BALIKLAYA CANDIDATE DETAILED PLATFORMSExecutive Board Election 2012
PRESIDENT -- Jan Paolo Luces
Throughout my experience with Baliklaya, it has been an organization Ihave grown to know and love. Ive seen its message and have been a part ofits service. Im also aware of its concern of sustainability over the past threeyears it has broken away from Lex. With this in mind, I want to representBaliklaya to further its cause.
My message is simple. Rather than sustainability being a goal, itshould be an effect. Much of the actions I plan to take will be towards thisorientation. And so, my plans for Baliklaya within the next year is to improvethe quality of our members by orienting them further with Baliklayas cause,
and to further streamline Baliklayas projects and organizations that wouldimprove member turnout. In doing so, this should cultivate future leaders forthe organization as well.
To do this, the following actions are what I plan to implement:Revamp Internal Advocacy
The InfoSem series tackled issues such as human dignity up to prison
life. This gave the members an idea of Baliklayas front and why we do
what we do.
One of the main challenges Baliklaya faces is the target of our SB
efforts, namely our inmates, in both MYRC and NBP.
However, it seems inadequate to just promote the mission-vision of
Baliklaya through the experiences of other people.
I plan to modify the InfoSem series to add a seminar focused less on
prison orientation but more on member attitude. We should enable each
member to be able to answer a simple question. Why help those who
were proven guilty of crime and might do it again if given a second
chance?
This would be more of a workshop seminar rather than pure lecture.
This would also serve a twofold purpose of gaining quality members for
Baliklaya.
Resolve Project Scheduling
Baliklaya was able to establish MYRC as a partner prison community
in 2011-2012.

Though it expanded the reach of Baliklaya to spread out to other
communities as well, a major issue is the scheduling of projects in
NBP and MYRC. There is less turnout if the projects are scheduled on
the same weekend.
This factor would be put into consideration during the planning of
projects throughout the year during the PlanSem with fellow officers.
Another factor to be considered would be the coinciding events of
other Orgs which would also lessen turnout in projects within the
campus.
Improved Project Management
Baliklayas success depends on the success of its projects and with it the
Project Managers.
I propose to implement a 2 wave recruitment program for Project
managers. The first one would be in the summer targeted at the old
members, the second one within the first sem targeted towards all
members. The projects they will be dedicated to would be on the 1st and
2nd Semesters respectively.
Along with this, I plan to meet with the officers and current EB to
reevaluate how Project Managers are assigned to prevent non-working
PMs and to set up a timeline to prevent delays in implementation of
projects
Reevaluation of Departments Roles
From my experience, a major obstacle in project implementation is the
mixing up of tasks involved in preparation for the said project.
Specifically, most friction comes from the HR, Logistics and Advertising
departments which support every implementation of projects.
I plan to hold meetings with the officers, during the summer, to re-
evaluate the procedures Baliklaya Project Managers go through in order
to reserve equipments, and release ads.

BALIKLAYA CANDIDATE DETAILED PLATFORMSExecutive Board Election 2012
EXECUTIVE VICE PRESIDENT Kristinne Anne Felix
In my first year of stay here in Baliklaya, I have realized so many thingsin life. Frankly, I have seen that serving people is a very fulfilling way of usingmy time for an organization within the Ateneo. I really enjoy seeing the Kuyasof Bilibid. I like the feeling that I get whenever I see their smiling faces uponour visit to them. Not all of them are being visited by their relatives. They needour presence their as their visitors. They want to feel loved as well becausetheyre human beings. Because of this passion that developed within me, Iwant to serve Baliklaya through being part of its Executive Board as theExecutive Vice President. I can see that the present EB has done a good job in
promoting and raising awareness among the community of the Ateneo.Presently, we may not be accredited but I want to see that change. I want aname for Baliklaya within the Ateneo. Through being its Executive VicePresident, I believe I, along with the rest of the organization, will be able tomake the necessary changes in order for our organization to be accredited andin this way, our mission and vision as an organization met.
These are the Gs of an effective EVP:
Good conversing skills an EVP must know how to converse well withpeople in order to better delegate the tasks needed as well as to betterunderstand and be understood
Genuine concern for org and dedication to advocacy
General attention towards all departments no bias, all must be treatedfairly and with the same amount of love in order for anyone of them tonot feel neglect
Generous time given to make sure duties are fulfilled tasks mustnt berushed; time must be given generously for the sake of the org
Good-humored must know how to get along with everyone
Good-natured an EVP must be friendly
Goodhearted an EVP must be benevolent in his/her love for the org andthe people within it
Guiding an EVP must be one of the people who guides its members tothe right way
Gutsy an EVP must not be afraid of stepping up; I dont mean to sayonly with leading, what I mean is when it comes to disciplining itsmembers, an EVP must not be afraid of speaking his/her mind
What I will do as an EVP:
AWARENESS AND PARTICIPATION: An organization, to be effective, must have active member participation. We cant force our members tobe active though. I want to encourage the members of Baliklaya to be

