,
herein in frames of one JPA type the following objects are to be visited in the first
place (in order of the priority decreasing):
1. Objects, which were not visited before by verifiers during determination or
verification;
2. Objects with the higher rate of annual average GHG emission reductions;
3. Objects, which are first time passing through verification (added to the JI PoA).
34. If during the verification process the contradiction between the monitoring report
data and the real achieved emission reductions has been discovered, the verified
emission reductions shall be corrected by verifier as follows:
1. If the contradiction is discovered on the working object of JPA implementation
and is subjected to the mistakes during calculation of emission reduction and
preparation of monitoring report, verifier shall correct the total amount of
verified emission reductions according to the discovered uncertainties;

2. If the JPA is not really implemented on the visited object and the submission of
fake monitoring report is discovered, the JI PoA shall be penalized by means of
decreasing of achieved GHG emission reductions for the appropriate year. The
amount of penalty, at which the verified emission reductions shall be decreased
is calculated as follows:
- the percentage, which comprises the ratio between the emission
reduction of inoperative JPA, mentioned in the monitoring report and
the total emission reduction from all JPAs, verified in appropriate year
with site visits, is calculated;
- the amount of GHG emission reduction, which comprises the same
percentage from total amount of GHG emission reductions for the
appropriate JI PoA for this year is calculated;
- defined according to the above mentioned amount of GHG reductions is
doubled and removed from the total verified GHG emission reduction for
the JI PoA in the appropriate year;
3. If the inoperative object of JPA has passed through verification in previous
years, but was not visited by verifier and all monitoring reports and appropriate
GHG emission reduction was included into total GHG emission reductions of the
JI PoA for these years, it is necessary to calculate the volumes of penalties for
every year and to remove them from the total verified amount of emission
reductions for the JI PoA for the year, when inoperative object has been
discovered. The amount of penalty shall be calculated according to the above
mentioned procedure.
35. The procedures of determination, monitoring and verification regarding the JI PoA
realization not regulated by this Order, are performed according to the procedures,
contained in the Order and the Instruction about the realization of JI project according
to the national procedure # 79 from 16th of January 2009.
36. In case of event occurrence, which could lead to the changes in the monitoring
plan during JI PoA implementation, the Coordinating entity shall perform refinement of
the monitoring plan, to include all necessary amendments into the JI PoA DD agreed
with verifier and to indicate the results of such changes in the annual report
(monitoring report).

37. If the Buyer of emission reductions has been changed during the JI PoA
realization, the JI PoA Coordinating entity shall submit to SEIA the letter of agreement
of foreign country, by which the transaction of AAUs is confirmed (if the necessity of
such transaction agreement is foreseen by the legislation of the foreign country) and
the copy of new contract with Buyer, notarised by the JI PoA Coordinating entity in the
established order.
38. SEIA may terminate realization of the JI PoA according to the national procedure
by means of cancellation of order about approval of the appropriate JI PoA, which will
result in cancellation of registration of this JI PoA in the International Transaction Log
(ITL).
39. The reasons for termination of the JI PoA realization, approved by the national
procedure are:
1. Written application by the JI PoA Coordinator or its legal successor about
cancellation of the JI PoA realization;
2. Discovery of uncertain information in documents, provided for approval of the
JI PoA and submitted for registration in annual report (monitoring report) and
verification report;
3. Termination of the activity of JI PoA Coordinating entity;
4. Not submission for registration of annual report (monitoring report) and
verification report on JI PoA project implementation, as well as achieved GHG
emission reduction till 1st November of the year coming after the reporting year,
or in case when JI PoA Coordinating entity made decision on not performing
verification in current year JI PoA Coordinating entity shall submit to SEIA letter
of explanation till 1st November of year coming after reporting year, indicating
further intentions concerning implementation and verification of JI PoA.
40. In order to prove the achieved emission reductions, the JI PoA Coordinating entity
shall submit to SEIA the annual report (monitoring report) in Ukrainian together with
the verification report in Ukrainian and English in written and electronic carriers (CD-R
or DVD-R) in PDF-format.
Together with the first annual report (monitoring report) and verification report, the JI
PoA Coordinating entity shall submit to SEIA for registration the copy of contract with
Buyer and its Ukrainian translation, approved in the established order. The JI PoA

Coordinating entity may ask for the registration of contract with Buyer before the first
monitoring report is submitted.
Annual report (monitoring report) shall fulfill by its content the requirements of
monitoring report for the JI PoA DD.
Verification report shall fulfill by its content and form the requirements established by
the JISC.
41. SEIA shall check and register submitted by the JI PoA Coordinating entity annual
report (monitoring report) and verification report during one month starting from the
date of receiving it.
SEIA may refuse to register the annual report (monitoring report) and verification
report if these documents do not fulfill requirements, established by paragraph 40 of
present Instruction.
42. After the registration of the first annual report (monitoring report) and the
verification report, according to the request form Coordinating entity, SEIA opens the
account for Coordinating entity.
43. Based on the registered annual report (monitoring report) and verification report,
SEIA during the 10 days period converts AAUs into ERUs at the appropriate project
account and transfer them to the account of the JI PoA Coordinating entity.
44. The transfer of ERUs is performed on the basis of commission provided to SEIA by
the JI PoA Coordinating entity and a registered contract with a Buyer by means of
electronic transfer from the account of the JI PoA Coordinating entity in National
Registry to the Buyer’s account in the national registry of a foreign country.
45. The JI PoA DD, Letters of Endorsement, Letters of Approval, determination
reports, information regarding the approval and registration of JI PoA, verification
reports and information foreseen by the paragraph 38 of present Instruction, shall be
made publicly available on the SEIA web-site and UNFCCC Secretariat.
