Developing the post-2015 TB Strategy and Targets: Vision and Process

Tuberculosis, a disease of poverty, is a measurable indicator of equitable development
Inclusion of TB in the MDGs has contributed to making progress in global TB control
WHO TB strategy has helped cure 51 million patients and save 20 million lives
2015 MDG target of halting and beginning to reverse TB incidence has been achieved
Compared to 1990, TB mortality has been reduced by 41% and will be halved in 2015
R&D is now finally resulting in new tools and scientific breakthroughs
However,
TB incidence decline is too slow to realize the vision of a TB-free world
Every year, still 1.4 million people die of TB and 8.7 million suffer from it

Ambitious targets and expanded efforts required post-2015 to accelerate progress:
• Goal: “Zero TB deaths” besides “TB elimination as a public health problem”
Target 2025: “Halve TB mortality and prevalence rates compared with 2015”
Actions required:
• TB Care and Control: Expanding innovative TB care incorporating new tools and
technologies as well as promoting key enablers
• Health and Development: Implementing bold policies to achieve UHC, strengthen
systems and services, enforce regulatory frameworks, and address social and
economic determinants of TB
• Research and Innovation: Intensifying research for new tools and innovations in
care delivery
Process underway to develop the Post-2015 TB Strategy
At the 65th World Health Assembly in May 2012, Member States called upon WHO to
develop a new post-2015 TB strategy and targets and present this to Member States at
the 67th World Health Assembly in 2014. Some States also urged WHO to start the
formal process through the Executive Board and World Health Assembly in 2013.
Process underway to develop the Post-2015 TB Strategy (cont.)
2012 June:
- First discussion at joint consultation between WHO and Stop TB Partnership - Framework & Technical papers reviewed at WHO's STAG-TB - STAG-TB and Stop TB partners endorsed the framework & plan - Agreement on principles and plan with WHO HQ, RO and CO staff, and Partners
July onwards: Presentation and discussion on post-2015 Strategy framework in Regional meetings of National TB Programme Managers – Reviewed at AMRO, EURO, SEARO, WPRO meetings
November, Kuala Lumpur: Presentation at (i) high-burden country NTP managers meeting, (ii) Stop TB Symposium, and (iii) Stop TB Partnership Coordinating Board
2013 Consultations with diverse stakeholders, including research and UHC/social protection
constituencies, continued throughout the year June 2013: Presentation at STAG-TB for technical endorsement of final draft Fall 2014: Preparation of documents for discussion at the Executive Board 2014
2014 January: Discussion at the Executive Board May: 67th World Health Assembly Resolution on Post-2015 TB Strategy and targets

Rapid diagnosis of TB including universal drug-susceptibility testing ; systematic screening of contacts and high-risk groups

Bold policies and supportive systems

GOAL TARGETS FOR 2025 Zero TB deaths (or) TB mortality rate reduced by 50% (compared with 2015) Elimination of TB deaths and suffering (or) TB prevalence rate reduced by 50% (compared with 2015) Elimination of TB as a public health problem A target on MDR-TB / TB treatment coverage (for discussion)