more active and to be more aware of the organizations mission andvision. If members are more aware of the advocacy, then they will morelikely take part in the various projects and activities of the organization.Once a member joins, I want to make sure that he/she is informed of themission-vision of the organization so that there is a feeling ofinvolvement in the advocacy. There is usually a lack of a sense ofinvolvement if a member is not even aware of why he/she is part of anadvocacy in the first place. The members need to be reminded everynow and then that the purpose of the organization is to raise awarenessabout the conditions of the inmates of the country through differentprojects. Stop the inmates feeling demeaned, vote for
Kristinne! DIALOGUE, NOT MONOLOGUE: I want to encourage effective dialogue
between the members and the officers so that the goals of theorganization will be met effectively. Through knowing what the say ofthe members are, I believe that projects will be much more effective. Iwant to create an atmosphere of cooperation between both parties.Knowing their feedback regarding projects and how we can furtherimprove it will help a lot for the upcoming projects so that if ever therewere mistakes made (although we should also try minimizing it), theycan be corrected. Say what you need to say, vote for K!
ACCREDITATION THROUGH SUSTAINABILITY: One of my aims forBaliklaya is its accreditation. With the progress of the organization in the
past year, we are finally given a chance at being accredited as an officialorganization under the Ateneo de Manila University. Throughsustainability, accreditation may be achieved. Along with that, we alsoneed more members to have higher chances of being accredited in theupcoming school year. Baliklaya needs to be recognized as anaccredited organization of the Ateneo. Baliklaya needs to be seen by therest of the community in order for it to be recognized. Baliklaya needsmore publicity. Through various projects and continuing the tie-upsstarted by John Bonifacio, I want to expand the network of theorganization. Maybe with the tie-ups we can gain more members and letthe voices of our dear Kuyas be heard. Be seen, vote for Kristinne!
WEEKLY CONSULTATION: One of the tasks of an Executive Vice
President is to oversee the executive unit. This task along with the taskof supplying progress reports to the President regarding developmentsaffecting the operations of the committees will be met through a weeklyconsultation with the departments of the organization. The purpose ofthis is so that the projects will have higher chances of pushing throughtowards our advocacy. I will ask the heads of the respectivedepartments to report to me and in turn I will be reporting to the

President of the organization. This is to make sure that all parts of theorganization are kept in check. K!ping you in check!
FRIENDSHIP AND KAPATIRAN WITHIN THE ORG: All of us are part ofone organization, old and new members alike. I want to promoteopenness and friendship within the org by treating everyone like familyand being a friend to them. Friendship, in order to be established, mustcome from the efforts of both parties. This is also to make the membersfeel more welcome. If members feel more welcome, it invites them tobecome more active. There should be more projects or activities thatpromote camaraderie between all the members of the organization.
There should be more projects like the Sportsfest. Stop feeling gray,
vote for K!
All these things along with the rest of my duties as an Executive VicePresident will be done with passion. Vote for me, Kristinne Anne Felix, as yournext Executive Vice President of Baliklaya. KEEP CALM AND CARRY ON or let Kcarry you all the way!
FINANCE OFFICER Erika Joyce Barredo
PLATFORM:
The growth of Baliklaya, like any other organization in the Ateneo, islargely dependent on its financial strength. It is therefore crucial that a reliableand efficient system of generating funds has to be established. As a candidateaspiring for the position of Finance Officer, I am well aware of myresponsibilities. Listed below are my proposed action plans on how to helpBaliklaya achieve its objectives and aid in its expansion:
Creation of a Marketing Committee that aims to build strongrelationships with sponsor organizations to help augment Baliklayasfinancial resources
Tie-up with the Marketing Departments of the Ateneo JuniorMarketing Association and the Ateneo Resident Students
Association for trainings and consultation Coordinate with the Advertising Department of Baliklaya to comeup with a better and more appealing brand
Forge partnerships with institutions / organizations outside of theAteneo who share the same advocacy
Improvement of financial literacy within the organization through theformation of a Systemized Finance Committee

