INTRODUCTION

What happen in Africa in the Open Science environmentfor academic and research institutions?

In general, access to scientific information is very difficult- weak of african citations, the invisibility of the majority of the

african universities in the ranking (Côte d’Ivoire), - Invisibility of most of the african libraries

databases/repositories, - african scientists publications archives unfindable in the local

institutions databases, - etc.

q 2011: Socio-political crisis in Côte d’Ivoire (lost and destruction of documents and archives collections, databases, libraries

q NREN / RITER created in 2011 and deployed by the Government in 2012

q followed by the first activities in collaboration with librarians : workshops for the use of the soffwares DSPACE/AUA in 2012-2013, PMB/ AUF 2014

q The creation of the Virtual University in 2015 launched in 2016

Definition and objectives

The Digital Library of Higher Education and Scientific Research in Côte d'Ivoire is the sum of the projects and initiatives for libraries services innovation, sharing knowledge, accessibility, visibility, promoting research results and preserving scientific heritage. It aims to :- be deployed in all the universities, higher schools, research

institutions for the enhancement of the access and the use of scientific information- contribute to promote open access and open science- Reinforce collaboration between librarians, universities and

research institutions- develop partnership

Objectives of the DL :

Built with INVENIO, the various functionalities (deposit, migration, etc.) allow it to fully play the role of a national repository for the preservation of the scientific heritage.

As a research tool, the DL is a framework for strengthening the documentary policy and particularly the national policy on open access (challenge)
