Annex.-I

ROLEAND CURRENTWORK OF PRINCIPALADVISER (HR), PRASARBHARATI

The role of the Principal Adviser (HR) is to provide strategic and policy related advice on different aspects of themanagement of the Human Resources of Prasar Bharati. Among the current areas of work being done/supported by himare:

1. Advise, Facilitate and monitor the development of Human Resources Information System (HRIS):-

The most critical set of problems confronting Prasar Bharati relate to the management of the human resources ofPrasar Bharati. These cover the entire gamut from job specification, recruitment, induction training, promotions,career management etc. Underlying this is the absence of a comprehensive, accurate and reliable HumanResources System which alone can provide the data and information required for a range of decisions relating tomanpower planning, recruitment, promotions and career development and progression etc.

The work on development of the software in-house isongoing and the process of testing the basic modules and pilotdata entry is to be done over the next few months. Once this is completed the process of entry of detailed personaldata of every employee will commence. After the data isentered and verified it isexpected that over time the entireprocess of maintenance of personnel records will be maintained through the database and many personnelinteractions such as applications and approvals for leave, service book, etc. will be possible online.

The continued close monitoring and support of this work is vital to ensure that data entry is accurate andcomprehensive and that the system is stabilised and actually used. Thisis a complex exercise requiring such supportover the initial period to ensure its sustainability.

2. Conceptualise, plan, monitor and assess Induction and In-service Training The first large scale recruitment ofEngineering Assistants /Technicians, Programme/ Transmission:-

Executives /Production Assistants has been completed after virtually two decades. For ensuring that the new recruitsare properly equipped for the jobs that they are to done, a comprehensive scheme for their induction training hasbeen prepared. This has also included the upgradation of the infrastructure and equipment of the Staff TrainingInstitutes in Delhi and Bhubaneshwar. Given the physical and manpower constraints, the induction training has to bedone in batches spread over a period of more than a year.

For the in-service training of all cadres cadre-training plans are yet to be prepared and a separate assessment ofexisting programmes is to be conducted.

3. Chair the Senior Officers Committee on Promotions:-

In the absence of the Prasar Bharati Recruitment Board and to ensure a high quality and fairness in the process of ad-hoc promotions, to Chair this Committee along-with two other retired Secretary Level Officers.

4. Design and Conduct a staffing review of the different staff of the News Divisionsof AIR and 00:-

This is a new recent work which has just commenced

5. Advise on Personnel Related Matters/Policies as required:-

A draft Internship Policy has been submitted and is under process.

Advise is being given on other personnel related matters as required including suggestions on possible alternatives torecruiting the Group A level posts of Prasar Bharati, specific changes in the educational qualifications for such postsetc.