Interested members will be given the chance to become part ofeither the Finance Committee or the Marketing Committee
Proper dissemination of information regarding financial mattersand transactions among members of the core
Creation of finance and marketing manuals to guide coremembers on how to conduct themselves in financial transactions
Implementation of strict core attendance quota
Empowerment and grooming of future leaders through extensive taskdelegation and mentorship programs
Every core member will be assigned to specific projects and willbe delegated the task of managing and tracking expenses
Regular core meetings will be held to discuss issues andbrainstorm for new fundraising ideas
Close coordination with the Vice-President for Fundraising and heads ofthe different departments of the organization to come up with strategiesfor profitable fundraising projects
VICE PRESIDENT FOR FUNDRAISING Elaine Pineda
In my one year in the Ateneo, Baliklaya made a significant change inme-in the way I saw things. It made me realize that there is more to life thanstereotypes. It showed me that there are second chances waiting for peoplewho want it. Without Baliklaya, I would have never come to this awakening.
I am running for VP for Fundraising because I believe that funds areessential to make an organization work. The funds we have will greatly affectour projects. This means that if we have more funds, we can further promotethe organizations cause. I believe that the more funds we have, the moreopportunities we can create.I aim to create more projects to further empower the goal of Baliklaya. Theactivities will range from bake sales to selling things that the people from
Bilibid actually made. I think that its important to sell something that isactually made by them to show that they too are capable-they too can make achange if they wanted to. Doing this not only shows the peoples capability butit also creates a brand for the organization. This promotes our brand byadvertising that its by the prisoners for the prisoners. I also plan tocooperate with the advertising department in creating a trademark for thethings that we will sell. This trademark will help the organization raise fundsand at the same time, promote branding.

The timing of the fundraisers is crucial to how well we can earn thefunds. I would like to have projects during the opening of the school year, theweek before the semestral break, dates near occasions like Christmas/New
Year and Valentines Day, Hell Weeks and the week before summer vacation.Below is a table that shows ideal times for certain projects:
Time Name of Activity withDescription
Reasons for this beingthe ideal time
Start of the School Year Pledge Week-Living conditions inBilibid will be explainedwhile recruiting pledges.
It is ideal because thisis when well start tointroduce ourselves. Itsgood to start at the
school year so thattheyll have abackground on theconditions of the peopleliving in Bilibid (/MYRC).
Hell Weeks Food Sale/s-Appealing sweets will besold
This is ideal becauseduring hell weeks, a lotof sugar is needed tokeep the brain going. Also, a lot of people willbe feeling depressed atthis time which is why
sweets will be veryappealing at this point.
Week before sem break No Activity name yet(Depends on the currentseason/trend/event)-Organization brandedstuff will be sold (likeshirts, lanyards and thelike)
This is an ideal timebecause it will remindthe people before thevacation thatBALIKLAYA IS HERE. Itwill leave an impressionon their minds.
Christmas/ValentinesDay
Packages from Bilibid-Stuff made by thepeople from Bilibid will
be sold
It is ideal since this timeis a time of giving . A lotof people will be looking
for wonderful gifts togive. (The things madewill be dictated as towhat the season callsfor)
Week before summervacation
No Activity Name Yet(Depends on the currentseason/trend/event)

DIRECTOR FOR ADVERTISING Angelica Allado
I can never be more sincere in saying that Baliklaya is an organizationwhich I truly give much value to. Joining this organization has initiated my
journey towards self discovery and in this one year's worth of knowing who I
really am, I was made aware of the things that I did not know I would be so
passionate about and one of those are our Kuyas in Bilibid. Every time I join ourBilibid trips, I often find myself wondering why there aren't much people who
join us in our cause. Every single time, I find myself feeling sad about the fact
that this organization does not get as much attention as I believe it deserves.
With these in mind, I found myself wanting to do more for the organization asDirector for Advertising.
My goal is this: to have Baliklaya's image established inside the campus. I want
the student body to have a clear knowledge of what Baliklaya is all about. I
want them to be aware of this organization's existence and I want them torecognize the projects that we promote. Listed below are the following action
plans which I have thought of:
* The first action plan is what I consider as the main focus of my platform for itis in line with the position that I am running for. The other two are some of the
proposals which may prove to be beneficial to the organization once it is
implemented.
I. Construction of an improved Advertising Committee
> This plan aims to improve Baliklaya's promotional materials by pooling in
members who have knowledge and skills on programs which are needed to
come up with the said materials and who are competent in conceptualizingmore effective promotional schemes.
> A GA, if not, a mandatory meeting for this committee alone shall be heldonce every sem for the members to know what their tasks would be and topromote a better working relationship with everyone in the committee. With
this GA/meeting comes a more in-depth and comprehensive brainstorming on
ideas and improvements regarding ways on how to advertise each Baliklaya
project.

