Example: Capacity Building Goal Project Goal 1.0: By Sept 2013, increase the number of

infrastructure components supporting implementation of ACHIEVE policy strategies from 0 to 3.

Related risk factors: □ nutrition □ physical activity X tobacco How the goal impacts the priority area(s): Coronary heart disease is the primary cause of death in the county and our county also has higher rates of lung cancer, in comparison to other counties in the state. We are particularly concerned about our youth since the high school and college campus are not tobacco free and very few of our high school students had received tobacco use prevention education in recent years. Eliminating tobacco exposure in these key public areas will contribute to a reduction in overall tobacco use and thus a decrease in the morbidity and mortality rates for cancers and cardiovascular disease for which tobacco use is a known risk factor.

□ Community at large □ Community institution/organization □ Health care X School □ Work site Policy/environmental change strategy to achieve this objective: Tobacco: Tobacco-free policy 24/7 for indoor public places; Tobacco-free policy 24/7 for outdoor public places

Evidence/practice base for the strategy: The Community Preventive Services Task Force recommends smoking bans and restrictions (smoke free policies) whether used alone or as part of a multicomponent community intervention based on strong evidence of effectiveness in reducing exposure to environmental tobacco smoke. This recommendation is based on a systematic review of all available studies, conducted on behalf of the Task Force by a team of specialists in systematic review methods, and in research, practice and policy related to tobacco use (Guide to Community Preventive Services, CDC).

Target number of people that will be reached: How the objective impacts the problem: Reduction of tobacco use and exposure to second-hand smoke reduces risk factors for chronic disease.

Objective: By Sept 2014, increase the number of tobacco free high schools from 0 to 4.
