Development Effectiveness Training
Global DOTS Training
Summary
In FY09, the Development Effectiveness Unit (DEU) trained more than 1,400 people as the result of 54
headquarter and 32 field office trainings. Through Development Impact Workshops and Induction
Programs, over 400 field office staff received DOTS training. DEU provided tailored trainings to South
Asia, the Middle-East North Africa, East Asia and Latin America with expected trainings in Africa and
Southern Europe/Central Asia in autumn 2009. In addition, DEU participated in 10 worldwide
knowledge-sharing forums in which one of the main goals was to harmonize development results
indicators. Such a goal is critical as it is valuable to be able to compare our development results with
peers.
WHAT IS DOTS? WHAT DOES IT COVER?
IFC is dedicated to measuring and improving its development
results in both investment and advisory services. Beginning in
October 2005, IFC implemented the Development Outcome
Tracking System (DOTS) to measure its development results.
Using industry-specific standard indicators divided into four
performances areas – Financial, Economic, Environmental &
Social and Private Sector Development – each department
tracks and rates its entire active portfolio. By setting targets and
timelines prior to project approval, each department establishes
an objective benchmark against which to measure the results of
its projects annually. All companies with projects in supervision
now have DOTS entries.
Every year, IFC reports on the results of a rolling six-year
grouping of projects. In FY09, DEU analyzed and reported on
companies with active projects approved from CY00 to CY05.
STANDARD TRAINING PRODUCTS
Development Impact Workshop: In October 2005, DEU began
offering Development Impact Workshops, an in-depth and
interactive training on how IFC tracks, measures, and reports its
development results. The half-day workshop, reviews the
stakeholder framework, industry-specific development outcome
frameworks, and DOTS.
Through the use of case studies based on IFC projects,
participants gain a better knowledge of how to select indicators.
The training emphasizes the critical role that investment staff
plays in tracking results throughout the project cycle.

Senior Management Presentations: Through quarterly
meetings, DEU keeps senior management apprised of key
issues and findings related to development results in IFC.
These meetings also serve to introduce new products piloted
by DEU to senior management. In FY09, DEU launched a
pilot aimed at disclosing project-level development results.
Every industry department is expecting to report on their
respective pilot projects in FY10.
Induction: As part of IFC’s overall on-boarding training, the
results measurement teams for Investment Services and
Advisory Services provide new staff with a 1-hour training on
how IFC measures development results. DEU reviews the
stakeholder framework, the development outcome framework,
while the Advisory Services team introduces its logical
framework upon which its results measurement framework is
based. The training provides participants with basic
knowledge on DOTS.
Department Training: (Regional and Industry Department)
In response to increased demand, DEU developed and
delivered tailored trainings to the Corporation’s Global
Manufacturing and Services Department (CGM) as well as its
Oil, Gas, Mining and Chemical Department (COC). Training
focuses on industry and region specific results. DEU trainers
share analysis including largest contributors to the
department’s development reach. Furthermore, DEU also
reviews how departments can improve the quality of their
DOTS entries and results by clarifying any industry-specific
issues.
DEVELOPMENT EFFECTIVENESS UNIT
DOTS Champion Meetings: DOTS Champions are
responsible for development results measurement in their
respective area of responsibility (e.g. region or industry
department). Training covers the critical role that DOTS
Champions play in guiding investment staff when
questions arise regarding DOTS and results
measurement. It addresses issues related to DOTS (e.g.
systems, data quality, indicators, results, and new topics).
DEU also takes this opportunity to announce new training
products and upcoming regional trainings.
DOTS Now: DOTS Now is the tool used to analyze
DOTS data. It enables users to conduct comparative
analyses on IFC project results based on region, industry
department, project size, etc. Participants learn how to
conduct the six most common types of DOTS analyses
and leave knowing how to answer the following
questions:
1. How do my industry department results compare
to the rest of IFC industry departments?
2. How do my regional department results compare
to the rest of IFC regional departments?
3. In what countries are my department’s projects
concentrated? What are the results?
4. In what countries are my region’s projects
concentrated? What are the results?
5. In what industries are my region’s projects
concentrated? What are the results?
6. In what regions are my industry department
projects concentrated? What are the results?

DOTS Clinic: This 1-hour training is designed as a
refresher course for those who have taken the
Development Impact Workshop. This training reviews the
Stakeholder Framework, the Development Outcome
Framework and DOTS as it appears in iDesk. Any
remaining questions not covered in the Development
Impact Workshop can be addressed here.
Role of ACS in DOTS Training: DEU provides ACS staff
with training on DOTS fundamentals. ACS trainings are
provided on average four times per year and review the
essential elements of DOTS. The goal of the training is to
give ACS staff the opportunity to gain insight into how IFC
measures development results. Trainers also provide
concrete ways in which ACS staff can support investment
staff work in DOTS.
DEVELOPMENT EFFECTIVENESS UNIT
External Trainings and Presentations: These forums are
critical toward advancing results measurement not only within
IFC but also within other MDBs. These forums serve as a
means by which MDBs share results measurement
methodologies and our respective results. According to the
Good Practice Standards (GPS), IFC is leading in the field of
results measurement having established the most
comprehensive and in-depth methodology for measuring
development results.
Other BBL Trainings: DEU also sponsors other types of
knowledge sharing events such as brown-bag lunches
(BBLs) that cover topics such as the Economic and Financial
Cost-Benefit Analysis of IFC’s development results
measurements. By systematically capturing the development
results of all active projects across all industry departments,
IFC has the ability to conduct analysis on a more granular
level to meet the needs of its target audience. For instance
in a recent BBL, participants discussed IFC’s results in
lending to small businesses in an attempt to stem poverty by
reaching out to a group with limited access to finance.

NEW TRAINING PRODUCTS
DOTS Manager Training: During fiscal year 2009, DEU
launched new training products designed for various audiences
using DOTS. In addition to training entire industry and regional
departments, DEU developed training specific to industry and
regional management staff. Given that managers have
competing demands and may not be able to attend the half-day
training workshop, DEU developed a concise 1-hour training for
managers. Specifically, in each of the regions visited, DEU
provided management staff with tailored training designed to
give managers a snap-shot of how the region’s projects were
progressing.
DOTS Manager trainings review the main principles of how the
IFC tracks development results, and provides regional and
industry-specific development results. Trainings also highlight
the largest contributors to the department’s reach indicators.
By reviewing regional and/or industry development results with
Portfolio Managers, Country Manager etc., training staff help
inform how project development results can feed into
programmatic strategies to address regional development
challenges. Trainers stress the vital role that managers play in
reviewing DOTS entries to ensure good quality data.

WHAT’S IN THE PIPELINE?
Regional Training: In an effort to continue to disseminate
information and to keep our colleagues in the field offices
apprised of the latest developments with respect to
development results measurement, DEU has committed to
continue to provide more field training. Specifically, DEU is
planning to provide regional training in Africa and Southern
Europe/Central Asia in autumn 2009.
DOTS 2: As part of the unit’s commitment to facilitating the
measurement of development results, DEU is planning to
roll-out an upgraded more user-friendly version of DOTS in
autumn 2009. Given that some elements will look different,
DEU will provide training on DOTS 2 so as to make the
transition to the new system as seamless as possible. For