9/11
BALIKLAYA CANDIDATE DETAILED PLATFORMSExecutive Board Election 2012
> Also, a more organized division of tasks shall be implemented. Eachmember, together with the supervision of the Director, shall be assigned in thepromotion of at least one project at the start of the sem or when the final line-
up of projects is available. The member will be in-charge of conceptualizing the
promotional materials needed for the project and how these would be
promoted. These plans would then be proposed in the committee as a wholeand assignment of tasks shall be appointed afterwards.
II. Project revamps> More extensive planning sessions should be held wherein not only the headsand the PMs but also the group of members in each committee (e.g. members
from Logistics, Advertising, etc.) who are tasked for the certain project, meetup, discuss and propose plans for the project.
> This will also encourage members to be more active in participating in theorganization's activities.
> This will provide more man power to the PMs. More man power = Higher
chances for the project to be successful.
III. More effective processing sessions> I believe that the heart of Baliklaya is it's advocacy and for this to be instilled
in each member is important.
> More processing sessions should be held after every prison trip and more
affective reflection points shall be provided in each session.
Lastly, I believe that an good working relationship shall be continuously
implemented in the Executive Board so that all the tasks that should be carriedout would be carried out properly and efficiently.
DIRECTOR FOR HUMAN RESOURCES Rhett Gaerlan
I believe in the beauty of this advocacy.
I know that a lot of people, including you, do.
But I cant do it alone.
You cant do it alone either.
The concept of a troop system enables Baliklaya to approach itsmembers in a formal yet more personal way. It has its perks, which iswhy the system should be kept but improved nonetheless. It is the bestway to reach members because information dissemination is broken

down into the respective troops, allowing for a systematic way ofinforming members as well as keeping in touch with them.
The job of the director of HR is to bridge the gap among members ofBaliklaya. Branching out from Ateneo Lex with the last LM batchgraduating this March, Baliklaya no longer has the home org feel. Thatis why I do not aim only to have the most number of members; althoughthat will help us in our advocacy. I aim to have the most number ofactive members.
Improve the troop system
o The troop system tackles the problem of welcoming members intothe organization and establishes closer membership ties, with thetroop at the very least.
o By allowing for more activities, group dynamics between and
among members, a sense of solidarity can be instilled
Inter-troop competitions
Sports fests
Amazing race (Baliklaya-based theme)
General assemblieso 1 per semester
Tambay weeko 1 per semester
Troop of the month award
Has to meet certain requirements (i.e. having agroup picture, ate lunch together [based on AteneoCodes reward system])
o The troop system is the most direct way a Baliklaya member can
communicate with the Executive Board to voice out any concernsas well as involving himself.
Ensure proper information disseminationo I am to apply a systematic way of informing members of org
activities through the troop system, and regular text/e-mailblasts. For this to be monitored, respective troop leaders are
responsible for disseminating information to their members to bechecked by either an AVP or myself.
o Text, e-mail blasts, and Facebook posts (tie-up with advertising
for posters) are also to be conducted by HR for everyannouncement, including that of all organization projects, as wellas trips to Bilibid and MYRC.

11/11
BALIKLAYA CANDIDATE DETAILED PLATFORMSExecutive Board Election 2012
o I want a system of transparency in the organization in which the
members are informed of the orgs movements and progress, andregular news to keep them updated.
Encourage active member participationo Starting recruitment week, our selling point should be the
advocacy (tie-up with Advocacy); however, members are stillneeded for an organization to function, thus, promotions shouldstart early
Text/e-mail blasts, Facebook posts
Posters (c/o Advertising)
Booth shifts for the recruitment dayso Practice the retention system; it should be established at the very
beginning clearly how much badges are needed for retention
How many (Subject to discussion):
Badges for retention
Badges gained by going to trips
Badges received by project managers
Badges for other org activities (talks, seminars, etc)o At the same time, there should be a lot of opportunities for its
members to gain badges.
Advocacy talks (c/o Advocacy)
Information seminars (c/o Advocacy)
Troop activitieso However, there is a need for sustainable membership and
transition of officers in the following year.
Project manager trainings
Mentoring system
Should be open to those who want to step up(subject to discussion)
