Like the UN, public service organisations across the globe are now facing considerable challenges. Not only is there an ever-growing demand for greater transparency and accountability but there are increasing standards and expectations around external and internal audit. International Public Sector Accounting Standards (IPSAS) are also being more widely adopted.

Though fundamentally positive, there’s no doubt these challenges are placing new demands on finance staff, and there has never been a greater need for world-class PFM education and training. Specifically, training that creates a professional cadre of finance staff who are agile, adaptable and highly skilled.

The Chartered Institute of Public Finance and Accountancy (CIPFA) is uniquely positioned to support, and work with the UN to develop your finance staff. We are the only professional accountancy body specialising in the public sector in the world, whilst our Royal Charter and charitable status mean that we exist for the public good – this is in fact, our guiding organisational principle.

The programme – the only one of its kind focused on public service finance – aims to update the development needs, skills, competency, education and experience of UN finance staff. It creates a class standard in financial skills development and prepares individuals for taking on the roles of future finance managers and leaders.

As a CIPFA programme, it also provides participants who complete the requirements of the programme with a comprehensive and internationally recognised certification in the technical competencies needed for different roles, duties and degrees of seniority at the UN.

CIPFA and the UN have worked together since 2013. As part of its commitment to professionalising its finance function and improving its financial management performance, the UN has to date nominated over 1,600 staff from across 18 agencies to take part in the CIPFA IPFM programme.

The qualifications are taken sequentially, starting with the Certificate in International Public Financial Management. Students can only progress to the next qualification once they have completed the one prior.

Each qualification prepares students to receive an award that has value in its own right. Those who successfully complete all four qualifications will be able to apply for their internationally recognised Chartered Public Finance Accountant (CPFA) designation.

The table below illustrates this progression and the modules covered in each qualification, while the table overleaf offers a full breakdown of the topics covered. It also shows the estimated number of hours each module will take to complete. These include teaching hours, revision and personal study time.

CIPFA does not require students to have a degree in accountancy to study the IPFM programme but they must have a high school diploma or equivalent. If students do not meet this requirement, they can undertake the IPFM programme if they are 21 or over and have over three years’ relevant work experience and the support of their employer.

Students may be exempt from certain exams if they have achieved relevant qualifications in the last decade from an institute of higher learning or if they hold an active membership with a professional awarding body.

All of the IPFM examinations are undertaken using CIPFA Assessment, an online platform that enables students to sit their exams either at home or their place of work. The exams can be invigilated by ProctorU, which monitors exams through students' webcams and microphones or by a member of staff at the student’s place of work.

Through this platform, we create a flexible, interactive and high quality learning experience for all our students, irrespective of their location in the world. Students can study at their own convenience and pace, but with full tuition support.

practical experience

Students who wish to complete all four IPFM qualifications and apply for their Chartered Public Finance Accountant (CPFA) designation will need to show that they have acquired appropriate and sufficient practical experience to demonstrate competence in the role of a professional accountant.

To fulfil this requirement, students, with support and input from their employers, will need to complete a CIPFA Portfolio, an online log of workplace experience and evidenced skills and behaviours.

Students who intend to apply for their CPFA designation should maintain and add to their CIPFA Portfolio throughout each of the four qualifications and submit it at the end of the programme.

For students who would like added support from their employer as they progress through the IPFM programme, we offer the Employer Portal. Accessed via the CIPFA website, it is available to training managers and line managers (who are nominated by students) and is designed to enable employers to track their students’ progress and development through every stage of the programme.

In addition to the IPFM programme, CIPFA offers a range of professional development opportunities for UN staff wishing to specialise in specific areas, from IPSAS standards and good governance to finance skills for non-finance managers. Qualifications in International Public Sector Accounting Standards (IPSAS)IPSAS are a set of accounting standards issued by the IPSAS Board for use by public sector organisations around the world in the preparation of financial statements. Having helped drive and shape the standards, CIPFA has designed a Certificate (Cert IPSAS) and Diploma (Dip IPSAS) offering comprehensive knowledge of the published standards and guidance on applying them.

Qualifications in Financial Crime Investigation and ManagementNamed in the UK Government’s Anti-Corruption plan as having a key role to play in combatting corruption in the UK and overseas, CIPFA has developed the International Certificate in Financial Crime Investigation (ICFCI) and the International Diploma in Financial Crime Management (IDFCM). Both courses focus on internationally recognised financial crime typologies and the global frameworks designed to help counter them.

Risk Management This course equips delegates with the knowledge and skills to factor risk management into all operations, decision making and planning. It covers the fundamentals of good practice and approaches to risk management, internal control and risk audit. Certificate in Management Practice This course has been specifically designed for those who have financial responsibilities but little, if any, formal training. Using public sector-specific case studies and delegates’ own examples, this practical course focuses on key financial documents such as balance sheets, income and expenditure, accounts and budgets. It aims to help delegates improve the financial performance of their team and organisation and is an ideal foundation for those interested in further professional study, for example the IPFM programme.

Executive Training Programme in Good GovernanceDesigned for senior UN leaders, this intensive course explores the drivers for, and underpinning principles of, good organisational governance. CIPFA was established in 1885 and is the only professional accountancy body and member of the International Federation of Accountants (IFAC) that specialises in the public sector.

We were a founder member of IFAC, the International Accounting Standards Board (IASB) and Accountancy Europe (formerly the Fédération des Experts Comptables Européens (FEE)).
